1. General Provisions

1.1. This model statement is based on Federal law"On industrial safety of hazardous production facilities", Approved by the Decree of the President Russian Federation dated July 21, 1997 No. 116-FZ, the Rules for the Organization and Implementation of Industrial Control over Compliance with Industrial Safety Requirements at a Hazardous Production Facility, approved by Decree of the Government of the Russian Federation dated March 10, 1999 No. 263, safe operation pressure vessels approved by the Resolution of the Gosgortekhnadzor of Russia dated 18.04.95 No. 20.

1.2. The regulation establishes the procedure for organizing and exercising production control over compliance with industrial safety requirements during the operation of pressure vessels, and is mandatory for all legal entities regardless of the organizational and legal form.

2. Organization of production control

2.1. Each organization operating pressure vessels develops production control regulations, taking into account the purpose of the pressure vessels.

2.2. The regulation on production control is approved by the head of the operating organization with the obligatory agreement with the relevant territorial body of the Federal Mining and Industrial Supervision of Russia.

2.3. The head of the operating organization is responsible for the organization and technical support of production control in accordance with the legislation of the Russian Federation.

2.4. The main tasks of production control:

a) ensuring compliance with industrial safety requirements in the operating organization;

b) analysis of the state of industrial safety in the operating organization, including by carrying out appropriate examinations;

c) development of measures aimed at improving the state of industrial safety and preventing damage to the environment;

d) control over compliance with industrial safety requirements established by federal laws and other regulatory legal acts;

e) coordination of work aimed at preventing accidents on vessels operating under pressure, and ensuring preparedness for the localization of accidents and the elimination of their consequences;

f) control over the timely performance of technical examination and diagnostics of vessels operating under pressure, repair and verification of control measuring instruments;

g) control over the observance of technological discipline.

2.5. Production control in the operating organization is carried out by an employee or production control service appointed by the decision of the head of the organization.

2.6. It is recommended that the functions of the person responsible for the implementation of production control be assigned to:

one of the deputy heads of the operating organization, if the number of personnel serving pressure vessels is less than 150 people;

for a specially appointed employee, if the number of personnel serving pressure vessels is from 150 to 500 people;

for the head of the production control service, if the number of personnel serving pressure vessels exceeds 500 people.

2.7. The employee responsible for the implementation of production control must have:

higher technical education corresponding to the profile of production, which operates pressure vessels;

work experience in servicing pressure vessels, at least 3 years;

a certificate confirming the passing of the knowledge test of the Rules for the Construction and Safe Operation of Pressure Vessels and other normative documents on the operation of vessels.

2.8. Organizations operating pressure vessels annually submit information on the organization and technical support of production control in territorial bodies Gosgortekhnadzor of Russia.

2.9. The information on the organization and technical support of production control must contain the following information:

a) a plan of measures to ensure industrial safety for the current year;

b) organization of the industrial safety management system;

c) the name of the employee responsible for the implementation of production control, his position, education, work experience in the specialty, the date of the last certification in the field of industrial safety;

d) the number of pressure vessels, with a description of the main potential hazards and possible consequences of accidents;

e) fulfillment of the plan of measures to ensure industrial safety, the results of inspections, elimination of violations, fulfillment of the orders of the Federal Mining and Industrial Supervision of Russia over the past year;

f) an action plan for the localization of accidents, incidents and elimination of their consequences;

g) the state of the technical support of work on the implementation of production control;

h) copies of the insurance contract for the risk of liability for causing harm during the operation of pressure vessels;

i) condition of pressure vessels subject to mandatory certification;

j) results of survey and control tests of pressure vessels;

k) a plan for conducting control and preventive inspections for the next year;

l) assessment of the readiness of employees of the operating organization to act during an accident;

m) a description of accidents and accidents that occurred during the operation of pressure vessels, an analysis of the causes of their occurrence and the measures taken;

n) training and certification of managers, specialists and other workers associated with the operation of pressure vessels in the field of industrial safety.

