History

International trade relations began several centuries ago. However, until the end of the 19th century, no agreed measures were taken to prevent the spread of dangerous pests between countries. Then some states began to make attempts to protect their plant resources from pests, diseases and weeds. Over time, in each country leading the export and import of goods, organizations were formed whose responsibilities included conducting.

In Russia, the history of quarantine begins in 1873 - it was during this period that the first official document, according to which the import of vines infected with phylloxera was prohibited into the country. However, only in 1925, already in the USSR, a unified quarantine legislation began to be created. On June 5, 1931, the State Quarantine Service was established. At the same time, a number of documents were formed, the most important of which was the provision on quarantine control regulating the import of plants and agricultural products into the country.

According to the directions of protection, were developed different types quarantine: garden, cotton, potato, etc. Based on the results of the infection of different crops, a list of quarantine pests was compiled, which subsequently underwent a number of changes. In 1933, the Central and local quarantine laboratories were formed.

Gradually, the structure and obligations of the quarantine service have expanded significantly. She became responsible for observing the rules for the procurement and production of plant products, organizing the transportation of plant materials, monitoring their storage and sale. Great importance had the development of a preventive direction of quarantine measures: preventing the spread of quarantine species between regions of the country, eliminating conditions that prevent their acclimatization, etc.

Since 2005, the quarantine service has been part of the Rosselkhoznadzor, which, in turn, is the official national organization on quarantine and plant protection, responsible for fulfilling the obligations provided for in Article IV of the International Plant Protection Convention.

The international cooperation

In 1951, the intergovernmental European Plant Protection Organization was formed, responsible for international cooperation in the field of plant protection and quarantine in the European and Mediterranean region. At the time of its foundation, it included 15 member states, and today their number is 50.

The main governing unit of the EPRC is the Executive Committee, which is chaired by its Council. In addition, the structure has working groups and expert groups, as well as a secretariat headed by the Director General and his deputy.

EPPKR pursues the goal of developing an international strategy against the import and dispersal of quarantine pests, diseases and weeds, while activities are aimed not only at agriculture and forestry, but also at the uncultivated environment - the biological diversity of plant species.

Representatives of each of the countries, including Russia, are members of the Council, which meets annually. The Executive Committee meets twice a year, with representatives from seven countries elected on a rotating basis. Working groups and expert groups are also mixed.

Russia's membership in the EPZKR allows to bring Russian quarantine standards to the standards of more progressive international legislation, contributes to continuous development international trade, improving the provision of phytosanitary safety in our country. The Secretariat of the Organization ensures a constant exchange of information on the emergence and spread of quarantine pests, and the quality of phytosanitary control in our country is improving due to adherence to modern EPPKR recommendations.

Structure

The quarantine service is operated central office Rosselkhoznadzor. Subordinate organizations include:

• territorial departments of Rosselkhoznadzor;

In order to more effectively organize and implement the State Plant Quarantine Service, the Government of the Russian Federation

decides:

1. To entrust the Ministry Agriculture The Russian Federation is responsible for the organization of the State Plant Quarantine Service in the Russian Federation against the penetration of quarantine and other dangerous plant pests and diseases and quarantine weeds from foreign countries.

2. To approve the attached Regulation on the State Plant Quarantine Service in the Russian Federation.

3. The Ministry of Agriculture of the Russian Federation, the Ministry of Trade and Material Resources of the Russian Federation, the Ministry of Communications of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Central Union of the Russian Federation, other ministries and departments of the Russian Federation, the governments of the republics within the Russian Federation, executive power autonomous formations, territories and regions, cities of Moscow and St. Petersburg to develop and implement a set of state measures to strengthen the protection of the territory of the Russian Federation from the introduction and spread of quarantine and other dangerous pests, plant diseases and weeds from foreign countries, as well as to ensure timely detection and localization their foci.

4. The Ministry of Security of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and the State Customs Committee of the Russian Federation, within the limits of their powers, provide assistance to the State Plant Quarantine Service.

Regulations on the State Plant Quarantine Service in the Russian Federation

1. The State Plant Quarantine Service in the Russian Federation * protects the territory of Russia from the penetration of quarantine and other dangerous pests, plant diseases and weed seeds from foreign countries, which can cause significant damage to the national economy.

2. The State Plant Quarantine Service includes:

State Plant Quarantine Inspectorate of the Ministry of Agriculture and Food of the Russian Federation;

All-Russian Research Institute of Plant Quarantine with its peripheral network;

border state and state plant quarantine inspections in republics, territories, regions, autonomous entities, quarantine laboratories, fumigation detachments, expeditions, state city and interdistrict plant quarantine inspections, border checkpoints for plant quarantine in sea and river ports (at piers), at railway stations, at airports, at post offices and highways, district and interdistrict points on plant quarantine.

State inspectorates and other plant quarantine units form a single centralized State Plant Quarantine Service.

3. The State Plant Quarantine Service in its activities is guided by the Constitution of the Russian Federation, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, other regulatory legal acts and this Regulation (paragraph as amended by Resolution of the Government of the Russian Federation of October 1, 1998 N 1143).

