Planning Motivation Control

Why is the FSB prosecutors pursuing the FSB, or what the FSB generals Oleg Feoktistov and the Prosecutor General's Office Yuri Sindeev did not share. Appointment in the FSB: "CSS is becoming a" toothless "organization New head of the 1st service of the FSB

Counterintelligence within counterintelligence

The case of treason within the FSB was handled by the second service of the internal security directorate (CSS) of counterintelligence, an interlocutor familiar with the details of the investigation told RBC, and a source close to the leadership of the FSB confirmed.

In addition to the case of treason, the FSB is engaged in the case of the Humpty Dumpty hacker group, which, according to Rosbalt,. This information was confirmed to RBC by an interlocutor familiar with the course of the investigation. In this case, the alleged leader of the hackers Vladimir Anikeev, as well as Alexander Filinov and Konstantin Teplyakov were arrested. They are accused of unlawful access to computer information committed by a group of persons by prior conspiracy (part 3 of article 272 of the Criminal Code).

The group was engaged in the sale of information from hacked mobile devices and email accounts of Russian politicians and businessmen. The victims of "Humpty Dumpty" were, in particular, Prime Minister Dmitry Medvedev and Chief Editor TV channel Life Aram Gabrelyanov.

The criminal prosecution of FSB officers is associated with confrontation within the special services, close to the leadership of the FSB. According to them, the CIB has always had a tense relationship with the Center for Information Protection and Special Communications of the FSB.

The process of cleansing the FSB of Igor Sechin is gaining momentum

First Deputy Head of Internal Security Directorate (9th Directorate) FSB General Oleg Feoktistov transferred to the staff of the seconded FSB officers.

The story of Oleg Feoktistov - one of the serious characters in the KGB history of recent years - deserves attention. Feokistov was promoted General Sergei Shishin .

In general, his main profession is a saboteur. In the 80s - special forces in Afghanistan, head of the special detachment "Killer Whale" [meaning the Murmansk ROSN) "Kasatka" - Ruspres] in the Northern Fleet, head of the "Vympel" detachments, deputy chief of staff of the FSB Special Forces Center. From 2000 to 2002 he heads the FSB in Sochi and deals with issues of arrangement presidential residence... Here he liked Igor Sechin... And with his submission, in 2002 he was sent to head the FSB's own security department. 2004-2007 - Member of the FSB Collegium and Head of Operations Support.

In the conflict between the FSKN and the FSB (2004-2007), the CSS of the FSB, and at that time it was headed by Alexander Kupryazhkin, turned into the main hero of the conflict. And Oleg Feoktistov, allegedly, was personally responsible for the arrest and obtaining testimony from General FSKN Bulbov .

During 2008-2012, the opposing clans in the FSB itself, in the Ministry of Internal Affairs and in the Federal Drug Control Service collected dirt on each other and tried to take a monopoly position as curators of business structures, curators of courts and investigations; shared spheres of influence.

In July 2011 - on the eve of the decision on the second term of Medvedev - head of the 9th department of the FSB Kupryazhkin transferred to the post of deputy director of the FSB. And in the CSS from the outside comes the former St. Petersburg Chekist Sergei Korolev who has worked with [Defense Minister Anatoly] in recent years Serdyukov... Oleg Feoktistov, hoping to take the vacant place of Kupryazhkin, is forced to be content with the post of Sergei Korolev's deputy.

It did not work out with the appointment of Feoktistov as the chief of the Internal Security Service of the Ministry of Internal Affairs. Here two people spoke out against this appointment at once: [Eugene] Schools- Assistant to the President and Vladimir Kolokoltsev - Minister .

In July 2011, comrade Feoktistov was dismissed - 1 deputy head of the Department of Economic Security of the Ministry of Internal Affairs General Andrey Khorev(later his patrons from the group [ex-director of the Federal Drug Control Service] Victor Ivanov get him a job at the Federal Service for the Regulation of the Alcohol Market).

As journalists reported, the union of Khorev and Feoktistov ideally “played” in the clearing of relations with the business world, including collecting and storing information.

Khorev's people were cleaned out in 2011 by the new head of the DEP of the Ministry of Internal Affairs, General Denis Sugrobov .

General Sugrobov was appointed president Dmitry Medvedev... They say that at the suggestion of the Deputy Minister of the Interior Valery Cojocar, classmate of Medvedev... But the real heyday of Sugrobov's activities begins with the arrival in May 2012 of Yevgeny Shkolov as assistant to the president.

