Orders from China to Belarus restrictions. How much can I order goods on Aliexpress in Belarus per month without customs duties? Restriction, limit of purchases on Aliexpress in Belarus per month: rules. What is the tax on orders with Aliexpress in Belarus?

From April 14, 2016 in the Republic of Belarus, the norms of duty-free receipt of goods by mail have changed. Without paying customs duties, one person is allowed to receive property worth no more than 22 euros and weighing up to 10 kilograms. Parcels that do not fit into the established limit are not prohibited, however, the amount exceeding the permissible norms is subject to customs duty, in addition, it becomes mandatory to pay a fixed customs duty.

The above restrictions are established in the Decree of the President of the Republic of Belarus No. 40 dated February 11, 2016.

Payments for parcels individuals exceeding the established norms are paid in the same way as commercial consignments of goods. Currently, the amount of customs duty is (in most cases) 30% of the cost, but not less than 4 euros per 1 kg of weight in terms of exceeding the cost and (or) weight norms. The amount of customs duty depends on the type of goods, for example, you will have to pay 5 euros for a telephone.

The calculation mechanism can be visualized as a simple arithmetic problem:

  • Parcel cost: 100 euros;
  • Exceeding the limit: 100 - 22 = 78 euros;
  • 30% of 78 euros = 23.4 euros;
  • Customs fee - 5 euros;
  • Total: 23.4 + 5 = 28.4 euros.

In case of exceeding the weight limit, but not in value, the calculation is even simpler: 4 euros for each kilogram in excess of 10 allowed.

The recipient of the parcel will be able to find out about the accrued customs payments from the telecom operator. You can also pay them at the post office upon receipt of the goods.

Limits and duties on parcels are usually considered as a kind of protective measures to protect domestic market from cheaper imported goods, as well as a way of taxing citizens who purchase commercial consignments of goods under the guise of things for personal use. All the restrictions imposed are mainly directed against online stores in non-CIS countries. However, officially all parcels from abroad are in the same position, i.e. even gifts from foreign relatives may be subject to duties and taxes.

It is worth warning here that deliberately underestimating the cost of a parcel becomes at least a thankless task. The customs authorities have sufficient information about the price range of most common goods

The opinion that postal items from abroad harm domestic and contribute to illegal enrichment was expressed by the Prime Minister of the Republic of Bashkortostan Mikhail Myasnikovich, a few months before the signing of Decree No. 40. Such statements have received many critical reviews. In particular, it was argued that 80 - 90% of the inhabitants of Belarus do not receive parcels from abroad. That a significant part of imported goods arriving by mail are not produced in the Republic. And finally, they reminded about the "transparency" of internal borders Customs Union... Thanks to this, recipients of commercial consignments of goods or simply expensive parcels can order them to an address in Russia or another country of the Customs Union (where the cost limits are hundreds of times higher) and pay for shipping services to Belarus. The increase in income due to the new rules has not yet been reported. According to online surveys, the majority of respondents intend to abandon expensive parcels from abroad. This does not guarantee a commensurate increase in budget revenues, but it is certainly unpleasant for domestic buyers.

Hello dear friends - online shopping fans. You are probably already aware that something terrible threatens shopping in foreign online stores.

Namely the emergence customs duty in size above 22 euros.

On February 11, 2016, the President of the Republic of Belarus signed Decree No. 40, which greatly complicated it.

We all remember that earlier it was possible to receive goods purchased in foreign online stores and costing up to two hundred euros, no duty paid. But on April 14, 2016, the duty must also be paid for goods that are more expensive 22 euros, which is almost ten times less. And thus arose 2016 tax on Aliexpress.

The Republic of Belarus is a member of the Customs Union. The main condition for joining this union is the unification of legislation. However, in reality, everything turns out completely differently. State treasury is emptying and Mr. Myasnikovich still came up with a way to replenish it, having long proposed taxing many users of online stores.

At the moment in a neighboring state - Russian Federation, for example, it is possible to receive duty-free purchases by mail with a total value of up to thousands of euros... However, there is a crisis there as well as in Belarus.

