As part of the implementation of clause 12.2 of Art. 16 "Rights and obligations of all-Russian sports federations", clause 4.1 of Art. 16.1 "Rights and obligations of regional sports federations", clause 7.1 of Art. 20 "Organization and holding of physical culture events, sporting events» Federal law No. 329-FZ "O physical culture and sports in Russian Federation"Dated 04.12.2007, in terms of special training of controllers-managers, organizations that carry out special training of controllers-managers and (or) the issuance and registration of certificates of controllers-managers are all-Russian sports federations, regional sports federations, professional sports leagues, as well as other organizations acting on the basis of an agreement with all-Russian sports federations.

As part of the order of the Ministry of Sports of the Russian Federation No. 997 "On approval of requirements for organizations that carry out special training of controllers and (or) the issuance and registration of certificates of controllers-managers" dated October 30, 2015, the Russian Football Union may delegate the right to carry out special training of controllers - managers and (or) the issuance and registration of certificates of controllers-managers of football clubs, stadiums or contracting organizations that ensure the protection of public order and safety during sports events (hereinafter referred to as the Organization / Organizations).

To conclude an agreement on the delegation of the right to carry out special training of controllers-administrators and (or) the issuance and accounting of certificates of controllers-managers (hereinafter referred to as the Agreement), Organizations must contact the Russian Football Union with a corresponding request and provide documents confirming the compliance of the Organization with the requirements of the order of the Ministry Sports of the Russian Federation No. 997 "On approval of requirements for organizations that carry out special training of controllers-administrators and (or) the issuance and registration of certificates of controllers of certificates" dated 10/30/2015:

After making an appropriate request and providing required documents The Russian Football Union is considering the possibility of concluding an agreement with the Organization on the delegation of the right to carry out special training of controllers-managers and (or) issuing and recording certificates of controllers-managers. This agreement specifies the procedure for the implementation of special training of controllers-administrators, the procedure for issuing and accounting for certificates of controllers-administrators, providing required reporting as well as the responsibility of the parties. Taking into account that the purpose of special training of controllers-managers is to ensure public order and public safety during official sports competitions in football, the Russian Football Union, when considering the possibility of concluding an agreement on delegating the right to carry out special training of controllers-managers, reserves the right to request from organizations additional documents.

1. General Provisions

1.1. Guest service controller is a professional.
1.2. A person who has reached the age of 18 years and has a secondary general education and has undergone special training programs for controllers to ensure public order and public safety during official sports competitions is accepted for the position of controller-manager for guest services.
1.3. To the work specified in clause 1.2 of this manual, a person is allowed:
1) having the citizenship of the Russian Federation;
2) lack of recognition of a citizen of the Russian Federation by a court decision that has entered into legal force as incompetent, partially capable;
3) who does not have an unexpunged and outstanding conviction, as well as bringing to administrative responsibility for violating the rules of behavior of spectators during official sports competitions, during the period during which the violator is considered to be subjected to administrative punishment;
4) not registered with health authorities for mental illness, alcoholism, drug addiction or substance abuse;
5) having a certificate of the controller-manager.
1.4. The Guest Services Controller must know:
1) regulatory enactments that establish the rules of behavior for spectators during official sports competitions;
2) the procedure for interaction with police officers, services civil defense, protection of the population and territories from emergencies, ensuring fire safety, medical workers, security personnel of the sports facility and other persons involved in ensuring public order and public safety, established during an official sports competition;
3) requirements for appearance, form of dress, means of identification, physical and psychological state of controllers-stewards of guest service;

3.1.2. Within the framework of the labor function specified in paragraphs. 2 clause 2.1 of this job description:
1) coordinates the time and place of the meeting with the spectator or category (group) of spectators upon their arrival at the venue of the official sports competition;
2) monitors the condition and equipment of accommodation places for individual spectators or categories (groups) of spectators prior to their arrival at the sports facility, taking into account status, age and physical limitations, number;
3) ensures the meeting of individual spectators or categories (groups) of spectators in the established place;
4) conducts escort of individual spectators or categories (groups) of spectators when they move through the territory of a sports facility or the venue of an official sports competition, including, if necessary, escort to places for the provision of additional services and service premises, taking into account status, age and physical limitations , number;

11) provides support to police officers, civil defense services, protection of the population and territories from emergencies, ensuring fire safety, medical professionals and other persons involved in ensuring public order and public safety in the event of a threat of occurrence or in the event of an emergency, including assistance in organizing the evacuation of spectators and accompanying persons;
12) accompanies spectators or categories (groups) of spectators to the exit from the sports facility (venue of an official sports competition).

I. General Provisions

1. a list of basic skills and abilities acquired by controllers in the course of special training;

scroll teaching aids and the technical means necessary to undergo special training for controllers-managers.

4. The program is aimed at acquiring the necessary skills and abilities in order to ensure public order and public safety during official sports competitions.

5. All-Russian sports federations develop and approve the Program, taking into account the Requirements, the specifics of holding official sports competitions (hereinafter referred to as the competition) in the corresponding type (s) of sports at various sports facilities or at the venues of competitions.
