There is such an idea about services for the submission of reports via the Internet: a special communications operator produces and, accordingly, is responsible for everything, starting with an EDS and ending with software. Indeed, usually all the programs and services necessary for the delivery of reporting are provided in one place. However, in this case, the program for sending declarations and calculations can be made by a federal manufacturer, transport services will be provided by a regional special operator of communications, and an EDS certificate will have to be obtained in a certification center not associated with either the manufacturer or the special operator. We will talk about what services and programs are required for submitting reports, and who produces or provides them in this article.

Four components

To submit reports via the Internet, four components are required. ; cryptographic information protection program (CIPF); program for generating and sending reports; services of a specialized telecom operator.

Electronic digital signature

An organization that prescribes the corresponding type of activity in the charter and receives required permissions and licenses. IN this moment about 100 certification centers are actively working on the territory of the Russian Federation. Most of the market is shared by 7-10 largest CAs.

Typically, each federal vendor of reporting software is a certification authority. Thus, among the largest training centers are the companies ZAO PF SKB Kontur and OOO Taxcom.

However, the largest can also be certification centers that are not associated with the manufacturers of programs for sending reports. The most striking example is ZAO Orbita.

As mentioned above, usually all the elements and services required for sending reports are provided in one place - the taxpayer purchases a service for submitting reports. Therefore, the seller takes care of the compatibility of all elements with the help of which the service is rendered. But suppose that you have already received an EDS for some other purpose, and now you are buying a service for the delivery of electronic reporting. Is it possible to save money on obtaining a new electronic signature and use the existing one?

It is possible if the existing signature meets three requirements. First. It must be compatible with the program for generating and sending declarations, which is part of the purchased reporting service. Second. As the scope (indicated in the EDS certificate) of the signature, among other things, the sending of the reporting should be indicated. Third. The certification center that issued the EDS certificate must be part of the network of trusted CAs of the program developer to send reports. If at least one condition is not met, then the taxpayer will have to buy a “new” EDS in order to submit reports.

Encryption program (SKZI)

The abbreviation CIPF means "means of cryptographic information protection". This is the name of the program with the help of which private and public EDS keys are created (for more details see ""). When creating an EDS intended for sending tax reporting, the most commonly used program is "Crypto Pro". Sometimes the "Domain-K" program is used.

As a rule, the manufacturer of cryptographic information protection tools does not retail sales and does not directly contact the client. He sells the right to use cryptographic protection information to a reporting service provider, and he sells a cryptographic protection tool to a taxpayer already as part of the service.

At the same time, a company that has already bought the CIPF, say, to work in the "Client-Bank" system, can also use it for submitting reports. The main thing is that cryptographic information protection tools are compatible with the program for generating and sending declarations. In the "Client-Bank" system, Crypto Pro cryptographic information protection system is most often used. It is also used in the most popular systems for sending tax reports - "" and "Taxcom-Sprinter". As for the CIPF "Domain-K", it is used in the "Astral Report" program.

Reporting software

This is the most important component of the reporting service. Choosing a reporting service provider is essentially the same as choosing a reporting system. Criteria such as the capabilities and quality of the program for generating and sending reports "weigh" much more than the advantages and disadvantages of the certification center, the manufacturer of cryptographic information protection tools and the special communication operator combined.

There are about a dozen and a half licensed programs (systems) for generating and sending reports. However, only 4 systems are widely used on the federal market. The most popular is the "" system (over 700 thousand subscribers). Then Taxcom-Sprinter, the Tenzor system and the Astral Report system follow with a rather significant lag.

The Kontur-Extern system is fundamentally different from other programs for sending reports. The technology used in this system is called "online" or "thin client". When working with the "" system, the formation of reports and their sending are essentially carried out on the server of the special operator (however, reports can be generated in another program, and after logging in to the system, attach a ready-made file for sending), and signing and encryption - on the user's computer (after all it is on it that the signing certificate and the encryption program are installed). After sending the report, it instantly appears on the special operator's server, from where it is sent to the inspection. Note that this principle of operation frees the taxpayer from the need to install updates when the reporting formats change.

