Features of the personal account of the FSS

The personal account of the FSS is used not only for processing electronic sick leave sheets, but also forms a database for the UIIS Sotsstrakh, and makes it easier to check the details of the ELN. Now the insured, the employee and the ITU bureau are able to view the electronic certificate of incapacity for work, the personal account gives access in accordance with the powers declared for the participants in the information space. We open the FSS portal, the electronic sick leave will be displayed at the current processor - whether it be a medical institution, a bureau of examinations or an organization.

For the insured

By connecting to the Cabinet, the policyholder receives extensive functionality. Here are some of the benefits of a personal account:

  1. By entering the personal account of the FSS, the electronic sick leave can be verified for authenticity. Check paper sick leave certificates for forgery - in the "Sick Leaves" section, click the "Action" button - then "Check ELS / LNs". You have to enter the number and start the check, the result of which, in case of genuineness, will be the message - "issued on paper."
  2. If there is a need to make corrections, access is given by the personal account of the FSS insured - the electronic sick leave is available for editing in the part “Filled out by the employer”.
  3. If you want to print electronic sick leave sheets, your personal account allows you to do this by clicking the "Print" button.
  4. Data for ELS is available for export to xml format for the purpose of loading into the employer's software and the subsequent formation of a register of electronic sheets. The register with the completed details is signed with an electronic signature and sent to the Fund's gateway.
  5. The policyholder gets access to the logs of data exchange with the Fund in terms of sent registers, and correspondence in terms of requests and clarifications.
  6. The personal account stores lists of those people who have suffered from accidents at work or from occupational diseases.

For the insured

For an employee of an organization, especially whose work is not related to a computer - the FSS website, electronic sick leave certificates, personal account - this will seem like a heap of intricate schemes. However, using a personal account opens up the following possibilities:

  1. The employee has access to the created electronic sheets in his name.
  2. The employee has access to checking the amounts of accrued benefits by the organization and the FSS, in the context of electronic and paper execution of sick leaves.
  3. It becomes possible to view information on the rehabilitation program, on sanatorium treatment, on occupational diseases and accidents.
  4. To eliminate inaccuracies or to obtain clarification from the Fund, the employee initiates a request. The response will be received in your account and will be stored in the interaction log.

For ITU

A medical and social examination is appointed if the course of disability exceeds 15 days, and the patient's state of health does not favor the closure of the sick leave. The doctor of the medical institution sends the ELN for examination, where the authorized representative, having performed his duties, supplements the electronic sheet with the data of the bureau. In the personal account of the ITU, sick leave certificates of all patients redirected to the Bureau of Medical and Social Expertise are displayed. Registration of a personal user account

The FSS electronic service in terms of personal accounts involves registration - a process that requires attentiveness, and sometimes personal presence.

For medical institutions

Medical organizations fill in the ELN using the state information system "Sotsstrakh". The system operator is the FSS. Access to the functionality appears in each medical institution that has the appropriate license and digital signature.

Organizations involved in the examination use a personal account in their work. The registration process is different from the registration format with other users, as the service provider is the Foundation.

For the insured

Login to your personal account is supported through a single portal of public services, which opens after confirming your account on public services. To do this, the head or authorized representative fills in the organization's data in the registration form and signs it with an electronic signature, after which the verification of the legal entity is started. The account becomes "verified" after successful verification.

Now we open the home page of the cabinet on the Fund's website and select "Insurant's cabinet". You will need to enter a username and password and select the desired service. The functionality of the personal account is ready for use.

For the insured person

Employees of the organization are interested in checking their sick leave, if they want to double-check the calculated amount payable, then the personal account will become an assistant. To gain access to the account through the public services portal, an individual goes through the identification process at an institution of your choice: Russian Post, Multifunctional Services Center or through Rostelecom.

After confirming the identity, the employee enters the Fund's portal and enters registration data in the authorization window.

When registering, the insured employee chooses a login - for example, SNILS, phone number, email address, EDS.

Personal parameters are edited if the initiator comes to the territorial branch of the FSS and provides supporting documentation.

Viewing information and working in the FSS personal account

FSS personal account: how to open a legal entity

To work with the cabinet you need:

  1. Join the project of electronic certificates of incapacity for work, conclude an agreement on information exchange with the branch of the fund;
  2. Get an enhanced electronic signature (if not);
  3. Improve the software;
  4. Open a personal account of the FSS.

To begin with, in order for the company to accept electronic leaflets, it is necessary to conclude a special agreement with the FSS. To do this, you must apply to the fund with a free-form application. The document should indicate that you want to accept electronic sick leave.

The FSS will consider the application and offer to conclude an additional agreement. Next, you need to open an office.

The official website of the FSS personal account for legal entities is cabinets.fss.ru. Through it, you can fill out an electronic sick leave, write an appeal to the fund, file a complaint, etc.

