Absolutely all employers have such a duty as the organization of military registration, and its purpose is to meet the needs of the state and help manage the available resources during military operations (in war time). But the first step is to study the documents that regulate the procedure for maintaining military records in the organization in 2020.

Currently, military registration in the organization is carried out on the basis of the following legal acts:

  • Federal Law of 31.05.1996 No. 61-FZ "On Defense";
  • Federal Law of 26.02.1997 No. 31-FZ "On mobilization preparation and mobilization in Russian Federation»;
  • Decree of the President of the Russian Federation of 14.08.1992 No. 890 "On the organization of work on the reservation of citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal bodies executive power, having a reserve, and working in public authorities, bodies local government and organizations ";
  • Decree of the Government of the Russian Federation of March 17, 2010 No. 156 "On approval of the Rules for booking citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies with a reserve, and working in government bodies, local governments and organizations";
  • Instructions for booking citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies that have a reserve, and who work in government bodies, local authorities and organizations, for the period of mobilization and for wartime from 03.02.2015 No. 664s;
  • Instruction of the General Staff of the Armed Forces of the Russian Federation on keeping military records in organizations;
  • , approved 11.07.2017.

Officials regularly update regulatory framework adding new responsibilities to employers. So, from October 19, 2019, the Government Decree of October 9, 2019 No. 1302, amended, came into effect. The amendments stipulate that employers are obliged to use certificates issued in exchange for military cards in their work. The organizations had such a duty before, but there was no mention of the certificate itself in the Regulations on military registration. In addition, employers were obliged to check the personal electronic cards of military personnel from citizens entering work, if the data on their issuance is indicated in the accounting documents.

Another change concerns the obligation to use personal cards in the form No. T-2 in work with military-liable employees. Henceforth, for these purposes, you should use accounting documents that will be approved by the Russian Ministry of Defense. There are no corresponding forms yet, but they will appear.

Military accounting work (VUR) is conditionally subdivided into the following categories:

  1. General military registration.
  2. Special military registration - booking of citizens liable for military service in reserve (GPZ).

Organization of military registration in the organization. Step-by-step instruction

Step 1. Appointment of the person responsible for accounting

The maintenance of military records in an organization must begin with the issuance of an order and the appointment of a responsible person and persons who will carry out records during the absence of the main responsible. Most of this work is done by employees of the HR department, and in small companies - by a manager or even an accountant.

Example order

On the basis of the Government Decree of November 27, 2006 No. 719, those responsible for accounting are appointed based on the following standards:

  • 1 employee performing part-time duties - if there are less than 500 citizens on the military register;
  • 1 exempt worker - if 500-2000 citizens are registered;
  • 2 released workers (military registration desk) - if there are from 2000 to 4000 citizens on the military register;
  • 1 exempt worker for every subsequent 3000 registered citizens.

A copy of the order on those responsible for registering those liable for military service must be submitted to the local military commissariat (VK). Subsequent changes must be notified to VK.

To the employee personnel service or another person must be included in the employment contract and job description the corresponding responsibilities for maintaining military records.

Step 2. Determine who to work with

All citizens of the Russian Federation are obliged to be on the military register (clause 1 of article 8 of the Federal Law of 28.03.1998 No. 53-FZ). Exceptions are persons:

  • undergoing military service;
  • those serving a sentence of imprisonment;
  • women who do not have a military specialty;
  • permanently residing outside the Russian Federation.

In accordance with Government Decree No. 719, Methodological Recommendations for maintaining military records at enterprises, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2018, it is necessary to take into account:

  • men of military age (18-27 years old), not enrolled in the reserve;
  • males in stock;
  • employees trained at military departments in educational institutions vocational education;
  • persons exempted from conscription;
  • men over 27 years of age, who have not completed service due to postponement;
  • citizens dismissed from the army;
  • workers who served alternatively;
  • women who have received military specialties.

