Citizens belonging to the category of young professionals are entitled to various benefits, guarantees and payments that are established by federal and regional laws. We will try to understand in more detail the payments and benefits to young professionals in this article.

Who is a young professional

Young specialists include citizens of the Russian Federation not older than 35 years old who first started working immediately after graduating from a higher or secondary educational institution and working in their specialty before the expiration of a three-year period from the moment of graduation.

Sometimes some organizations, in their local regulations, refer to young specialists as persons who are entering work for the first time, regardless of their education, not older than 30 - 35 years old, or persons of a specified age who are sent for training by the employer himself. Thus, sectoral agreements and local regulations of the employer can specify the criteria for referring to young specialists.

The status of "young specialist" is retained by the employee for a period of time determined by law or by the employer in a local regulation. Typically, this time is from one to three years.

Support measures for young specialists, including the provision of social guarantees to them, are established in accordance with federal, regional and local legislation, as well as in accordance with local acts of employers.

Federal guarantees and payments to young professionals

Russian legislation establishes federal guarantees for young specialists. These include:

  • absence of a probationary period when hiring, provided that a young specialist first enters a job in the received specialty within a year from the date of receiving professional education;
  • payment of a one-time cash incentive to the winners of the All-Russian competition for the title of the best employee of a social service institution in the nomination "Best young social service specialist";
  • social payments to young specialists living and working in the countryside or who have expressed a desire to move there to a permanent place of work and residence for the construction (purchase) of housing.

In order to receive the benefits and payments specified in the previous paragraph, young professionals must simultaneously comply with the conditions listed below:

  • they must live permanently in rural areas;
  • they must work under an employment contract or carry out individual entrepreneurial activities in rural areas during the year on the date of submission of an application for inclusion in the list of participants in measures to improve the housing conditions of citizens living in rural areas;
  • they must have their own or borrowed funds in the amount of at least 30 percent of the estimated cost of construction (purchase) of housing;
  • they must be recognized as needing better housing conditions.

Regional guarantees and surcharges

In addition to federal measures, payments, guarantees and benefits to young specialists can be established by the laws of the constituent entities of the Russian Federation and the regulatory legal acts of local governments.

Also at the regional level, programs are adopted to support young specialists in certain industries or localities, for example, for doctors in rural areas. Most often, these programs provide payments and benefits to young professionals in the form of "lifting", preferential housing loans, etc.

As an example, we can cite a program being implemented in Moscow, according to which, during the first three years of work, young teachers of state educational institutions are paid (as young specialists) in the form of an additional payment to their salary in the amount of 40 percent (and those who have an honors degree receive additional payments in 50 percent).

Guarantees and benefits for young specialists from employers

Many employers themselves establish additional guarantees, payments and benefits for young specialists. The law does not prohibit them from doing this.

Let's look at a few examples.

In organizations subordinated to Rosmorrechflot, employers take measures to retain young specialists, provide, on the basis of a collective agreement, the payment of material assistance to young specialists ("lifting"), an additional payment to wages for a period of up to two years from the date of graduation from a higher educational institution in full-time education, contribute to the solution of housing issues (including compensation for renting housing) within the financial capabilities.

In some institutions subordinated to the Moscow Department of Health, incentive payments are provided for young specialists.

In some organizations subordinated to the Ministry of Sports of Russia, a so-called effective contract is concluded with a young specialist, which allows such a specialist to be paid additional payments to the salary rate in the event of his professional knowledge, responsibility, and desire for self-development.

In addition, in the same organizations, young specialists who are athletes can be paid at the expense of the organization's funds:

  • a lump sum of up to three official salaries;
  • an interest-free arrangement loan for a period of five years with a one-year deferral of the start of loan repayment;
  • monthly payment for the maintenance of children in kindergartens.

The government of the Russian Federation and local municipal authorities are interested in finding jobs for graduates of higher and secondary specialized educational institutions. To achieve this goal, benefits for young professionals both on the part of the state and on the part of the authorities of local city and village administrations.

