Viktor Vekselberg, a Russian Jew with Ukrainian roots, has become an influential person in Russia and the richest man in the world. The name and short biography of Viktor Vekselberg are associated not only with successful projects, but also high-profile scandals, from which the billionaire always came out without loss.

The Renova company, the foundation of which was laid back in the 90s, systematically expanded its horizons, mastering new directions and capturing promising objects. Vekselberg's interests extend to metallurgy, energy, development, telecommunications, nanotechnology, the chemical industry, gold mining and oil.

Childhood dreams and cruel reality

What could a boy who was born into a Jewish and Russian family in April 1957 dream of in the small town of Drohobych in Western Ukraine, not far from Lvov? Already from childhood, he realized that the Jewish surname leaves a certain imprint on fate. Their large family actually consisted of numerous relatives on the mother's side. Nevertheless, the relatives of his father, a Jew by nationality, were shot in 1944.

He relied solely on his own strength, "gnawed the granite of science" and dreamed of entering Moscow State University - he took preparatory courses for the correspondence school of mechanics and mathematics.

Friends advised not to tempt fate, but to immediately enter MIIT.

The active position of the Komsomol member and the desire to be the first in everything helped Victor graduate from the university with a high average score, which gave him an advantage in distribution. But this time a Jewish surname played a cruel joke. All acceptable employment options, among which were the prestigious Moscow research institutes, were completely dismissed. Therefore, the graduate had to look for a job on his own, for which he "asked for a free diploma."

Vekselberg's entrepreneurial streak originated in his last year at the institute. He married early. To feed his wife and child, the guy worked part-time at the department, lectured in junior courses. But I also had to earn money at a meat processing plant, a confectionery factory.

Having access to scarce goods, which were imported to Western Ukraine in special ways, he traded in records and jeans in order to earn a “penny” for a more decent life.

The design office, where the engineer worked from 1979 to 1990, worked on the development of Konnas rodless pumps for oil production.

He had to visit oil fields by occupation.

The first pancake is "not lumpy" - from science to business

The idea that his knowledge can be used in commercial areas was prompted by Artem Tarasov, the first Soviet millionaire, whom Vekselberg considers an ideological inspirer and business teacher. The engineer organized his own business at the turn of the 90s. His research and production association "KomVek" (Vekselberg's Company) was engaged in the development project documentation.

But apart from scientific activities, the enterprise bought up used cable products, from which copper and aluminum conductors were mined on a machine developed by him personally. Non-ferrous scrap was bought from the population on the cheap. The cost of secondary raw materials was $ 100 per ton. They sold the goods in Germany at $ 3,000 per ton.

Back in 1987, at an oil exhibition in America, Vekselberg ran into his student friend Leonid Blavatnik, who went abroad in 1978. The meeting was crucial, as it was decided to create a joint project.

This decision was realized in 1991. The Renova company, 2/3 of the shares of which belonged to NPO KomVek Vekselberg, 1/3 - to Blavatnik, was initially engaged in the purchase of computer equipment abroad, which was exchanged in Russia for privatization vouchers.

This made it possible to collect a sufficient number of checks and become owners of factories. The choice was obvious - non-ferrous metallurgy.

  • 1995 - privatization of the Irkutsk and Ural aluminum smelters;
  • 1996 - creation of the Siberian-Ural Aluminum Company (SUAL);
  • 1997 - obtaining a license for the development of the Sredne-Timanskoye field.

It was at this stage that the interests of SUAL and Oleg Deripaska's Rusal company crossed.

Was born in 1957 in the city of Drohobych, Lviv region (Ukraine). In 1979 he graduated with honors from the Faculty of Automation and Computer Engineering of the Moscow Institute of Railway Engineers (MIIT). I got a job in a laboratory at the Special Design Bureau for Rodless Pumps (OKB BN "Konnas"). In the late 1980s, he completed his postgraduate studies at the Computing Center of the USSR Academy of Sciences and headed the laboratory of the OKB.

In 1990, he became the founder and head of a number of commercial structures: NPO KomBek (research activities), Olimp LLP (public education), TO firm KAM (research activities). In 1991 he acted as one of the co-founders of the Renova company (two-thirds of the shares of which belonged to NPO KomVek).

In 1991 he became the first deputy general director of Renova CJSC. He held this post until 1996. In 1996 he took part in the creation of JSC Siberian-Ural Aluminum Company (SUAL). Was elected general director of OJSC "SUAL".

In 1998 he was elected deputy chairman of the board and first vice president of Tyumen Oil Company (TNK, which later became TNK-British Petroleum). On July 12, 1999, he was elected to the Board of Directors of OAO Nizhnevartovsk Oil and Gas Production Enterprise. On the same day he was elected to the board of directors of Samotlorneftegaz OJSC.

On November 10, 2000, he was elected to the Board of the Russian Union of Industrialists and Entrepreneurs (RSPP). In November 2003, he joined the Bureau of the Board of the Russian Union of Industrialists and Entrepreneurs.