3. Responsibilities of the person responsible for the implementation of production control

3.1. The employee responsible for the implementation of production control is obliged:

a) ensure the monitoring of compliance by workers serving pressure vessels with industrial safety requirements;

b) develop a work plan for the implementation of production control in the divisions of the operating organization;

c) carry out comprehensive and targeted inspections of the state of industrial safety during the operation of pressure vessels, identify hazardous factors at workplaces;

d) annually develop a plan of measures to ensure industrial safety based on the results of the inspection of the state of industrial safety and certification of workplaces;

e) organize the development of action plans for the localization of accidents, incidents and elimination of their consequences;

f) organize work on the preparation of industrial safety expertise for pressure vessels;

g) participate in the technical investigation of the causes of accidents, incidents and accidents;

h) analyze the causes of accidents and incidents during the operation of pressure vessels, and store documentation for their accounting;

i) organize training and certification of workers serving pressure vessels in the field of industrial safety;

j) participate in the introduction of new technologies and new equipment;

k) inform employees about changes in industrial safety requirements established by regulatory legal acts, provide employees with these documents;

l) make proposals to the head of the organization:

on the implementation of measures to ensure industrial safety;

on elimination of violations of industrial safety requirements;

on the suspension of work carried out on vessels operating under pressure, in violation of industrial safety requirements, pose a threat to the life and health of workers, may lead to an accident or damage the environment;

on the removal from maintenance of pressure vessels, persons who do not have the appropriate qualifications, who have not passed the training and certification in industrial safety in a timely manner;

on bringing to responsibility persons who have violated industrial safety requirements;

m) inspect the vessels in working order and check compliance with the established regimes during their operation;

n) monitor the preparation and timely presentation of vessels for examination;

o) carry out technical examination of vessels in cases stipulated by the rules;

p) keep a book of accounting and examination of vessels on the balance sheet of organizations, both registered with the bodies of Gosgortekhnadzor of Russia and not subject to registration;

c) check the issuance of instructions to the operating personnel, as well as the availability of instructions at the workplace;

r) check the observance of the procedure for admitting workers to the maintenance of vessels established by the rules;

s) check the correctness of technical documentation during the operation and repair of vessels;

t) participate in examinations and technical examinations of vessels carried out by an inspector of Gosgortekhnadzor of Russia or a specialist of an organization that has a permit (license) from the bodies of Gosgortekhnadzor of Russia.

3.2. The employee responsible for the implementation of production control provides control over:

a) compliance with the conditions of licenses for activities related to the operation of pressure vessels;

b) for installation, reconstruction, repair of pressure vessels;

c) for the elimination of the causes of accidents, incidents and accidents;

d) for the timely conduct of tests and technical certification by the relevant services, repair and verification of control measuring instruments;

e) for the presence of certificates of compliance with industrial safety requirements for the vessels used;

f) compliance with the instructions of the Federal Mining and Industrial Supervision of Russia and its territorial bodies.

4. Rights of the person responsible for the implementation of production control

The employee responsible for the implementation of production control has the right:

a) freely visit at any time of the day all divisions of the organization where the pressure vessels are operated;

b) get acquainted with the documents required to assess the state of industrial safety during the operation of pressure vessels;

c) participate in the development and revision of industrial safety declarations;

d) participate in the activities of the commission to investigate the causes of accidents, incidents and accidents during the operation of pressure vessels;

e) make proposals to the head of the organization to encourage employees who took part in the development and implementation of measures to improve the industrial safety of pressure vessels.

5. Responsibility

The person responsible for the implementation of production control is responsible in accordance with the current legislation for violation of safety rules and job descriptions.