Who is considered a young specialist in the Labor Code of the Russian Federation

The Labor Code of the Russian Federation in Article 70 introduces a ban for employers to establish probationary periods for graduates of higher and specialized secondary educational institutions, which they graduated less than a year ago. This is the only benefit for young professionals established by the Labor Code of the Russian Federation. Moreover, federal legislation does not in any way regulate benefits for young specialists, and even the very definition of the “young specialist” status is not spelled out either in the Labor Code or in other federal laws.

However, in the regional legislation, benefits for young professionals are presented more broadly, and the main criteria for obtaining such benefits are also highlighted there. The criteria, that is, the definition of the status of a young specialist, include the following:

  1. The age of a specialist is up to 35 years in most regions and up to 30 years in some;
  2. Compulsory education received in an educational institution with state accreditation in the full-time education system. To receive benefits, specialists with initial vocational, secondary vocational and higher education are allowed, that is, lyceums, vocational schools, technical schools, institutes and universities. In addition, in some regions, an additional condition for receiving benefits has been adopted - training on a budgetary basis;
  3. Employment is mandatory immediately after receiving a diploma at public sector enterprises.

Since the benefits for young specialists are at the mercy of the regional authorities, the benefits themselves, lump sum payments and other measures of social support at state enterprises are mainly determined by intradepartmental sectoral agreements. In the non-governmental sphere, support for young specialists is carried out independently by enterprises on the basis of internal regulatory legal acts.

Thus, in many cases, support for specialists is carried out at enterprises independently, therefore it is better to find out all information about support measures during employment, in particular, this information should be published in the collective labor agreement of the enterprise. Also, there is often such a document as the "Regulations on the status of a young specialist", which specifies the conditions for receiving benefits by graduates, their working conditions, the amount of payments and the conditions for their receipt.

Age limit for young professional status

Depending on the region of employment, the age limit at which an employee is still eligible for benefits as a young specialist is set to 30 or 35 years. The status of a young specialist is assigned once and is valid for up to 3 years from the date of assignment.

However, there are exceptions in which the status of a young specialist is extended to 6 years. This could be:

  • When studying in postgraduate or postgraduate studies in full-time education;
  • While in

Social support for young professionals

Basically measures to support young professionals are established by regional authorities by internal legislative acts. If you look at it, then all social support comes down to providing the following guarantees for young specialists:

So, in the Decree of the Government of Moscow "On measures to provide pedagogical staff of educational institutions in Moscow" No. 172-PP of March 23, 2004. criteria have been established according to which the status of a young specialist and, accordingly, the priority in obtaining benefits have specialists who meet the following conditions:

  1. Higher pedagogical or secondary vocational education;
  2. Age not older than 35 years;
  3. Start of professional pedagogical activity no later than 3 months after graduation.

The main thing here is age and work in pedagogy. For example, a teacher at a school under the age of 35 has every reason to be considered a young specialist and enjoy all the benefits, regardless of the fact that his diploma may have nothing to do with pedagogy.

It is interesting that for St. Petersburg the age threshold established by the Law of St. Petersburg "On measures of social support for employees of state educational institutions" No. 107-27 of April 03, 2007 is only 30 years. The same age limit is set for young specialists in the city of Saratov, in accordance with the law of the Saratov region No. 96-ЗСО "On social support of young specialists in public sector institutions of the Saratov region" dated August 03, 2011.

As you can see, measures for the social support of teachers are published in the form of laws of the city or region. Therefore, the situation with the support of young specialists in a particular region can be clarified in the education department of your region of work.

For young healthcare professionals, the situation is not so encouraging: benefits for young doctors are provided by the state only when they move to work in the countryside. Then, according to federal law No. 326-FZ of November 29, 2010 "On compulsory medical insurance in the Russian Federation," young medical specialists are entitled to benefits if they meet the following criteria:

  • Employment and living in rural areas;
  • Age under 35;
  • An employment contract concluded for a period of 5 years or more.

