1. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities (hereinafter referred to as organizations) is carried out in order to provide participants in relations in the field of education with information on the level of organization of work on the implementation of educational programs based on publicly available information.

2. In order to create conditions for an independent assessment of the quality of conditions for the implementation of educational activities by organizations:

1) The Civic Chamber of the Russian Federation, at the request of the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of general education, the federal executive body responsible for the development and implementation of state policy and legal regulation in the sphere of higher education, no later than within one month from the date of receipt of these applications, forms from among representatives of all-Russian public organizations created to protect the rights and legitimate interests of students and (or) parents (legal representatives) of underage students, all-Russian public associations of disabled people, a public council to conduct an independent assessment of the quality of conditions for the implementation of federal state educational organizations, as well as other organizations carrying out educational activities at the expense of budget allocations approval of the federal budget, educational activities on basic general education programs, basic vocational training programs, additional general education programs, educational programs of secondary vocational education and corresponding additional professional programs, a public council for conducting an independent assessment of the quality of conditions for the implementation of federal state educational organizations, as well as other organizations, carrying out educational activities at the expense of budgetary allocations from the federal budget, educational activities for educational programs of higher education and corresponding additional professional programs and approves the composition of these councils. 2) public chambers of the constituent entities of the Russian Federation, at the request of the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, no later than one month from the date of receipt of the said application, shall be formed from representatives of public organizations created in order to protect the rights and legitimate interests of students and (or) parents (legal representatives) of minor students, public associations of disabled people public councils for an independent assessment of the quality of the conditions for the implementation of educational activities by state educational organizations of the constituent entities of the Russian Federation, as well as municipal educational organizations, with the exception of municipal educational organizations in respect of which an independent assessment conducted by public councils created under local government bodies and other organizations located in the territories of the subjects of the Russian Fed eration and carrying out educational activities at the expense of budgetary allocations of the budgets of the constituent entities of the Russian Federation, and approve their composition. The public chambers of the constituent entities of the Russian Federation inform the state authorities of the constituent entities of the Russian Federation that exercise public administration in the field of education about the composition of public councils created under these bodies for conducting an independent assessment of the quality of conditions for the implementation of educational activities by organizations;

3) public chambers (councils) of municipalities, at the request of local self-government bodies of municipal districts and urban districts, have the right to form from among representatives of public organizations created in order to protect the rights and legitimate interests of students and (or) parents (legal representatives) of minor students, public associations people with disabilities public councils to conduct an independent assessment of the quality of the conditions for educational activities carried out by municipal educational organizations, and to approve their composition. Public chambers (councils) of municipalities inform local authorities of municipal districts and urban districts about the composition of public councils created under these bodies for conducting an independent assessment of the quality of conditions for the implementation of educational activities by organizations.

2.1. The composition of the public council for conducting an independent assessment of the quality of the conditions for the implementation of educational activities by organizations (hereinafter - the public council for an independent assessment of quality) is approved for a period of three years. When forming a public council for an independent quality assessment for a new term, at least a third of its composition is changed. The public council for independent quality assessment cannot include representatives of state authorities and local self-government bodies, representatives of public associations operating in the field of education, heads (their deputies) and employees of organizations operating in this area. At the same time, the public council for independent quality assessment may involve in its work representatives of public associations operating in the field of education, the public chamber to discuss and form the results of such an assessment. The number of members of the public council for independent quality assessment may not be less than five people. Members of the public council for independent quality assessment carry out their activities on a voluntary basis. Information on the activities of the relevant public council for independent quality assessment shall be posted on the Internet on the official website of the federal executive body, respectively, that carries out the functions of developing and implementing state policy and legal regulation in the field of general education, the federal executive body that carries out functions for the development and implementation of state policy and legal regulation in the field of higher education, the executive body of the constituent entity of the Russian Federation that carries out state administration in the field of education, the local government body of a municipal district or urban district. 3. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is not carried out in relation to educational organizations created in the penal system, as well as in relation to federal state organizations carrying out educational activities specified in Part 1 of Article 81 of this Federal Law.

4. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is carried out according to such general criteria as openness and availability of information about organizations carrying out educational activities; the comfort of the conditions in which educational activities are carried out; benevolence, politeness of employees; satisfaction with the conditions for conducting educational activities of organizations, as well as the availability of services for people with disabilities.

5. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities in basic general education programs, educational programs of secondary vocational education, additional general education programs, basic vocational training programs, are established by the federal executive body performing the functions of developing and implementing state policy and legal regulation in the field of general education, with preliminary discussion in the public council for independent quality assessment. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities on educational programs of higher education are established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, with a preliminary discussion in public council for independent quality assessment. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities for additional professional programs are established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, in agreement with the federal body executive power, carrying out the functions of developing and implementing state policy and legal regulation in the field of general education, with a preliminary discussion in the public council for an independent quality assessment.

6. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is carried out by public councils for an independent assessment of quality no more than once a year and at least once every three years in relation to the same organization.

8. The conclusion of state, municipal contracts for the performance of work, the provision of services for the collection and synthesis of information on the quality of conditions for the implementation of educational activities by organizations is carried out in accordance with the legislation of the Russian Federation on the contract system in the procurement of goods, works, services to meet state and municipal needs. In this regard, one of the key areas of activity of the Russian Register is an independent assessment of the guarantees of the quality of education, carried out in accordance with the legislation of the Russian Federation and taking into account international experience.

Many universities and colleges in the country have a long history, decades of developing culture, traditions and educational technologies that allow them today to offer the labor market graduates whose competence surpasses foreign specialists. Modern trends in the development of education and the labor market dictate requirements to educational organizations to improve the quality and accessibility of vocational education. The legislation of the Russian Federation in the field of education predetermines trends in assessing the quality of education - professional and public accreditation of educational programs and public accreditation of educational organizations.

  • integration of the above procedures - the ability to receive a comprehensive service, incl. using the transfer procedure,
  • training of employees of educational organizations.

Due to the fact that the requirements of the ISO 9001 standard for quality management systems are correlated with the requirements of European standards and recommendations for the internal quality assurance of education ENQA, Russian Register can conduct a combined procedure for assessing the quality of education.

The combined procedure for certification of the quality management system and professional and public accreditation of educational programs in the Russian Register will allow educational organizations to reduce costs (human, time, financial) for the examination and obtain documents:

  • certificate of conformity of the quality management system to the requirements of ISO 9001;
  • certificate of professional and public accreditation of the declared basic professional educational programs.

Institutional level of education quality assessment

Assessment of the quality of education at the institutional level in the Russian Register assumes:

Criteria for evaluation

These Guidelines for conducting an independent assessment of the quality of educational activities of organizations engaged in educational activities have been developed in accordance with the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation".

1. General Provisions

An independent assessment of the quality of education (hereinafter - NOCO) is an assessment procedure that is aimed at obtaining information about the educational activities of organizations carrying out educational activities, the quality of training students and the implementation of educational programs, providing participants in relations in the field of education with relevant information about the level of organization of work on implementation educational programs based on publicly available information and improving consumer awareness about the quality of the work of educational organizations through:

  • involvement in the assessment of the quality of education of public and public-professional organizations, non-governmental, autonomous non-profit organizations, individuals as experts specializing in assessing the quality of education;
  • coordination of actions of federal and regional executive authorities, non-state structures, public, public and professional organizations to improve the quality of the conditions of the educational process, implemented by educational organizations of educational programs, the results of the development of educational programs, determined by federal state educational standards and the needs of consumers of educational services;
  • improving the content and methods of organizing the educational process in educational organizations to achieve compliance of the results of mastering educational programs with modern requirements in accordance with federal state educational standards;
  • measures to improve the efficiency, quality and availability of educational services.

NOCO results can be claimed by various user groups for solving urgent professional and personal tasks, including:

1. Students and their parents (legal representatives):

  • in order to choose a place of study for yourself and / or your children;
  • to identify the current level of development of educational programs and adjust individual curricula;
  • to assess their own opportunities for continuing education in various educational programs;

2. Organizations carrying out educational activities for the purposes of:

  • assessing the level of training of students and factors influencing it;
  • assessing the compliance of the activities being carried out with the requests and expectations of participants in the educational process and / or other interested organizations;
  • defining a list of measures to improve the results and quality of educational services;

3. Interested organizations:

  • to develop joint actions with the educational organization to adjust educational programs, teaching methods, etc.

4. Collegial governing bodies of organizations carrying out educational activities:

  • as a mechanism for involving parents and representatives of the local community in the implementation of the tasks of its development, etc.