Sugrobov, apparently, had a task to clean up the channels of unrecorded income of the security forces as much as possible. The special operation of Sugrobov's people to close the cashing system in the Master Bank and cashing in St. Petersburg banks is widely known. Information appeared in the media about the withdrawal of funds abroad by certain officers of the security forces.

Sugrobov dug the ground in the hope of finding compromising evidence on the activities of the 6th Internal Security Service and personally Feoktistov. All his contacts and connections were studied, conversations were tapped. The officers of the CSS were taken into the development. In particular, the deputy head of the 6th Service Igor Demin .

In response, Feoktistov received a personal order from the Queen - to deal with the organized provocation. It is reported to the first persons. Security officers arrest Sugrobov, [Boris] Kolesnikova and a number of Interior Ministry officers.

DEB of the Ministry of Internal Affairs turns out to be completely cleaned up, and FSO officer Dmitry Mironov comes to lead the unit.

But, as it turned out, Feoktistov's tactical victory was his strategic defeat. He has made a lot of powerful enemies for himself.

His name increasingly began to flicker in scandalous publications. Spousal deputy couple [Denis] Voronenkov - [Maria] Maksakova in 2015, on TV and in the press, she openly accused Feoktistov of organizing ordered criminal cases as revenge for Voronenkov's participation in the Three Whales case on the side of the Federal Drug Control Service.

And Voronenkov himself even unexpectedly hinted that the information available to Feoktistov is being replicated for some reason. Alexey Navalny .

Probably, as they write on the Internet, in recent times Feoktistov tried to build relationships with his immediate superiors, General Sergei Korolev. They say that Korolev is now openly representing the interests of Sergei Chemezov's group in the FSB. Along with the director of the Counterintelligence Service Vladislav Menshchikov.

Feoktistov received Active participation, and even leadership, in the development and implementation of high-profile arrests of recent times. In particular, he seriously helped to clean up the former leadership of the FSB Economic Security Service.

Apparently, he really had a chance to take the place of the head of the FSB's Internal Security Service.

However, as some journalists noticed, during the arrest of the generals of the Investigative Committee of the Russian Federation, the FSB's Internal Security Service officers were not involved, but rather the employees of the M unit of the FSB Economic Security Service, which was already headed by General Korolyov.

And since there was talk that Feoktistov had good friendly relations with [Mikhail] Maksimenko from the UK, perhaps this argument played its role in the fate of Feoktistov.

For covert surveillance of the smugglers in uniform, the FSKN outdoor was used, and telephone conversations the Chekists were tapped. Part 1

The arrest of Dmitry Zakharchenko, who was found in possession of 8 billion rubles in cash and another $ 300 million in bank accounts (this is today), is impossible to understand if we consider the events as a fight against corruption. Zakharchenko's case must be viewed primarily in the context of the struggle of the special services.

"FIX WILL SPREAD THE WINGS SOON"

The situation with the detention of Interior Ministry Colonel D. Zakharchenko should be considered not in itself, but in the context of the conflict between the special services.

Consider the chronicle of events that took place in the second half of August and the first half of September.

NOVAYAGAZETA.RU, 21.08.2016. "The conversation between A. Belyaninov and S. Korolev, which is called" preventive "in the corridors of the FSB's main building, took about an hour and a half. persons received guarantees of their own inviolability from the Lubyanka.

At least within a week, businessman Sergey Lobanov, close to the ex-head of the FCS, returned to Moscow from the Lithuanian city of Palanga, whose future looked extremely vague until recently - the official representative of the TFR Vladimir Markin did not rule out in early August that he would be prosecuted. Andrei Belyaninov himself was among the contenders for the post of head of the Eurasian Development Bank.

Active confrontation customs service and the Chekists can be considered almost the longest and fiercest. Exactly 16 years ago, in August 2000, employees of the State Customs Committee (SCC) closed the Three Kita furniture store and arrested a shipment of furniture delivered under the guise of plywood. Then, during the investigation of the criminal case, which was in the proceedings of the Investigative Committee of the Ministry of Internal Affairs, it was revealed that active FSB officers were involved in smuggling.

This led to a serious interdepartmental conflict, on one side of which were the then deputy head of the presidential administration for personnel policy Viktor Ivanov and the head of the SEB FSB Yuri Zaostrovtsev, on the other side the chairman of the State Customs Committee Mikhail Vanin and the head of the Ministry of Internal Affairs Vladimir Rushailo.

Since then, the heads of the State Customs Committee and the FCS, which became its successor, have repeatedly clashed with the Lubyanka generals.