Tax in the Republic of Belarus on Aliexpress

So, what is this tax, how is it calculated and where can it be paid?

Starting from April 14, 2016, every citizen of the Republic of Belarus can receive an international postal item (IGO) at the cost of up to 22 euros and weight up to 10 kg... If the established value or weight has been exceeded, then in this case it is necessary to pay customs duty.

The rate is thirty percent from the cost or four euros for one kilogram of weight. You only pay the fee for the portion that has exceeded the allowed duty-free threshold.

In addition, you must pay a fee in the amount of five euros per customs clearance... This amount is fixed and is not affected by the cost of the parcel.

For a more complete understanding, let's consider specific example.

For example, you purchased a Xiaomi Note 3 phone on Aliexpress for 140 euros(or $ 160). In this case, you will pay 40.4 euros... How did this amount come about?

Let's take a closer look:

  • Customs duty (140 - 22) * 30% = 35.4 euros(where 22 euros is a fixed amount)
  • Customs clearance fee 5 euros;

Shipping costs are not subject to customs duties. For example, buying a product for 20 euros and paying 35 euros for shipment, you will not pay anything else.

If you want to know the cost of the surcharge, then use the formula, where instead of x insert the value of the item in euros: (x - 22) * 30% =… euro

The surcharge is made directly at the post office upon receipt of the goods, the payment is made in Belarusian rubles. Thus, on Aliexpress you simply pay for the order, and already in the mail they tell you how much you have to pay.

By the way, the delivery cost of the parcel is not included! For example, if the cost of the product 22 euros, and delivery - 2 euros, then you will not pay the customs duty!

How to avoid customs tax on Aliexpress

There are not so many ways to avoid the duty, but they do exist.

The first way. You must try not to buy goods on Aliexpress more expensive than the previously indicated amount and order only once a month, since the cost of all goods per month will add up. If you buy something in the online store too often, then you can attract relatives, friends and acquaintances. Chinese shops ship to absolutely any specified one.

Second way. You can ask the seller in the comments to the order to indicate an amount that will be less than the real one. But don't forget that customs authorities control is carried out. And if they notice too obvious an underestimation, they themselves will determine the value of the goods. And if the trick is revealed, then everything may end not in the best way for you.

Third way. Perhaps, after a while, special projects will be created that will help Belarusians send goods through Russia.

Are the same "innovations" expected? The Russian Federation? I hope it doesn't come to that.

The EAEU proposes a gradual equalization of limits on goods for personal use sent in international mail and express cargo. About this on June 8 round table on questions e-commerce said Deputy Minister of Antimonopoly Regulation and Trade Irina Narkevich.

Equalization of limits is a matter of discussion of the Eurasian Economic Commission, Irina Narkevich specified.

Previously, the site that the EEC proposes to reduce the limits on international mail from abroad to the territory of the EAEU. It is proposed to reduce the norms to 500 euros and 31 kilograms per calendar month from January 1, 2019 to one individual, from January 1, 2020 - to 200 euros and 31 kilograms.

According to Irina Narkevich, the introduction of limits of up to 200 euros is a premature decision today.

“We consider this issue, having discussed it with the business community, including large Internet platforms and Internet associations, and representatives of domestic enterprises, premature,” said Irina Narkevich.

Recall that the limits on parcels from abroad and from abroad were on April 14, 2016. The reason for the tightening of the limits for duty-free import of goods was a significant increase in the volume of import of goods on a commercial scale to individuals without paying customs duties. Last year, Belarusians received 12.7 million international postal items, and only 1% of them, according to the State Customs Committee, exceeded the limit of 22 euros. For exceeding the limits, Belarusians last year 2.4 million rubles.

In Belarus, the threshold for duty-free import of goods in international mail will remain the same for now - no more than 22 euros and 10 kg per month.

"In the near future, Belarus is not expected to change the limit for international parcels.", - the head of the organization's department said at a press conference on January 25 in Minsk customs control State Customs Committee Dmitry Kovalenok.