5. Federal and regional executive authorities:

  • for the purpose of making managerial decisions, including during personnel reshuffles, developing programs for the development of the education system, conducting a competitive selection of the best educational organizations, when distributing grants, etc .;

2. Conducting an independent assessment of the quality of training of students (NEC PO)

1. An independent assessment of the quality of training of students is carried out at the initiative of the participants in relations in the field of education in order to prepare information on the level of mastering by students of educational programs or parts thereof, to provide participants in relations in the field of education with information on the quality of training of students, including:

  • determination of the compliance of the quality of training of students with the requirements of the programs being implemented;
  • identification of factors affecting the quality of training of students (including the applied educational technologies, methods, teaching methods, educational and methodological complexes);
  • identification of the level of educational achievements of various groups of students;
  • identification of the dynamics of changes in the quality of training of students;
  • determining the degree of effectiveness of management decisions taken (for example, when conducting a competitive selection of the best educational organizations, when distributing grants, personnel changes, developing a program for the development of the education system, etc.) at various levels of the education system (including the level of an educational organization);
  • creation of the necessary base of information and analytical materials for making management decisions at various levels of the education system (including the level of educational organization), aimed at improving the quality of training of students.

2. Participants in relations in the field of education can be:

  • students;
  • parents (legal representatives) of minor students;
  • teachers and their representatives;
  • organizations engaged in educational activities;
  • employers and their associations;
  • federal government bodies, government bodies of the constituent entities of the Russian Federation, local government bodies.

3. Organizations that carry out an independent assessment of the quality of training of students establish the types of education, groups of students and / or educational programs or parts thereof, in relation to which an independent assessment of the quality of training of students is carried out, as well as the conditions, forms and methods of an independent assessment of the quality of training of students.

Various organizations can be involved as an operator responsible for carrying out the NOC PO, such as:

  • organizations subordinate to the education management body and performing the functions of assessing the quality of education in a constituent entity of the Russian Federation (municipality).   • commercial organizations with experience in carrying out procedures for NOC PO;
  • other organizations with the necessary human resources and experience in the field of assessing the quality of education.

When conducting a departmental independent assessment of the quality of education, the attraction of organizations to the role of an operator organization can be carried out on a competitive basis or in the form of a state (municipal) assignment.

The financial support of the activities of the operating organizations is provided by the customer.

  • development of methods and tools for conducting NOC PO;
  • development of instructional and methodological materials;
  • development of software for collecting and / or analyzing the specified data;
  • processing and analysis of information obtained in the course of the NOC PO;
  • approbation of the developed toolkit for assessing the quality of training of students;
  • preparation of reports with recommendations for various interested user groups (executive authorities, heads of educational organizations, teaching staff, students, parents (legal representatives) and other interested user groups);

NOC PO is also carried out within the framework of international comparative research in the field of education in accordance with the criteria and requirements of Russian, foreign and international organizations.

4. In order to implement the NOC PO, the executive authorities of the constituent entities of the Russian Federation exercising management in the field of education, local self-government bodies:

  • create conditions for the development of JCE organizations;
  • create conditions for the formation and development of human resources for the implementation of NOC PO at the regional level;
  • coordinate the work of NOC PO subjects at the regional level;
  • organize the development of recommendations for the conduct of NOC VO at the municipal level and the level of educational organizations;
  • organize the development of guidelines for teaching individual subjects and disciplines based on the results of an independent assessment of the quality of training of students.

5. Organizations engaged in educational activities provide:

  • collection of the necessary information and its submission to the organization that implements the NOC PO, in accordance with the requirements of the assessment procedure;
  • the necessary conditions for carrying out the assessment procedure in accordance with the instructive methodological materials that are being developed by the JCE organization;
  • based on the results of participation in the independent assessment procedures, develops an action plan to improve the quality of training of students;
  • uses the results of the NOC PO to solve the problems reflected in the educational program (programs) of the organization carrying out educational activities, as well as to improve the efficiency of activities, to achieve the results of the development of educational programs that meet the requirements of federal state educational standards;
  • ensures openness and access to information on the implementation of the NOC PO at all its stages.

6. Organizations-operators.

The functionality of the operating organizations is determined by the framework of the corresponding technical assignment, order. To ensure the conditions and quality of the NOC PO, the following functions can be transferred to the operating organizations:

  • the establishment of the types of education, groups of students and (or) educational programs or parts thereof, in respect of which the NOC PO is carried out;
  • determination of the conditions, forms and methods of carrying out the NOC PO;
  • determination of the sample size and the frequency of the NOC PO;
  • development of methods and tools for conducting NOC PO, including questionnaires for collecting contextual information;
  • development of instructional methodological materials;
  • collection and generalization of data obtained during the NOC PO, the formation of databases;
  • development (if necessary) of appropriate software for the collection and / or analysis of the specified data;
  • processing, analysis and interpretation of the results of the procedures of the NOC PO;
  • preparation of reports with recommendations for various interested user groups (executive authorities, heads of educational organizations, teaching staff, students, parents (legal representatives) and other interested user groups).