Benefits and payments for young professionals in the field of education and pedagogy

As we have already mentioned, for specialists in the field of education, the status and benefits for university graduates who start their career are established not by federal, but by regional legislation. For Moscow and St. Petersburg, this process occurs as follows:

Benefits and payments to young specialists in pedagogy and education in the city of Moscow:

A young specialist in education in Moscow receives a lump sum payment, and in addition to it - a salary increase in the amount of 40% of his rate. Red graduates receive a 50% allowance, also for three years from the date of the first employment.

Muscovites also receive compensation for 50% of the cost of travel in public transport in the amount of 15% of the rate.

In St. Petersburg, the situation is different: salary increments in the northern capital are not provided, however, upon employment, specialists are entitled to one-time payments in the amount of:

  • 6 basic units of the rate for all specialists who graduated from higher and secondary specialized educational institutions with a state diploma;
  • 8 basic units of the rate for honors graduates with honors.

Transportation costs are reimbursed at 50% for all public transport, except taxis, for all young professionals under 30 during the first three years of employment.

To receive the due payment, you must submit an application to the Department of Education of St. Petersburg or to the social protection authority.

Social support for young healthcare professionals

Social support for young doctors is established at the federal level, but only for doctors working in rural areas. Federal Law No. 326-FZ determines payments for doctors who have moved to work in the countryside in the amount of up to 1 million rubles under the all-Russian social program "Zemsky Doctor". To receive payment, a prerequisite is the conclusion of an agreement with the local administration at the place of work in rural areas.

A prerequisite for receiving lifting is a higher medical education and work in the specialty in rural areas for at least 5 years. The most extensive list of guarantees is provided for teachers and educators who are first employed in state and municipal educational institutions. In Moscow, a salary increase is given to young specialist teachers: payments continue during the first three years of work and amount to 40% of the rate. The allowance for a young specialist who has received a diploma with honors is increased to 50% of the rate. To compensate for the costs of travel in public transport, a surcharge of 15% of the rate is established. If the employee does not have his own home, he can take out a mortgage on preferential terms. Payment of financial assistance is carried out by the employer within a month from the date of the conclusion of the employment agreement (contract) with the graduate in full, regardless of the number of days of rest used by him.

Graduates sent to work as teachers are paid by the educational institution financial assistance for 45 calendar days at the expense of the republican or local budgets at the rate of a monthly stipend assigned to them in the last semester (six months) before graduation, no later than the issuance of a certificate of direction to work.

In the event that young specialists and graduates did not receive scholarships in the last semester (half year) before graduation, they are paid the corresponding financial assistance based on the social scholarship established on the date of graduation.

A certificate of the amount of the scholarship is issued by the educational institution when issuing a certificate of education.

Relocation guarantees and compensations

According to the first part of Article 96 of the Labor Code, graduates who are provided with a place of work through distribution, graduates sent to work, moving to another locality, are reimbursed:

the cost of travel of a graduate and his family members (husband, wife, children and parents of both spouses who are dependent on them and living with them) on the same conditions as when sending an employee on a business trip;

expenses for the transportation of property by rail, water and road transport (public) in the amount of up to 500 kilograms for the graduate himself and up to 150 kilograms for each moving family member (by agreement of the parties, expenses for the transportation of more property can be paid);

daily allowance for each day of being on the road in accordance with the legislation on business trips;

a one-time allowance for the graduate himself in the amount of his monthly wage rate (salary) at the new place of work and for each family member moving in the amount of one-fourth of the allowance for the graduate himself.

To determine the right of a graduate to compensation in connection with moving to work in another locality, one should proceed from what locality was the place of his permanent (preferential) residence (registration at the place of residence, permanent residence permit) before distribution (referral). At the same time, temporary registration for the period of study at the location of the educational institution is not taken into account.

The right to receive compensation provided for in Article 96 of the Labor Code is available if, after being assigned to work, the graduate arrived in the village, which was not the place of his permanent residence before the distribution (referral).

Article 96 of the Labor Code does not contain a requirement for the employee to present documents proving his registration in the settlement at the place of work. In addition, in accordance with clause 21 of the Regulations on the registration of citizens at the place of residence and place of stay (hereinafter - the Regulations), approved by the Decree of the President of the Republic of Belarus dated 07.09.2007 No. 413, in the case of temporary departure from the place of residence for a period of more than one month, the citizen is entitled to register at the place of stay, unless otherwise specified in clauses 28-1 and 30 of the Regulations. Registration of citizens at the place of stay is carried out for a period of up to one year, unless another period is established by the Regulations. Registration of citizens at the place of stay is carried out without removing them from the registration at the place of residence.