If it turns out that the employee is not on the military register, although he should, the employer will have to notify the military commissariat about such a citizen within two weeks. Companies have a new obligation since February 17, 2019, when Federal Law No. 8-FZ of February 6, 2019 came into force. Another duty is to give the employee a referral to the military registration and enlistment office for military registration. The form of this document was approved by the joint Order of the Minister of Defense of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Federal Migration Service of Russia dated 10.09.2007 No. 366/789/197. If the organization carries out the reservation of citizens who are in reserve, then, in addition to the general military registration, special registration is also carried out. For this, documents are additionally developed and maintained in accordance with the annexes to the Instruction dated 03.02.2015 No. 664c.

Step 3. Contact the local commissariat

If the military registration at the enterprise has not been kept before or the company has been created recently, first you need to make an appointment at the local military commissariat. VK employees are ready to conduct an introductory briefing on the subject of military registration, issue guidelines and the necessary forms and advise the responsible officer on complex or controversial issues in this matter.

Military registration and reservations in an organization that is a branch is kept at the place of its location. If it is not possible and if necessary, the data is sent by mail from the head office.

Document flow for military accounting work

The company where the accounting is carried out provides in VK:

  • information about hired or dismissed citizens who are or are obliged to be on the military register (within two weeks);
  • lists of men who will turn 17 next year (every year - until November 1), and every September - lists of young people 15 and 16 years old.

The main documents of military registration, on the basis of which section II of the personal card of form No. T-2 is filled out, are:

  • for citizens who are in reserve - a military ID (a temporary certificate issued in exchange for a military ID, a certificate instead of a military ID);
  • for citizens subject to conscription for military service - a certificate of a citizen subject to conscription.

The employing company is obliged to create and maintain the following accounting documents:

  • an order on the organization of military registration and booking of citizens who are in reserve;
  • a work plan for maintaining military records and booking citizens in reserve;
  • a card index of personal cards of forms No. T-2 and No. T-2 GS for citizens in reserve and citizens subject to conscription. Form T-2 for these purposes is planned to be canceled soon or transferred to electronic format, follow the amendments to the legislation;
  • a log of checks of the state of military registration and reservations of citizens who are in reserve;
  • receipts for the acceptance of military registration documents and stubs from them;
  • registration card of the organization (KUO form No. 18);
  • other documents in accordance with the requirements established by federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local self-government bodies and heads of enterprises.

In addition, the employer is obliged to conduct explanatory work with employees subject to registration. In accordance with clause 27 Methodical recommendations, employees must be provided, among other things, background information on mobilization and preparation for it.

Practical part

When applying for a job, in accordance with article 65 of the Labor Code, the applicant is obliged to present a military ID, temporary certificate or certificate in exchange for it. In practice, candidates sometimes evade this obligation, referring to the fact that the military ID is in the military registration and enlistment office, is lost, there are no forms, etc. In this case, the employer has the right to refuse the conclusion employment contract with the applicant, at least until all documents are submitted. The employer can meet halfway and take a written receipt from the future employee, which indicates the deadline for submitting the document.

Another option is to independently contact the military registration and enlistment office at the place of registration of the employee with a request about his status or with information about the absence of hired worker proper documents and marks.

In any case, the absence of a military ID must be recorded in writing in order to secure the company from administrative liability for violating the requirements of the law on the registration of persons liable for military service.

When concluding an employment contract, the employer is obliged to check the presence of a registration mark at the military registration and enlistment office at the place of residence in the passport, a valid military ID or a certificate of registration. Nonresident workers are required to appear at the military registration and enlistment office within 2 weeks from the date of receipt of temporary registration. If the temporary registration is for more than three months, then attendance at the military registration and enlistment office is required.

From 19.10.2019, the presence and authenticity of personal electronic maps if the documents indicate that they were issued.

The responsible person makes a copy or scans the military ID (replacing it) in whole or from all pages on which there are records.

