The entire leadership of the economic counterintelligence bloc is preparing to leave their posts after a series of scandals.

Two more heads of key departments of the FSB of the Russian Federation submitted their resignation reports. Earlier, the head of the SEB FSB and the head of the "K" department addressed a similar petition to the management. Thus, the entire leadership of the economic bloc can leave the state security service.

As a source in the special services told Rosbalt, the heads of the “P” and “T” departments of the FSB of the Russian Federation submitted the resignation reports. Along with the "K" department, these subdivisions constitute the "backbone" of the Economic Security Service (SEB) of the FSB of the Russian Federation. Department "P" is engaged in counterintelligence support of industrial enterprises, in particular, is in charge of "Rostec". It was in it that the head of the SEB Yuri Yakovlev previously worked. Directorate "T", in turn, provides security through counterintelligence in transport and oversees the activities of aviation companies, Russian Railways, etc. Viktor Voronin, who had previously submitted his resignation report, heads the K department, which monitors the activities of the banking sector, the flow of budget funds, etc. And Yuri Yakovlev, who also turned out to be among the potential retirees, heads the SEB, which includes all these departments.

“The leaders of the entire economic block of the FSB are leaving the department. All of them have been in the field for a long time, age. But, of course, this is not the reason for the resignation. IN recent times the SEB has strained relations with the internal security department of the FSB of the Russian Federation, scandalous stories began to emerge, which grew into criminal cases or so-called operational information. There was a rather difficult situation last summer, but then somehow the sides were "pulled in corners". It hasn't worked out now, ”a source in the special services told Rosbalt.

According to him, it is planned that it is the representatives of the CSS who will take up the vacated positions. So, the head of the CSS, Sergei Korolev, can become the head of the SEB. In turn head of CSS may become Oleg Feoktistov, who is now the deputy head of the department. And department "K", as planned, will be headed by the current head of the 6th department of the FSB (part of the CSS) Ivan Tkachev.

It is worth noting that Oleg Feoktistov could have become the head of the CSS back in 2011. Then the head of this department, Alexander Kupryazhkin, went for a promotion, becoming the deputy director of the FSB, and it was predicted that the vacant place would be taken by Feoktistov. But unexpectedly, Sergei Korolev, a comrade-in-arms of Anatoly Serdyukov, who at one time held the post of assistant to the Minister of Defense, became the head of the KGB specials.

A couple of years ago, the CSS and the SEB of the FSB of the Russian Federation were considered extremely friendly departments. In particular, these two units literally “bombed” an influential team of employees of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation, and its leader Denis Sugrobov even went to jail, and now he is being tried. However, later the CSS switched a significant part of its attention to the representatives of the SEB. Some of these operational activities even made it to the media. So, in February 2015, representatives of the Internal Security Service detained Igor Korobitsin, an employee of the "P" department of the FSB of the Russian Federation. He is accused of demanding $ 1 million from the head of Rosalkogolregulirovanie Igor Chuyan.

In early 2016, the influential St. Petersburg businessman Igor Khavronov contacted the CSS. Several months earlier, the K department had identified a large smuggling channel of expensive mobile phones, to which Khavronov was supposed to be involved. As a result, a case of extortion of a bribe from telephone carriers was born, the defendant in which was Vadim Uvarov, head of the 7th department of the "K" department of the SEB FSB.

The leading role, especially in the Sugrobov case, was assigned to the 6th Internal Security Service of the FSB, headed by Ivan Tkachev. “The service was created in 2008, it includes only 35 people,” says a source to RBC. According to him, the employees of this particular unit are helping the TFR in the case of Uvarov and Smolyarchuk. This is confirmed by the materials of the case, which RBC got acquainted with.

If the appointment of Korolyov takes place, it will lead to a reshuffle in the Economic Security Service, says a RBC source close to the FSB. According to him, one can expect that in this case Korolev will transfer his colleagues in the CSS to a new place of work, and the "K" department will face "serious personnel changes."

The military investigation department of the TFR in Moscow accuses and. According to the source, the criminal case is about fictitious employment in the Federal State Unitary Enterprise - one of the largest in the country security companies ensuring the safety of facilities in various industries, including nuclear-hazardous ones, which are associated with the production of weapons, military equipment and explosives, as well as chemical, mining and automotive industries.

During the check at the enterprise, which has more than 17 thousand employees, dozens of "dead souls" were found, on whose cards the salary was transferred monthly - the money, according to the investigation, on behalf of the FSUE leadership was withdrawn in cash and used for personal purposes. During a search, the general was found with weapons and cartridges, which were not stored permits... The same source noted that in addition to Vladimir Podolsky, there are several other defendants in the case.

Immediately after the charge was brought against the general, the investigator for special important matters The Armed Forces of the Investigative Committee of the Russian Federation applied to the Moscow Garrison Military Court with a petition for his arrest, but he was denied the appointment of Vladimir Podolsky in the pre-trial detention center. The company representative also appealed against the investigative actions in court, but his complaint was returned to the applicant without consideration.

The person involved in the investigation was a subordinate of 58-year-old Voronin, head of the 7th department of the "K" department of the FSB SEB Vadim Uvarov. He is being held as a witness in the case of bribing a customs officer when registering goods by importing companies in the amount of 2 million rubles.

The suspect in this case is Pavel Smolyarchuk, a former operative in the Main Directorate for Combating Smuggling of the FCS. As follows from the materials of the case, which RBC got acquainted with, Smolyarchuk is a relative of Uvarov. The case also contains several statements from the victims, in which it is argued that Uvarov's actions should be checked for violation of the Criminal Code.

The ICR did not respond to RBC's request for information on this criminal case.

The initiator of the smuggling case, in which Voronin's subordinate is involved, is Lieutenant General Sergei Korolev, who now heads the FSB's Internal Security Directorate (FSB CSS), says an interlocutor of RBC close to the special service. It is Korolev who is tipped for the place of the head of the SEB FSB, the source claims. According to him, until June 10, Korolev is on vacation, and then leaves for a new place of work.

All high-profile cases have recently been dealt with by the Directorate of Internal Security. He was in charge of operational support in the case of the former governor of the Sakhalin region Alexander Khoroshavin, the head of Komi Vyacheslav Gaizer, businessman Dmitry Mikhalchenko, the mayor of Vladivostok Igor Pushkarev and the ex-head of the Main Directorate of Economic Security and Anti-Corruption of the Ministry of Internal Affairs Denis Sugrobov.

The reshuffle in the FSB took place after two checks at the Department's Economic Security Service.
