Official weekend schedule for. Weekend holidays

The holiday calendar allows you to distribute the days of rest in Russia for working citizens. In October of this year, the Government finally determined how many days officially released from work are planned for Russians in 2018 and how they will be distributed during the calendar year. The population will receive a 10-day vacation to celebrate new year holidays and 3-5 days of rest for other official celebrations. Working citizens can start planning personal rest taking into account the draft calendar 2018.

Of the 365 days of the year, the Labor Code allocated 14 holidays, providing for legal rest from work duties for the entire working population. The table below shows the dates assigned to non-working status.

10/18/2017 Dmitry Medvedev signed the Decree "On the transfer of days off to 2018", the main provisions of which were presented to the public by the Ministry of Labor in the summer. After signing the document, the draft calendar of holidays for 2018 is finally approved.

Its main task is to create suitable conditions for the working population for recreation associated with non-working days and weekends. Before signing, the resolution is submitted to the Russian Trilateral Commission (RTK) for the regulation of social and labor relations, chaired by Olga Golodets. Each document goes through this procedure, on which the situation on the labor market and the socio-economic condition of the population may depend. The document presented by the Ministry of Labor was approved by the RTK on September 18 this year.

Extended weekend

For the population Russian Federation the submitted Resolution secured the following long vacations:

  • a ten-day holiday dedicated to the New Year and Christmas (12/30/2017 - 01/08/2018);
  • three-day weekend as part of the celebration of the Defender of the Fatherland Day (23-25.02);
  • four-day mini-vacation to celebrate March 8 (8-11.03);
  • five-day holidays dedicated to the May holidays (29.04 - 2.05 and 9.05);
  • a three-day break from work, tied to the Day of Russia (10-12.06);
  • three-day rest in connection with the celebration of the Day of National Unity (3-5.11).

The presented schedule was planned due to the transfer to weekdays of those weekends that were marked on the calendar as non-working in 2018, as well as shifts in some cases of weekends from Saturdays to Mondays.

Postponement of holidays

When holidays are interrupted by a single working day, this causes certain inconveniences:

  • the inability to plan a long vacation (for example, trips outside the city / country);
  • reduction in the productivity of one day of work, if before and immediately after it is followed by rest.

In addition, the legislation states that for holidays falling on Saturday / Sunday, but at the same time designated as non-working, citizens receive an additional day off on a weekday. This requirement was taken into account by the Ministry of Labor when drawing up a schedule for the transfer of holidays in 2018. Of the 10 days allocated for the New Year and Christmas holidays, 2 January weekends have the status of non-working days, so the Ministry of Labor has been proposed to postpone:

  • Saturday 6.01 to Friday 9.03;
  • Sunday 7.01 to Wednesday 2.05.

As a result, the status of a non-working January Saturday on the 6th will go to Friday, March 9th, so the Russians will receive a "release" from work for the period of March 8-11. Likewise, the 7.01 calendar weekend will be 2.05.

Additionally, the following transfers are fixed:

  • instead of Monday 30.04 you will need to work on Saturday 28.04;
  • for working Monday 11.06 you will have to go to work on Saturday 9.06;
  • to get rest on Monday 31.12 you need to work on Saturday 29.12.

Note: the proposed transfer plan is fully consistent with the Labor Code, which establish the need to separate two working weeks by continuous rest of at least 42 hours.

How we work on holidays

The Labor Code of the Russian Federation indicates that the duration of the working time on the working day preceding the holiday should be reduced by 1 hour. The same requirement applies to cases of transferring working days to traditional weekends: the duration of working days (that is, former days off) transferred according to this principle should be equal to those adopted for pre-holiday days.

In the 2018 calendar, they are abbreviated by 1 hour:

  • 02.22 (Thursday);
  • 7.03 (Wednesday);
  • April 28 (Saturday);
  • 8.05 (Tuesday);
  • 9.06 (Saturday);
  • December 29 (Saturday).

Will the New Year holidays be canceled

Representatives The communist party In June 2017, the State Duma proposed to consider a bill with the initiative to remove the usual holidays during the New Year and Christmas holidays, as well as add 2 non-working days to the calendar in connection with the Day of the Reunification of Crimea and Russia (March 18) and the anniversary of the October Revolution (November 7). But the proposed document was not approved by the majority.

The production calendar of Russia for 2018 contains information on how many working days per year, how Russians rest, how many days the New Year holidays, May holidays last, as well as the postponement of weekends and non-working holidays. It provides the norms of working hours by months, quarters, half-years and in general for the year with 40-, 36- and 24-hour five-day working week.

Production calendar (PC)- This is an unofficial document that, taking into account the norms of the legislation, facilitates the regulation and accounting of working hours in the current year. In 2018, the main legal and accounting portals published 2 types of PCs: for 5-day and 6-day working weeks. Every year, the procedure for drawing up a PC is tacitly based on the norms of the Ministry of Health and Social Development of the Russian Federation.