Andrei Belyaninov, a former colleague of the president in the GDR, who was appointed head of the FCS in May 2006, and who by that time had worked as head of Novikombank, Rosoboronexport and Rosoboronzakaz, was supposed to become a figure who could reconcile the warring parties. Moreover, the control over customs, strengthened by Vladimir Putin, presupposed the appointment of Igor Zavrazhny, a seconded officer of the FSB SEB, as Belyaninov's deputy.

However, Belyaninov, according to the FSB officer, from the very beginning was against any curators from the Lubyanka: “He brought his security officials to the FCS: Sergei Lobanov, a former colleague of Sergei Lobanov, a native of the 9th Directorate of the USSR KGB, Alexander Romanov, SVR officer Vladimir Malinin, an assistant from the Rosoboronzakaz Sergey Komlichenko, a trusted employee from Novikombank Alexander Povstyaniy. Considering that Igor [Zavrazhny] almost immediately began to supervise the entire law enforcement unit of the customs, a confrontation arose between him and Belyaninov. "

At the same time, according to the interlocutor, Zavrazhny "fettered the work of the FSB SEB", whose employees could not fully implement the information about the thefts they detected in the customs authorities.

In 2008, the conflict between Belyaninov and Zavrazhny entered an acute phase. This happened after the seconded general sold operational materials on the theft of $ 10 million when the FCS purchased mobile individual inspection systems from the German company Heimann.

The response was not long in coming: Andrei Belyaninov conveyed to the FSB leadership information about the involvement of Zavrazhny's subordinates in the smuggling of consumer goods through St. Petersburg, most of which went to the Cherkizovsky market.

"Where are the landing?" - Prime Minister Vladimir Putin addressed the leadership of the security bloc in 2009. Within a short time, the FSB carried out a series of activities that became known as the Cherkizon case.

The compromised Igor Zavrazhny was recalled by order of the FSB director Alexander Bortnikov, and the staff of seconded officers (APS) actually ceased to exist in the FCS, reminds the FSB officer. “These are the zigzags of fate: Belyaninov managed to remove the FSB general from his department by the hands of the FSB itself,” the source said.

Having said goodbye to Zavrazhny, Belyaninov staged a large-scale purge: some of the FSB SEB officers returned to Lubyanka, some left the FSB and continued to serve in the FCS.

Among those who preferred to remove the Chekist's shoulder straps was the then chief legal management customs Andrei Strukov, whose office in July this year was also searched by the FSB's CSS. “But Strukov was not a stranger to Belyaninov - they had previously worked at Rosoboronexport, where Strukov was seconded from the FSB's military counterintelligence department,” explains the FSB officer.

However, the interlocutor continues, the departure of Igor Zavrazhny and other APS untied the hands of the SEB FSB, which has since begun to inflict massive attacks on employees of regional customs administrations and the central office of the FCS.

On August 16, a week after Andrei Belyaninov's visit to the Lubyanka, the head of the SEB FSB, Sergei Korolev, handed over to the new head of the FCS Vladimir Bulavin two lists with the data of his subordinates. One list contains about 80 names - the fate of these people supposedly depends solely on the personal will of Bulavin. The second list, which the FCS managed to christen "firing squad", contains 11 names - these people will allegedly leave their posts by mid-September. Moreover, some of them may be prosecuted. "Head of the Anti-Corruption Department Franz Avgustinovich, First Deputy Head of the FCS Vladimir Malinin, Head of the Central customs office Sergey Prusov, management of the Main Directorate customs clearance v full complement, Deputy Head of FCS Tatyana Golendeeva, Deputy Head of FCS Andrey Strukov, Head analytical management Philip Zolotnitsky ", - lists some of the" execution "list of the FSB officer.

According to our information, their positions, as well as the positions of the chiefs of the Main Directorate for Combating Smuggling, the Directorate for Special Technical Measures and Regional Operational Customs, will be occupied by acting officers of the Lubyanka on the basis of a closed interdepartmental order of the FSB and FCS on the appointment of seconded FSB officers of category B (with the duty conducting operational-search measures in the department) ".

The ex-head of the FCS A. Belyaninov accompanied the projects of both S. Ivanov and S. Chemezov.

I. Zavrazhny was a representative of the team of N. Patrushev and I. Sechin, and he “fettered” the activities of the SEB FSB, which at that time was headed by A. Bortnikov.