Reservation of citizens staying in reserve (GPZ)

Step-by-step instructions for maintaining military records in organizations include such a separate area as booking citizens who are in reserve. Its goal is to provide personnel, labor resources during the period of mobilization and in wartime. Reservation consists in providing citizens who are in reserve (managers, specialists, highly qualified personnel) with a deferral from military service in wartime.

Reserved citizens who are in reserve are subject to registration, but they are exempt from conscription for military service for mobilization and subsequent conscriptions in wartime for the duration of the granted deferral, and from conscription for military training.

Regulatory and methodological support and control over this is carried out by the Interdepartmental Commission of the Armed Forces of the Russian Federation, federal executive bodies that have a reserve and work in government bodies, local governments and private companies.

To book citizens who are in reserve, the employer is sent approved lists of positions and professions (extracts from the lists) and extracts from regulatory documents.

The relevant decisions are made at meetings of the mobilization commission in the department of special events (in the administration municipality) with the direct participation of a representative of the VK department. Subsequently this decision communicated to the enterprise by handing it over to the authorized person of the employer against signature.

Forms of form No. 4 (certificates of deferral) by power of attorney from the enterprise are issued at the local VK. Employees are booked according to a special list, it specifies the requirements for the GPP - profession, age, rank. After the selection of qualified personnel in the company staff, you must fill out the form.

Employer reporting

Companies provide accounting reports:

  • to federal government bodies or to the head office;
  • to the city commission for the reservation of citizens staying in reserve;
  • to the department of the military commissariat at the location (legal address) of the company.

The annual reporting documents on the state of work on booking the gas processing plant are:

  • a report on the number of employed and selected citizens staying in the reserve, drawn up in accordance with Form No. 6;
  • report (explanatory note) on the status of work in this area for the reporting period;
  • accounting card (form No. 18).

The reports are prepared as of December 31 of the reporting year and must contain complete and reliable information.

Businesses that do not have reservations submit Form 18 as a report.

Control over the implementation of legislation

Check in large companies(more than 500 employees) is held once a year. Checking for small businesses(less than 500 people) is held once every 3 years. The regularity of inspections largely depends on the activity of the local VC, therefore it is safer to fill in all the necessary accounting documents in a timely manner and carry out planned activities.

Checks are carried out by representatives of the military registration and enlistment office or local authorities. They must evaluate military registration work legal entity for compliance with the requirements Russian legislation... In addition, they control the accuracy and completeness of the documents provided (after gaining access to personal cards of employees, work plans). The results of the check are reflected in a special journal in the form of an assessment.

Failure to comply with the requirements of the law threatens liability on the basis of. Almost every organization employs officers liable for military service. However, military registration is not always organized correctly in the institution. But the main purpose of military registration is to ensure full and high-quality recruiting of manpower resources of the Armed Forces of the Russian Federation, other troops, military formations and bodies in peacetime, as well as provision during periods of mobilization, martial law and in wartime. Today we will tell you how to organize the maintenance of military records in an institution, whether it is necessary to allocate an employee for this, what documents to send to the military registration and enlistment offices, and also answer some questions on this topic that concern our readers.

Normative base

The main regulations that regulate the maintenance of military records in an organization are:

- Federal Law of 28.03.1998 N 53-FZ "On conscription and military service" (hereinafter - Law N 53-FZ);

- Federal Law of 26.02.1997 N 31-FZ "On mobilization preparation and mobilization in the Russian Federation";

- Regulations on military registration, approved by the Decree of the Government of the Russian Federation of November 27, 2006 N 719 (hereinafter referred to as the Regulations);

- Federal Law of 31.05.1996 N 61-FZ "On Defense";

Military registration is divided into general and special. A special register includes those liable for military service, who, in the prescribed manner, are reserved for state authorities, local authorities or organizations for periods of mobilization, martial law and in wartime, as well as serving in the police department, the State Border Guard Service, institutions and bodies of the penal system, bodies for control over turnover drugs and psychotropic substances in the posts of private and commanding staff. The rest of those liable for military service are on the general military register.

