Ministry of Health Russian Federation in connection with the entry into force of the order of the Ministry of Health of Russia dated 06.08.2013 N 529n "On the approval of the nomenclature medical organizations", registered by the Ministry of Justice of Russia on 13.09.2013, N 29950 (hereinafter - the order of the Ministry of Health of Russia dated 06.08.2013 N 529n), and in order to form a unified law enforcement practice, reports the following.

When developing a regulatory legal act, an approach was chosen based on the need to revise the current Unified Nomenclature of State and municipal institutions taking into account the requirements Federal law from 21.11.2011 N 323-FZ "On the basics of protecting the health of citizens in the Russian Federation" (hereinafter referred to as the Federal Law).

The object of regulation of the order of the Ministry of Health of Russia dated 06.08.2013 N 529n are medical organizations. Moreover, in accordance with Article 2 of the Federal Law, a medical organization is entity regardless of the organizational and legal form, carrying out medical activities as the main (statutory) type of activity on the basis of a license issued in the manner prescribed by the legislation of the Russian Federation.

The list of works (services) that constitute medical activities is determined by the Regulations on the licensing of medical activities (with the exception of the specified activities carried out by medical organizations and other organizations that are part of the private health care system, on the territory of the Skolkovo innovation center), approved by the Decree of the Government of the Russian Federation dated 16.10.2012 N 291.

In this regard, pharmaceutical organizations do not belong to the subject of regulation of the order of the Ministry of Health of Russia dated 06.08.2013 N 529n.

In accordance with part 1 of article 54 Civil Code Of the Russian Federation of November 30, 1994 N 51-FZ, a legal entity must have its own name, containing an indication of its organizational and legal form. Names not commercial organizations, and in cases stipulated by law, the names of commercial organizations must contain an indication of the nature of the activity of the legal entity.

Order of the Ministry of Health of Russia dated 06.08.2013 N 529n provides for the reflection of the type of activity in the name of a medical organization, regardless of its form of ownership.

Additionally, we inform you that the assignment of names to medical organizations is not the subject of regulation of the above order and is regulated by the Decree of the Government of the Russian Federation of 31.01.2007 N 57 "On the procedure for assigning names of benefactors to scientific and educational institutions, health care institutions, culture, social protection, physical culture and sports, which are under the jurisdiction of federal executive bodies, as well as real estate objects assigned to these institutions. "

The nomenclature of medical organizations on a territorial basis applies only to medical organizations of the state and municipal health systems.

In accordance with the all-Russian classifier objects of administrative-territorial division in the Russian Federation "centers" are not objects of classification in the OKATO. Thus, the assignment of the name "central / central" (for example, a central clinical hospital or a central district hospital) can be provided for by the founder of a medical organization, depending on the level of its material and technical equipment, bed capacity, geographical location, as well as the role of a particular medical organization in structure of delivery medical care in a separate constituent entity of the Russian Federation and (or) department.

Norms characterizing structural units medical organizations (feldsher-obstetric points, health centers), previously included in the unified nomenclature of state and municipal health care institutions, approved by order of the Ministry of Health and Social Development of Russia dated 07.10.2005 N 627, were excluded. However, this does not entail a gap. legal regulation... Order of the Ministry of Health and Social Development of Russia of 15.05.2012 N 543n "On Approval of the Regulations on the Organization of the Provision of Primary Health Care to the Adult Population" approved the rules for organizing the activities of the following structural divisions of medical organizations:

  • polyclinic,
  • cabinet,
  • doctor's office general practice(family doctor),
  • department (office) of prevention,
  • mobile medical team,
  • day hospital,
  • medical outpatient clinic,
  • feldsher-obstetric station,
  • paramedic health center,
  • center (department) of general medical practice (family medicine),
  • health center.

The above order also approved the rules for organizing the activities of independent medical organizations:

  • polyclinic,
  • medical outpatient clinic,
  • center for general practice (family medicine).

All these independent medical organizations are included in the order of the Ministry of Health of Russia dated 06.08.2013 N 529n.

In addition, the detailed specification of the names of the centers provided for by order of the Ministry of Health of Russia dated 06.08.2013 N 529n is based on the procedures for the provision of medical care approved by the Ministry of Health of Russia and the decree of the Government of the Russian Federation dated October 29, 2002 N 781 "On lists of jobs, professions, positions, specialties and institutions, taking into account which an old-age retirement pension is assigned ahead of schedule in accordance with Article 27 of the Federal Law "On Labor Pensions in the Russian Federation" of the Law "On Labor Pensions in the Russian Federation".

In accordance with paragraph 6 of the Rules for the Anti-Corruption Expertise of Regulatory Legal Acts and Draft Regulatory Legal Acts, approved by Decree of the Government of the Russian Federation No. 96 dated February 26, 2010, all draft orders were posted on the official website of the Ministry of Health of Russia on the Internet for an independent anti-corruption expertise. ...

Also, the Ministry of Health of Russia, in accordance with clause 19 of the Rules for disclosing information by federal executive authorities on the preparation of draft regulatory legal acts and the results of their public discussion, approved by Decree of the Government of the Russian Federation of August 25, 2012 N 851, organized public discussions of draft orders.

Additionally, we inform you that regulatory legal acts registered by the Ministry of Justice of Russia come into force after their official publication and are valid throughout the territory of the Russian Federation.

