1. The Department of Veterinary Medicine of the Ministry of Agriculture of the Russian Federation (hereinafter referred to as the Department of Veterinary Medicine) was formed on the basis of the Law of the Russian Federation "On Veterinary Medicine".

2. The Department of Veterinary Medicine is a structural subdivision of the Ministry of Agriculture of the Russian Federation, organizing the activities of the veterinary service of the Russian Federation to prevent animal diseases, control the release of high-grade and safe veterinary animal products and to ensure the protection of the population from diseases common to humans and animals.

3. The Department of Veterinary Medicine is subordinate to research veterinary institutes, veterinary laboratories, antiepizootic squads and expeditions, zonal directorates of state veterinary supervision for state border and transport, veterinary control services at enterprises for the processing and storage of livestock products and other veterinary institutions.

4. The Department of Veterinary Medicine is guided in its activities by the Constitution of the Russian Federation, the Law of the Russian Federation "On Veterinary Medicine", other legislative acts, decrees and orders of the President of the Russian Federation, decisions and orders of the Council of Ministers - the Government of the Russian Federation, orders and instructions of the Ministry of Agriculture of the Russian Federation, as well as this Regulation.

5. The main tasks of the Veterinary Department are:

development and implementation of federal targeted programs for the prevention and elimination of quarantine and especially dangerous animal diseases, plans for veterinary services for animal husbandry and the release of products that are safe in veterinary terms;

participation in the formation of federal programs for the training of veterinary specialists, the production of drugs and the conduct of technical research on veterinary problems;

control over compliance by authorities executive power and officials, enterprises, institutions, organizations, other business entities, regardless of their subordination and forms of ownership, public associations, international organizations, foreign legal entities, citizens of the Russian Federation, foreign citizens and stateless persons - owners of animals and livestock products (hereinafter referred to as enterprises, institutions, organizations and citizens) of the veterinary legislation of the Russian Federation;

protection of the territory of the Russian Federation from the introduction of infectious animal diseases from foreign countries;

organizing and improving the efficiency of state and departmental veterinary and sanitary supervision.

6. The Department of Veterinary Medicine in accordance with the tasks assigned to it:

organizes forecasting, development of programs for the prevention and elimination of animal diseases, establishes the procedure for conducting veterinary and sanitary examination and certification of products and raw materials of animal origin and organizes control over their implementation, and also ensures veterinary protection of animals and the environment;

interacts with the authorities of sanitary and epidemiological supervision in the implementation of activities in the field of protection of the population from diseases common to humans and animals, and the prevention of food poisoning;

determines the list of quarantine and especially dangerous diseases, gives instructions on the slaughter or destruction of animals that are obligatory for all persons to be followed in case of their infection with especially dangerous infectious diseases according to the list approved by the Veterinary Department;

prohibits, before the necessary veterinary and sanitary and antiepizootic measures are taken, the operation of livestock facilities, enterprises of the meat and dairy industry, enterprises for the processing and storage of products and raw materials of animal origin in case of detection of infectious animal diseases or the establishment of an unsatisfactory veterinary and sanitary state of these facilities and enterprises;

maintains veterinary statistics related to diseases of farm animals, submits, in accordance with the established procedure, proposals for improving the forms of accounting and reporting in veterinary medicine;

controls the conduct of veterinary preventive measures by enterprises, institutions, organizations and citizens, their observance of the current veterinary rules, takes measures to suppress violations of the veterinary legislation of the Russian Federation;

exercises control over export, import, transit transportation (haulage) of animals, products and raw materials of animal origin, fodder, biological chemical-pharmaceutical preparations, and other controlled cargo;

controls the implementation of measures to protect the territory of the Russian Federation from the introduction of infectious animal diseases from foreign states;

develops veterinary rules and other regulations mandatory for animal husbandry, animal husbandry, production, storage, transportation and sale of livestock products;

directs the work of the veterinary pharmacological council and the commission for biological preparations;