“At the same time, fundamental agreements on reducing the limit of this norm in Russia and Kazakhstan have already been fixed and will soon be published on the website of the Eurasian Economic Commission. As for the Republic of Belarus, no changes are expected in the near future, but again, as soon as the decision of the EEC Council comes into force, we will have the opportunity for a subsequent revision of the norm ”- said the representative of the State Customs Committee.

At the same time, he noted that the situation that developed at the time of the decision a few years ago to reduce the limit on parcels to 22 euros, "Has not changed in a fundamental way."

“That is, the volume of parcels has not been stopped. If in 2015 about 6.5 million parcels arrived in Belarus, the trend of constant growth continues. But here it is important to note that the trend of importing bulk consignments of goods has stopped. For example, in 2015, about 400 people in Belarus received over a hundred parcels a year. That is, what kind of import of goods for personal use can we talk about? Now this figure is six times less, and we are constantly monitoring such people, they are under the control of both customs and tax authorities» , - said Kovalenok.

In addition, the representative of the State Customs Committee continued, as soon as the norm of 22 euros for parcels from abroad was introduced, cash receipts increased. So, in 2017, the treasury of Belarus received about 3.7 million rubles from individuals.

"Comparing 11 million parcels and 3.7 million payments, it turns out that each package brought about 33 kopecks."- he noted.

The leadership of the State Customs Committee cannot yet unambiguously answer when and whether the current norm on parcels from abroad will be revised in Belarus at all in accordance with the latest decisions taken within the EAEU. Customs officials indicate that a decision on this issue should be made at a higher level, taking into account the views of all interested ministries and departments.

“In general, we need to look at how this will affect the economy of our country. The task of the State Customs Committee is to show commercial consignments of goods, we are coping with this ", - said the head of the State Customs Committee Yuri Senko.

In 2016, Belarus significantly reduced the limit on duty-free parcels from abroad. Now Belarusians have to pay customs duties when the cost of the ordered goods exceeds 22 euros and weighs more than 10 kilograms. If the limit is exceeded, the addressee will pay 30% of the excess amount (but not less than 4 euros per kg), as well as a customs fee of 5 euros. Earlier in Belarus, the limit for parcels for personal use was 200 euros and 31 kilograms per month.

At the end of 2017, the EAEU approved the concept of a phased reduction customs limits, where also the goods, the delivery of which to the buyer from abroad is carried out by means of international mail or by the carrier, including purchases in foreign online stores.

In particular, for three years in EAEU countries must accept uniform limits on the maximum value and weight of parcels from abroad. If the decision is made, then Russia and Kazakhstan will reduce their limits from 1,000 euros to 200, and Belarus may increase from 22 to 200.

According to the decision, from January 1, 2018, it is planned to set a limit of 1,000 euros and 31 kg within one calendar month. From January 1, 2019, within one calendar month, without paying customs duties and taxes, it will be possible to order goods for a total amount of up to 500 euros and weighing no more than 31 kg. In addition, all time and order limits will be lifted.

At the same time, countries can introduce additional restrictions that reduce import standards.

Now in 2020, the so-called tax on parcels from China and other countries to Belarus is working accurately and 100% debugged. The only good news is that Alexander Lukashenko signed Decree No. 490 "On Customs Regulation" on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly rate of duty-free import of goods to Belarus for personal use in international mail from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time rate of one item in the amount of 22 euros and 10 kg.

So how much can I buy from abroad?

One-time limitation for one parcel remains the same - up to 22 euros !!! But in total for a month such parcels can be ordered for 200 euros without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs fee, usually in the amount of five euros.

What will happen to me if I have exceeded the limits of orders from Aliexpress and other foreign stores?

Payments for parcels to individuals that exceed the total norm of 200 euros per month are considered commercial consignments of goods and therefore are subject to a customs duty of 30% of the excess price.