The list of documents required for the payment of compensation established by Article 96 of the Labor Code is not defined by labor legislation. In this regard, the issue of payment of compensation provided for in Article 96 of the Labor Code should be decided by the employer, taking into account the circumstances and documents that take place in each specific case.

Travel expenses are incurred in accordance with the Instruction on the procedure and amount of reimbursement of expenses for business trips within the Republic of Belarus, approved by the Resolution of the Ministry of Finance of the Republic of Belarus dated April 12, 2000 No. 35. The state and regional authorities establish benefits for young specialists, whose task is to stimulate the ability to work of graduates of primary, secondary and higher educational institutions in municipal and state organizations.

Who is recognized as a young specialist under the Labor Code of the Russian Federation

Today, at the federal level, the status of a young specialist and the provision of the prescribed benefits are practically not regulated. There is one normative legal act that contains a similar provision - Art. 70 of the Labor Code of the Russian Federation, which prohibits an employer, when hiring, to establish probationary periods for citizens who graduated from higher institutions and secondary vocational schools less than 12 months ago. According to the Labor Code, a young specialist no longer has any benefits.

If we turn to the very concept of “young specialist”, then it is also not established in the Labor Code. Also, it is not included in any other federal law. Only based on the content of regional regulatory legal acts, it is possible to single out main criteria for obtaining the status of a young specialist:

1. Age must not exceed 35 years. In some Russian regions, this figure is 30 years.

2. Availability of an appropriate educational base:

  • Primary education - lyceum or vocational technical school;
  • Higher or secondary vocational education, which was obtained through the full-time training system in an educational institution accredited at the state level. Some regions establish training on a budget as an additional condition.

3. After training and receiving a diploma, the first labor activity should be carried out at a public sector enterprise.

The provision of lump sum payments, benefits and other measures of social support for young specialists is established by sectoral agreements of the relevant departments. If we talk about non-state structures, then such social support will be carried out on the basis of local regulations of a particular enterprise.

How old is the young professional status?

Maximum the age threshold of a young specialist to receive the prescribed benefits is 30-35 years old. This indicator depends on the region where yesterday's student works. From the moment of the conclusion of the employment contract, the status will be legal for 3 years. The second time, this status cannot be obtained.

There are a number of cases when the status of a young specialist can be increased up to 6 years:

What are the measures to support young professionals

To date, there are no all-Russian measures for the social support of young specialists. This issue is regulated at the level of regional legislation. In most cases, assistance to young professionals is expressed in the provision of the following guarantees. It:

  1. Issuance of an interest-free loan for the arrangement.
  2. Upon employment, you can receive a lump sum payment.

In this direction, two budget spheres have priority: health care and education.   • Higher pedagogical or secondary vocational education.
  • Age must not exceed 35 years old.
  • The specialist must begin teaching activities no later than 90 days after receiving the diploma.

It is important to know that if a young teacher works in this area, but does not have a special education, then this does not serve as a reason for depriving him of the appropriate status. For example, a school teacher who has not yet turned 35 years old, who has a diploma in any profession that is not related to pedagogy, also has the right to apply for the title of a young specialist.

A lower age threshold has been set for teachers from St. Petersburg. In accordance with the law of St. Petersburg No. 107-27 "On measures of social support for employees of state educational institutions" dated 04/03/2007 (as amended in 2011), in this area, young specialists are teachers who are not older than 30 years.

To get the status of a young specialist, a school teacher from Saratov must also be no older than 30 years old. This issue can be clarified in the provision of the law of the Saratov region "On social support of young professionals in public sector institutions of the Saratov region" No. 96-ЗСО dated 03.08.2011.

It is important to know: if you are interested in receiving information on social support for young professionals in a certain region, then you need to contact the territorial division of the Department of Education at the place of work and your residence.