With regard to persons liable for military service working in federal executive bodies, in which the law provides for military service who are on the general military register, military commissariats, upon the availability of applications from these bodies, draw up plans to send such persons liable for military service to work in positions of civilian personnel in these bodies during periods of mobilization, martial law and in wartime.

What documents on military registration should be in the organization?

In addition to the regulations governing the maintenance of military records in organizations, on the basis of clause 39 of the Recommendations, organizations are developing (being):

- Order "On the organization of military registration of citizens, including the reservation of citizens who are in reserve";

- a work plan for maintaining military registration of citizens and booking citizens who are in reserve;

- a card index of personal cards of the T-2 and T-2 GS (MS) forms for citizens from among the conscripts and citizens who are in reserve;

- a log of checks on the implementation of military registration and booking of citizens who are in reserve;

- receipts for receiving military registration documents from citizens;

- office work (a separate case) on the issues of maintaining military registration of citizens and booking citizens who are in reserve in the organization;

- other documents.

What documents can be attributed to "others", you ask? We answer. These are all kinds of work plans for the implementation of military registration and booking of citizens who are in reserve (developed in the form of Appendix 17 to the Recommendations and agreed with the military registration and enlistment office), acts of acceptance and transfer of documents necessary for work on military registration and booking of citizens (paragraph 22 of the Recommendations) , etc.

Who will we take into account?

Military registration of citizens at their place of work is carried out by organizations, and the heads of these organizations are responsible for its condition (clause 9 of the Regulations).

First of all, we will determine who is subject to military registration. In accordance with clause 14 of the Regulation, these are:

A) male citizens between the ages of 18 and 27, who are obliged to be on the military register and who are not in reserve (hereinafter referred to as conscripts);

- males in stock;

- dismissed from military service with admission to the reserve;

- who successfully completed training under the training program for reserve officers at military departments at state, municipal or state accredited non-state educational institutions of higher professional education in the relevant areas of training (specialties) and graduated from these institutions;

- those who have not completed military service due to exemption from conscription;

- those who have not completed military service in connection with the granting of deferrals or who have not been called up for military service for any other reason, upon reaching the age of 27;

- dismissed from military service without military registration and subsequently put on military registration in military commissariats;

- have completed alternative civilian service.

In addition, it is necessary to take into account women who have military registration specialties in accordance with the appendix to the Regulations (computer operator, meteorologist, forecaster, paramedic, paramedic laboratory assistant, junior pharmacist, pharmacist, dentist, dental technician, radiologist, etc.).

For your information. Persons liable for military service who have reached the age limit for staying in the reserve or are recognized as unfit for military service for health reasons are transferred by the military commissariat to retirement and removed from the military register (paragraph 16 of the Recommendations).

At the same time, clause 15 of the Regulation establishes categories of citizens that are not subject to military registration in military commissariats, local government bodies and organizations:

1. Exempt from military service in accordance with Law N 53-FZ.

2. Passing military service.

3. Persons serving a sentence of imprisonment.

4. Females who do not have a military specialty.

5. Permanently residing outside the Russian Federation.

6. Having military ranks officers and those in the reserve of the Foreign Intelligence Service and the FSB.

Responsible for maintaining military records

The military registration of conscripts and conscripts working in organizations is a complex of measures carried out by leaders and other officials to register citizens directly working in these organizations; analysis of the availability of labor resources of organizations during periods of mobilization, martial law and during wartime; rendering assistance to military commissariats in the implementation of military registration of these citizens at their place of residence or place of stay in order to ensure the defense of the country, the security of the state, including ensuring the timely appearance of citizens who are subject to conscription for military service for mobilization and who are with them in labor relations, to assembly points or to military units (clause 17 of the Recommendations).

Let us repeat that the responsibility for keeping military records in an organization is borne by its leader. Of course, he can delegate this responsibility to employees. To understand whether you need a person who will only be engaged in maintaining military records, or whether it is enough to expand the range of duties of a personnel officer, let us turn to the Regulations and Recommendations.

