Patrushev signed the Order "On the reorganization of the federal state budgetary institution" Central scientific and methodological veterinary laboratory "and the federal state budgetary institution" Oryol Reference Center of the Federal Service for Veterinary and Phytosanitary Surveillance ".

In accordance with the document, budgetary institutions will be reorganized through a merger. The Oryol Reference Center of the Rosselkhoznadzor will become part of the Central Scientific and Methodological Veterinary Laboratory (TsNMVL) as structural subdivision- branch.

FSBI "Central Scientific and Methodological Veterinary Laboratory" is the reference center of the Federal Service for Veterinary and Phytosanitary Surveillance of Russia and the largest testing center in the GOST R system for certification food products, food raw materials and feed.

The reorganization will allow the Oryol Rosselkhoznadzor Reference Center to modernize laboratory sites, to reach a higher professional level, improve the performance and quality of services provided.

At present, the procedure of uniting budgetary institutions is being carried out.

The area of ​​responsibility of the FSBI "Oryol reference center of the Rosselkhoznadzor" includes the Oryol and Kursk regions.

Oryol Reference Center is a multifunctional institution equipped with the latest high-tech laboratory equipment. Every year, the center's specialists take part in conferences, seminars and advanced training courses both in Russia and abroad.

The institution has successfully passed the procedure for confirming competence with the expansion of the scope of accreditation in the national accreditation system. Today the scope of accreditation of the Testing Laboratory includes tests on 97 product groups.

In October 2017 testing laboratory FSBI "Oryol Reference Center of Rosselkhoznadzor" has expanded the scope of accreditation by 64 methods, of which 7 methods - for the determination of infectious diseases of animals, 4 methods - for the determination of mycotoxins and toxic elements in grain and its processed products, 53 methods - for the study of regulated products in Belovskoye interdistrict point of the Kursk region. The laboratory is also accredited by the Association of Analytica Analytic Centers in the international system, and in August 2017 it successfully passed the inspection control of the Analytica Analytical Center.

In addition, work is currently underway to accredit the Livensky interdistrict point of the Oryol region for research of regulated products and grain.

The Inspection Body established at the end of last year (accreditation certificate No. 710192, issued on January 23, 2017) has successfully passed the competence confirmation procedure together with the expansion of the accreditation scope. During the period of activity, 207 expert opinions were issued, as well as 20 acts of inspection. The inspection body was involved in the TU Rosselkhoznadzor in the Oryol and Kursk regions during inspections in the direction of seed supervision and grain quality. Experts took part in scheduled inspections 6 times and in the process of accepting elevators 7 times.

On the basis of the Training Center, 161 people were trained (representatives of 77 organizations from Oryol, Kursk, Lipetsk, Tambov, Bryansk, Kaluga and Voronezh regions). Over the current year, the list of training programs has significantly expanded ("Registration of documentation in the subsystem Economic entity (Mercury. XC)", "Reception, registration and registration of results in FSIS" Vesta " applications ", etc.).

The Agroecological Research Department expanded the scope of accreditation and began the preparation procedure for certification mineral fertilizers... As part of the fulfillment of the state task, 1849 soil samples were examined, 7637 studies were carried out. 1379 samples (79.25%) were identified that did not meet the requirements of GOST and regulatory documents for 3239 studies (45.36%). Together with the inspectors of the Department of State Land Surveillance of the Office of the Federal Service for Veterinary and Phytosanitary Surveillance, as part of inspections and administrative investigations, specialists carried out 111 field events to take measurements, establish the location and determine the area of ​​disturbed areas.

Specialists of the department of laboratory research of grain, cereals, mixed fodders and products of its processing and certification within the framework of the fulfillment of the state assignment examined 432 samples of grain and products of its processing, 3472 studies were carried out. Revealed 281 samples (65.05%) that do not meet the requirements normative documents 620 studies (17.86%).

The main principles of the plant quarantine research department are still the optimization of the location and equipping of the quarantine phytosanitary (testing) laboratory, staffing with qualified personnel carrying out the quarantine phytosanitary examination, ensuring the objectivity and impartiality of obtaining the results of the quarantine phytosanitary examination, harmonization of methods (techniques) of sample research. with international and regional standards for phytosanitary measures, ensuring the promptness of obtaining results. In 2017, 7 employees underwent individual internships and refresher courses at the All-Russian Institute for Plant Quarantine, having received certificates and training certificates.

In order to confirm their competence, the specialists of the department took part in 18 rounds of ISI (interlaboratory comparison tests), conducted by FGBU "VNIIKR" (Orel - 12 rounds, Kursk - 6 rounds). All rounds were successfully completed.

In 2017, two specialists of the department, as part of the monitoring of nurseries and farms, participated in a pre-shipment survey planting material from the Republic of Moldova. Based on the results of the survey, 183 samples of regulated products and planting material were sent to the Oryol Reference Center of Rosselkhoznadzor for examination.

When conducting research in the field of veterinary medicine, the presence of residual amounts of tetracycline antibiotics and nitrofuran antibiotics (milk) was recorded in samples of controlled products; an increased level of bacterial contamination and the presence of sanitary indicative and pathogenic microorganisms - bacteria of the Escherichia coli group, the genus Salmonella (meat, fish); the presence of extraneous DNA (canned meat). Cases of falsification of butter with vegetable fats have been identified. In succulent forage (silage, haylage), an increased level of acidity is recorded; in cereals - an increased content of weed and grain impurities, the presence of mycotoxins (T2-toxin); in animal feed, an increased level of nitrates, the presence of mycotoxins (T2-toxin), and Pseudomonas aeruginosa were recorded.

The situation with infectious and invasive diseases, including especially dangerous infections, remains tense. In the current year, the study for ASF revealed 39 positive samples from wild boars (1 outbreak, Orel, MUP "TTP"); 28 cases of rabies among domestic and wild animals (Oryol region); 2 cases of influenza A in semi-finished poultry meat (Orel).

The spread of invasive diseases among farm animals, including strongylatosis (cattle, pigs), fascioliasis and moniesiasis (cattle), ascariasis (pigs), has also been established.

Laboratory specialists have confirmed their qualifications by successful participation in comparison tests organized by official providers - both national (FSBI "CMVL", FSBI "VGNKI", FSBI "ARRIAH", LLC "EUCC"), and international (FAPAS) - to determine quality indicators and safety of agricultural products and feed, as well as diagnostics of infectious and invasive diseases.

Particular attention in the work of the institution is paid to the fulfillment of the state assignment. In 2017, within the framework of the state assignment, it was planned to conduct 83,849 studies. In all areas of activity, the work is 100% completed.