studies and summarizes domestic and Foreign experience organization of the state veterinary service; submits, in accordance with the established procedure, proposals for improving veterinary affairs, taking into account the changes taking place in the economy;

takes measures to improve laboratory work and diagnostics of animal diseases;

manages state certification and registration of domestic and imported drugs and technical means for veterinary purposes, develops a system for their standardization and certification, issues permits for their production and sale, prohibits production and cancels previously issued registration certificates in the event of an adverse effect of the drug on the animal's body;

submits, in accordance with the established procedure, conclusions on inventions, approves and implements inventions and rationalization proposals in the field of veterinary medicine into practice;

creates in subordinate scientific research veterinary institutes and other veterinary institutions special teams (groups) to provide expert veterinary assistance during unplanned antiepizootic and veterinary-sanitary measures in special conditions and extreme situations, coordinates their work and supervises the implementation of veterinary measures to eliminate foci and affected areas;

forms the necessary reserve of biological and medicinal preparations, disinfectants and material and technical resources at biological enterprises, animal veterinary supply bases;

monitors the storage and use of strains of microorganisms in scientific and industrial institutions, organizations and enterprises. Gives permission for the import into the Russian Federation and export from it of strains of pathogens of animal diseases, gives permission to research institutes and other institutions to obtain virulent cultures of pathogens of quarantine and especially dangerous animal diseases;

considers and approves the norms of technological design of livestock complexes, poultry farms, meat processing plants, other enterprises for processing livestock products, industrial buildings, taking into account their compliance with veterinary and sanitary requirements and organizes control over compliance with these requirements during the construction of facilities;

prepares projects for financing veterinary and sanitary measures and estimates of costs for the maintenance of veterinary institutions directly subordinate to the Department of Veterinary Medicine.

7. The Department of Veterinary Medicine distributes the limits of centralized capital investments allocated to it from the republican budget of the Russian Federation and other sources of financing intended for the construction, reconstruction of the production and technical base of institutions of the state veterinary service of the Russian Federation, research institutes, as well as for the purchase of specialized veterinary equipment , instruments and laboratory equipment.

8. The Department of Veterinary Medicine in accordance with the established procedure makes proposals on the amount of appropriations from the republican budget of the Russian Federation necessary for carrying out antiepizootic measures in agricultural enterprises, regardless of the form of ownership.

9. The Veterinary Department is headed by a chief who is appointed and dismissed by the Council of Ministers - the Government of the Russian Federation.

The head of the Veterinary Department is also the chief state veterinary inspector of the Russian Federation.

10. The Chief State Veterinary Inspector of the Russian Federation and his deputies wear uniforms while on duty.

Samples of uniforms are approved by the Ministry of Agriculture of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation.

11. Head of the Veterinary Department - Chief State Veterinary Inspector of the Russian Federation:

organizes the work of the Veterinary Department, bears personal responsibility for the implementation of the tasks assigned to it, distributes responsibilities between his deputies and heads of departments, approves the regulations on the departments (departments) of the Veterinary Department;

coordinates the work of the Department of Veterinary Medicine and main directorates, directorates, departments and other structural divisions of the Ministry of Agriculture of the Russian Federation;

in accordance with the approved nomenclature of positions, makes proposals for the appointment and dismissal of employees of the Veterinary Department; appoints and dismisses the heads of institutions directly subordinate to the Veterinary Department; in accordance with the established procedure, makes proposals, as well as resolves issues on encouraging employees of the Veterinary Department and imposing disciplinary sanctions on them;

represents on matters within the competence of the Veterinary Department, in all state and public institutions, at enterprises, in organizations, arbitration court, in court without a special power of attorney, issues powers of attorney (including with the right of substitution), and also concludes business contracts on behalf of the Veterinary Department;

is the manager of funds allocated for antiepizootic measures and centralized capital investments. Within the allocated appropriations, it determines the structure, staffing, cost estimates, as well as the procedure for awarding bonuses to employees of subordinate organizations.