On the basis of clause 9 of the Recommendations, all organizations are obliged to create military registration units, carry out work on military registration and booking for the period of mobilization and for wartime citizens who are in reserve and working in these organizations, and provide reports on booking. And clause 12 of the Regulations determines that the number of employees carrying out military registration in organizations is determined taking into account the following standards:

- one employee performing part-time duties - if there are less than 500 citizens on the military register;

- one released worker - if there are 500 to 2,000 citizens on the military register;

- two released workers - if there are from 2,000 to 4,000 citizens on the military register;

- one released worker for every subsequent 3,000 citizens registered with the military.

If two or more employees are required to carry out military registration, the Regulation recommends combining them into a separate unit - the military registration desk.

The number of employees registered with the military in an organization is determined as of December 31 of the previous year. Thus, as of December 31, it is necessary to check the number of employees subject to military registration, not forgetting about women with military registration specialties.

Note! The heads of organizations are obliged to allocate specially equipped premises and iron cabinets for employees who carry out military registration in organizations, ensuring the safety of military registration documents.

To determine who will be engaged in military registration, it is necessary to issue an order in the form given in Appendix 4 to the Recommendations. Note that the draft of this order must be agreed with the military commissar of the municipality or with the local government body that carries out the primary military registration (in the territories where there are no military commissariats) (paragraph 22 of the Recommendations). Moreover, the Recommendations advise to coordinate with the military commissioner the candidatures of military registration workers before their appointment, as well as to send copies of orders to the military commissioner on the appointment of employees who carry out military registration in organizations.

For your information. In the event of a temporary departure of an employee who carries out military registration of citizens, the head of the organization must, by his order, appoint another employee to this area of ​​work. The newly appointed person is transferred, according to the act, all the documents necessary for the work on military registration and booking of citizens.

Obligations of employees carrying out military registration in the organization

The duties of an employee carrying out military registration in an organization are established by both the Regulations and the Recommendations. So, in accordance with clause 30 of the Regulations, persons carrying out military registration in organizations, in order to ensure the registration of citizens on military registration at the place of work, must:

1. Check with citizens who are hired:

- the presence in passports of marks about their attitude to military duty;

- the presence and authenticity of military registration documents, as well as the authenticity of entries in them, marks of registration for military registration at the place of residence or place of stay;

- availability of mobilization orders (for those liable for military service if there are marks on the delivery of a mobilization order in military tickets), tokens with personal numbers of the Armed Forces of the Russian Federation (if there is a mark on the delivery of a token in the military card).

2. Fill in personal cards in accordance with the entries in the military registration documents. At the same time, information on marital status, education, place of work (division of the organization), position, place of residence or place of residence of citizens, other information contained in the documents of citizens accepted for military registration are specified.

3. Explain to citizens the procedure for fulfilling their duties on military registration, mobilization training and mobilization, to exercise control over their fulfillment.

4. Inform military commissariats about unconfirmed corrections, inaccuracies and forgeries, incomplete number of sheets found in military registration documents, as well as cases of non-fulfillment of duties by citizens in the field of military registration.

Note! Employees responsible for keeping military records determine the citizens subject to military registration at the place of work and (or) at the place of residence, and take the necessary measures to register them, and also keep and store the personal cards of citizens put on military accounting (clause 28 of the Recommendations).

