IN modern society representatives of small and medium-sized businesses face a number of difficulties in the process of implementing entrepreneurial activity, to exclude and avoid negative consequences of which is possible due to the rational use of reliable, relevant, high-quality information. The specificity of small and medium-sized businesses is that they are limited in financial resources and unable to carry out costly marketing research and activities. An important factor in development this business, is the formation of publicly available information (commercial and non-commercial) systems for collective use, which are able to provide entrepreneurs with all the necessary information on a regular basis. Ibadova L.T. Commentary on the Federal Law "On State Support of Small Business in the Russian Federation" (itemized). M .: ZAO "Yusticinform", 2014. S. 56 ..

According to Art. 19 of the Federal Law of July 24, 2007 N 209-FZ "On the development of small and medium-sized businesses in the Russian Federation", the provision of information support to small and medium-sized businesses and organizations that form the infrastructure for supporting small and medium-sized businesses is carried out by state authorities and bodies local self-government in the form of creating federal, regional and municipal information systems and information and telecommunication networks and ensuring their functioning. Information systems and information and telecommunication networks are created in order to provide the above subjects with the following information: on the implementation of federal, regional and municipal programs for the development of small and medium-sized businesses; on the turnover of goods (works, services) produced by small and medium-sized businesses, in accordance with their classification by type economic activity; on organizations that form the infrastructure for supporting small and medium-sized businesses; economic, legal, statistical, production and technological information, as well as information in the field of marketing, etc.

This information is publicly available and is posted on the Internet on the official sites federal authorities executive power, executive power bodies of the constituent entities of the Russian Federation, local self-government bodies endowed with separate powers in the field of development of small and medium-sized businesses within their competence.

It should be noted that measures of information support for small and medium-sized businesses are also provided for by the legislation of the constituent entities of the Russian Federation.

Information support can be provided, for example, in the form of: creating an infrastructure for receiving information and exchanging information, including information systems, information and telecommunication networks, data banks and ensuring its functioning; organizing the publication of periodicals specializing in highlighting the problems of small and medium-sized businesses, the publication of laws and other regulatory legal acts, instructional and reference materials; information support activities of small and medium-sized businesses in the field of interregional and international cooperation; holding other events.

It should be emphasized that in recent times a significant step forward has been made in providing information support to the above entities. Mostly information services are provided via the Internet due to the availability and fast data transmission. However, it is worth paying attention not only to the rapid development of this area of service provision, but also to their informational component. So, for certain headings on sites, instead of answers explaining the situation, you can see general description a question that does not give an idea of what needs to be done in a given situation, and also quite often there are references to other websites of state bodies instead of specifying the issue. It seems right not only to continue to develop this direction provision of services, but also pay attention to the quality of the information provided. The information on the sites should be more specific so that small businesses can get an exhaustive answer to their questions about certain categories of sites.

Another relevant and essential type of information support for small and medium-sized businesses is the launch of television programs on the problems and issues of small and medium-sized businesses. So, on the air of the Stolitsa TV channel, a series of programs "Moscow - the territory of small business" was launched. Since the release of the program "Moscow - the Territory of Small Business", more than 100 entrepreneurs have taken part in it. The main goal of the broadcast cycle is to inform entrepreneurs and residents of Moscow about the current policy and specific measures of the Moscow Government in the field of support and development of small and medium-sized businesses, measures to minimize the impact of the negative consequences of the financial and economic crisis, and prevent a reduction in the number of business entities and jobs. Representatives of government bodies, organizations of the infrastructure for supporting entrepreneurship in Moscow, business unions, associations and associations acted as experts in the TV programs. Within the framework of the program, the problems of the entrepreneurial community, its interaction with the authorities were touched upon, entrepreneurs shared their own experience of creating a business, talked about what difficulties they had to face and what solutions they found. Andronova T.A. Information support of small and medium-sized businesses // Entrepreneurial Law. Application "Business and Law in Russia and Abroad". 2013. N 2.P. 35 - 37.

Summing up, we can say that small and medium-sized businesses receive information support through the Internet, television, oral counseling, training for them. printed matter... Further development of these types of information support and the quality of services provided will contribute to the formation of a favorable business climate in the field of small and medium-sized businesses.