2. Responsibilities

2.1. The responsible specialist is obliged to:

2.1.1. Carry out production control over the technical condition and safe operation of lifting structures, removable lifting devices, containers, rail tracks and take measures to prevent violations of safety rules;

2.1.2. Conduct technical inspections of lifting structures that are not registered with Rostekhnadzor, as well as keep records of them;

2.1.3. Monitor the implementation of issued state. inspectors of Rostechnadzor of instructions;

2.1.4. Monitor compliance with repair schedules, technical services and periodic inspections of lifting structures, rail tracks, removable lifting devices and containers;

2.1.5. Participate in the commissions for certification of specialists in the field of industrial safety and verification of the knowledge of maintenance and repair personnel;

2.1.6. Check the observance of the procedure for personnel admission to the maintenance of lifting structures established by the safety rules;

2.1.7. Monitor the presence and execution of instructions service personnel and responsible specialists;

2.1.8. Check the fulfillment of the requirements of safety rules, work production projects and flow charts in the course of work with the use of lifting structures;

2.1.10. Check the availability of technical documentation on the operation of lifting structures at the site of work;

2.2. The specialist responsible for the implementation of production control during the operation of lifting structures should not allow their operation if, during the inspection, he established that:

2.2.1. Repair and maintenance of lifting structures is carried out by personnel who have not passed the knowledge test;

2.2.2. Specialists responsible for the safe performance of work with the use of lifting structures and specialists responsible for the working condition of lifting structures have not been appointed;

2.2.3. The term of technical examination of lifting structures has expired;

2.2.4. The instructions issued by him or by the Rostekhnadzor authorities on ensuring the safe operation of lifting machines have not been fulfilled;

2.2.5. Technical malfunctions were identified at the lifting structures: cracks or deformations of metal structures, loosening of fasteners in the joints of metal structures, malfunction of devices and safety devices, malfunction of the control system, unacceptable wear of hooks, ropes, chains, malfunction of mechanisms and brakes, malfunction of the rail track, malfunction of grounding or electrical equipment;

2.2.6. There are no removable lifting devices and containers corresponding to the mass and type of the transported goods, or they are faulty;

2.2.7. Work is carried out without work production projects, flow charts, work permits;

2.2.8. The measures for the safe conduct of work, set out in the projects for the production of work, have not been completed, technological maps, orders-tolerances;

2.2.9. Missing, lost passports of lifting structures or information about its registration with the Rostekhnadzor authorities;

2.2.10. Work with the use of lifting structures is carried out in violation of safety rules and instructions, which can lead to an accident or injury to people.

3. Rights

3.1. The specialist responsible for the implementation of production control during the operation of lifting structures has the right:

3.1.1. To visit at any time workshops and areas related to the operation of lifting structures, to check their technical condition, operating conditions. as well as compliance by managers and specialists and service personnel with safety rules, production instructions and other regulations in the field of industrial safety;

3.1.2. Stop the operation of lifting structures in the cases specified in clause 2.2. of this manual;

3.1.3. Require from technical services enterprises, managers and specialists, presenting documents for verification on issues related to the operation of lifting structures;

3.1.4. Give instructions binding on the administration of workshops and departments and establish deadlines for the elimination of identified violations;

3.1.5. Raise a question to the administration of the enterprise about the dismissal of persons who violate the requirements of federal and local regulations in the field of industrial safety from performing work on the repair and maintenance of lifting structures;

3.1.6. Raise the question of punishing workers responsible for violations of industrial safety requirements during the operation of lifting structures.

4. Responsibility

4.1. The specialist responsible for the implementation of production control during the operation of lifting structures is responsible in accordance with applicable law for.

This job description was developed in accordance with the Federal norms and rules in the field of industrial safety "Safety rules for hazardous production facilities where lifting structures are used" approved by the order of Rostekhnadzor dated November 12, 2013. No. 533. The rules for the organization and implementation of production control over compliance with industrial safety requirements at a hazardous production facility, approved. 1. General Provisions

1.1. In accordance with the Rules, the organization ( individual entrepreneur), operating a HIF with lifting structures (hereinafter PS) must appoint a specialist responsible for the implementation of production control during the operation of the PS.