If all other systems are used, all actions (from formation to dispatch) are performed by the taxpayer on his computer (“offline” or “thick client” technology). Ready report on e-mail first, it is sent to the special operator's server, and from there it is sent to the inspection (we will tell you more about the difference between online and offline technologies in the next article).

Special operator of communication

A specialized telecom operator provides services for the transportation of reports from the taxpayer's computer to the inspection server. In addition, special operators perform the most important function - they fix the time of sending reports. If the report came to the inspectorate late (or did not reach the tax authorities at all), then the time of sending it will be set upon confirmation by the special operator.

The activities of special operators are licensed. To work in any region, a special operator must conclude an appropriate agreement with the local Office of the Federal Tax Service of Russia. As a rule, there are several specialized telecom operators in each region. For example, in Moscow, reporting delivery services are provided by three large special operators: ZAO PF SKB Kontur, OOO Taxcom, OOO Tenzor.

Special operators are conditionally divided into federal (provide services in at least 10-15 regions of the Russian Federation) and regional (operate in no more than 3-4 nearby regions).

As a rule, "federal" special operators are the largest producers of programs for sending reports - "Kontur", "Taxcom", "Tensor". Accordingly, their own programs are used to send reports through these special operators.

The "regional" special operators include such companies as LLC "Petrocript" (operates in the Pskov and Murmansk regions and in the Republic of Karelia, uses the "Kontur-Extern" system); ZAO Orbita, which is still a large certification center (operates in the regions of the Southern Federal District, uses the Kontur-Extern system); LLC "Certification Center" ASKOM "(Stavropol Territory, the republics of Kabardino-Balkaria and Karachay-Cherkessia, Taxcom-Sprinter system).

Examples of

1. A taxpayer from Petrozavodsk chose the “” system for reporting. The supplier of the "whole" service will be LLC "Petrocript" (partner of CJSC "PF" SKB Kontur "). At the same time, the EDS certificate will be issued to the taxpayer by the certification center Petrocript LLC. To create an electronic signature, Crypto Pro cryptographic information protection system will be used (you can buy from a supplier, you can use an existing one). To generate and send reports, the Kontur-Extern system (manufactured by PF SKB Kontur CJSC) will be used. The special operator of communication will be LLC "Petrocript". All questions related to the operation of the program and the delivery of reports prior to the inspection should be addressed to the call center of Petrocript LLC.

2. A taxpayer from Moscow chose the Kontur-Extern system for reporting. The supplier of the "whole service will be the Moscow branch of PF SKB Kontur" CJSC. The EDS certificate will be issued to the taxpayer by the certification center of PF SKB Kontur CJSC. To create an electronic signature, Crypto Pro cryptographic information protection system will be used (you can buy from a supplier, you can use an existing one). To generate and send reports, the Kontur-Extern system (manufactured by PF SKB Kontur CJSC) will be used. The special communication operator will be PF SKB Kontur CJSC. All questions related to the operation of the program and the delivery of reports before the inspection should be addressed to the call center of the Moscow branch of CJSC PF SKB Kontur.

3. A taxpayer in the Stavropol Territory has chosen the Taxcom-Sprinter system. The supplier of the "whole" service will be ASKOM LLC. In this case, the EDS certificate will be issued to the taxpayer by the certification center ASKOM LLC. To create an electronic signature, Crypto Pro cryptographic information protection system will be used (you can buy from a supplier, you can use an existing one). To generate and send reports, the Taxcom-Sprinter system (produced by Taxcom LLC) will be used. The special operator of communication will be ASKOM LLC. All questions related to the operation of the program and the delivery of reports before the inspection should be addressed to the call center of ASKOM LLC.

All subjects of the Russian Federation, leading economic activity are required to submit tax returns. The most convenient way to interact with the Federal Tax Service and other regulatory authorities is to provide data to electronic form.