New chapter FCS - V. Bulavin from N. Patrushev's team, but, as follows from the material of Novaya Gazeta, FCS will be under the close control of the head of the FSB SEB S. Korolev.

The most important question was who would head the FSB's CSS after S. Korolev was appointed to the FSB's SEB.

NOVAYAGAZETA.RU, 08/29/2016. “According to Novaya Gazeta's sources in the FSB and the presidential administration, the current head of the second service of the FSB’s Internal Security Service, Alexei Komkov, will become the new head of the FSB’s Internal Security Directorate (CSS). Currently, Komkov is already acting as the head of the FSB’s Internal Security Service.

A draft decree on the appointment of Alexei Komkov has been prepared and will soon be sent to the president for signature.

Alexey Komkov is considered the creature of the head of the economic security service (SEB) of the FSB, Sergei Korolev, who himself was transferred to this position from the post of chief of the FSB's CSS.

The 2nd service of the CSS of the FSB is engaged in planning operational activities. Colleagues call her "counterintelligence in counterintelligence."

Note that Oleg Feoktistov, one of the candidates for the post of head of the FSB's CSS, according to Novaya Gazeta sources, has been transferred to the staff of the seconded employees and will soon be seconded to Rosseti PJSC.

NOVAYAGAZETA.RU, 09/08/2016. “As it became known to Novaya Gazeta, Russian President Vladimir Putin signed a decree appointing the former head of the 2 nd service of the Internal Security Service, Alexei Komkov, as the head of the FSB’s Internal Security Service.

NEWTIMES.RU, 22.08.2016. "There is no official presidential decree on the resignation of Oleg Feoktistov yet, but he has already been transferred to the Apparatus of seconded officers (APS) of the FSB (the post of the first deputy of the FSB CSS belongs to the nomenclature of the President of the Russian Federation, and appointments and dismissals are regulated by separate secret decrees). As a rule, from the APS. go straight to the security services of large state corporations, banks or oil companies.

Meanwhile, a month and a half ago, NT sources reported that "soon Fix will finally spread its wings": instead of the former head of the Internal Security Directorate Sergei Korolev, who left the FSB SEB, Feoktistov should have been appointed head of the Internal Security Service, and his deputy was supposed to be the head of the FSB FSB region Evgeny Zinichev. Many employees hoped that under Feoktistov and Zinichev, the endless paperwork, constant introductory and combat duty would finally end. However, on July 28, Putin unexpectedly appointed the Chekist Zinichev acting. governor of the Kaliningrad region, and Feoktistov never received a promotion.

Oleg Feoktistov was born in the Moscow region, served as a border guard in Karelia, and then took part in the hostilities in Afghanistan. While serving in the army, he became friends with the KGB military counterintelligence officer Sergei Shishin, who later became the head of the special forces of the FSB's CSS, and then the head of the Service economic support FSB.

"Fix owes his initial career to the order-bearer Shishin, who, like a steam locomotive, promoted and led him," said an NT source in the special services.

By the way, in 2007, after a series of scandals, Shishin was also first transferred to the Apparatus of seconded employees, then seconded to VTB Bank, and three years later he joined the management of Rosneft and RusHydro.

For the first time, General Feoktistov became known to the general public during the sensational criminal cases of "Three Whales" (furniture smuggling) and Chinese smuggling arriving at the warehouse of military unit 54729 of the FSB Logistics Directorate. Then, on Putin's instructions, the now liquidated Federal Service for the Control of Drug Trafficking (FSKN) began to identify the corrupt Chekists, and Lieutenant General Alexander Bulbov headed the investigation.

For covert surveillance of the smugglers in uniform, the FSKN outdoor was used, and the officers of the Bureau of Special Technical Measures (BSTM) from Petrovka-38 listened to the telephone conversations of the security officers. However, at some stage there was a leak, and the drug fighter Bulbov, along with the entire company, was arrested by the FSB's Internal Security Service.

The drug fighter general was charged with illegal search operations, fraud, bribery and was held in custody for two years. While in the cell, Bulbov said that he acted within the framework of the law, and that the initiators of his arrest were high-ranking officers of the FSB's Internal Security Service, and he especially mentioned the then head of the 6th Internal Security Service of the FSB, Colonel Feoktistov.

In 2011, in contrast to Feoktistov, the head of the entire FSB "detachment" was appointed an adviser to the then acting Minister of Defense Anatoly Serdyukov - Sergei Korolev from St. Petersburg. However, according to the source, all operational issues were still decided by Feoktistov.