In addition, those responsible for maintaining military records on the basis of clause 32 of the Regulations to keep up to date the information contained in personal cards and military registration documents:

- send, within two weeks, to the relevant military commissariats and (or) local self-government bodies information about citizens subject to military registration and acceptance (admission) or dismissal (expulsion) from work (from educational institutions);

- if necessary (and for conscripts without fail), in order to register for military service at the place of residence or place of stay, or to clarify the necessary information contained in military registration documents, notify citizens of the need to appear in person at the relevant military commissariats or local government bodies;

- within two weeks, at the request of the relevant military commissariats and (or) local self-government bodies, send the necessary information about citizens who are on the military register, as well as about citizens who are not, but are obliged to be on the military register;

- submit annually in September to the relevant military commissariats lists of male citizens of 15 and 16 years of age (in the form of Appendix 11 to the Recommendations), and by November 1 - lists of male citizens subject to initial military registration next year (by the form of Appendix 3 to the Instructions for the preparation and conduct of measures related to the conscription of citizens who are not in the reserve, approved by Order of the Minister of Defense of the Russian Federation dated 02.10.2007 N 400);

- check, at least once a year, the information on the military registration contained in personal cards with the information contained in the documents of the military registration of citizens;

- check, at least once a year, the information on military registration contained in personal cards with the information contained in the military registration documents of the corresponding military commissariats and (or) local self-government bodies;

- enter into personal cards information about changes in marital status, education, structural unit organizations, positions, place of residence or place of stay, state of health of citizens registered in the military, and within two weeks, inform the military commissariats about the indicated changes;

- inform citizens about the calls (summons) of the relevant military commissariats or local self-government bodies and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and wartime.

Note. Correspondence on the military registration of employees must be kept in the organization for three years (article 690 of the List of standard administrative archival documents, approved by Order of the Ministry of Culture of the Russian Federation of August 25, 2010 N 558).

For your information. When receiving military registration documents from citizens by employees who carry out military registration in organizations, citizens are issued a receipt in the form established in Appendix 14 to the Recommendations (clause 30 of the Recommendations).

Note. The above duties of an employee responsible for maintaining military records are necessarily included in his job description and employment contract.

Note that the forms of reports, lists and notifications provided by the organization's employees to the military registration and enlistment offices, as well as other documents necessary for the work of the person responsible for maintaining military records, are given in the annexes to the Recommendations. For example, the person responsible for maintaining military records should draw up a message on the admission and dismissal of employees subject to military registration in the form, installed by the application 9 to the Recommendations. Such a message is drawn up in two copies: one is sent to the military registration and enlistment office at the employee's place of residence, and the second is placed in the file by correspondence with the military registration and enlistment office.

Messages on changes in marital status, education, structural unit, position, place of residence are drawn up in the form of Appendix 13 to the Recommendations, registered in the journal of outgoing documentation and sent to the military enlistment office by registered mail with return receipt.

For your information. When hiring an employee, the personnel officer is obliged to check the military registration documents (military cards, temporary certificates issued in exchange for military cards, certificates of citizens subject to conscription) for compliance with their passport data. If inaccurate or incorrect information is found, the owner of the document is sent to the military registration and enlistment office.

It is necessary to fill out section II "Information on military registration" of the employee's personal card (form T-2) or the personal card of a civil servant (form T-2 GS (MS)). Personal cards

Let us repeat that each organization should have a card index of personal cards for employees liable for military service. We will not tell you how to fill out such cards, this is the subject of a separate article. But the order of their storage requires clarification.

So, the personal cards of recruited citizens put on military registration are placed in the appropriate sections of a separate card index:

The first section - personal cards for reserve officers;

The second section is for soldiers, sailors, sergeants, foremen, warrant officers and warrant officers of the reserve;

The third section is for female conscripts;

The fourth section is for conscripts.

The file of personal cards of citizens registered for military service is compiled alphabetically.

If the institution has more than 500 citizens registered with the military, it is possible to allocate an additional, fifth section - for personal cards of persons liable for military service, having mobilization orders and marks in military cards about their delivery. This section is compiled by teams (parties) based on the data in paragraphs. "A" clause 7 of section II "Information on military registration" of the personal card, and in the teams - alphabetically.