7. The procedures of the NOC PO are carried out in order to:

  • improving the efficiency of education management;
  • improving the quality of training of students;
  • adjusting approaches to training and advanced training of teaching and management personnel;
  • popularization of models of the organization of the educational process that have confirmed their effectiveness;
  • development of a variety of educational programs while maintaining a single educational space.

8. When preparing managerial decisions at the level of a region, a municipality on the basis of the results of the NOC VO, the executive authorities in charge of management in the field of education ensure:

  • informational support of NOC PO procedures, openness of the methods on the basis of which they are carried out;
  • conditions for the provision by educational organizations in the public domain on the Internet of reliable data obtained in the course of the NOC PO.

A comprehensive discussion of not only the results, but also the main characteristics of the assessment procedure with the expert and professional communities, employers and their associations, public councils, as well as the participants of educational relations and interested citizens themselves, contributes to a significant increase in the quality of decisions made on the basis of the NOC PO.

3. Conducting an independent assessment of the quality of the activities of educational organizations (NOC OD)

1. Functions of the NOC OD:

  • determination of the compliance of education provided by organizations carrying out educational activities with the needs of individuals and legal entities in whose interests educational activities are carried out;
  • orientation of consumers of educational services when choosing an educational organization (program) for obtaining an education corresponding to their interests, needs and opportunities;
  • ensuring openness and accessibility of information on the activities of organizations carrying out educational activities;
  • provision of various interested user groups (executive authorities, heads of educational organizations, teaching staff, students, parents (legal representatives) and other interested user groups) with reliable information covering various aspects of the activities of educational organizations for informed management decisions (for example, when conducting competitive selection of the best educational organizations, with the distribution of grants, personnel reshuffles, the development of a program for the development of the education system, etc.) and the development of programs and measures to improve the quality of educational services;
  • increasing the competitiveness of organizations engaged in educational activities and educational programs implemented by them.

2. For performance of work (provision of services) for carrying out NOC ML, operating organizations may be involved, including:

  • federal organizations that carry out the functions of assessing the quality of education;
  • organizations subordinate to federal and regional education authorities and performing functions of assessing the quality of education in a given constituent entity of the Russian Federation (in the corresponding municipality);
  • other organizations that have the necessary human potential and work experience in the field of assessing the quality of education, sociological research, rating of social organizations.

The following may be involved in the implementation of an independent system for assessing the quality of the work of educational organizations in the manner prescribed by the legislation of the Russian Federation:

  • non-profit organizations whose activities have a social orientation and are provided by specialists with an appropriate level of qualifications;
  • commercial rating agencies (subject to the availability of sufficient financial resources in the region (municipality) for rating educational organizations), which have experience in creating ratings of social organizations.

The attraction of organizations to the role of the operator of the NOC OD can be carried out on a competitive basis or in the form of a state (municipal) assignment.

Types of work, services that may be included in the terms of reference for operating organizations:

  • development of methods and tools for the assessment;
  • collection and generalization of data obtained during the NOC DO, the formation of databases;
  • processing and analysis of information received during the NOC DO;
  • dissemination (publication, organization of discussion, etc.) of the results of the assessment;
  • other types of work, services that do not contradict the legislation of the Russian Federation.

3. To ensure the conditions and quality of the NOC OD, the educational authorities shall perform the following functions:

  • form public councils for conducting NOC OD. The formation of such public councils is carried out with the obligatory participation of public organizations, public associations of consumers (their associations, unions) (hereinafter - public organizations). In the event that an existing public council already exists at the educational governing body, the functions and powers to conduct the NOC OD may be entrusted to it. Delegation of authority to conduct NOC ML to the current public council can only be carried out subject to agreement with the relevant public council;
  • approve the Regulation on the Public Council for the NOC OD. In the case of delegation of authority to conduct NOC OD to an already existing public council, the education management body must approve amendments and additions to the Regulations of the relevant public council;
  • develop, taking into account the proposals of the public council for the conduct of the NOC OD, the terms of reference for the organization of the OCO (operator organization);
  • post information about the results of the NOC OD on their official websites and the official website of the Ministry of Education and Science of Russia;
  • consider and take into account in their management activities the results of the NOC OD, recommendations for improving the education system provided by the public council for the conduct of the NOC OD;
  • provide on their official websites on the Internet a technical opportunity for citizens to express opinions about the quality of educational activities of organizations carrying out educational activities. The conclusion of state, municipal contracts for the performance of work, the provision of services for the collection, synthesis and analysis of information on the quality of educational activities of organizations is carried out in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs.

The executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, local self-government bodies, based on the results of the conclusion of state, municipal contracts, draw up a decision on the determination of the operating organization responsible for conducting the NOC ML, and also, if necessary, provide the operating organization with publicly available information on the activities of these organizations, formed in accordance with state and departmental statistical reporting (if it is not posted on the official website of the organization).

