From April 14, 2016 in the Republic of Belarus, the norms of duty-free receipt of goods by mail have changed. The above restrictions are established in the Decree of the President of the Republic of Belarus No. 40 dated February 11, 2016.

Payments for parcels individuals exceeding the established norms are paid in the same way as commercial consignments of goods. Currently, the amount of customs duty is (in most cases) 30% of the cost, but not less than 4 euros per 1 kg of weight in terms of exceeding the cost and (or) weight norms. At the moment in a neighboring state - Russian Federation, for example, it is possible to receive duty-free purchases by mail with a total value of up to thousands of euros... However, there is a crisis there as well as in Belarus.

Tax in the Republic of Belarus on Aliexpress

So, what is this tax, how is it calculated and where can it be paid?

Starting from April 14, 2016, every citizen of the Republic of Belarus can receive an international postal item (IGO) at the cost of up to 22 euros and weight up to 10 kg... If the established value or weight has been exceeded, then in this case it is necessary to pay customs duty.

The rate is thirty percent from the cost or four euros for one kilogram of weight. You only pay the fee for the portion that has exceeded the allowed duty-free threshold.

In addition, you must pay a fee in the amount of five euros per customs clearance... This amount is fixed and is not affected by the cost of the parcel.

For a more complete understanding, let's consider specific example.

For example, you purchased a Xiaomi Note 3 phone on Aliexpress for 140 euros(or $ 160). In this case, you will pay 40.4 euros... How did this amount come about?

Let's take a closer look:

Customs duty (140 - 22) * 30% = 35.4 euros(where 22 euros is a fixed amount)
Customs clearance fee 5 euros;

Shipping costs are not subject to customs duties. For example, buying a product for 20 euros and paying 35 euros for shipment, you will not pay anything else.

There are not so many ways to avoid the duty, but they do exist.

The first way. You must try not to buy goods on Aliexpress more expensive than the previously indicated amount and order only once a month, since the cost of all goods per month will add up. Second way. You can ask the seller in the comments to the order to indicate an amount that will be less than the real one. But don't forget that customs authorities control is carried out. In 2016, Belarus significantly reduced the limit on duty-free parcels from abroad. Now Belarusians have to pay customs duties when the cost of the ordered goods exceeds 22 euros and weighs more than 10 kilograms. In particular, for three years in EAEU countries must accept uniform limits on the maximum value and weight of parcels from abroad. If the decision is made, then Russia and Kazakhstan will reduce their limits from 1,000 euros to 200, and Belarus may increase from 22 to 200.

According to the decision, from January 1, 2018, it is planned to set a limit of 1,000 euros and 31 kg within one calendar month. From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg. In addition, all time and order limits will be lifted.

At the same time, countries can introduce additional restrictions that reduce import standards.

Now in 2020, the so-called tax on parcels from China and other countries to Belarus is working accurately and 100% debugged. The only good news is that Alexander Lukashenko signed Decree No. 490 "On Customs Regulation" on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly rate of duty-free import of goods to Belarus for personal use in international mail from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time rate of one item in the amount of 22 euros and 10 kg.

So how much can I buy from abroad?

One-time limitation for one parcel remains the same - up to 22 euros !!! But in total for a month such parcels can be ordered for 200 euros without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs fee, usually in the amount of five euros.

What will happen to me if I have exceeded the limits of orders from Aliexpress and other foreign stores?

Payments for parcels to individuals that exceed the total norm of 200 euros per month are considered commercial consignments of goods and therefore are subject to a customs duty of 30% of the excess price.

And don't get confused! Additionally, you must pay also a customs fee. Its value depends on the type of product. For example, you need to pay 5 euros for a phone (and for most of your orders the surcharge will be just that).