Personal cards for citizens who have reached the age limit for staying in the reserve and citizens who are recognized as unfit for military service for health reasons are withdrawn from the corresponding section of the separate card index of citizens who are in the reserve. At the same time, in clause 8 of section II "Information on military registration" of personal cards of citizens' data, appropriate marks are put:

- “removed from the military registration by age” - for citizens who have reached the age limit for being in the reserve;

- “removed from the military register for health reasons” - for citizens recognized as unfit for military service for health reasons.

When citizens are dismissed from work, the personal cards of conscripts and conscripts are withdrawn from the filing cabinet of organizations and are handed over to the archive.

Responsibility for violation of the rules for the implementation of military registration

Compliance with the procedure for organizing the conduct of military registration work in the organization, as well as compliance with the norms labor legislation, must be checked. So, by virtue of clause 33 of the Regulation, control over the maintenance of military registration by organizations is carried out by the military command and control bodies of the Armed Forces of the Russian Federation, military commissariats and local self-government bodies in the manner determined by Order No. 500.

- with the number of working (students) citizens over 500 people - annually;

- in the rest - at least once every three years.

When checking the correctness of military registration in organizations, the completeness of the coverage of citizens with military registration, the quality of the implementation of military registration of citizens, the reliability of the data contained in the personal cards of employees subject to military registration, the organization and ensuring the fulfillment of duties by citizens for military registration, compliance by officials with the requirements of the legislation on military accounting.

The results of the checks are communicated to the heads of organizations and are reflected in the logs of checks on the implementation of military registration and reservations of citizens who are in the reserve of the Armed Forces of the Russian Federation, which are maintained in military commissariats, local government bodies and organizations.

If serious shortcomings in the maintenance of the military registration of the organization are revealed, military commissars (heads of local self-government bodies) report this to the military commissariats of the constituent entities of the Russian Federation (military commissariats) and to the higher authority that is subordinate to the organization. In addition, the military commissioner can decide to initiate against the leader or officials carrying out military registration, cases of an administrative offense.

Military service is a constitutional obligation of the citizens of our state liable for military service. All institutions and organizations of the country must keep military records of citizens of draft age. For improper fulfillment of this obligation, the legislation of the Russian Federation provides for administrative liability.

The main tasks of military registration in the organization

According to Federal legislation, military registration is a form of registration of the relevant human resources in order to implement conscription in non-war times. Accounting activities determine the quantity and quality of citizens subject to mobilization and conscription and regulate the planned work to systematize their data.

Based on the requirements of Article 65 of the Labor Code of the Russian Federation, upon admission to work, each employee is obliged to present to the employer registration documents: a draft card or a military ID. With this documentation, the manager or an authorized person conducts further work.

Important! The duties of a specialist working with accounting documentation include collecting, analyzing, registering data on draft and mobilization resources and transferring them to the appropriate military registration and enlistment offices.

The work on booking at the enterprises of persons in stock is regulated by the instruction of December 22, 1999 N 144, approved by the Resolution of the special Interdepartmental Commission.

According to the Step-by-Step Instructions, with the number of persons liable for military service in the organization no more than 500 people, one of the cadres concurrently. If this number reaches 2000 people, then one full-time unit is allocated for accounting work, up to 4000 - two staff units, up to 7000 - 3 employees are required. For every 3,000 persons liable for military service, one specialist is required.

Citizens subject to military registration

According to the Decree of the Government of the Russian Federation of November 27, 2006 N 719 "On approval of the Regulations on military registration", which is the main legal act establishing the procedure for maintaining military registration in enterprises and organizations, military registration is mandatory for the following categories of citizens of the Russian Federation (clause 14):

  • men aged 18-27 who are considered conscripts;
  • citizens liable for military service in the reserve or dismissed from military service and enrolled in the reserve;
  • successfully completed the officer training program in educational institutions of the Russian Federation with military departments;
  • exempted from conscription into the ranks of the Armed Forces;
  • persons who have reached 27 years of age who have received a respite from military service;
  • citizens who are registered in the military registration and enlistment offices after their dismissal from military service;
  • after completing alternative civilian service;
  • female persons with relevant accounting specialties (paramedics, pharmacists, telegraph operators and others).