The 6th Internal Security Service of the FSB was created in 2004 on the initiative of the then supervisor of the security forces, Deputy Prime Minister Igor Sechin, and received the unspoken nickname "Sechin special forces". Feoktistov was personally selected by the backbone of the "six", which consists of the past hot spots fighters of the special forces of the FSB "Alpha" and "Vympel".

Already being the first deputy head of the "detached house", the name of Feoktistov repeatedly flashed in the framework of operational escorts of the FSB's Internal Security Service of high-profile criminal cases. So, the general directly supervised the detention in 2014 of the head of the Main Directorate of Economic Security and Combating Corruption (GUEBiPK) of the Ministry of Internal Affairs, Police Lieutenant General Denis Sugrobov and his Deputy Police Major General Boris Kolesnikov (according to the investigation, during interrogation in the Investigative Committee he committed suicide - NT), who dared to take into operational development an employee of the FSB's Internal Security Service, Colonel Igor Demin.

There are several versions of the resignation of the powerful General Feoktistov. According to one of them, the reason could be the high-profile events around the Baltic customs, which were going to be disbanded several times, and its functions were transferred to neighboring customs posts. The annual trade turnover of the Baltic customs is $ 30 billion, and a third of all smuggling passes through it, so it is not surprising that a real battle has unfolded between high-ranking security officials and officials for control over all this "tasty" economy.

According to another version, State Duma deputy from United Russia Maria Maksakova-Igenbergs, whose husband, communist deputy and millionaire Denis Voronenkov, is involved in a criminal case in connection with the raider seizure of a building in central Moscow, complained to Putin about the special officer. According to the materials of the investigation, Voronenkov found a buyer for the mansion, for which he received an advance payment of $ 100 thousand.

The deputy himself has repeatedly told reporters that General Feoktistov is behind the initiation of a criminal case against him, who allegedly takes revenge on him for a private investigation in the smuggling case of the Three Whales (then, as a result of the purge in central office The FSB dismissed 16 senior FSB officers. - NT).

According to the third version, the powerful special officer allegedly got burned due to too close friendship with the head of the Internal Security Service of the Investigative Committee, Mikhail Maksimenko, who, until his arrest, was considered the right hand of the head of the Investigative Committee, Alexander Bastrykin.

According to some reports, Feoktistov supervised special officers from the Investigative Committee and recommended Maksimenko for the position of head of the department (after Maksimenko's arrest, the Investigative Committee's own security department was transformed into a department - NT).

Most likely, Igor Sechin will find Feoktistov somewhere, as has happened more than once with other high-ranking officials from the Chekist "detached house". For example, Colonel Igor Demin, who acted as bait in the case of the arrested chief of the GUEBiPK Ministry of Internal Affairs Denis Sugrobov, now in the rank of a seconded security officer heads the security service of a large bank, the main shareholder of which is Rosneft. "

KOMMERSANT.RU, 16.08.2016. "After the detention of General Denis Nikandrov by FSB officers, as well as the heads of the main department of interdepartmental interaction and the ICR's own security department Mikhail Maksimenko and Alexander Lamonov (the criminal case against them was personally initiated by Mr. Bastrykin), it was decided to reform these divisions as well.

According to Kommersant's sources, notifications of the upcoming staff reduction were received by the employees of the entire central administration and the CSS included in it. Apparently, a serious personnel purge will lead to the dismissal from the TFR of many persons appointed under the patronage of Mr. Maksimenko. According to some information, his immediate entourage consisted mainly of his former colleagues and acquaintances - natives of St. Petersburg and the local police department. There, at one time, Mikhail Maksimenko himself served in the SOBR. Later he moved to the TFR in the Department of Physical Protection. Initially, one of his main tasks was the personal safety of the first persons of the Investigative Committee and Alexander Bastrykin himself. However, after the head of the TFR was allocated a guard from among the FSO employees, Colonel Maksimenko moved to work in the department's internal security department, then making a rapid career. At first, he headed the CSS, and recently - the whole main board. The new unit, in addition to its own security functions, was subordinated to the departments of physical protection, operational services and interdepartmental interaction, as well as three separate departments - information security, escort on transport, organizational and documentation support. In addition, some time ago, the control and auditing department of the TFR was included there. "

In the case of a bribe from Z. Kalashov, key assistants to the head of the TFR A. Bastrykin were arrested. And the representative of the team of I. Sechin and N. Patrushev - O. Feoktistov contributed to the career of M. Maksimenko and oversaw the Internal Security Service of the TFR.