The main advantages of submitting reports via the Internet are:

  • saving time;
  • ease of registration;
  • remote interaction with authorities;
  • confidentiality of information.

The guarantor of the authenticity and invariability of information provided in digital format is an electronic signature for submitting reports. This requisite ensures the legal significance of the documents, and is analogous to the usual signature of the responsible person. Most often, an EDS is issued for the chief accountant or the head of the organization.

Also, an electronic signature for submitting reports can be issued on individual... Citizens can submit a tax return, certified by electronic signature, in electronic form without the need for a personal visit to the Federal Tax Service.

Submission of tax reports via the Internet

For the delivery of reporting data in digital form, there are special web services provided by government bodies... Special programs and modules will provide an opportunity to draw up documentation in accordance with all the rules, avoid errors and typos.

The electronic reporting system is regularly updated, which relieves the user of the need to follow changes in legislation and current forms of data provision. In addition, the system does not allow sending incorrectly completed forms, which eliminates the possibility of submitting incorrect information.

The THIRD and mandatory element of reporting via the Internet is an electronic signature. Without it, the documentation will have no legal weight!

Over the past few years, the state has been increasingly pushing organizations to switch to tax reporting in in electronic format, which is carried out through specialized telecom operators (not free).


One can involuntarily trace the association with toll roads, where a free alternative to a toll section must be present. Since the main direction of my activity is the maximum reduction of the expenses of organizations on IT, in this article I will try to consider the possibility of free submission of electronic reporting.


I will immediately outline the area - the general situation will be considered without going into Operating Systems and other software, since this is a topic for other articles preparing for publication.

Obligation to provide reports in electronic form

The obligation to submit reports electronically is established by each supervisory authority. It is also permissible to voluntarily switch to electronic document management (EDF). More detailed information you can find out by contacting the supervisory authority or on their official websites:

  • Federal State Statistics Service (Rosstat, GKS or TOGS)
  • Federal Service for the Regulation of the Alcohol Market (FSRAR)

Required software

To submit electronic reporting, at least three conditions must be met:

  1. Availability of a program for filling out and preparing reports in electronic form;
  2. Availability of a service or program for the transmission of reports in electronic form;
  3. Availability of a Qualified Electronic Signature (CEP) and a cryptographic provider program.

It would also be nice to have a sensible accountant and system administrator.

Market overview

The market for EDF products is represented mainly by four special operators: Tenzor, Taxcom, CJSC PF SKB Kontur and CJSC Kaluga Astral. There are a number of smaller players, for example, Rus-Telecom LLC with its flagship, Feldjeger.


In addition to products for reporting transmission, there are programs for maintaining accounting with the possibility of transferring reports to regulatory authorities: 1C (Kaluga Astral is used for transmission), Kontur.Elba and Kontur.Beshchiriya, My Business, Button, BukhSoft-Online, ImBoss, Sky.


All solutions represent an integrated approach, offering filling out reports, uploading ready-made files from other accounting systems and transferring them, as well as a number of related services ( normative base, EDF with counterparties, etc.). Naturally, all solutions are paid and their cost can vary significantly depending on the type of organization and tax regime.

Do not forget that each regulatory body provides an opportunity to fill out and submit electronic reports using their own programs and resources. More on this later.

Completion and reporting

Usually, reporting is downloaded from accounting software (1C, Parus, SAP, etc.). This is often associated with a number of problems, since electronic reporting formats are constantly changing and not all programs keep pace with these updates. Sometimes the users themselves do not bother to install the next update in time, or unloading is impossible for other technical reasons (lack of the required format, invalid XML output, etc.).


In this case, you can use free software for preparing electronic reporting, which is offered by the regulatory authorities themselves:

  • FTS: Legal entity taxpayer (see also other software);
  • Rosstat: Software for filling out statistical reporting forms in off-line mode;
  • FSS: Program "Preparation of calculations for the FSS" (4FSS can also be filled out on the portal. In some regions, the sending of certificates of incapacity for work is available);

Also on the websites of regulatory authorities there are additional software and services that may come in handy despite the method of compiling electronic reporting.