1.4. The specialist responsible for the implementation of production control during the operation of the PS is appointed by order of the Deputy General Director for Production after passing the certification in accordance with the established procedure for knowledge of the Rules and job descriptions.

1.5. Periodic testing of the knowledge of the specialist responsible for the implementation of production control during the operation of the substation should be carried out at least once every 5 years in accordance with the established procedure.

1.6. The specialist responsible for the implementation of production control during the operation of the substation is subordinate to the Deputy General Director for Production.

1.7. The specialist responsible for the implementation of production control during the operation of the substation must work according to the plan approved by the Deputy General Director for Production. On the implementation of the work plan, the specialist responsible for the implementation of production control during the operation of the substation must submit a monthly report to the Deputy General Director for Production.

1.8. The specialist responsible for the implementation of production control during the operation of the substation must have a secondary specialized or higher technical education corresponding to the profile of the production facility;

1.11. The specialist responsible for the implementation of production control during the operation of the substation must know:

1) Safety rules for HIFs on which PS are used;

2) Rules for the organization and implementation of production control over compliance with industrial safety requirements at a hazardous production facility;

2. Responsibilities

2.1. The specialist responsible for the implementation of production control during the operation of the substation is obliged to:

1) supervise the technical condition and safe operation of lifting machines, removable lifting devices, containers, crane tracks and take measures to prevent violations of safety rules;

2) carry out an examination of lifting machines and issue a permit for their operation in cases stipulated by the safety rules;

3) control the implementation of the instructions issued by the Rostechnadzor bodies and their instructions, as well as other instructions of the Rostechnadzor bodies for the prevention of accidents and accidents during the operation of lifting structures;

4) monitor compliance with the schedules of repairs, maintenance and periodic inspections of lifting structures, crane tracks and inspection of removable lifting devices and containers;

5) participate in commissions for the periodic verification of the knowledge of maintenance and repair personnel;

6) check the observance of the procedure established by the safety rules for the admission of personnel to the maintenance of lifting machines, as well as the knowledge of personnel at the workplace;

7) control the availability and implementation of instructions by service personnel, specialists responsible for maintaining the PS in good working order and specialists responsible for the safe performance of work using the PS;

8) check the fulfillment of the requirements of safety rules, work production projects and flow charts in the production of work with hoisting machines, paying special attention to:

a) the correct installation of cranes and hoists during their operation;

b) compliance with work orders when performing work near power transmission lines and on crane tracks of bridge and console mobile cranes;

c) the correctness of the methods used for slinging loads and the choice of removable load-gripping devices and containers;

d) compliance with the dimensions of storage of goods;

e) the use of the correct work practices by the workers and their observance of personal safety measures;

9) control the conduct in deadlines inspections of lifting structures of machines that have worked out the standard service life, by specialized organizations;

10) check on the site of work the availability of technical documentation for the operation of hoisting machines and its compliance with safety rules;

11) monitor compliance with the procedure for putting hoisting machines into operation established by safety rules;

12) check the observance of the procedure established by the owner for the allocation and direction of self-propelled jib cranes, manipulator cranes and hoists to objects;

13) be present during inspections of the technical safety of lifting structures by representatives of Rostekhnadzor bodies or specialists from an engineering center that has an appropriate permit (license) to carry out such work.

