 belonging to Russian citizenship;  availability of higher professional education;  compliance with the established qualification requirements. The establishment of qualification requirements, the procedure for issuing and revoking qualification certificates for specialists in customs operations is under the jurisdiction of the Federal Customs Service of the Russian Federation.

After receiving the qualification certificate, the operations specialist is obliged to maintain his professional level through systematic training in educational programs for continuing education in the manner established by the FCS.

The qualification certificate may be revoked by the Federal Service.