12. Appointment and dismissal of managers territorial bodies the management of the state veterinary service of the Russian Federation is carried out by the relevant executive authorities in agreement with the heads of the higher management bodies of the state veterinary service of the Russian Federation.

13. The Veterinary Department has a seal with the State Emblem of the Russian Federation and its name.

1. The Department of Veterinary Medicine of the Ministry of Agriculture of the Russian Federation (hereinafter referred to as the Department of Veterinary Medicine) was established on the basis of the Law of the Russian Federation "On Veterinary Medicine".

3. The Veterinary Department is subordinate to research veterinary institutes, veterinary laboratories, antiepizootic detachments and expeditions, zonal directorates of state veterinary supervision at the state border and transport, veterinary control services at enterprises processing and storing animal products and other veterinary institutions.

5. The main tasks of the Veterinary Department are:

participation in the formation of federal programs for the training of veterinary specialists, the production of drugs and the conduct of technical research on the problems of veterinary medicine,

control over compliance by executive authorities and officials, enterprises, institutions, organizations, other business entities, regardless of their subordination and forms of ownership, public associations, international organizations, foreign legal entities, citizens of the Russian Federation, foreign citizens and stateless persons - animal owners and livestock products (hereinafter referred to as enterprises, institutions, organizations and citizens) of the veterinary legislation of the Russian Federation,

protection of the territory of the Russian Federation from the introduction of infectious animal diseases from foreign countries,

organizing and improving the efficiency of state and departmental veterinary and sanitary supervision

6. The Department of Veterinary Medicine in accordance with the tasks assigned to it:

determines the list of quarantine and especially dangerous diseases, gives instructions on the slaughter or destruction of animals, which are obligatory for all persons, in case of their especially dangerous diseases according to the list approved by the Veterinary Department,

prohibits, prior to the implementation of the necessary veterinary and sanitary and antiepizootic measures, the operation of livestock facilities, enterprises of the meat and dairy industry, enterprises for the processing and storage of products and raw materials of animal origin in the event of the detection of infectious animal diseases or the establishment of an unsatisfactory veterinary and sanitary state of these facilities and enterprises,

controls the implementation of measures to protect the territory of the Russian Federation from the introduction of infectious animal diseases from foreign states,

develops veterinary rules and other regulations that are binding on the management of animal husbandry, keeping animals, production, storage, transportation and sale of livestock products,

directs the work of the veterinary pharmacological council and the commission for biological preparations,

studies and summarizes the domestic and foreign experience of organizing the state veterinary service, submits, in accordance with the established procedure, proposals for improving veterinary affairs, taking into account the changes taking place in the economy,

takes measures to improve laboratory work and diagnostics of animal diseases,

manages the state certification and registration of domestic and imported drugs and technical means for veterinary purposes, develops a system for their standardization and certification, issues permits for their production and sale, prohibits production and cancels previously issued registration certificates in case of adverse effects of the drug on the animal's body,

submits, in accordance with the established procedure, conclusions on inventions, tests and implements inventions and rationalization proposals in the field of veterinary medicine into practice,

creates in subordinate scientific research veterinary institutes and other veterinary institutions special teams (groups) to provide emergency veterinary care during unplanned antiepizootic and veterinary-sanitary measures in special conditions and extreme situations, coordinates their work and supervises the implementation of veterinary measures to eliminate foci and affected areas,

forms the necessary reserve of biological and medicinal products, disinfectants and material and technical resources at biological enterprises, animal veterinary supply bases,

monitors the storage and use of strains of microorganisms in scientific and industrial institutions, organizations and enterprises gives permission to import into the Russian Federation and export from it strains of pathogens of animal diseases, gives research institutes and other institutions permission to obtain virulent cultures of pathogens of quarantine and especially dangerous animal diseases,

considers and approves the norms for the technological design of livestock complexes, poultry farms, meat processing plants, other enterprises for processing livestock products, industrial buildings, taking into account their compliance with veterinary and sanitary requirements and organizes control over compliance with these requirements during the construction of facilities,

prepares projects for financing veterinary and sanitary measures and estimates of costs for the maintenance of veterinary institutions directly subordinate to the Veterinary Department

