The consignment note sheet "Road bill (additional copy)" is drawn up in a quantity corresponding to the number of carriers participating in the carriage (except for the carrier delivering the goods to the consignee). 3. At the station of departure, the correction of the information entered in the waybill is made by the sender and the carrier by crossing out and entering new information. At the same time, each of them corrects the information that he entered in the invoice. The sender can make a correction in no more than one column or two interconnected columns, and in the column “Sender's statements” he puts a mark “Corrections have been made in column __”. The carrier confirms its corrections with a postmark.
4. The carrier, making changes and additions to the information in the consignment note provided for by these Rules, certifies them with a stamp.
5. If there is not enough space to record data in the corresponding columns of the consignment note, this information is entered for each column in an additional sheet, the number of copies of which corresponds to the number of sheets of the consignment note, which is attached to each sheet of the consignment note. Additional sheets must be the same size as the invoice. In the corresponding columns of the consignment note, a note is made: "For data, see additional sheet."
If there is a lack of sections A-E on the calculation of carriage charges, an additional sheet is drawn up according to the form of turnover of sheet 1 of the invoice with the assignment of the subsequent sections of the letter designation, starting with the letter Zh.
The number of additional sheets attached to each sheet of the consignment note is indicated in the consignment note by the sender - in the column “Sender's statements”, and by the carrier - in the column “Carrier's notes”.
When transporting goods in two or more wagons under one consignment note, the consignor draws up a List of wagons in the form given in Appendix 2 to these Rules.
When transporting several containers issued by one waybill, the sender draws up a List of Containers in the form given in Appendix 3 to these Rules.
The numbering of the columns of the List of wagons and the list of containers corresponds to the numbering of the columns of the consignment note.
The data in the "Total" columns of the Wagon List or the Container List shall be entered in the corresponding columns of the consignment note.
One copy of the List of wagons or the List of containers is attached to each sheet of the consignment note, and in the column of the consignment note "Wagon" and / or in the column "Name of cargo" a mark is made "See attached sheet".
When reloading cargo from wagons of one gauge to wagons of a different gauge of cargo transported in two or more wagons under one consignment note, the carrier draws up a new List of wagons, attaches one copy to each sheet of the consignment note and crosses out the information in the original List of wagons, which also follows from overhead.
At the top of the additional sheet, the List of Wagons and the List of Containers, the shipment number is indicated, all of them are signed by the sender or the carrier, depending on who compiled them.
Additional sheets, the List of wagons and the List of containers are an integral part of the waybill.
6. The invoice form, as well as additional sheets, the List of wagons and the List of containers have A4 format and are printed in black on white paper.
When printing invoice forms, it is allowed to use paper with watermarks, micro font, hologram as security measures. The specified protection measures should not impede the filling out of the consignment note or its reading.
7. Information entered in the waybill, additional sheets, the List of wagons and the List of containers, are entered or printed in black, or applied in the form of an imprint of a stamp. Stamps to be applied must be clearly imprinted.
8. The accompanying documents attached by the consignor to the consignment note must be attached to the consignment note in such a way that they cannot be separated on the way.

1 "Sender"

Indicated:
- name of the sender (in accordance with the constituent documents), surname and first name (for an individual), postal address;
- the sender's code assigned to him by the contractual carrier, if the contractual carrier carries out such coding (put in the code field).

The signature of the sender is affixed in accordance with the national legislation of the country of departure. The sender's signature confirms the correctness of the information entered by him in the invoice.

2 "Station of departure"

Indicated:
- the name of the station of departure and the abbreviated name of the railway;
- the code of the departure station (put in the code field).
When transporting goods from a country in which the SMGS is not applied, the name, station code of the change in the legal regulation of the contract of carriage, the abbreviated name of the railway are indicated.

- when transporting automotive vehicles - marks "Transportation without protection of breakable parts", "Car key No. ______";
- to indicate the method of cargo transportation agreed with the carrier (including an empty wagon), if transportation is carried out on railways of different gauge - marks: "Reloading into a wagon of a different gauge", "Relocation of the wagon to bogies of a different gauge (if there is a contract indicate the number and date of imprisonment for the permutation) "or" The use of sliding wheelsets ";
- statements of the sender about the corrections made by him to the consignment note;

4 "Recipient"

Indicated:
- the name of the recipient (in accordance with the constituent documents), surname and first name (for an individual), postal address;
- the consignee's code assigned to him by the carrier issuing the goods, if this carrier carries out such coding (put in the code field).
A telephone and fax number with codes, an e-mail address may be indicated.
When transporting goods destined for a country in which the SMGS is not applied, the abbreviated name of the carrier shall be indicated, which renews the contract of carriage at the station where the legal regulation of the contract of carriage changes.

