Obviously, all accountants and personnel officers need a production calendar to work, because it contains all the necessary information about working days, weekends, non-working holidays, and about the working hours established in a certain year.

Production calendar 2018 with holidays and weekends

Everything holidays that are non-working are listed in the Labor Code. These include (Article 112 of the Labor Code of the Russian Federation):

  • New Year - January 1-6 and 8,
  • Christmas - January 7,
  • Defender of the Fatherland Day - February 23,
  • International Women's Day - March 8,
  • Spring and Labor Day - May 1,
  • Victory Day - May 9,
  • Russia Day - June 12,
  • Day national unity- November 4th.

All these dates are reflected in the 2018 calendar with holidays... According to the rules of the same Article 112 of the Labor Code, a holiday that coincides with a weekend is "shifted" to the working day immediately following the holiday. In 2018, such a day is Sunday November 4, which means that Monday November 5 will also be non-working.

But there is an exception to this rule, which is valid for New Year's "holidays": the days from January 1 to January 8, coinciding with the weekend, can be transferred to other days of the year, as a rule, they are added to other holidays, thereby "lengthening" them and changing the calendar of working days. For example, in 2017, due to January 1 and 7, which coincided with the weekend, the February and May holidays increased by 1 day (Resolution of the Government of the Russian Federation of 08/04/2016 No. 756).

What transfers are offered in 2018? At the suggestion of the Ministry of Labor, a resolution of the Government of the Russian Federation of 10/14/2017 No. 1250 was prepared, according to which the production calendar for 2018 contains the following days off:

  • New Year and Christmas "holidays" will last from December 30, 2017 to January 8, 2018,
  • "Holidays" days off from January 6 and 7 are postponed to March 9 and May 2, respectively,
  • rest from Saturdays April 28, June 9 and December 29, 2018 was proposed to be postponed to the working days of April 30, June 11 and December 31, 2018, so as not to split the "long" weekend.

If the Government adopts this version of the resolution, then this is how everyone who works on the "five-day" holiday will rest. For those working on a six-day week, they will remain working days on March 9, April 30, June 11 and December 31, since the transfer of weekends to these dates is planned from Saturdays that coincide with non-working holidays, and for the "six-day" Saturday is not a day off.

The working time is calculated according to the schedule of a five-day working week with days off Saturday and Sunday, based on the duration daily work or change (order of the Ministry of Health and Social Development of the Russian Federation of 13.08.2009 No. 588n). This calculation procedure is used for the "six-day".

For the week-"five-day" timetable-calendar for 2018 indicates the following annual rates working time:

  • with a 40-hour week (8 hours a day) - 1970 hours,
  • at 36 hours (7.2 hours a day) - 1772.4 hours,
  • at 24-hour (4.8 hours per day) - 1179.6 hours.

The duration of work before the holidays, according to the report card-calendar 2018, is reduced by an hour on February 22, March 7 and May 8. Also decreases by 1 hour work time on working Saturdays April 28, June 9 and December 29, due to which the rest has been postponed to Mondays.

The standard working time for any month is calculated as follows: the number of hours of the working week must be divided by 5, multiplied by the working days of the "five-day" in a particular month and subtract the hours by which work is reduced in pre-holiday days.

For example: the production calendar-2018 in June shows 20 working days, incl. 1 pre-holiday (June 9). Working hours in June with a 40-hour week will be 159 hours (40 hours: 5 days x 20 days - 1 hour).

The total number of working days on the "five-day" in 2018 - 247, of which the pre-holiday "shortened" - 6, weekends with holidays - 118.

2018 time attendance calendar with a six-day work week

Working hours for a "six-day" in 2018, similar to a five-day week, cannot exceed 40 hours per week (Article 91 of the Labor Code of the Russian Federation).

Reduction of pre-holiday working days by an hour, for those working six days a week, is provided for February 22, March 7, April 30, May 8, June 11, November 3, December 31.

Working days with a six-day week would be 299 days, and non-working days would be 66 days.

In 2018, Russians get 6 long days off:

  • December 30, 2017 - January 8, 2018 (10 days) - New Year's holidays

Weekend rescheduling

If a non-working holiday falls on a Saturday or Sunday, then the day off is postponed to the next working day (part 1 of article 112 of the Labor Code of the Russian Federation).

Government Russian Federation transfers two days off from those that coincide with non-working holidays on January 1-8 to other dates of the calendar year (part 1 of article 112 of the Labor Code of the Russian Federation).

In order to rationalize labor process The government of the Russian Federation can postpone weekends on Saturdays and Sundays to other days (part 5 of article 112 of the Labor Code of the Russian Federation).