Initially, it was planned that O. Feoktistov would nevertheless head the CSS of the FSB, and E. Zinichev would be assigned to him as a controller. But it was decided to appoint A. Komkov and A. Filippov.

The following should also be noted:

RBC.RU, 07/29/2016. "The new head of the Kaliningrad region, Yevgeny Zinichev, previously worked in the Presidential Security Service," Vladimir Putin's press secretary confirmed to RBC.

Zinichev is a promising FSB officer who was specially transferred to head the local FSB department a year ago in order to prepare him for the governor's office, according to a source close to the Kremlin. In addition, the appointment of Zinichev is intended to solve the difficult political situation in Kaliningrad, where there has been a recent struggle between different elite groups, says one of the interlocutors.

Zinichev became the third governor - a native of the FSO. In February 2016, acting Aleksey Dyumin became the governor of the Tula region. "

KOMMERSANT.RU, 28.07.2016. "According to Kommersant sources, the appointment of Deputy Minister of Internal Affairs Dmitry Mironov as Acting Governor of the Yaroslavl Region is directly related to another appointment - Alexei Dyumin as Acting Governor of the Tula Region in February this year. Mister Mironov, like Mr. Dyumin, worked for many years in the FSO and was close to President Vladimir Putin.Mister Dyumin rose to the rank of Deputy Chief of the Security Service of the President of the Russian Federation, and Mr. Mironov, according to Kommersant's sources, was one of the President's adjutants. In 2013, both were transferred from the FSO to other power structures. Dyumin became general of the GRU of the Ministry of Defense, and Dmitry Mironov received the same rank in the Ministry of Internal Affairs.

At first, Mr. Mironov was an assistant to Minister Vladimir Kolokoltsev. And then the first deputy head of the main department of the criminal investigation department of the Ministry of Internal Affairs. Finally, in 2014, he was appointed head of the Main Directorate for Economic Security and Combating Corruption (GUEBiPK) of the Ministry of Internal Affairs, the leadership of which was arrested on charges of organizing or participating in a criminal community. It is believed that it was General Mironov who led the cleaning of the GUEBiPK from the people of the ex-head of the Directorate Denis Sugrobov, but Kommersant sources note that in fact this was done by people from the ministry's own security service, who reinforced the central administration.

Sources of Kommersant say that at one time Mr. Mironov was considered as a possible successor to Vladimir Kolokoltsev, but the Kremlin decided to send a person from the FSO to civil service. "

V. Zolotov's team, after serious positions in various power structures, partially moved to the regions.

NOVAYAGAZETA.RU, 30.08.2016. "The head of the Moscow Criminal Investigation Department (MUR), Major General of Police Igor Zinoviev, as several news agencies reported on Tuesday, left his post and will soon take the post of head of the Moscow Internal Affairs Directorate for the Eastern Administrative District. For General Zinoviev, who led the most famous division of Petrovka since January 2014 years, the transition to service in the district administration, of course, can be considered a demotion in the career ladder.

At the same time, the threat itself, according to TASS, expects a significant optimization of the personnel - two-thirds of the employees have been removed from the staff and may soon leave the metropolitan police. In addition, within the framework of the reform, a number of MUR divisions will also cease to exist (in particular, the anti-drug department, since these tasks after the abolition of the FSKN are performed by the Main Directorate for Combating Drug Trafficking (GUBON) of the Ministry of Internal Affairs, created this spring).

The only department not affected by the reform is the famous "slaughter" (1st ORC), which deals with solving murders.

In the department itself, the impending cuts were explained not only by the well-known sequestration of budget allocations for law enforcement, but also allegedly by the intention of the Ministry of Internal Affairs leadership “to get rid of corrupt officials in the criminal investigation system”.

However, according to our information, the idea of cleansing the frontline department of the Main Directorate of the Ministry of Internal Affairs in Moscow of "werewolves in uniform" belongs to the leadership of the FSB, which revealed the dubious connections of the Murovites with the group of criminal authority Zakhary Kalashov.

Viktor Golovanov, head of the Main Directorate of the Ministry of Internal Affairs, is personally responsible for the actions of the MUR, the FSB officer insists. According to our information, the main initiators of the MUR inspections are the head of the M Department of the FSB Sergei Alpatov and the head of the National Guard Viktor Zolotov. They are opposed by Interior Minister Vladimir Kolokoltsev.

