INTRODUCTION QUALIFICATION REQUIREMENTS FOR A SPECIALIST IN TRAFFIC SAFETY. GENERAL RESPONSIBILITIES OF RAILWAY WORKERS. CONCEPT OF TRAIN SAFETY (bdp) IN TRAIN AND MANEUVERING OF RAILWAYS.

1. The rules for the technical operation of the railways of Ukraine (hereinafter referred to as the Rules) establish the main provisions and procedures for the operation of railways and railway workers in Ukraine, the main dimensions, maintenance standards for the most important structures, devices and rolling stock and the requirements that relate to them, the traffic management system trains and signaling principles.

2. Rules of technical operation duties for all subdivisions and employees of railway transport. Compliance with the Rules of Technical Operation ensures the coherence of all links of railway transport, clear and uninterrupted operation of railways and traffic safety.

The rules can be changed by order of the Minister of Transport of Ukraine.

3. The issue of technical operation of the railways of Ukraine is also regulated by the Instruction on signaling on the railways of Ukraine and the Instruction on the movement of trains and shunting work on the railways of Ukraine.

All instructions that regulate the issue of technical operation, design and construction of railways, structures, devices and rolling stock must comply with the requirements of these Rules.

General obligations of railway workers

1.1. The main duties of railway transport workers are: meeting the requirements for the transportation of passengers and goods while unconditionally ensuring traffic safety and preserving the goods that are transported, efficient use of technical means, compliance with labor and environmental protection requirements.

1.2. Each employee associated with the movement of trains bears, within the limits of his duties, personal responsibility for the implementation of the Rules of technical operation, labor protection requirements and traffic safety.

The responsibility for the observance of the Rules by railway transport workers rests with the heads of the relevant subdivisions.

Violation of the Rules by railway transport workers entails responsibility in accordance with the current legislation.

1.3. Each employee of the railway transport is obliged to give a stop signal to the train or maneuvering train, as well as to take other measures to stop them in cases that threaten the life and health of people or traffic safety. When detecting malfunctions of structures or annexes that pose a threat to traffic safety or pollution of the environment, the employee must immediately take measures to fence the dangerous place and eliminate the malfunction.


1.4. Railway workers must ensure the safety of passengers, create the necessary comfort for them, serve them culturally at stations, on trains, be polite and courteous in dealing with all persons who use the services of railway transport, and at the same time require them to comply with the rules in force in railway transport.

1.5. Railway workers must maintain the workplace and the technical equipment entrusted to them in proper condition.

Employees for whom the established uniform and distinction marks must be dressed in uniform in accordance with the Regulations on the discipline of employees of railway transport of Ukraine.

Each employee of the railway transport is obliged to adhere to the requirements of standards and metrological norms and rules, rules and instructions for labor protection and fire safety established for the work that he performs.

Responsibility for the implementation of these Rules and instructions rests with the executors and heads of the relevant subsections.

1.6. It is forbidden to allow locomotives, at the control cabin of motor-car trains, railcars, railcars and other moving units, to signals, switches, apparatus, mechanisms and other devices that ensure the safety of train traffic, as well as to the premises from which the signals and these are controlled. devices, persons who do not have the right to access them.

Only authorized employees have the right to control locomotives, motor-car trains, railcars, railcars and other mobile units, signals, apparatus, mechanisms and other devices related to ensuring the safety of train traffic, as well as to move arrows.

1.7. Persons who get a job in railway transport for work related to the movement of trains must undergo vocational training, and locomotive crews, in addition, professional selection, withstand testing and in the future be periodically tested for knowledge:

Instructions for signaling on the railways of Ukraine;

Instructions for the movement of trains and shunting work on the railways of Ukraine (IDP);

Job descriptions and other documents that establish the responsibilities of employees;

Rules and instructions for labor protection;

Regulations on the discipline of railway workers in Ukraine.

All other employees must know the general duties of railway workers provided for by these Rules, Rules and instructions for labor protection, job descriptions and other documents that establish the duties of employees.

Railway workers who, in order to tighten the working day or combine professions, are supposed to perform additional duties related to the movement of trains, are allowed to do this work only after checking their knowledge of the relevant rules and instructions.

The list of positions and professions for the occupation of which employees are subject to verification under this paragraph, the amount of knowledge for each position (profession), the procedure for conducting inspections upon hiring and periodic ones are established by the State Administration of Railway Transport of Ukraine.

1.8. Persons who are accepted into rail transport for positions related to the movement of trains must undergo a medical examination to determine their suitability for the relevant job. In the future, a periodic medical examination of these workers is carried out in accordance with the procedure established by the State Administration of Railway Transport of Ukraine.

Persons under the age of 18 are not allowed to hold positions and professions provided for in the List of Difficult Jobs and Jobs with Harmful and Dangerous Working Conditions, for which the employment of minors is prohibited, approved by order of the Ministry of Health of Ukraine dated March 31, 1994 No. 46, registered with the Ministry Justice of Ukraine on July 28, 1994 for № 176/385, directly related to the movement of trains.

1.9. Railway workers must protect the entrusted property of the railway and the goods that are transported.

1.10. It is not allowed to perform duties by employees of railway transport who are in a state of alcoholic, toxic or drug intoxication. Persons identified in this state are immediately removed from work and held accountable.

Railway workers in accordance with their official duties, ensure the implementation of these Rules, traffic safety and operation of railway transport.

Railway workers are obliged to give a stop signal for the train or a maneuvering convoy and take other measures to stop them in cases that threaten the life and health of people or traffic safety. If a malfunction of structures or devices is detected that poses a threat to traffic safety, railway transport workers must immediately take measures to eliminate the malfunction, and, if it is extremely important, to fence the dangerous place to eliminate the malfunction.

For employees of railway transport directly involved in organizing train traffic and servicing passengers, while on duty, it is envisaged to wear uniforms.

Employees of railway transport must comply with the rules and instructions for labor protection, fire safety established for the work they perform.

1.5. Railway workers must maintain their workplace and the entrusted technical equipment.