In the same year, Vekselberg headed Management company"SUAL-Holding" (the company united the enterprises of CJSC "Trustconsult" and "SUAL") and entered the board of directors of JSC "ONAKO". In 2001 he became director of strategic planning and corporate development of TNK and entered the board of directors of OJSC Sidanko.

In 2002 he was elected chairman of the board of TNK. In the same year he became a member of the Board of Directors of OJSC RUSIA Petroleum.

In January 2003, he headed the Board of Directors of the SUAL Group. The group by that time included 21 enterprises in 11 regions of Russia. In May 2003, he became a member of the Council for Entrepreneurship under the Government of Russia.

On March 27, 2007 Rusal (Oleg Deripaska), SUAL and Glencore (Ivan Glaizenberg) announced the completion of the merger of their assets. The United Company RUSAL includes four bauxite mining enterprises, 10 alumina and 14 aluminum plants, as well as 3 foil rolling enterprises. Vekselberg became the Chairman of the Board of Directors of the company.

In early 2008, Renova Capital, Vekselberg and Mamut, withdrew from the co-owners of Golden Telecom, selling Vimpelcom OJSC ( trademark Beeline) its eight percent shares for $ 334.9 million.

In April 2008, Vedomosti reported that Renova Capital had sold 28.9 percent of the shares of Inure Enterprises to Mamut, which owns 49 percent of the shares of Corbina.

Viktor Vekselberg appears in the press in connection with a strange story about the change of owners of the Severouralsky bauxite mine (SUBR) in 1999. The media wrote that at that time in Severouralsk there was a massive purchase of shares from the workers of the mine. As a result, SUBR acquired a new owner - the Siberian-Ural Aluminum Company (SUAL). According to press reports, Viktor Vekselberg and Ural businessman Vasily Anisimov (Transconsult group) were its owners on a parity basis. But the joint management did not last long. On April 12, 2000, the daughter of Vasily Anisimov was found dead in his own apartment. Galina was a well-known DJ of the Pilot radio station in Yekaterinburg. The press mentioned Viktor Vekselberg in connection with the scandal related to the bankruptcy of the First City Bank (PGB). It was reported that the problems for PGB clients began in the summer of 2002, when the bank suddenly stopped making payments. In 2003, after the clients of the PGB realized that they could not return the $ 40 million that had been stuck in the bank, criminal cases were initiated into the theft of client funds under Art. 196 CC (deliberate bankruptcy). The press conveyed the opinion of Armen Rshtuni, a member of the creditors' committee and depositor of the bank (former vice president of the petrochemical holding SIBUR and ex-adviser to the chairman of the board of directors of YUKOS Semyon Kukes), who claimed that, as it turned out during the investigation, part of the funds from the PGB had settled on the accounts of SL Capital Services, a wholly owned subsidiary of Alba-Alliance Bank. And one of the shareholders of this bank is Viktor Vekselberg. The depositors of the PSB accused Vekselberg of the fact that it was with the money that had disappeared from the PSB that he acquired a collection of Faberge eggs. According to press reports, the depositors sent a letter to the Swiss federal prosecutor. According to them, the purchase of the Faberge collection was paid from Swiss accounts of companies controlled by Vekselberg. Assets were also withdrawn from the PSB to Switzerland. The creditors, referring to the results of the investigation by law enforcement agencies, told the prosecutor that in the period July-September 2002, after significant assets of OJSC KB "First City Bank" were transferred to KB "Alba-Alliance", KB "Alba-Alliance" through offshore banks White Knight Merchant Bank (Nauru) and Forex Capital Bank (Montenegro), as well as non-resident companies Jaffray Investments Limited, Ballard Industries Ltd, Subihon Enterprises Limited, SL Capital Services Ltd. carried out dubious transfers with elements of legalization of funds in the amount of more than $ 70 million. Part of these funds, as the depositors claimed with reference to the investigation, were transferred to the accounts of a number of companies in the Swiss banks Credit Suisse and UBS, as well as in the Swiss branches of the French banks Credit Lyonnais and Credit Agricole Indosuez. The authors of the letter indicated that it was in these banks that the companies controlled by Viktor Vekselberg had accounts - Peregrin Ltd, Sabislend Ltd, Market Financial Corporation Securities, Pikeston Investments Ltd and Sibux Finance SA. From this, the creditors of the PGB concluded that Vekselberg was in charge of the illegal money laundering.

There is no information in the media about the reaction to this letter from the Swiss prosecutor. As well as about how the investigation of the cases initiated in Russia ended. But, as reported, Armen Rshtuni himself became a defendant in the criminal case. He was suspected of fraud with the bills of the PGB.