Golovanov has been working in the criminal investigation system since 1990; the current MUR is largely associated with this figure. Perhaps that is why the head of the Ministry of Internal Affairs came to his defense. "

Department "M" of the FSB is structurally part of the SEB FSB, headed by S. Korolev. Thus, V. Zolotov and S. Korolev are engaged in the reorganization of the GUUR of the Ministry of Internal Affairs.

At gunpoint, not only V. Golovanov (head of the GUUR Ministry of Internal Affairs) and Minister V. Kolokoltsev, but also the deputy minister - M. Vanichkin - curator of both the GUUR and the State Administration for Drug Control, whose head was appointed A. Khrapov, until April 13, 2016 . who held the position of Deputy Head of the Main Directorate of the Directorate of Management.

In turn, in the FSB, it is the FSB SEB that is responsible for controlling drug trafficking, i.e. S. Korolev.

M. Vanichkin was mentioned three times in the media in a very difficult context:

1. Interrogation of A. Usoyan in 1998 to develop a strategy for combating the Caucasian organized crime. A. Usoyan advised to return V. Ivankov to Moscow. They also discussed the issue of assistance in the release of the kidnapped Russian President's envoy to Chechnya V. Vlasov (NOVAYAGAZETA.RU).

2. Assistance in transporting D. Umarov for treatment (in exchange for obtaining operational positions on the situation in Chechnya and Dagestan - see NOVAYAGAZETA.RU). Plenipotentiary V. Vlasov was abducted by Arbi Baraev, D. Umarov's uncle.

3. Attendance at the funeral of R. Tsepov (see FORUM-MSK.ORG).

In all cases, we are talking about information campaigns, where M. Vanichkin himself was included in the plot in order to present in a negative light not himself, but his boss, V. Rushailo.

At the same time, M. Vanichkin was not a representative of V. Rushailo's team, which collided with Y. Zaostrovtsev's team in the Three Whales case. On the contrary, M. Vanichkin was in conflict with V. Rushailo (see KOMMERSANT.RU).

In any case, M. Vanichkin is one of the most serious people in the Ministry of Internal Affairs at the moment.

WHERE IS THE MONEY?

Now it is possible to consider the arrest of D. Zakharchenko.

NOVAYAGAZETA.RU, 11.09.2016. “On Friday evening, during a joint operation of several FSB units at once, Dmitry Zakharchenko, acting head of the T department of the GUEBiPK of the Ministry of Internal Affairs of Russia, was detained. During the searches at Zakharchenko's house, they found the equivalent of 8 billion rubles in different currencies.

The department, headed by Zakharchenko, was engaged in the fight against economic crime in the fuel and energy complex and the chemical industry.

According to a Novaya Gazeta source in the FSB, the main driving force in the development of Zakharchenko was the M department of the FSB of Russia, which, among other things, is in charge of the Ministry of Internal Affairs. In addition to the “M” department, the FSB's Internal Security Service and the Ministry of Internal Affairs Directorate Directorate also took part in operational activities. Apparently, when the officers of the special services went to the searches, they already had operational information about what money they would find from the police colonel.

According to the interlocutors of Novaya Gazeta, Dmitry Zakharchenko came to the attention of operatives in connection with the case against Zakhary Kalashov.

The money found during the searches of Dmitry Zakharchenko is related to another high-profile criminal case - about embezzlement in Nota Bank, whose license was revoked at the end of 2015. The bank's management is today accused of embezzling 26 billion rubles from a credit institution. The main corporate clients bank were enterprises of the military-industrial complex of Russia.

According to Novaya Gazeta sources in the FSB, Dmitry Zakharchenko was well acquainted with the former CFO bank by Galina Marchukova. According to the preliminary version, it was the police colonel who warned the bank's management about the operational-search measures being prepared against them. "

KOMMERSANT.RU, 10.09.2016. "Note that Colonel Zakharchenko is one of the veterans of the economic security service of the Ministry of Internal Affairs. Previously, he worked in the" P "(industry) department, overseeing the fight against crime in the consumer market. Two years ago, when more than a dozen employees were arrested in the GUEBiPK department headed by the former head of the central board Denis Sugrobov, Dmitry Zakharchenko served as deputy head of department T. After the reorganization, he became acting head and stayed in this status until his arrest.

Kommersant's source suggested that the detention of a high-ranking officer of the GUEBiPK may be related to the criminal case of Denis Nikandrov, ex-deputy head of the Main Investigative Directorate of the Investigative Committee of the Russian Federation, accused of accepting a bribe in the amount of $ 1 million from thief in law Zakhary Kalashov (Shakro Molodoy). Allegedly, Colonel Zakharchenko could warn Mr. Nikandrov about operational measures being prepared against him. Such a leak of information did take place, and, as Kommersant has already told, the FSB officers had to detain the defendants in the case several days earlier than planned. In turn, the representative of Mr. Nikandrov told Kommersant that he had heard about a similar version of events, but the investigation did not disclose it.