On the site, select "Insured's account" and click "Login to the account". After that, the service will prompt you to enter the login and password of the organization for the gosuslugi.ru website.

Personal account of the insured: opportunities

An electronic office will be needed for all companies that are going to work with electronic sick leave.

Through the personal account of the FSS, the company will be able to receive an electronic sheet and fill out its part. In the office, you can correspond with the fund, see the history of communication. Companies participating in the pilot project of the FSS "Direct Payments" will see in the service the registers of sick days that were sent to the fund.

In the section "Electronic certificates of incapacity for work" you can see the list of sick leave. While you are not working with electronic sheets, the fields remain empty. As soon as you start accepting electronic leaflets, you will see information on them in the list. For each case, there will be full name, dates, etc.

If you go to the "Accidents and Occupational Diseases" tab, the service will show a list of injured workers. Also, through the office, you can write a request to the fund in a ready-made form and attach files to it.

The Company has the right not to open a personal account and not to connect to the electronic exchange of sick leave. Employees of such an organization will be able to receive only paper sheets.

If the clinic and the employer participate in an electronic exchange, the employee will be able to decide which ballot to take - paper or electronic.

If the employee chooses a virtual sheet, he must give the doctors written consent. The consent form has already been developed by the Ministry of Labor. It is in the order of electronic interaction.

An electronic sick leave is more convenient for a company than a paper one. It is easier to fill it out, since you do not need to monitor the color of the ink, the size of the letters, the location of the print. The Fund will not remove sick leave because it has faded and become illegible. In addition, accountants will get rid of the need to calculate fakes.

How to work with the personal account of the insured

From the main page you can get to any section of the cabinet. If you click on the yellow block in the upper right corner, access to other functions will open. For example, you can change company details, go to the list of requests to the fund, or exit the account to change the user.

In the "Electronic sick leave" tab, you will see all the electronic sick leave that employees received. After the employee brings you the sheet number, you need to find it and add it to the list. To do this, click the "Request LN" button and fill in the fields "LN number" and "SNILS".

To apply for your part of the sick leave, select it in the list and click on it. In the electronic sheet, you need to fill out the same lines as in the paper one.

The office can be used to write an appeal to the fund. After filling in all the fields, click "Save" - ​​the message will turn into a draft, where you can make additions. If you are satisfied with the draft, click the "Submit" button.

You can see your messages to the fund and the status of their processing. To do this, hover over the yellow block in the corner of the screen and click "Requests to the Fund".

In the "Accidents and Occupational Diseases" section, a list of all injured workers is available. The number of accidents determines how much the company pays injury contributions.

Check the access of employees to the personal account of the FSS. Since December 8, the fund has changed the algorithm for authorizing visitors to the resource. The FSS divided users into groups - a manager, an accountant, support group specialists and insured events. Workers without a category have no access to the service now.

Due to the new authorization algorithm, there is a risk that the fund has closed access to the legal entity's personal account for the chief accountant. In this case, the accounting department will not be able to work with electronic sick leave, calculate benefits and payments using the service, and exchange documents with the fund.

Previously, in order for the chief accountant to work under a company account, the manager linked the employee's account to the organization's personal account. Now the fund requires to reflect the category of the employee.

You can assign a category to employees in your personal account only under the account of the head or administrator of the company on the public services portal. To do this, on esia.gosuslugi.ru, in the "Access to systems" section, find the FSS. In the "System" field, select "Personal account of the policyholder". In the "Access Group" field, select a category and assign employees to it. Step 1. Register in the system

To work with electronic sick leave certificates, an organization will need to create a personal account in the Unified Integrated Information System "Sotsstrakh" of the FSS on cabinets.fss.ru (hereinafter referred to as EIIS "Sotsstrakh"). You can enter it through the account of the legal entity on the State Services portal.

If your organization does not have a verified account on the State Services, create it in the Unified Identification and Authentication System (ESIA):

  1. On esia.gosuslugi.ru, go to the "Organizations" tab.
  2. Create a verified account using a qualified electronic signature issued in the name of a manager or a person who has the right to act without a power of attorney.
  3. Fill out the details card.

After registering in the personal account of the EIIS "Sotsstrakh", fill in the information about your company and read the instructions.

Each participant of the system has its own functions of a personal account:

  • Hospitals will upload electronic leaflets into the system, signing them with a qualified electronic signature.
  • The accountant will see the hospital employees, obtain the necessary information for calculating benefits and fill out the employer section.
  • The insured will be able to check whether the sick leave is filled out correctly and whether the allowance is correctly calculated.
  • Federal Law No. 86-FZ provides that a doctor will be able to issue an electronic sick leave for temporary disability, pregnancy or maternity, if these two conditions are met:
  • The medical institution and the employer of the insured person are registered in a special automated system of electronic sheets.
  • The patient agreed in writing to the issuance of a certificate of incapacity for work in electronic form.