12. Appointment and dismissal of the heads of the territorial management bodies of the state veterinary service of the Russian Federation are made by the relevant executive authorities in agreement with the heads of the higher management bodies of the state veterinary service of the Russian Federation.

13. The Department of Veterinary Medicine has a seal with the image of the state emblem of the Russian Federation and with its name.

The history of the FSBI Veterinary Center begins in October 1981, when, in accordance with the order of the USSR Ministry of Agriculture, the All-Union Epizootic Expedition to Combat Animal Diseases of the Main Directorate of Veterinary Medicine was created. After many years of transformations, in accordance with the order of the Ministry of Agriculture of the Russian Federation dated April 3, 2003 No. 545, the Federal government agency"Veterinary Center", and in 2011 the Center was given the status budgetary institution... The founder of the FSBI Veterinary Center is the Ministry of Agriculture of the Russian Federation. The coordination of the institution's activities is carried out by the Veterinary Department of the Ministry of Agriculture of Russia.
The main activity of the institution is the organization of the provision of anti-epizootic measures on the territory of the Russian Federation, as well as assistance in the implementation of public policy on biological safety of the Russian Federation. As part of the main activity to ensure the implementation of measures for the diagnosis and specific prevention of infectious, including especially dangerous, animal diseases on the territory of the Russian Federation, the Veterinary Center calculates the need for medicines and preparations for veterinary use, as well as controls their supply to the constituent entities Russian Federation. In accordance with the regulatory legal acts of the Ministry of Agriculture of Russia, the FSBI Veterinary Center annually forms a Consolidated Plan of Diagnostic Research, Veterinary Prophylactic and Antiepizootic Measures in farms of all forms of ownership in the territory of the Russian Federation and monitors the implementation of measures by collecting and analytical processing of urgent, quarterly and annual veterinary reporting seven established statistical forms... For information support Since 2008, the Veterinary Center has been preparing, printing and distributing collections of normative legal acts, recommendations and other information materials in the field of veterinary medicine. In accordance with the instruction of the Veterinary Department of the Ministry of Agriculture of Russia, on the basis of the FSBI Veterinary Center, from 2007 to 2012, as well as from 2015, refresher courses have been held for managers and specialists of the state veterinary service of the constituent entities of the Russian Federation, territorial offices of Rosselkhoznadzor. Since 2009, the institution has been holding seminars for specialists involved in the circulation of medicines intended for animals. Also, since 2011, the Veterinary Center has been holding consulting webinars for specialists in order to discuss problematic issues in different areas activities of the system of the state veterinary service of the Russian Federation, including in the field of ensuring the implementation of antiepizootic measures medicines and preparations for veterinary use, an overview of the epizootic situation of infectious animal diseases in the territory of the Russian Federation, legal regulation in veterinary medicine. The institution actively participates in the events of the Russian agro-industrial exhibition "Golden Autumn". Based on the results of its activities in 2007 - 2016, the FSBI Veterinary Center was awarded 6 diplomas and 8 gold medals for ensuring the implementation of antiepizootic measures against especially dangerous animal diseases in the territory of the Russian Federation. - participation in informational, methodological, regulatory support of the activities of the state veterinary service;
- participation in the development of draft regulatory legal acts in the field of veterinary medicine, draft target programs and plans to ensure epizootic well-being in the Russian Federation;
- participation in the conduct and organization of webinars, congresses, conferences, seminars, exhibitions, thematic meetings and other events in the field of veterinary medicine,
- implementation publishing activities in the field of veterinary medicine.
