What is evaluated

    Educational organization management systems. IN regulatory documents there are no clear guidelines on how to audit management systems and how to provide information on the results of the assessment. Since all management decisions are usually regulated by local regulations (LNA), then, as a rule, this indicator is assessed on the basis of them.

    Organization of the educational process.

    Demand for graduates. It is quite easy to assess the demand for graduates of professional educational institutions, but graduates of general educational institutions is much more difficult. Real indicators can only be provided by a few educational institutions whose graduates receive preferences for admission to vocational education institutions. In other cases, the question remains open. Some schools cite the percentage of graduates entering universities and colleges as indicators - in this case, the emphasis should be on getting budget places.

    The quality of personnel, educational, methodological, library and information support. You can evaluate it according to different parameters. For example, the report should present the results of employee participation in various professional competitions, qualification categories teachers, etc.

    Material and technical base.

    Functioning of the in-school system for assessing the quality of education and analysis of performance indicators established by the Ministry of Education and Science of Russia. It should be noted that it is precisely the analysis that is required, and not just the presentation of the indicators. In addition, it should be noted that for different types organizations provide different indicators.

According to experts, the analysis of the state of many areas of activity can be carried out only on the basis of LNA. To ensure openness of information, local acts are also published on the school's website.

Self-examination can be a very effective tool in making management decisions and the development of a development program to help improve the level of compliance of the school (or other organization) with modern educational standards. Therefore, it is better to approach the analysis not formally, but responsibly, setting additional goals.

The fact that there is no "ideal leader" because one person is simply not able to perform equally well all four roles necessary for effective management of an organization: to be both a producer of results, an administrator, an entrepreneur, and an integrator. The place of the non-existent "ideal leader" should be taken by a mutually complementary team of managers, each member of which is able to perform one of the roles to perfection, and owns the rest at an acceptable level.

Self-examination as the competence of an educational organization

The competence of self-examination is approved within the framework of the internal system for assessing the quality of education (EQAS). gives the following formulation of this competence: "conducting self-examination, ensuring the functioning of the internal system for assessing the quality of education."

We can say that a self-examination report is a document by means of which an educational organization demonstrates that it has been created and is functioning. internal system assessing the quality of education. The complex of VSOKO procedures in terms of the content, conditions and results of the implementation of basic educational programs (MEP) is a condition and necessary tool self-examination. Ongoing assessment procedures provide final indicators that are recorded in the self-survey report.

The regulation of the self-examination procedure at the federal level and the requirements for the content of the self-examination report mean that the ESSO procedures and the criteria and indicators used in it should be oriented towards an external assessment of the quality of education.

An internal assessment is needed, first of all, in order to "prepare" for an external assessment, timely detect problems in the quality of educational services provided, establish the causes of these problems and take the necessary measures to eliminate them.

Since the quality of education is assessed, which is defined by law as compliance with federal standards and consumer demands, self-examination covers all three main characteristics of educational activities: conditions, content, and results.

Self-examination is carried out by the organization annually ().

The self-examination procedure includes the following steps:

  • planning and preparation of works on self-examination of an educational organization;
  • organizing and conducting self-examination in an educational organization;
  • generalization of the results obtained and, on their basis, the formation of a report;
  • consideration of the report by the governing body of the educational organization, which is responsible for resolving this issue.

The timing, form of self-examination, the composition of the persons involved in its conduct are determined by the organization independently and are fixed by a local act - the Regulation on the procedure for conducting self-examination.

Self-examination is designed to establish the level of compliance of educational activities of an educational organization with the requirements of the current federal state educational standards (FSES) of general education.

Based on the results of self-examination:

  • identify positive and (or) negative tendencies in the objects of assessment (self-assessment), in the educational system of the educational organization as a whole, the reserves of its development;
  • determine the reasons for the occurrence of deviations in the state of the object of study and assessment from the parameters of the ESSO, formed taking into account the requirements of the current legislation of the Russian Federation in the field of education;
  • determine measures to correct the identified negative trends in educational activities of an educational organization;
  • make adjustments to the ESCO.