The list of data that is required for conducting a medical and social examination of the insured and calculating benefits, as well as the deadlines for their submission (Decree of the Government of the Russian Federation of December 16, 2017 No. 1567) has been approved.

Step 2: Redistribute Responsibilities

Appoint an accountant responsible for working with electronic sick leave, get an electronic signature for it and provide access to the UIIS Sotsstrakh. If necessary, teach the new rules to those accountants who previously worked only with paper sick leave.

Step 3. Tell employees about the changes

As soon as the company has connected to the system, tell employees that they have the right to issue sick leave electronically. You can issue an order under a signature or make an email newsletter.

The FSS will pay sick leave, if it is submitted in electronic form, in three working days

The employee himself decides in what form he wants to draw up the document: in paper or electronic. But the electronic sick leave has advantages, convey them to employees:

  • It is easier to issue it, you do not need to additionally certify it with seals in the registry.
  • It cannot be spoiled, forgotten, lost. If the insured loses the sick leave number, he will be able to restore it in his personal account using the SNILS number and the password from the State Services.
  • Electronic sick leave does not need to be carefully stored and transferred to an accountant, like its paper counterpart. It is enough to give the number of the sheet by phone or by mail. This is especially true for companies with branches, different offices or separately located accounting departments.
  • If a pilot project on direct payments is taking place in the region, the FSS will pay sick leave submitted in electronic form in three working days (in paper form - in 10 days).

Step 4. Obtain a sick-list number from the employee

The doctor of the polyclinic enters the FSS system and forms a disability certificate in it: enters the necessary data, copies information from the electronic medical record. He also requests a unique electronic sick leave number from the system.

When issuing a sick leave to a patient, the doctor and the medical institution certify the document with enhanced CEP. At this stage, the employee will not see the sick leave, he will only receive a unique number, which will then be used by the medical institution, the employer and the FSS. He must give this number to the accountant who is responsible for calculating benefits.

Step 5. Fill out the form in your personal account

By this number, the accountant finds the employee's sick leave in his personal account in the EIIS "Sotsstrakh". The information received from the sheet (about the period of illness, etc.) will need to be used to calculate and record the sick leave.

You will also need to fill in your part: company name, average earnings, length of service, etc. Additions to the sheet must be certified with an electronic signature that you use to submit electronic reporting.

At the stage of payment of benefits

Step 6. Submit information to the Social Insurance Fund for the payment or reimbursement of benefits

The completed sick leave will instantly go to the FSS department at the place of work of the insured. The FSS will take this information into account when calculating and verifying benefits.

Further, the scenarios for calculating and paying benefits differ in different regions of Russia. Some regions participate in the pilot project of the FSS “Direct Payments”, all of them are listed in Decree of the Government of the Russian Federation dated 04/21/2011 No. 294. In these regions, the FSS pays benefits directly to the employee. In other regions, the employee's allowance is calculated and paid by the employer. With a scoring scheme:

  • Calculate the benefit and pay it to the employee with the next salary.
  • The amount of expenses incurred for the payment of benefits can either be set off against the payment of social security contributions or reimbursed to the FSS. To receive a refund, you must go to the FSS branch and provide an application or a certificate of calculation.

For direct payments:

  • In your accounting program, calculate the average earnings for benefits.
  • If the benefit for the first three days must be paid by the employer, calculate and include this part in the next salary.
  • Prepare the register in electronic form (if you send data via the Internet) or fill out an application to the FSS on behalf of the employee (if you apply to the FSS personally).
  • Send the register to the FSS portal or take the application in person to the FSS branch.
  • Make sure that the employee receives benefits: the Social Insurance Fund will pay it by bank or postal order.

The advantage of electronic sick leave

The law obliges only medical institutions to issue electronic sick leave at the request of the insured. Penalties for the employer for not switching to electronic sick leave are not yet provided. But there are pluses in the voluntary transition to electronic sick leave.

Less mistakes

When filling out a paper sick leave, both doctors and employers make mistakes. Auditors-consultants of the FSS annually find errors in more than 2,000,000 paper sick leaves, including accounting errors in calculating benefits. The use of electronic sick leave can reduce these errors to almost zero.

Less abuse

The new system of electronic sick leave will make it possible to nullify abuses in the issuance of sick leave. It will be much more difficult for an employee to forge an electronic sheet, and the fact of forgery is easier to prove.

Less work

With the transition to electronic sick leave, you will not need to spend time on:

  • transfer of paper sick leave to the territorial offices of the FSS;
  • accounting for the facts of the economic life of the sheets, since they are strict reporting forms;
  • sick leave authentication;
  • archive storage and processing.

Less space for archives

If an electronic sick leave is issued, the employer has no obligation to keep a paper counterpart. That is, it will not be necessary to allocate special places for storing strict reporting forms.