5 "Destination station"

Indicated:
- the name of the destination station and the abbreviated name of the railway;
- destination station code (put in the code field).
When transporting goods by destination to a country in which the SMGS is not applied, the name, code of the station changing the legal regulation of the contract of carriage, the abbreviated name of the railway, and also the mark "For transportation to the station ______ (name of the final station and country of destination)" are indicated.

6 "Border crossing stations"

Indicate the names of the exit border stations and their codes, the abbreviated name of the railway of the country of departure and the railways of transit countries along the route of the cargo agreed with the contractual carrier.
When transporting cargo with the participation of a ferry, the names of ports and transfer stations to / from the ferry shall be indicated.
If the carriage of goods from the exit border station is possible through several entrance border stations of a neighboring country, then the name of the entrance border station through which the carriage will be carried out is also indicated.

General explanations for columns 7-12

When sending simultaneously with the main part of the cargo, the excess weight of the cargo, reloaded into a separate wagon, the corresponding information about this wagon is entered.
The columns are not filled in when transporting containers loaded onto a wagon by the carrier, or containers loaded by the sender on one wagon provided by the carrier and issued with different waybills.
When transporting containers loaded on one wagon, provided by the sender, and issued by different waybills to the address of one recipient, information about the wagon is additionally entered into one of these waybills.

7 "Wagon" (to be filled in by the consignor if he was loading)

The number of the carriage is indicated.
Indicate the name of the owner of the carriage and the abbreviated name of the railroad in which the carriage was registered.
When transporting cargo in the refrigerated section, the mark "РС - ______ (the number of the refrigerated section is indicated) (______) (the number of freight cars in the section is indicated)" is additionally put down.
When transporting goods on the wagon linkage, the numbers of all wagons are indicated and the mark "linkage" is put down.

When transporting cargo on its own axles, the number of the machine (of each section), the number of the wagon or the mechanism on the rail are indicated.

8 "The car provided"

Mark is affixed:
"P" - when the carriage is provided by the carrier;
"O" - when the carriage is provided by the sender.
The wagon actually provided by the consignee is equal to the wagon provided by the consignor.

9 "Carrying capacity" (filled in by the consignor, if he made the loading)

The carrying capacity indicated on the wagon is affixed in tons. If several values ​​of carrying capacity are indicated on the wagon, the maximum carrying capacity is indicated in tons.

10 "Axles" (to be filled in by the consignor, if he made the loading)

The number of axles of the car is indicated.
When transporting cargo on its own axles, the number of axles of a machine (each section), a carriage or a mechanism on a rail track is indicated.

11 "Tare weight" (to be filled in by the consignor, if he made the loading)

The tare weight of the wagon indicated on the wagon shall be affixed.
When determining the mass of an empty car by weighing, the mass indicated on the car is entered into the numerator, and the mass determined by weighing is entered into the denominator.

12 "Type of tank" (filled in by the consignor, if he made the loading)

When transporting goods in a 1520 mm gauge tank wagon, the calibration type of the tank is indicated, applied to the tank under the wagon number.

13 "Mass of cargo after reloading" (not filled in by the consignor)

15 "Name of cargo"

The name and 8-digit code of each cargo are affixed in accordance with the harmonized nomenclature of goods.
The signs, marks and numbers applied to the cargo are indicated.
During transportation dangerous goods the name of the cargo and information in accordance with Appendix 2 "Rules for the carriage of dangerous goods" to the SMGS are also indicated.
During transportation perishable cargo the mark “Perishable” is put down, and when transporting goods in covered wagons with ventilation - also the mark “With ventilation”.
During transportation freezing cargo the mark "Freezing" is put down.
During transportation animals the marks "Animals" and "Do not descend from the hill" are put down.
During transportation light-combustible cargo the marks "Lightly combustible" and "Covering 3 / 0-0-1-0" are put down.
When transporting cargo accompanied by guides:
- the mark "Accompanied by the sender's guides" is put down. If the conductors are in a separate carriage or accompany several carriages with cargo, an additional mark “The conductors are in carriage No. _________” shall be put down;
- the names and surnames of the conductors are entered, as well as the numbers of their documents required to cross the state border. If the conductors accompany several wagons with cargo or are in a separate wagon, this information is indicated in the invoice for the wagon in which the conductors are located;
- in case of replacement of conductors along the route, a mark is made "Replacement of conductors by __________ (name of the station and railway on which the conductors will be replaced)";
- when installing heating (stove) equipment in a carriage with conductors, the mark "With stove heating" is made.
When transporting goods from the use of transportation devices the name of these transportation devices is indicated under the name of the cargo for which they are used.

16 "Type of packaging"

The type of packaging of the cargo loaded on the wagon, ITU or ATS is indicated.
When transporting goods in packages, the following shall be indicated: in the numerator - “package”, in the denominator - the type of packaging of the unit of cargo in the package, and if the unit of cargo is not packed - mark “n / a”.
When transporting goods without containers and packaging, the mark "not packed" is put down.