According to another version, the detention of Colonel Zakharchenko may be related to another high-profile case - the former head of VimpelCom Mikhail Slobodin. The ICR considers the latter to be the organizer of bribes in the amount of more than 800 million rubles. ex-head of the Komi Republic Vyacheslav Gaizer for the increase in tariffs for electricity supplied to the enterprises of PJSC "T Plus". Mr. Slobodin flew away from Russia literally a few hours before the arrest of his alleged accomplices - co-owner of the Renova group of companies Yevgeny Olkhovik and ex-general director of PJSC T Plus Boris Vainzikher, therefore, in the TFR and the FSB, it is possible that the businessman could have been warned by someone then from the security officials, they were actively working on this version.

The Ministry of Internal Affairs noted that the colonel's detention was the result of its joint development, carried out by employees of the department's own security department (by the way, the current head of the GUEBiPK Andrey Kurnosenko is a native of it) and the FSB. "

KOMMERSANT.RU, 12.09.2016, "Law enforcement agencies say that the scandal with Dmitry Zakharchenko could lead to a debriefing in the central office of the police department. According to some reports, some already planned appointments to senior positions in the criminal police service may be suspended or canceled (which includes the GUEBiPK), according to media reports, the head of this anti-corruption headquarters, Major General of the Police Andrei Kurnosenko, who is responsible for the unseemly actions of his subordinates under the law "On Police", allegedly submitted a letter of resignation.

A. Kurnosenko was D. Mironov's first deputy in the GUEBiPK, and after his appointment as deputy minister he was appointed chief (see KOMMERSANT.RU). The question is who "let" D. Zakharchenko, who worked in the GUEBiPK under D. Sugrobov, "let in".

As noted above, O. Feoktistov was personally involved in the operation against D. Sugrobov, so he kept control of further appointments in the GUEBiPK and ensured the advancement of his own.

D. Nikandrov's warning from D. Zakharchenko fits well with this hypothesis, since O. Feoktistov supervised the Internal Security Service of the TFR.

In turn, only after O. Feoktistov was taken out to the staff of the seconded officers, it was possible to carry out an operation to arrest D. Zakharchenko and confiscate the common fund.

At the same time, a very important episode is the possible connection of D. Zakharchenko with the withdrawal of funds from the Nota Bank and the timely departure of M. Slobodin.

The name of the new head of the FSB's Internal Security Directorate was recognized by Novaya Gazeta. How will this appointment affect the functioning of the department?

Novaya Gazeta learned the name of the new head of the FSB's own security department. According to sources of the publication in counterintelligence and the presidential administration, it will be the current head of the 2nd Internal Security Service, Aleksey Komkov. This department, which colleagues call "counterintelligence in counterintelligence", deals with the planning of operational activities.

Currently, Komkov is acting as the head of the FSB's CSS. A draft decree on his appointment has been prepared and will be sent to the President for signature in the near future. The details of Business FM were told by the correspondent of the investigation department of Novaya Gazeta, Andrey Sukhotin:

Andrey Sukhotin correspondent of the investigation department of "Novaya Gazeta"“It is not yet clear whether this appointment will have a positive or negative effect, primarily because we do not know what his tasks will be. This is a complete purge of the people of the previous leadership, who discredited themselves in a number of operations. According to my information, they are especially keenly reminded of their operational implementation by the Main Directorate of Economic Security of the Ministry of Internal Affairs. If you remember, this is Denis Sugrobov and his deputy, Boris Kolesnikov, who, under strange circumstances, jumped out of the window of the Investigative Committee. On the other hand, this may indicate that the FSB's Internal Security Service is becoming an absolutely "toothless" organization, which will be completely subordinate to the employees of the Economic Security Service. Among the possible candidates was also named the head of the "M" department Alpatov, who carried out operational support in the criminal case, in which there were: comrade Maksimenko, his deputy Lamonov and one of the most famous investigators of the Investigative Committee of Russia Denis Nikandrov. It seems that Sergei Korolev, who has recently acquired some, one might say, power within the framework of the Federal Security Service, is already strengthening his position, since his former subordinates and, in fact, persons under his control become the heads of such departments.
