How to develop an initial instruction program

Local regulations are developed in accordance with the requirements of Article 8 of the Labor Code of the Russian Federation and the rules of document flow at the enterprise.

In the upper right corner of the document, there should be an approval stamp and the signature of the head of the organization. The project must be coordinated with the trade union or other representative body of workers - the trade union committee, the labor protection committee, authorized by OT, etc. This is indicated in the upper left corner is the alignment bar. A generic initial on-the-job instruction program cannot be published by definition. This contradicts the requirements, since the PPI must take into account the specifics of a particular workplace. But for development, you can use the standard instruction on labor protection. However, in this case, one should take into account the changes that have occurred in the legislation since the publication of the standard IOT, as well as the specifics of a particular enterprise, the technologies used and job duties employee.

What to include in the initial workplace briefing program

INTRODUCTION

1. The program for the initial briefing on labor protection at the workplace is a MANDATORY local normative act, which is approved by the General Director (employer). An approved program for the initial briefing on OSH in the workplace should be available in every organization. This issue is regulated by GOST 12.0.004-90 and Resolution of the Ministry of Labor No. 1 and the Ministry of Education of Russia No. 29 of January 13

2003 "On approval of the order of training in labor protection and testing of knowledge of labor protection requirements of employees of organizations."

Initial briefing at the workplace before starting work is carried out by:

With all employees newly admitted to the organization;

With those transferred from one subdivision to another;

With workers doing new work for them;

With students and pupils who arrived at industrial training or practice.

Initial instruction at the workplace is carried out in accordance with labor protection instructions developed for individual professions or types of work, taking into account the requirements of standards, rules, and labor protection norms.

Initial instruction at the workplace is carried out with each employee individually with a practical demonstration of safe working practices and methods. Initial briefing is possible with a group of persons serving the same type of equipment and within a common workplace.

Introductory, initial briefing at the workplace is carried out either by the immediate supervisor or by a person specially appointed by order of the General Director. The person who instructs on labor protection must undergo special training in labor protection and testing of knowledge of labor protection requirements in accordance with the established procedure.

Occupational safety briefing ends with a test of knowledge by oral questioning, as well as a test of the acquired skills of safe ways of working.

An entry is made on the conduct of the initial briefing at the workplace in the register of instructions on labor protection with the obligatory signature of the instructor and instructor.

The absence of the Program for conducting initial instruction on labor protection at the workplace, more often in conjunction with other violations, is considered by employees of the State Labor Inspectorate within the framework of Art. 5.27. I. INTRODUCTION

Initial on-the-job briefing is carried out prior to independent work:

With all newly hired workers in the organization, including part-time workers;

With employees transferred in accordance with the established procedure from another structural unit, or with employees who are entrusted with the performance of a new job for them;

With posted workers of third-party organizations, and persons passing through industrial practice.

Initial briefing at the workplace is carried out by the immediate supervisor of the work or a specially appointed employee in the organization. The employee conducting the initial briefing must, in accordance with the established procedure, undergo training in labor protection and test knowledge of labor protection requirements.

Initial instruction at the workplace according to programs developed and approved in accordance with the requirements of legislative and other regulatory legal acts on labor protection, local regulations of the organization, instructions on labor protection, technical and operational documentation.

Conducting instruction on labor protection includes familiarizing employees with existing hazardous or harmful production factors, studying the labor protection requirements contained in the organization's local regulations, labor protection instructions, technical, operational documentation, as well as the use of safe methods and techniques for performing work.

The briefing on labor protection is completed by verbal verification of the knowledge and skills of safe work practices acquired by the employee by the person who instructed.

Persons who have shown unsatisfactory knowledge are not allowed to work on their own and must be instructed again.

Carrying out the initial briefing at the workplace is recorded in the appropriate journal with the signature of the instructor and the signature of the instructor, as well as the date of the briefing.

Almost everyone knows that labor protection needs to be instructed. This is indeed one of the most important health and safety challenges. The main thing is not to stop there.

The main document regulating the conduct of briefings with employees is the Resolution of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation of January 13, 2003 N 1/29 "On Approval of the Procedure for Training in Occupational Safety and Testing the Knowledge of Occupational Safety Requirements of Employees of Organizations." Popularly referred to as: "Order 1/29".

There is also a completely new GOST 12.0.004-2015 Occupational Safety Standards System (SSBT). Organization of occupational safety training. General Provisions... From March 01, 2017, it replaced GOST 12.0.004-90.

The main thing you need to know about GOST 12.0.004-2015 is that it is being introduced for voluntary use as a national standard in the Russian Federation. This is far from the first and, unfortunately, not the last document, written "with feet."

Induction training

The introductory briefing is carried out with the employee immediately after he is hired. In essence, this is a story about how to comply with safety rules while being at the enterprise as a whole. As a rule (but not at all necessary) this type of briefing is carried out by an OSH specialist. Sometimes it is right for several people to have the right to conduct an introductory briefing, since a specialist can get sick, quit, or go on vacation. Sometimes even hiring can be carried out at different addresses.

On-the-job briefing

Instruction in the workplace is so called because the story on it is about the rules for the safe production of work directly at the workplace of the employee.

This responsibility rests with the immediate supervisor of the work. If, for example, several teams work in a shop, then the task of conducting briefings at the workplace lies with the foremen, and not with the head of the shop.