The media wrote about Viktor Vekselberg in connection with the conflict between the Cypriot offshore Norex Petroleum and the Tyumen Oil Company (TNK) over Yugraneft. According to media reports, Norex Petroleum accused TNK of illegally disposing of the controlling stake in Yugraneft Corporation CJSC, which belonged to a Canadian company, which was founded in 1991 to develop the Malochernogorskoye field in Western Siberia. As reported, in 2002 TNK won an arbitration court in the Khanty-Mansiysk Autonomous Okrug, having secured recognition of the illegal contribution of Norex to authorized capital Yugraneft. As a result, Norex's share in the company was reduced to 20%. In response, the Canadian company filed a claim for damages in the federal court of the Southern District of New York. The defendants, according to the press, were TNK, its shareholders Access / Renova and Alfa Group, offshore companies affiliated with them, as well as the current and resigned co-owners and managers of these companies - Viktor Vekselberg, Leonard Blavatnik, Semyon Kukes, Iosif Bakaleinik and Elliot Spitz. As the press wrote, Norex accused the defendants "of a conspiracy of a global scale, controlled from New York, with the aim of seizing control over the Russian oil industry". The alienation of Yugraneft shares was called by Norex only a special case of this conspiracy. Norex demanded compensation in the amount of $ 500 million and recover from the defendants $ 1.5 billion under the law on combating organizations under the influence of extortionists or affected by corruption (RICO ).

According to press reports, in February 2004 the court dismissed Norex's claim, considering it outside its jurisdiction. The plaintiffs were asked to move the proceedings to Russia. But Norex has filed a motion to set aside that decision with the US Federal Court of Appeals. The latter, considering Russia an inadequate place to consider Norex's claim, granted the request of the Canadian company and sent the case for reconsideration. In an additional lawsuit, Norex Petroleum expanded the list of defendants to include BP (by then it had bought 50% of TNK), TNK-BP, its chairman of the board of directors Lord John Brown, then TNK-BP president Robert Dudley and a member of the TNK board of directors. Vekselberg was mentioned in the press in connection with the conflict between TNK-BP and Gazprom over the Kovykta gas condensate field in the Irkutsk region. The media mentions Viktor Vekselberg in connection with a strange story that preceded the decision to privatize Zavod Slantsy OJSC (engaged in calcining coke for aluminum smelters). In April 2004, the media reported that a corporate conflict had taken place at the enterprise. the board of directors of Slantsev and its main shareholder, the Federal Property Management Agency (at that time, as reported, 55% of the company's shares belonged to the Federal Property Management Agency, 33% is controlled by the nominal holder - Bank Eurasia, the rest were scattered among individuals), tried to change the general director of the plant. The new director was not allowed to enter the plant. Instead, representatives of the local police, the prosecutor's office and even the FSB came with a check. Goryachkin told reporters that, in his opinion, the enterprise was raided. He said that recently there was information about interest in the plant. famous businessman Viktor Vekselberg. Goryachkin suggested that the invaders decided to gain control over the enterprise and then resell it profitably. In 2004, a scandalous story was discussed in the press about the use of a business scheme by SUAL, known as internal tolling. Tolling is a customs regime in which the export of products made from raw materials imported into the country for processing is exempt from VAT. Working according to this scheme, Russian factories provide only services for the processing of raw materials. And the owner of raw materials (alumina) and finished products(aluminum) is an overseas company. By tax code RF tolling is legal. It was reported that up to 2004 more than 90% of Russian aluminum exports were carried out under this pattern. But companies were often engaged in the processing of foreign tolling raw materials, including Russian raw materials (the so-called batching scheme). According to press reports, SUAL's tolling operations in 2002-2003 attracted the attention of the Accounts Chamber. She estimated losses to the federal budget at 420 million rubles. In the same 2004, SUAL representatives announced that they had completely abandoned the tolling scheme. The opinion was expressed that ToAZ was strongly out of touch with Vekselberg's plans - the merger of Togliattiazot's assets with Renova would strengthen the latter's position in the methanol market.

They believed that Renova penetrated the plant through the minority shareholder of Togliattiazot - the offshore company Tringal Equities Inc (2% of ToAZ shares). TEI accused ToAZ of causing significant losses to its shareholders and, in particular, reproached the company's managers for the agreement concluded with the Swiss petrochemical trader Nitrochem. TEI said the plant was selling ammonia "at a discount to world prices." The minority shareholder estimated his compensation in court from $ 42 million to $ 73 million.

It was reported that tax claims at the plant were also associated with the same TEI, since inspections became more frequent precisely after the company became a minority shareholder. Renova denied any connection with the offshore company. But, as the journalists noted, the head of TEI, Aleksey Kozlov was previously the general director of Renova Orgsintez. TEI representatives brought documents with the Renova logo to the court.

The government quickly approved the receipt of state support by the owner of the Renova group, Viktor Vekselberg, who fell under US sanctions in early April. Viktor Vekselberg, who fell under US sanctions in April, received state support, told reporters on May 14 and. O.