17 "Number of seats"

The numbers indicate the number of cargo items in one line with the name of the cargo.
When cargo is transported in bulk, in bulk or in bulk, a mark is put down “in bulk”, “in bulk” or “in bulk”, respectively.
When transporting on an open rolling stock or in open containers of cargo with more than 100 seats, the mark "in bulk" is put down.

18 "Weight (in kg)"

Indicated by numbers:
- the gross weight of the cargo (including packaging) for each cargo in one line with the name of the cargo (including the weight of the cargo on its own axles);
- tare weight of ITU or ATC;
- the mass of transportation devices not included in the tare weight of the wagon;
- the total gross weight of the cargo.

19 "Seals" (filled in by the consignor, if he made the loading)

Indicate the number and signs of seals applied to wagons, ITUs or vehicles transported without a conductor, and when using a ZPU - the name and control sign of ZPU, the abbreviated name of the railroad of departure of the cargo.

20 "Submerged"

The mark “carrier” or “sender” is put down, depending on who is loading the cargo into the wagon: the carrier or the sender.

21 "Method for determining mass"

But if the buyer is not the customer of the transportation, then the current procedure does not provide for the mandatory presence of a railway bill of lading. Consider the first option, when you send your cargo yourself. First of all, you must conclude a contract of carriage with JSC Russian Railways. The application form is given in the order of the Ministry of Railways of Russia dated June 16, 2003 No. 21 "On approval of the rules for accepting applications for the carriage of goods by rail." This must be done at least 10 days before the start of cargo transportation. If you have a cargo for export, then at least 15 days before the start of transportation. This is what Article 11 of the Federal Law of January 10, 2003 No. 18 - FZ “Charter of the railway transport of the Russian Federation” says.

In the application, you indicate the full name, mailing address of the consignor, that is, your company, railway stations of departure and destination. And also provide accurate information about the cargo: name, weight, number of wagons, carrying capacity and number of containers.

The application is filled in in triplicate. Each of them is signed by the head and certified by the seal of the company.

Within two days, the carrier must agree on it and return you one copy of the application with the appropriate mark. If the application is not approved, then you will be returned two copies of the application with a reasoned refusal attached (Clause 11 of the Rules approved by order of the Ministry of Railways of Russia dated June 16, 2003 No. 21).

After the application is accepted, a contract for the carriage of goods is drawn up. If your company plans to systematically transport goods by rail, it is better to conclude a long-term contract. Then, in the applications for transportation, you immediately indicate the contract number.

The contract defines the estimated volumes of cargo transportation, terms, conditions of delivery, settlement procedure, responsibility of the parties, as well as other conditions for organizing transportation.

Under the contract of carriage, auxiliary services and work related to the carriage of goods may be provided: loading and unloading operations, supply and cleaning of wagons, storage of goods and containers, etc. Accordingly, the payment for them will be included in the total cost of transport services for the delivery of goods in addition to the railway tariff for transportation.

I would like to note that in some cases it is required to conclude a separate agreement on the supply and cleaning of wagons, and not with the railway, but with the owner of the railway sidings. Railway sidings are adjacent to public railway tracks and are designed to serve specific shippers and consignees.

As a rule, payments are made by the shipper before the goods are accepted for carriage. An exception is made for situations when the consignee pays for the carriage. The final payments for transportation are made by the consignee upon arrival of the cargo at the destination railway station until it is issued.

Please note that late payments can result in additional costs. You will have to pay interest for using other people's funds in accordance with Article 395 of the Civil Code of the Russian Federation. And besides, the wagons and containers not issued to the consignee will be at a responsible downtime and you will also have to pay for their use. This is indicated by Article 30 of the Charter of Railway Transport of the Russian Federation.

Now, with regard to the carrier's liability. For the loss or shortage of cargo, the railway compensates for the damage in the amount of its value. For the loss of cargo handed over for carriage with a declaration of value - in the amount of the declared value. For damage to cargo - in the amount of the cost of the damaged part.

The cost of the cargo is determined based on its price indicated in the seller's invoice or provided for by the contract. If the cost of the cargo cannot be determined according to the documents, then the price for similar goods is taken under comparable circumstances.

The carrier must also return the payment for the carriage of cargo and other payments in proportion to the amount of lost or damaged cargo, if this fee is not included in the cost of such cargo * (Article 96 of the Charter of Railway Transport of the Russian Federation).

If the carrier did not submit wagons, containers for loading at the appointed time, or they turned out to be unsuitable for transportation, he pays the fines provided for by the rules of Article 100 of the Charter of Railway Transport of the Russian Federation.

Let me clarify that the delay of wagons for loading by less than fifteen minutes is not taken into account. Delay of carriages from fifteen minutes to one hour is taken as a full hour.