2.2. The specialist responsible for the implementation of production control during the operation of the PS should not allow them to work if, during the check, he established that:

1) maintenance of the substation is carried out by an uncertified crane operator, a loader crane operator (operator), a pipe-laying crane, a construction hoist driver, a slinger, a cradle worker;

2) the specialists responsible for the maintenance of the PS in good condition and the specialists responsible for the safe performance of work using the PS have not been appointed;

3) the term of the technical examination of the PS or a special survey of the PS that has worked out the standard service life has expired;

4) the instructions (acts) issued by him or by the Rostekhnadzor authorities on ensuring the safe operation of the substation have not been fulfilled;

5) technical malfunctions were revealed at the lifting structure: cracks or deformations of metal structures, loosening of fasteners in the joints of metal structures, malfunction of devices and safety devices, malfunction of the control system, unacceptable wear of hooks, ropes (chains) and their fastenings, malfunction of mechanisms and brakes, malfunction of crane or rail track, failure of grounding or electrical equipment, inconsistency of the electrical circuit of the construction hoist with the project;

6) there are no removable lifting devices and containers corresponding to the mass and type of the transported goods, or they are faulty;

7) work is carried out without work production projects, flow charts, permit orders;

8) the measures for the safe conduct of work, set out in the projects for the production of work, technological maps, work permits, have not been completed;

9) missing, the passport of the hoisting machine or information about its registration with the Rostekhnadzor authorities is lost;

10) work with the use of PS is carried out with dangerous violations of rules and instructions, which can lead to an accident or injury to people.

2.3 The specialist responsible for the implementation of production control during the operation of the substation in case of detection of violations specified in clause 2.2 of the Instruction is obliged to immediately notify the General Director (Deputy General Director for Production) about this, with the issuance of an appropriate order.

3. Rights

3.1. The specialist responsible for the implementation of production control during the operation of the substation has the right to:

1) visit at any time, in accordance with the procedure established at the enterprise, the sites where lifting machines operate, check their technical condition, operating conditions, as well as the observance of safety rules and operating instructions by engineering and technical workers and maintenance personnel;

2) issue appropriate instructions to prevent the aircraft from operating in the cases specified in clause 2.2 of this manual;

3) demand from the technical services of the enterprise, specialists responsible for the maintenance of hoisting machines in good condition and for the safe performance of work with hoisting structures, to submit documents for verification on issues related to the operation of the substation;

4) issue binding instructions (acts) and establish deadlines for the elimination of identified violations;

5) participate in the activities of the commission to investigate the causes of accidents, incidents and accidents at hazardous production facilities;

5) raise a question with the administration of the enterprise (organization) about the removal of untrained and uncertified persons from servicing hoisting machines, as well as persons who violate safety rules and instructions;

6) raise the issue of punishing employees responsible for violations of safety rules and instructions.

4. Responsibility

4.1. The specialist responsible for the implementation of production control during the operation of the substation is responsible in accordance with the current legislation for:

1) his violation of safety rules and failure to comply with the job description;

2) failure by him to take measures to prevent the operation of hoisting machines with dangerous violations of safety rules and instructions that can lead to an accident or injury to people.

In this regard, the company is subject to the Safety Rules for Hazardous Production Facilities where lifting structures are used (approved by order of Rostekhnadzor dated 12.11.2013 N 533). These rules establish the obligation to develop and approve by the administrative act of the operating organization instructions with job responsibilities, as well as a list of persons responsible for industrial safety in the organization from among its certified specialists:

The specialist responsible for the implementation of production control during the operation of the substation;

The specialist responsible for maintaining the PS in a working condition;

The specialist responsible for the safe performance of work using PS.

Thus, three safety specialists should be appointed in the organization using the lifting structure.

At the same time, in organizations where the production of work with the use of PS is carried out at one site (workshop), one specialist is allowed to combine the responsibilities of being responsible for maintaining the PS in a working condition and for the safe performance of work.

In addition, it should be borne in mind that the employee responsible for the implementation of production control must have:

Higher technical education corresponding to the profile of the production facility;

Work experience of at least 3 years in a relevant job at a hazardous production facility in the industry;

Certificate confirming the passage of industrial safety certification (clause 9 of the Rules for the organization and implementation of industrial control over compliance with industrial safety requirements at a hazardous production facility, approved by the Government of the Russian Federation of 03/10/1999 N 263).