4. The main tasks of the State Plant Quarantine Service:

quarantine inspection and laboratory examination of products of plant origin and other materials imported into the republic from foreign countries, including plant attachments received in luggage, postal items and in the carry-on baggage of passengers, as well Vehicle arriving in the republic from other states;

organization of rehabilitation and quarantine disinfection of products of plant origin and other materials, as well as vehicles arriving from other states and from zones declared under quarantine;

quarantine inspection of products of plant origin and other materials shipped for export;

conducting control examinations of agricultural and other lands, places of storage and processing of products of plant origin in order to timely identify quarantine pests, plant diseases and weeds;

establishment of quarantine zoning and micro-zoning of the territory of the Russian Federation;

participation, together with research institutions, in the development and organization of effective measures to combat quarantine pests, plant diseases and weeds;

widespread introduction of scientific achievements and advanced experience, as well as familiarization of the population with measures to combat quarantine pests, plant diseases and weeds;

implementation state control for the implementation of quarantine measures by ministries, departments, institutions, enterprises, associations, organizations and citizens;

control over the activities of quarantine nurseries, variety plots and greenhouses that check the quarantine state of seeds and plants imported from other states, as well as from zones declared under quarantine on the territory of the republic;

supervision of crops and plantations in nurseries, research institutions, seed-growing and flower-ornamental farms in order to ensure the release of seed and planting material free from quarantine pests, plant diseases and weeds;

control over the implementation of measures arising from international conventions and agreements in the field of plant quarantine concluded with other states;

development of draft regulations, rules and instructions governing activities in the field of external and internal plant quarantine;

study of the species composition and bioecology of absent and limitation of pests, plant diseases, weeds widespread on the territory of the republic and, on the basis of this, the development of a draft list of plant pests, plant diseases and weeds, in relation to which state plant quarantine measures are established and implemented;

development of conditions for the import of plant products and other regulated articles from other states, conditions for the transportation of such products within the country from zones declared under quarantine, as well as conditions for their use;

development of methods for quarantine inspection, laboratory examination, diagnostics of latent contamination and disinfection of products of plant origin and other materials.

5. State inspectors of the State Plant Quarantine Service are entitled to:

freely enter the territory of sea and river ports and marinas, airports, railway stations, post offices, elevators, warehouses, merchant ships, passenger ships, freight and passenger wagons, civil aircraft, the fields of collective farms, state farms, experimental and scientific research organizations, ancillary and farms, household plots, to nurseries, orchards and vineyards, greenhouses and other farms various organizations and individuals, as well as enterprises engaged in the procurement and sale of products of plant origin;

to receive from the administration of customs, sea, river ports and marinas, airports, railway stations and other enterprises and organizations information about the incoming, stored and dispatched products of plant origin, to require the relevant documents related to these products, to prohibit the unloading of goods infected with quarantine pests;

take samples of seeds, plants and other products for inspection and subsequent laboratory examinations;

establish quarantine measures in places where quarantine objects are found, as well as restrictions on the export and use of products until the established quarantine measures are completed;

the head of the State Plant Quarantine Inspection of the Ministry of Agriculture and Food of the Russian Federation is the chief state plant quarantine inspector of the Russian Federation, and his deputies are deputies of the chief state plant quarantine inspector of the Russian Federation (the paragraph is additionally included -);

the heads of the border state and state plant quarantine inspections in the republics, territories, regions, cities, autonomous formations are at the same time the chief state plant quarantine inspectors of the respective regions, and their deputies are deputies of the chief state plant quarantine inspectors of the respective regions (the paragraph is additionally included - the resolution Government of the Russian Federation of October 1, 1998 N 1143);

6. The State Plant Quarantine Inspectorate of the Ministry of Agriculture and Food of the Russian Federation issues import quarantine permits for seeds, planting material and other quarantine-controlled plant products imported from other states, as well as for regulated goods transported in transit through the territory of the republic (clause added - Resolution of the Government of the Russian Federation of October 1, 1998 N 1143).

7. State inspectorates for plant quarantine issue certificates and other documents for products sent for export, for the right to transport and use domestic and imported seeds, planting material and other regulated products of plant origin, as well as containers used in the transportation of plant products, organize and control over the disinfection of regulated products of plant origin.

8. Provisions, rules and instructions on plant quarantine of the Ministry of Agriculture and Food, as well as orders and instructions of the State Plant Quarantine Service, adopted within their competence, are binding on all institutions, enterprises, associations, organizations, citizens engaged in production, procurement, storage, processing and transportation of products of plant origin. All measures for the localization and elimination of foci of quarantine pests, plant diseases and weeds are carried out at the expense of the owners land plots, landowners, land users, and inspection and disinfection of products, storage facilities, containers, vehicles and other quarantine measures - at the expense of their owners (clause supplemented by Decree of the Government of the Russian Federation of October 1, 1998 N 1143).

9. Workers State inspections on plant quarantine, when on duty, they wear uniforms. 10. The head of the State Plant Quarantine Inspectorate and the Director of the All-Russian Institute for Plant Quarantine are appointed and dismissed by the Ministry of Agriculture and Food of the Russian Federation (clause supplemented by Resolution of the Government of the Russian Federation of October 1, 1998 N 1143).

11. The State Plant Quarantine Service is funded from the federal budget and revenues from the provision of paid services (paragraph as amended by the Government of the Russian Federation of October 1, 1998 N 1143).

12. Instructions on the activities of the State Plant Quarantine Inspections and other bodies of the State Plant Quarantine Service are issued by the Ministry of Agriculture and Food of the Russian Federation (clause supplemented by Resolution of the Government of the Russian Federation of October 1, 1998 N 1143).

13. Bodies of the State Plant Quarantine Service have seals with the State Emblem of the Russian Federation and special stamps.

14. The State Plant Quarantine Service is provided with material and technical resources in the prescribed manner through the Ministry of Agriculture of the Russian Federation and the Ministry of Economy of the Russian Federation.

15. The Ministry of Agriculture and Food of the Russian Federation, in agreement with the Ministry of Finance of the Russian Federation, approve the list of paid and free services provided by the State Plant Quarantine Service and the cost of each type of paid services. *fifteen)