Implementation of the Instructions for maintaining military records

All work related to military registration at enterprises is divided into two stages:

  1. Carrying out preparatory activities, including the registration of the employer at the military commissariat at the place where the organization's activities will be carried out. Registration is carried out within five days after the entry of the enterprise into the Unified State Register of Legal Entities.
  2. It consists of ongoing activities: registration of personal cards, information work with the appropriate category of workers, reconciliation of the data obtained with subsequent transfer to the appropriate military registration and enlistment office.

Data processing of new employees includes the following activities:

  1. The documentation presented by the employee is checked.
  2. For each employee, a personal card of a unified form () or its equivalent, approved by the employer, is entered into which information regarding his relationship to military service is entered.
  3. The card is certified by the signature of the responsible employee, as well as the employee himself.
  4. Within two weeks from the date of admission to work, the notice is sent to the local military registration and enlistment office. Similarly, the military commissariat is notified of the employee's dismissal.

The documents on military registration contain the following information:

  • Full name, date, place of birth, place of residence;
  • Family status;
  • Basic anthropometric data;
  • Education;
  • Place of work;
  • Health fitness for military service;
  • The presence of military registration specialties and aptitude for training in them;
  • Passing military or alternative service or fees;
  • Knowledge of foreign languages;
  • The presence of sports categories;
  • The presence of the fact of initiation (termination) of a criminal case or a criminal record.

Drawing up a work plan for the military registration desk

The head of the organization approves the plan, which is drawn up in accordance with Appendix No. 17 to the "Recommendations" or according to the model developed by him. The instruction provides for an indication of the exact dates of the events, as well as the job description of employees keeping records. She prescribes the following tasks:

  • The procedure for maintaining a file cabinet;
  • Preparation of an annual plan;
  • The procedure for the exchange of documentation with the military commissariat;
  • Control over the authenticity of documents, etc.

Another required document- a log of checks, a sample of which is given in Appendix No. 1 to the "Recommendations".

In addition, separate folders keep records of incoming and outgoing documents: requests, extracts, certificates, correspondence with local military commissars. Correspondence is carried out in 2 copies, one of which must be sent to the addressee, and the other must be filed in the folder designated for this.

The storage period for correspondence with the military registration and enlistment office is 3 years.

Checking military records

Scheduled and regularly conducted checks on the organization of military registration work are carried out by military commissariats together with other responsible officials (executive power, local government).

Checking refers to filling out cards in the T-2 form, the presence of an appropriate check log, job orders relating to military accounting and other documents.

To obtain a satisfactory grade, all legal requirements and implementation of at least 70% of the activities planned for the year.

An assessment is also made of the veracity of the information provided. An excellent mark is given if there are no violations or discrepancies.

Based on the results of inspections, the results are recorded in the appropriate journal and brought to the attention of the employer.

Responsibility of officials

The organization of work on military registration at the enterprise is the direct responsibility of the employer. In accordance with step by step instructions and by legal norms, he is obliged to organize the equipment of the military registration desk, to ensure documenting military accounting records when hiring or dismissing military-liable employees, facilitate inspections by representatives of military enlistment offices.

In this regard, clause 54 of the Regulations provides for the procedure for the responsibility of citizens and officials guilty of failure to fulfill their military registration duties, in accordance with the legislation of the Russian Federation.

According to Articles 21.1, 21.3, 21.4 of the Code of Administrative Offenses of the Russian Federation, for the late submission of military accounting documentation to the bodies that carry out the corresponding accounting, the heads or other officials of the organization are subject to a fine of 300 to 1000 rubles.

Attention! If citizens are not notified about their summons to the above bodies or if their timely appearance by the organization's officials is not provided, the latter are liable under Article 21.2 of the Administrative Code, which provides for a fine of 500-1000 rubles.

In case of deliberate damage or destruction of accounting records, appropriate administrative penalties in the form of fines are also provided.