Many products of special communication operators (for which a lot of money is paid) directly refer to the resources of regulatory authorities:

  • Extracts from YUGRUL / EGRIP (including legally significant ones);
  • The program for checking reports to the Pension Fund for payers - CheckPFR;
  • and etc.

Contrary to popular belief (that government software is extremely imperfect), all of the above programs are of quite acceptable quality and perform their functions. Many of them are built on the principle of separate loading of xml templates of the required forms. This requires some control on the part of the user, as the templates are updated frequently (especially from Rosstat).


Advice! It makes sense to create an intermediate repository of the required xml templates, so that you can then update them centrally. At the moment, I am sending out templates and informing accountants about updates using a few simple Python scripts.

Reporting transmission

Supervisory authorities provide a free opportunity to transfer reports through their own services:



Requirements for working with resources are standard. You must have a Qualified Electronic Signature (CEP), a cryptographic provider program, and a plug-in may be required for the cryptographic provider to work with a browser.


The disadvantage of this method is the need for separate registration on each of the resources, which is not very convenient for large amounts of data. Unlike paid solutions, which offer a single seamless interface.

Qualified Electronic Signatures (QES)

Before sending, the prepared report files must be signed with an electronic signature. This is the only bottleneck that cannot be made cheaper, since no one makes a free signature for legal entities (in fact, you can get it for free within the framework of the promotion, more on that later).


The official resources provide lists of accredited certification centers where you can issue an electronic signature. The requirements for them are also given there. If you already have some kind of electronic signature, then it is quite possible that it will be suitable for signing reports.


You also need a cryptographic provider program. CryptoPro is mainly used on the official resources of regulatory authorities. The program has a trial license for three months. To save money, you can install the CryptoPro 3.9 version, and then install CryptoPro 4.0 (), winning 6 months free work... Then, in order to avoid problems and headaches, it is easier to purchase a license.


A number of special operators offer cloud CEP (CloudCEP) for their services, which are stored on the server of a specialized telecom operator. To work with CloudCEP, you do not need a crypto provider. But working with CloudCEP on third-party resources impossible.

When using the programs and resources of regulatory bodies, you will have to spend money on purchasing a CEP. The average cost at the moment (05/10/2016) is approximately 1,500 rubles. Separately, I note that CEP and cryptographic software are used not only for reporting reporting, but also for Internet banking, various resources (government agencies, etc.). Therefore, their costs cannot be attributed exclusively to electronic reporting.


This approach is not for everyone. It doesn't fit large companies with a large amount of data (and completely different budgets), it is more advisable for them to use a paid solution. But small organizations and individual entrepreneurs may well use free counterparts.


Test drives are suitable for everyone, as they give access to the full functionality of the programs, but temporary. Of course, if you are not going to register new company Every year.


Many special operators offer minimum tariff plans starting from 500 rubles (excluding promotions). The low cost is achieved due to the fact that many operators are at the same time certifying centers that produce CEPs. At the same time, such tariffs have many restrictions and nuances, therefore, before purchasing, you need to carefully clarify all the pitfalls of cheap solutions. For example, they may include only the possibility of transferring reports, without the possibility of filling it out.


Through some septsoperators you can submit zero reporting absolutely free of charge. With this approach, you will not have to spend money on CEP. This may be more optimal than using official channels.

Isn't it easier to buy a complete solution?

Many people mistakenly believe that it is enough to pay money and the special operator will do everything himself. It's a delusion. The functions of the special operator are defined quite clearly, and the contracts are drawn up competently. By and large, the only duty of the operator is to take the report and deliver it to the receiving complex of the controlling body. For everything else, he does not bear any responsibility.


From my own experience, I will say that with the purchased complex solutions there are no fewer (and sometimes more) problems than with the described approach. In many ways, the problems are associated not so much with the operators as with the reception centers of government agencies and not very competent inspectors.


There are cases when special operators simply do not have time to implement new versions of forms or technical problems occur and you have to contact free programs, and reporting through official channels.