Therefore, if an occupational safety specialist meets the requirements for workers responsible for the implementation of production control, he can combine his functions with the performance of the work of one safety specialist. Or, under the above conditions, combine the duties of a specialist responsible for maintaining the PS in a working condition and a specialist responsible for the safe performance of work using PS.

The employer is not entitled to assign the duties of all safety specialists to a labor protection specialist.

Organizations that operate hazardous production facilities are obliged to carry out production control over compliance with industrial safety requirements. It gives an idea of ​​the state of industrial safety at the enterprise and helps prevent accidents.

What documents will be needed for production control

The main document on which production control is carried out is the Regulation on production control (hereinafter - the Regulation). It regulates the entire production control procedure - from planning and conducting internal audits before the procedure for taking into account the results of control. The position should be on any OPO (Federal Law of July 21, 1997 No. 116-FZ). It will be needed not only for production control, but also for:

• formation and submission to Rostekhnadzor of an annual mandatory production control report at HIFs;
• obtaining a license from Rostekhnadzor for the operation of HIFs;
• registration of a technical device with Rostekhnadzor authorities;
• successful completion of any scheduled and unscheduled inspection.

The regulation is approved by the head of the enterprise, and its certified copy is provided to the territorial Rostekhnadzor at the location of the HIF.

The enterprise should also have a Production Control Plan for the year, which reflects operational, targeted and comprehensive inspections.

What production control consists of

Production control takes place in three levels.

First level- these are operational checks, during which they control the implementation of industrial safety requirements by personnel and contractors.

Verifiers should:

• acquainted with technical documentation on verifiable issues;
• identify violations of the rules in the workplace;
• selectively check the knowledge of industrial safety with specialists;
• remove untrained employees from work;
• suspend work if a violation is found that threatens the lives of people or may lead to an accident;
• establish a target date for eliminating violations;
• inform the immediate supervisor about the revealed violations and the measures taken.

Second level control implies targeted checks. They are needed to make sure that all industrial safety measures are carried out in a high-quality and timely manner.

Reviewers evaluate:

• condition of production facilities, organization of work and their compliance with industrial safety requirements;
• fulfillment of previous acts-prescriptions based on the results of operational, comprehensive and targeted inspections;
• training, certification of managers, specialists and workers and their admission to independent work;
• implementation of the planned measures for the organization of production control and ensuring the safe operation of the hazardous industrial facility;
• completeness and quality of measures taken after accidents and accidents.

Third level control consists in a comprehensive inspection of the enterprise, which is carried out by the production control commission. During the check, you need to evaluate:

• technical condition of the HIF;
• how the safe operation of hazardous facilities is organized;
• how are the measures to ensure safe environment work;
• efficiency of production control.

Who will be in charge of production control

Production control is carried out by an employee appointed by the order of the head, or by the production control service. If the enterprise employs less than 150 people, then one of the deputy heads of the enterprise is appointed responsible for production control. With a staff of 150-500 people, a separate specialist is allocated who will only deal with production control. If the HIF employs more than 500 workers, you need to create a production control service.

What documents are drawn up based on the results of the control

After each level of control, a report is drawn up. It describes the purpose of the audit, the violations identified, the proposed measures and the timeframe for their elimination. Reports approves general manager or branch directors. Then they are transferred to the department of industrial safety and labor protection, where specialists:

• fill out the register of industrial safety measures at the hazardous industrial facility;
• control the elimination of identified violations;
• based on the information received, prepare for the annual technical meeting with management;
• submit to Rostekhnadzor information on accidents and incidents, the reasons for their occurrence and the measures taken, as well as on production control.

The identified problems can be solved by the inspectors together with the specialists responsible for the operation of a particular HIF after each level of control. More global shortcomings are dealt with by the production control commission together with the management of the enterprise. The approved measures to ensure industrial safety are included in the implementation plan for the next year.