In 2018, 5 transfers of weekends are planned:

  • from Saturday 6 January to Friday 9 March
  • from Sunday 7 January to Wednesday 2 May
  • from Saturday 28 April to Monday 30 April
  • from Saturday 9 June to Monday 11 June
  • from Saturday 29 December to Monday 31 December.

Pre-holiday days

On the eve of official state holidays, working hours are reduced by 1 hour for a 40-, 36- and 24-hour five-day working week (part 1 of article 95 of the Labor Code of the Russian Federation). If the holiday falls on a Sunday, then the working hours on Friday are not reduced.

In 2018, there are 6 pre-holiday days in Russia: February 22, March 7, April 28, May 8, June 9, December 29.

Working hours for 2018 in Russia

The duration of a working day or shift with a 40-hour work week with two days off on Saturday and Sunday is 8 hours, with a 36-hour workday - 7.2 hours, with a 24-hour workday - 4.8 hours, on the pre-holiday day it decreases by 1 hour ...

According to the labor calendar of Russia, in 2018 the country has 247 working days (including 6 shortened days) and 118 days off.

Working hours in 2018 are:

  • with a 40-hour work week: 1970 hours;
  • with a 36-hour work week: 1772.4 hours;
  • with a 24-hour work week: 1179.6 hours.

The production calendar for 2018 shows the norm of working hours for months, quarters and 2018 as a whole for 40-, 36- and 24-hour work weeks, as well as the number of working days and days off for a five-day work week with two days off.

According to article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by Federal law from 23.04.12 No. 35-FZ) non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays;
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

The Labor Code of the Russian Federation established that if a day off and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. Thus, weekends are postponed in 2018:

  • from Sunday 4th November to Monday 5th November.

The exception is weekends that coincide with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation The Government of the Russian Federation has the right to postpone two days off from the number of days off, coinciding with non-working January holidays, to other days on the next calendar year... In addition, part 5 of this article allows the Government of the Russian Federation to postpone weekends to other days in order to rational use weekends and other non-working days.

Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 provides for the transfer of days off in 2018:

  • from Saturday 6 January on friday 9 march;
  • from Sunday 7 January to Wednesday 2 May;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday 9 June to Monday 11 June;
  • from Saturday 29 December to Monday 31 December.

In accordance with the "Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week", approved by order of the Ministry of Health and Social Development of Russia dated 13.08.09 No. 588n, this norm is calculated according to the calculated five-day schedule working week with two days off on Saturday and Sunday, based on the duration of the daily work (shift):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The duration of a working day or shift immediately preceding a non-working holiday shall be reduced by one hour. Moreover, if a day off is postponed to such a working day, then the day off, which becomes a working day, is reduced by 1 hour. In 2018, working hours are reduced by one hour on the following days:

  • February 22;
  • March 7;
  • April 28;
  • May 8;
  • the 9th of June;
  • December 29th.

The working time norm calculated in the indicated order applies to all modes of work and rest.

An example of calculating the norm of working time in December 2018 with a five-day working week with two days off (initial data: 21 working days, on December 29, the working day was reduced by 1 hour):

  • calculation for a 40-hour work week:
    (8 hours x 21 days) - 1 hour = 167 hours;

  • (7.2 hours x 21 days) - 1 hour = 150.2 hours;

  • (4.8 hours x 21 days) - 1 hour = 99.8 hours.

In 2018, 247 working days, including 6 working days reduced by one hour. Calculation of the working time norm for 2018 with a five-day working week with two days off:

  • with a 40-hour work week:
    (8 hours x 247 days - 6 hours) = 1970 hours;
  • with a 36-hour work week:
    (7.2 hours x 247 days - 6 hours) = 1772.4 hours;
  • with a 24-hour work week:
    (4.8 hours x 247 days - 6 hours) = 1179.6 hours.

The procedure for recording working hours at the enterprise requires employers to follow the established production calendar. It should be borne in mind that it changes from year to year, and the production calendar for 2018 approved by the Government is seriously different from the previous ones, since depending on the dates of the holidays, the location of weekends and other nuances, the number of working days and hours in the month and year may change. ... What is the 2018 production calendar and how to use it

Under the production calendar in the Russian labor practice means a system of accounting for working hours, namely - days and hours in a month and a year. It should also be borne in mind that for certain professions or working conditions there are additional restrictions on the total working time during the week, therefore the production calendar for 2018 should be drawn up taking into account all such professions and workers employed in specific working conditions.

Clarifications on working hours

Art. Art. 91 and 92 of the Labor Code of the Russian Federation, the working hours are standardized for certain categories of workers:

  • generally accepted - 40-hour workweek;
  • for employees of the enterprise under 16 years old - up to 24 hours / week;
  • from 16 to 18 years old - up to 35 h / week;
  • for disabled people of 1 and 2 degrees - up to 35 h / week;
  • for workers in hazardous and heavy industries - up to 36 hours / week.