4. Public councils for conducting NOC OD:

  • determine the lists of organizations carrying out educational activities in respect of which the NOC OD is carried out;
  • formulate proposals for the development of technical specifications for the operating organization, take part in the consideration of draft documentation on the procurement of works, services, as well as draft state, municipal contracts concluded by the federal executive body responsible for the development of state policy and legal regulation in the field education, executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, local government bodies with an operator organization;
  • establish, if necessary, the criteria for the NOC OD (in addition to the criteria established by paragraph 4 of Article 95.2 of the Federal Law "On Education in the Russian Federation");
  • conduct NOC ML taking into account the information provided by the operating organization;
  • submit, respectively, to the federal executive body responsible for the development of state policy and legal regulation in the field of education, the executive bodies of the constituent entities of the Russian Federation that exercise public administration in the field of education, local self-government bodies, the results of the NOC OD, as well as proposals for improving them activities.

The Public Council for NOC ML of organizations carrying out educational activities is formed in such a way as to exclude the possibility of a conflict of interest. The composition of the said public council is formed from among the representatives of public organizations. The number of members of the public council may not be less than five people. Members of the public council carry out their activities on a voluntary basis. Information about the activities of the public council is posted by the state authority, the local self-government body under which it was created, on its official website on the Internet.

5. To ensure the conditions and quality of the NOC OD, organizations carrying out educational activities perform the following functions:

  • provide in the public domain on the Internet a report on the results of self-examination, as well as information on their activities in accordance with the current legislation of the Russian Federation;
  • based on the results of participation in NOCO procedures, they develop, agree with the executive authorities of the constituent entities of the Russian Federation that exercise state administration in the field of education, and local self-government bodies, and approve action plans to improve the quality of the work of educational organizations;
  • use the results of the NOCO to solve the problems reflected in the educational program (programs) of the organization, as well as to improve the efficiency of activities, to achieve the results of the development of educational programs that meet the requirements of federal state educational standards;
  • can take part in all-Russian, international comparative monitoring studies.

6. The main criteria and corresponding parameters for assessing the activities of organizations carrying out educational activities are regulated by the relevant legislation of the Russian Federation.

The main criteria for the NOC OD are:

  • openness and availability of information about organizations carrying out educational activities;
  • the comfort of the conditions in which educational activities are carried out;
  • benevolence, politeness, competence of employees;
  • satisfaction with the quality of educational activities of organizations carrying out educational activities.

These criteria are mandatory when conducting an ML NOC. In addition to them, the executive authorities of the constituent entities of the Russian Federation, local self-government bodies may include other criteria reflecting the characteristics of educational organizations and programs that are important for the relevant education system in the conduct of NOC OD.

The introduction (if necessary) of additional criteria for the NOC ML is carried out by the public council for the conduct of the NOC ML.

7. NOC OD of organizations carrying out educational activities shall be held no more often than once a year and not less than once every three years.

  • selective coverage of organizations of a certain type.

  • other characteristics.

8. NOC ML procedures are carried out in order to improve the quality of educational services provided. They are designed to help:

  • development of a competitive environment in the education system;
  • popularization of models of the organization of the educational process that have confirmed their effectiveness;
  • preservation and development, while maintaining a single educational space, a variety of educational programs.

Information on the results of the NOC OD is posted by the executive authorities of the constituent entities of the Russian Federation, local self-government bodies on their official websites and the official website for posting information about state and municipal institutions on the Internet.

9. Detailed information on the NOC OD procedures carried out in the constituent entity of the Russian Federation should be posted in the public domain and contain:

3. The results of an independent assessment of the quality of education can be presented in various forms (hereinafter - Forms):

Rating is a form of presentation of the results of a comparative assessment of the quality of education, in which the participants in the assessment (organizations carrying out educational activities, educational programs or education systems) are compared with each other and placed in the final list in a certain sequence, depending on the ratings obtained for various indicators of their activities ... As a rule, placement is carried out on a "best-to-worst" basis.

Ranking is a form of presenting the results of assessing the quality of education, in which participants can be ranked according to any of the available indicators. Unlike a rating, this is not a fixed form, but a database for obtaining all the options of interest for the rankings of the original list.

The league table is a form of presenting the results of a comparative assessment of the quality of education, in which participants are divided into a certain number of groups (leagues) depending on the assessments obtained for various indicators of their performance. One league includes participants who received comparable marks for the selected indicators. All participants included in the same group (league) are considered approximately equal in these indicators.