The PC can be used in both paper and electronic format. The second is preferable, because:

  • many services have a function prior notice, and the user of the calendar will never miss holidays and their periods, as well as official transfers;
  • facilitates the computing part thanks to the built-in working time calculators

Clarifications on working hours

Art. Art. 91 and 92 of the Labor Code of the Russian Federation, the working hours are normalized for certain categories of workers:

  • generally accepted - 40-hour workweek;
  • for employees of the enterprise under 16 years old - up to 24 hours / week;
  • from 16 to 18 years old - up to 35 h / week;
  • for disabled people of 1 and 2 degrees - up to 35 h / week;
  • for workers in hazardous and heavy industries - up to 36 hours / week.

There are also special modes for students and workers. part time... According to the Labor Code of the Russian Federation and the order of the Ministry of Health and Social Development No. 588n dated 13.08.09, any company, by collective agreement, can establish a different duration of working hours, which cannot exceed the maximum established by the Labor Code.

Important!

  • In organizations with summarized accounting of time by periods equal to a month or a year or another period of time, their daily, weekly and monthly rate is calculated based on the work period norm established in the Labor Code of the Russian Federation.
  • In case of cumulative overtime accounting, work on holidays and weekends included in this period will not be recognized. Processing over the time period is recognized as such.
  • So, if the period is the 3rd quarter of 2018, then 520 hours will be the norm. This means that the hours worked from 521 hours are considered overtime.
  • It should be noted that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays / weekends will have to be doubled.

But in any case, the daily rate is calculated from the standard assumption of the length of the week - 5/2. Even if the organization is for 6 days. The rate is calculated by dividing the weekly time by 5:

  • 40 hours / 5 = 8 hours
  • 36h / 5 = 7.2 h.
  • 24 hours / 5 = 4.8 hours
  • Etc.

The standard version of the production calendar takes into account all the norms of working hours provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.

The monthly rate (MN) is calculated based on the daily rate (DN):

DN * number of working days in a month = MN,

if a decrease in the working day is expected in a month due to a subsequent holiday, then the number of hours of decrease is subtracted from the IN.

For example, the monthly working hours in November 2018 with a 5-day (40-hour) week:

(40h. / 5) * 21 = 8 * 21 = 168 hours.

The annual rate of working hours is calculated using the formula:

ДН * number of working days in a year - "decrease" hours.

Holidays and shortened days according to the calendar

So, what holidays await us in 2018 and what days will be shortened before these holidays we will tell you in detail below.

Holidays

So, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-confessional country, and the holidays of its citizens may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law "On freedom of conscience about religious associations" stipulate that the authorities of the constituent entities of the Russian Federation can declare holidays and other days, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. A subject's holidays are included in that subject's PC and affect the working hours.

Holiday-weekend

Part 2 of Article 112 states: if the holiday falls on a non-working Saturday or Sunday, then instead of this day off, another day of rest is provided - the next working day. This rule is valid for all time except New Year's holidays. So, November 4, 2018, National Unity Day, is Sunday, so November 3, 4 and 5 will be days off.

In accordance with article 113, it is prohibited to involve employees in work on holidays. It is easy to remember this when using a PC: dates are highlighted and when you hover arrows over them, pop-up tips - warnings appear.

Shortening the working day before the holiday

In addition to holidays, the calendar also includes pre-holiday days with a note on the obligation to reduce the working day by one hour (according to Article 95 of the Labor Code). The "smart" PC will also take into account the days of transferring holidays from weekends to weekdays.

Rescheduling the weekend in 2018

There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize the rest time, the legislator, in the same article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is issued by the annual Government Decree. No more than 2 days can be rescheduled from New Year's holidays, which has been done for several years in a row.

In 2018, the transfers will be as follows:

  • Saturday 6 January - Friday 9 March
  • Sunday 7 January - Wednesday 2 May
  • Saturday 28 April - Monday 30 April
  • Saturday 9 June - Monday 11 June
  • Saturday 29 December - Monday 31 December

All transfers became officially known in the fall of 2017, but nevertheless, adjustments are still possible, keep this in mind.

A few more words about the calendar

What data can be seen on the production calendar

PC is an unofficial document, its introduction and use is not regulated by law. However, in essence, the PC is a reflection of some articles of the laws on a regular calendar.

In addition to, in fact, the usual calendar with notes on work, weekends and holidays (official and national) days, the PC includes:

  • tables with calculated norms of working / non-working hours by months and quarters,
  • numerical information on the number of workers and days off in each reporting period (from month to year),
  • information about the postponement of holidays and about reducing the length of the working day before them.

Who needs a calendar

The working population of the Russian Federation almost always turns to a PC when planning a vacation.