The health care system is less liberal in this matter: at the state level, benefits are provided for young medical specialists and social benefits only if they move to the countryside. If we refer to the law No. 326-FZ "On compulsory medical insurance in the Russian Federation" dated November 29, 2010, physicians are entitled to receive compensation payments if the following conditions are met:

  • The age of a specialist does not exceed 35 years.
  • The employment contract is concluded for at least 5 years.
  • Official employment and residence must be in rural areas.

What are the benefits of a young education specialist

Similarly to the status, benefits and payments to young specialists of municipal educational and state institutions are established at the regional level. For example, in St. Petersburg and Moscow, this situation looks like this:

St. Petersburg

Young teachers of St. Petersburg are not provided with any wage supplements, but they have the right to receive one payment in the amount of:

  • 6 basic units - specialists who have a state-recognized diploma of secondary and higher professional education can apply for them;
  • 8 basic units - they can be counted on by specialists who received a diploma of the same level with honors.

As of 01/01/2015, the size of one basic unit is 8,432.00 rubles. In addition, during the initial 3 years of work, teachers in the northern capital, whose age has not passed the 30-year mark, are required to pay compensation once a month for travel expenses by all types of passenger transport within ½ of the cost. Taxis are an exception.

To receive such a payment, you should write an application and contact the social protection authority of St. Petersburg or the relevant department of education.

Moscow city

In the capital, young specialists-teachers are given a one-time cash payment for official employment. In addition, in the first three years of employment, teachers are entitled to a wage supplement - it is 40% of the rate. If the specialist is the owner of a diploma with honors, then this indicator will be equal to 50%.

Important information: the amount of surcharges and surcharges is calculated without taking into account additional workload. In other words, if a young teacher works at 1.5 rates, then the additional payment does not apply to the additional workload.

In addition, in the capital, a young specialist in education receives an additional supplement - 15% of the rate in order to compensate for ½ the cost of a travel ticket.

What assistance is provided to young healthcare professionals

Law No. 326-FZ for newly minted doctors who have moved to the countryside establishes compensation payments in the amount of 1 million rubles within the framework of the all-Russian social program "Zemsky Doctor". To receive this payment, you will need to conclude an appropriate agreement with local authorities at the place of employment.

This lifting payment is provided only to doctors (specialists) who have a diploma of higher medical education and work in their profile. But here one condition must be fulfilled - in order to provide monetary compensation, a young specialist-doctor must work in rural areas for at least 5 years. And if the doctor decides to quit, then he will have to return part of the amount that was previously paid to him.

The state, in addition to monetary payments, is obliged to provide young doctors with housing. This is possible in the following ways:

  • The specialist is provided with real estate for living;
  • You can offset part of the loan or
  • A land plot is provided for housing construction.

It is important to know: a one-time payment of 1,000,000 rubles has a targeted nature and does not need to be taxed. The specialist must spend this money exclusively on improving living conditions.

For example, when the state reimburses part of a loan for the purchase of residential real estate, the remaining part is supposed to be repaid from the funds that were paid under the Zemsky Doctor program.

Additional measures of social protection of medical workers in the regions

In many Russian regions, additional incentive measures are established for young doctors who have found employment in the countryside. So, at the legislative level of the Pskov region, the list of those who are entitled to additional payments includes representatives of nursing staff. For them, lump sum payments were assigned in excess of those provided by federal legislation:

  • Paramedics and nurses - 30,000 rubles;
  • Doctors - 100,000 rubles;
  • Feldshers and nurses who work in feldsher-obstetric stations - 50,000 rubles.

Young doctors in the Rostov region, even before they receive a diploma, begin to receive financial support from the municipality. For 4-6 year students of Rostov Medical University, additional payments to the scholarship are established. And intern doctors have the right to receive a cash payment in the amount of 5,000 rubles every month as an increase in salary - this moment does not depend on the course of study.

Do not forget that detailed information on payments to young doctors and benefits in the regions must be obtained from the health department and territorial departments or local authorities. It is important to know that if the region's budget does not have enough funds, then this cannot be a valid reason for refusing to provide cash payments.