There are also special modes for students and workers. part time... According to the Labor Code of the Russian Federation and the order of the Ministry of Health and Social Development No. 588n of 13.08.09, any company may collectively establish a different working time, which cannot exceed the maximum established by the Labor Code.

Important!

  • In organizations with summarized accounting of time by periods equal to a month or a year or another period of time, their daily, weekly and monthly rate is calculated based on the work period norm established in the Labor Code of the Russian Federation.
  • In case of cumulative overtime accounting, work on holidays and weekends included in this period will not be recognized. Processing over the time period is recognized as such.
  • So, if the period is the 3rd quarter of 2018, then 520 hours will be the norm. This means that the hours worked from 521 hours are considered overtime.
  • It should be noted that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays / weekends will have to be doubled.

But in any case, the daily rate is calculated from the standard assumption of the length of the week - 5/2. Even if the organization is for 6 days. The rate is calculated by dividing the weekly time by 5:

  • 40 hours / 5 = 8 hours
  • 36h / 5 = 7.2 h.
  • 24 hours / 5 = 4.8 hours
  • Etc.

The standard version of the production calendar takes into account all the norms of working hours provided for by the Labor Code of the Russian Federation. The accountant only needs to find out the category of the employee in order to calculate his salary.

The monthly rate (MN) is calculated based on the daily rate (DN):

DN * number of working days in a month = MN,

if a decrease in the working day is expected in a month due to a subsequent holiday, then the number of hours of decrease is subtracted from the IN.

For example, the monthly working hours in November 2018 with a 5-day (40-hour) week:

(40h. / 5) * 21 = 8 * 21 = 168 hours.

The annual rate of working hours is calculated using the formula:

ДН * number of working days in a year - hours of "decrease".

Holidays and shortened days according to the calendar

So, what holidays await us in 2018 and what days will be shortened before these holidays we will tell you in detail below.

Holidays

So, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-confessional country, and its citizens may have different holidays. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law "On freedom of conscience about religious associations" stipulate that the authorities of the constituent entities of the Russian Federation can declare holidays and other days, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. A subject's holidays are included in that subject's PC and affect the working hours.

Holiday-weekend

Part 2 of Article 112 states: if the holiday falls on a non-working Saturday or Sunday, then instead of this day off, another day of rest is provided - the next working day. This rule is valid for all time except New Year's holidays. So, November 4, 2018, National Unity Day, is Sunday, so November 3, 4 and 5 will be days off.

In accordance with article 113, it is prohibited to involve employees in work on holidays. It is easy to remember this when using a PC: dates are highlighted and when you hover the arrows over them, pop-up tips - warnings appear.

Shortening the working day before the holiday

In addition to holidays, the calendar also includes pre-holiday days with a note that the working day must be shortened by one hour (according to Article 95 of the Labor Code). The "smart" PC will also take into account the days of transferring holidays from weekends to weekdays.

Rescheduling the weekend in 2018

There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize the rest time, the legislator, in the same article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is issued by the annual Government Decree. From new year holidays you can transfer no more than 2 days, which has been done for several years in a row.

In 2018, the transfers will be as follows:

  • Saturday 6 January - Friday 9 March
  • Sunday 7 January - Wednesday 2 May
  • Saturday 28 April - Monday 30 April
  • Saturday 9 June - Monday 11 June
  • Saturday 29 December - Monday 31 December

All transfers became officially known in the fall of 2017, but nevertheless, adjustments are still possible, keep this in mind.

A few more words about the calendar

What data can be seen on the production calendar

PC is an unofficial document, its introduction and use is not regulated by law. However, in essence, the PC is a reflection of some articles of the laws on a regular calendar.

In addition to, in fact, the usual calendar with notes on work, weekends and holidays (official and national) days, the PC includes:

  • tables with calculated norms of working / non-working hours by months and quarters,
  • numerical information on the number of workers and days off in each reporting period (from month to year),
  • information about the postponement of holidays and about reducing the length of the working day before them.

Who needs a calendar

The working population of the Russian Federation almost always turns to a PC when planning a vacation.

Accountants use a PC to calculate disability payments, vacation pay, and wages. Full accrual occurs when the norm of working hours in a month is fulfilled. A proportional charge will be made in the case when an employee has not worked for the entire month.

In "gray" companies, PCs are used by personnel officers, who are usually responsible for calculating part of the salary "in envelopes". They also draw up work and shift schedules on its basis, count the number of vacation days an employee is entitled to.

The rest of the population learns from the PC about professional and other holidays, weekends; uses other information.
