  2. You have luggage to Moscow, but you are flying through Germany: go to check-in and check in your luggage straight to Moscow. Do not check in your luggage right away, but after hanging a luggage tag with a barcode on it, you go to the glass of customs to receive a stamp on your tax-free forms filled out in the store. Perhaps the customs officers will ask you to show the purchased goods indicated in the receipts. They will ask you to show it necessarily if you have a large cash refund(more than 1000 euros). After that, the customs officer puts his stamp on the tax-free check and can send your luggage to the baggage belt himself, or you yourself hand it over through a special dispatch point for loading on the plane, or skip the line at the check-in counter and put it on the baggage belt there.   3. You have hand luggage and you are flying on a direct flight or on a flight with a landing outside the EEC (well, for example, you decided to fly through Istanbul): you need to issue a tax free and after check-in, go with your boarding pass to the glass of customs. And here another option is possible and it is absolutely logical (see retreat below) - you will have to go through passport control and only after it go to customs for a stamp in the tax-free check.

Digression (lyrical). We reason like this: here we decided to cheat the state of Italy for the amount of VAT. For this, a criminal group is created: the buyer (Russian) - the seller (Italian). When exporting it abroad, similarly to the described tax-free procedure, you put a customs seal certifying that the goods have been exported from the territory of the EEC (one copy of the invoice remains at the customs office).
And so, according to this invoice, you can get VAT (in Germany, for example, VAT is 19%) the next time you visit the store where you made the purchase of this product and where you got this invoice.
Refunds can be made in cash, but usually the seller will include the VAT amount on the next purchase in this store.
It should be borne in mind that the term for receiving money on an invoice is limited. The limitation period is written on the invoice itself and is usually 3 months.
That is, within three months you need to return to the same store where you bought the goods and presenting a sheet of invoice stamped by customs to receive either cash = the VAT amount of this country, or a discount (which happens more often) on the next purchase in the same store.

This system (refund or savings through VAT) works well in Finland, but I can hardly imagine tourists who, for example, having bought a down jacket in Rome in the fall, will go there (to Rome and to the same store) to buy something else there. in winter. In addition, there will not be much savings (the difference between VAT 21% and the refundable tax free is 12%) compared to the more convenient tax free.