71. Nomenclature of healthcare institutions
In the healthcare system of the Russian Federation, there are non-profit and commercial healthcare organizations. The main form of non-profit healthcare organizations are institutions. In addition, nonprofit health organizations include nonprofit partnerships, autonomous nonprofit organizations, and autonomous institutions.
The main forms of commercial health care organizations are state and municipal unitary enterprises, as well as business partnerships(full and limited) and business companies(joint-stock, with limited or additional liability).
The nomenclature of healthcare institutions is approved by the federal healthcare management body. Currently, the following Uniform Nomenclature of State and Municipal Healthcare Institutions, approved by the order of the Ministry of Health and social development RF dated November 7, 2005 No. 627:

This nomenclature is based on legal and functional features. Other approaches can be used to classify health care facilities:
by form of ownership: state, municipal, private and other forms of ownership;
by territorial and administrative subordination: federal, constituent entities of the Russian Federation, municipal;
by departmental affiliation: systems of the Ministry of Health and Social Development, the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Justice, the Russian Academy medical sciences and etc.;
by location of institutions: urban and rural;
by organizational and functional structure: combined and non-united;
by specialization: multidisciplinary and specialized;
by age: children, adults, geriatric

2. Treatment-and-prophylactic institutions (hospitals, dispensaries, maternity hospitals and other institutions), as well as specialized departments that are part of them, used for teaching by higher medical educational institutions (faculties) or for scientific purposes by medical research institutions at least more than 50 percent are called clinical facilities (departments).

Treatment and prophylactic institutions (hospitals, maternity hospitals and other institutions) that are part of higher medical educational institutions and medical research institutions or subordinate to universities and research institutions are called clinics.

3. Centers are hospital institutions or their structural subdivisions, as well as dispensaries and maternity hospitals, designed to provide medical assistance to the attached population in the relevant specialty. The institution that is the center retains its name in accordance with the nomenclature.

4. If there are two or more institutions of the same name in one locality, each of them is assigned a serial number.

If there are two or more in the rural administrative region district hospitals each of them, except for the central one, is assigned a serial number.

5. Hospital institutions designed to provide inpatient medical care in several specialties are multidisciplinary hospital institutions.

6. Institutions provided for in the subsection "Hospital institutions", except for specialized hospitals, must include a polyclinic (outpatient clinic).

The city hospital and children's hospitals (city and railway) may not have polyclinics (outpatient clinics) in their composition.

7. In an oblast (krai, republic), one oblast (krai, republican) hospital and one children's oblast (krai, republican) hospital may be created.

8. A medical and sanitary unit is a polyclinic (outpatient clinic) or a hospital with a polyclinic (outpatient clinic), intended exclusively or mainly for the provision of medical care to employees industrial enterprises, construction organizations, transport enterprises. Other health care institutions may also be part of the medical and sanitary unit.

9. District hospitals and feldsher-obstetric centers are organized in rural settlements, as well as on construction sites carried out outside settlements.

10. As part of a precinct, district, regional, regional, republican hospital, a mobile outpatient clinic can be organized, which is a structural subdivision of the hospital and acts as its department.

11. The name "City emergency hospital" can only be assigned to the city hospital, which is used exclusively for the provision of emergency inpatient and outpatient care and includes an ambulance station as a structural unit.

12. The name "Hospital", depending on its specialization, is added accordingly: therapeutic, surgical, orthopedic, prosthetic and orthopedic, maxillofacial, ocular, neurosurgical, tuberculosis, neuropsychiatric.

13. Dispensaries may include a hospital in-patient department.

In a region (krai, autonomous republic), one cardiological dispensary can be created. These dispensaries perform the functions of a regional (regional, republican) institution and provide medical care, respectively, to the population of the region (region, republic).

Dispensaries with fewer than 5 outpatient doctor posts cannot be re-created.

Protivoids and trachomatous dispensaries cannot be re-created.

14. Two or more polyclinics as part of hospitals may be created, provided that each of them corresponds to the current standard categories established for city polyclinics.

15. Health centers are organized at enterprises, institutions and organizations and are part of a polyclinic or an outpatient clinic.

16. The air ambulance station is a part of the regional, regional, republican hospital and acts as its department.

17. Women's consultation is a structural subdivision of a maternity hospital, a polyclinic or an outpatient clinic.

18. Independent dairy kitchens can be created with a volume of work of at least 12 thousand portions of milk and milk mixtures per day. In other cases, dairy kitchens are structural subdivisions of polyclinics or hospitals.

19. When transferring children's homes to a sanatorium regime, the word "sanatorium" is added to their name.

20. Rooms for mothers and children are organized at train stations, marinas, stations on the railway, water, air and road transport and are part of the relevant health care institutions.

In some cases, at the stations of large railway stations, with the permission of the Ministry of Railways, rooms for mothers and children can be organized as independent institutions.

Also, medical centers (doctors, paramedics) at railway stations are part of the corresponding treatment and prophylactic institutions on railway transport.

21. Dispensaries, ambulance stations, air ambulance stations and forensic medical examination bureaus are created and are subordinate to territorial bodies health care system of the Ministry of Health of the Russian Federation.

22. Self-supporting pharmacy designed exclusively for the provision of one or more hospitals and other health care institutions with medicines and other goods pharmacy assortment, respectively referred to as a hospital or interhospital pharmacy.