Accountants use a PC to calculate disability payments, vacation pay, and wages. Full accrual occurs when the norm of working hours in a month is fulfilled. A proportional charge will be made in the case when an employee has not worked for the entire month.

In "gray" companies, PCs are used by personnel officers, who are usually responsible for calculating part of the salary "in envelopes". They also draw up work and shift schedules on its basis, count the number of vacation days an employee is entitled to.

The rest of the population learns from the PC about professional and other holidays, weekends; uses other information.

The production calendar is indispensable for an accountant, so it should always be in sight.

The holiday calendar allows you to distribute the days of rest in Russia for working citizens. In October of this year, the Government finally determined how many days officially released from work are planned for Russians in 2018 and how they will be distributed during the calendar year. The population will receive a 10-day vacation for celebrating New Year's holidays and 3-5 days of rest dedicated to other official celebrations. Working citizens can start planning their personal rest, taking into account the draft calendar of 2018.

Holidays

Extended weekend

For the population of the Russian Federation, the submitted Resolution provides for the following long vacations:

Postponement of holidays

When holidays are interrupted by a single working day, this causes certain inconveniences:

In addition, the legislation states that for holidays falling on Saturday / Sunday, but at the same time designated as non-working, citizens receive an additional day off on a weekday. This requirement was taken into account by the Ministry of Labor when drawing up a schedule for the transfer of holidays in 2018. Of the 10 days allocated for the New Year and Christmas holidays, 2 January weekends have the status of non-working days, so the Ministry of Labor has been proposed to postpone:

Additionally, the following transfers are fixed:

How we work on holidays

The Labor Code of the Russian Federation indicates that the duration of the working time on the working day preceding the holiday should be reduced by 1 hour. The same requirement applies to cases of transferring working days to traditional weekends: the duration of working days (that is, former days off) transferred according to this principle should be equal to those adopted for pre-holiday days.

In the 2018 calendar, they are abbreviated by 1 hour:

Will the New Year holidays be canceled

Representatives of the Communist Party in the State Duma proposed in June 2017 to consider a bill with an initiative to remove the usual holidays during the New Year and Christmas holidays, as well as add 2 non-working days to the calendar in connection with the Day of the Reunification of Crimea and Russia (March 18) and the anniversary of the October Revolution (November 7). ). But the proposed document was not approved by the majority.

IN production calendar for 2018, the norm of working hours for months, quarters and 2018 as a whole is given for 40-, 36- and 24-hour working weeks, as well as the number of working days and days off for a five-day working week with two days off.

According to article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by Federal law from 23.04.12 No. 35-FZ) non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays;
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

The Labor Code of the Russian Federation established that if a day off and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. Thus, weekends are postponed in 2018:

  • from Sunday 4th November to Monday 5th November.

The exception is weekends that coincide with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation The Government of the Russian Federation has the right to postpone two days off from the number of days off, coinciding with non-working January holidays, to other days in the next calendar year... In addition, part 5 of this article allows the Government of the Russian Federation to postpone weekends to other days in order to rational use weekends and other non-working days.

Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 provides for the transfer of days off in 2018:

  • from Saturday 6 January on friday 9 march;
  • from Sunday 7 January to Wednesday 2 May;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday 9 June to Monday 11 June;
  • from Saturday 29 December to Monday 31 December.

In accordance with the "Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week", approved by order of the Ministry of Health and Social Development of Russia dated 13.08.09 No. 588n, this norm is calculated according to the calculated five-day schedule working week with two days off on Saturday and Sunday, based on the duration daily work(shifts):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The duration of a working day or shift immediately preceding a non-working holiday shall be reduced by one hour. Moreover, if a day off is postponed to such a working day, then the day off, which becomes a working day, is reduced by 1 hour. In 2018, working hours are reduced by one hour on the following days:

  • February 22;
  • March 7;
  • April 28;
  • May 8;
  • the 9th of June;
  • December 29th.

The working time norm calculated in the indicated order applies to all modes of work and rest.

An example of calculating the norm of working hours in December 2018 with a five-day working week with two days off (initial data: 21 working days, on December 29, the working day was reduced by 1 hour):

  • calculation for a 40-hour work week:
    (8 hours x 21 days) - 1 hour = 167 hours;

  • (7.2 hours x 21 days) - 1 hour = 150.2 hours;

  • (4.8 hours x 21 days) - 1 hour = 99.8 hours.

In 2018, 247 working days, including 6 working days reduced by one hour. Calculation of the norm of working hours for 2018 with a five-day working week with two days off:

  • with a 40-hour work week:
    (8 hours x 247 days - 6 hours) = 1970 hours;
  • with a 36-hour work week:
    (7.2 hours x 247 days - 6 hours) = 1772.4 hours;
  • with a 24-hour work week:
    (4.8 hours x 247 days - 6 hours) = 1179.6 hours.