And don't get confused! Additionally, you must pay also a customs fee. Its value depends on the type of product. For example, you need to pay 5 euros for a phone (and for most of your orders the surcharge will be just that).

Parcel duty calculator

Our calculator of customs duties on parcels will easily help you calculate the amount of the tax rate for one shipment in the amount of 22 euros and 10 kg (not to be confused with the new total monthly limit of 200 euros).

Just indicate the price for the package and its weight. Please note that all calculations are provided for informational purposes only.

Also, the calculation of customs tax can be easily calculated manually without a calculator for parcels from abroad:

  • For example, the price of a parcel is 100 euros and the weight is 2 kg (no more than 10 kg);
  • Excess: 100 - 22 = 78 euros;
  • 30% of the amount received is 23.4 euros;
  • Customs fee - 5 euros;
  • The total duty on the parcel will be: 23.4 + 5 = 28.4 euros.

If there is an excess in weight, and not in value, it will be even easier to calculate: 4 euros per 1 kg in excess of 10 allowed. All these restrictions apply to any foreign online stores: Aliexpress, EBay, ASOS, Amazon, iHerb, Shein and many more.

Where and how to pay tax on parcels in Belarus?

You can check with the postal operator about customs payments. The fee is paid at the very point of issue of RUE "Belpochta".

Limits and duties on parcels in Belarus are a kind of protection of the domestic market from the cheapest imports from China, the USA and other countries. Plus a way of taxing citizens who purchase goods for commercial purposes.

These limits are directed against foreign online stores, so that it was unprofitable to order on the same Aliexpress in Belarus. Moreover, all parcels from far abroad are in this position (even gifts from relatives from abroad are subject to a fee).

The Prime Minister of Belarus Mikhail Myasnikovich spoke about the dangers of foreign postage to the country's economy and that it is illegal enrichment. Such statements have met with a lot of criticism, because most of the imported products in Belarus are not produced and are not even sold.

In the end, they remembered about the "transparency" of the internal borders of the Customs Union. Recipients of consignments of commercial goods or expensive parcels will order them to Russia or another CU country and pay for the shipment to Belarus.

We warn you that deliberately reducing the cost of a parcel is a thankless task. Customs owns the price range of many popular goods!

Paid storage of parcels

From February 1, 2018, Belpochta branches are charged for storage international shipments... Information about this is published on their official website.

In case of non-demand for any international parcel more than 7 calendar days at the branches of Belpochta, you need to pay 0.36 BYN. rubles. for every day of delay.

It is known that duty-free import parcels from abroad to Belarus is limited to a one-time rate of one shipment in the amount of 22 euros and 10 kg. And in total a month up to 200 euros and 31 kg.

There are 3 popular options to avoid this limit.

1. Asking the seller to indicate a lower price for goods

You can just agree. And the sender will indicate the lowest value for the item. For example, $ 20 for a Chinese phone with a real value of $ 150.

But keep in mind that customs officials evaluate the parcel in their own way. They calculate the average price of the goods in the country where the parcel came from, and set the current price tag. In this case, an examination will be appointed.

And after it, you still have to pay the customs duty on the parcel to Belarus from the same Aliexpress or the American Ayherb. But to do this, they will have to open each parcel, which will delay processing for years to come. Nobody will do that!

2. Order parcels to friends in another country

You can also consider an order for a resident (relative or friend) of the country of the Customs Union (,), who will send it to you from there. And these costs will be much lower than the duty.

Or, order a parcel to the Russian branch "on demand" somewhere in the border zone of the Smolensk or Bryansk regions. Thus, you can bypass the Belarusian limit. A very popular method, especially among those who live near Russia.

3. Mail Forwarding came to Belarus together with AlmostPochta

Mail Forwarding (or “Your address abroad”, hereinafter abbreviated as MF) is a service of using the warehouse address of an intermediary company when making a purchase abroad on your own. It is paid, but its price is much less collection... Note, the address is selected in the countries of the Customs Union in order not to pay tax.

Before using one of the tips, remember a simple rule: any attempt to get around the law can turn into trouble.