Initial on-the-job briefing

Conducted with everyone before starting independent work. Conducting briefings on labor protection includes familiarizing employees with existing hazardous or harmful production factors, studying labor protection requirements contained in the organization's local regulations, labor protection instructions, technical, operational documentation, as well as the use of safe methods and techniques for performing work.

Re-instruction

All workers are re-instructed at least once every six months. Drivers are briefed every quarter.

Unscheduled instruction is carried out by:

  • when changing the technological process, replacing or modernizing equipment, fixtures and tools, raw materials, materials and other factors affecting labor safety;
  • in case of violation by workers and students of labor safety requirements, which can lead or have led to injury, accident, explosion or fire, poisoning;
  • at the request of the supervisory authorities;
  • during breaks in work - for work to which additional (increased) labor safety requirements are imposed by more than 30 calendar days, and for the rest of the work - 60 days.

Targeted briefing

Targeted briefing is carried out when performing one-time work not related to direct responsibilities in the specialty (loading, unloading, cleaning the territory, one-time work outside the enterprise, shop, etc.); liquidation of the consequences of accidents, natural disasters and catastrophes; the production of work for which a work permit, permit and other documents are issued; conducting excursions at the enterprise, organizing mass events (excursions, hikes, sports competitions, etc.).

Targeted briefing with employees carrying out work on a permit, order, etc. is recorded in the work permit or other documentation permitting the production of work.

How to make an instruction on labor protection

The procedure for the development, approval, revision and accounting of OSH instructions for employees is described in Methodical recommendations on the development of state regulatory requirements for labor protection (approved by the Decree of the Ministry of Labor of Russia dated December 17, 2002 No. 80).

Instructions for workers by profession and on certain types works are developed in accordance with the list, which is drawn up by the head of the labor protection service.

Labor protection instructions for employees or for certain types of work should contain the following sections:

  • General labor protection requirements;
  • Labor protection requirements before starting work;
  • Labor protection requirements during work;
  • Labor protection requirements in emergency situations;
  • Labor protection requirements at the end of work.

Profession instructions are based on typical instruction on labor protection. The responsibility for the development of instructions lies with the immediate supervisor of the work. An occupational safety specialist provides him with methodological and methodological assistance. The trade union organization (if any) must agree on a ready-made instruction. The finished instruction is approved by the director.

3. Scheme of safe movement of an employee on the territory of a unit, organization:

emergency exits, restricted areas;
in-house transport and lifting equipment, locations and safety requirements when carrying out lifting operations.

4. Emergency situations that may arise at the workplace:

Typical causes of accidents, explosions, fires, industrial injuries and acute poisoning;
actions of the employee in the event of an emergency, work injury, acute poisoning;
locations of emergency protection and fire extinguishing means, rules for their use;

5. Familiarization with all instructions for the workplace and labor protection by profession (in accordance with the list of professions developed by the employer for each workplace, indicating the numbers of instructions required for instruction).

On March 1, 2017, GOST 12.0.004-2015 “Occupational safety standards system. Organization of occupational safety training. General Provisions ". In GOST 12.0.004-2015, clause 8.5, it is written Instruction programs are developed and approved by the training organizer in the prescribed manner, based on the required measures for organizing work, safety and hygiene when performing specific labor functions working in accordance with national labor protection regulations.

Who is the initial on-the-job briefing conducted with?

In accordance with clause 8.7 of GOST 12.0.004-2015 Initial instruction at the workplace is carried out before the start of independent work of instructed persons:

  • with all newly recruited persons, including for performing short-term, seasonal and other temporary jobs, in their free time from the main job (part-time workers), as well as at home (homeworkers) using materials, tools and mechanisms allocated by the employer or purchased by them at their own expense;
  • with workers transferred in accordance with the established procedure from another department, or with workers who are entrusted with the execution of a new job for them;
  • with the personnel of other organizations sent to work with the training organizer;
  • with the personnel of contractors (subcontractors) performing work on the territories and facilities controlled by the training organizer;
  • with students educational institutions corresponding levels undergoing industrial practice ( practical lessons), and with other persons involved in production activities the enterprise organizing the training.

Who conducts the initial on-the-job briefing?

The primary briefing at the workplace is carried out by the head of the unit or the immediate supervisor (manufacturer) of the work (foreman, foreman, teacher, etc.), who has undergone training in labor protection in accordance with the established procedure and tested knowledge of labor protection requirements as an instructor in labor protection.

Initial briefing at the workplace with the personnel of contracting (subcontracting) organizations performing work at the territory and facilities controlled by the enterprise - the organizer of the training is carried out by the immediate supervisor (manufacturer) of the work - a representative of the contracting (subcontracting) organization together with the head of the department or with the person responsible for carrying out contract work at workplaces (in the work area, territory) of this unit. The procedure for the safe performance of these works, including the procedure for instructing workers, can be drawn up as a separate document, which is an integral part of the contract for the performance of contract (subcontract) work (provision of services).

What local act is the primary instruction at the workplace

In accordance with clause 8.7 of GOST 12.0.004-2015, primary instruction at the workplace is carried out:

  • either according to programs (Appendix B, Program B.2) developed and approved by the training organizer in accordance with the established procedure in accordance with the requirements of legislative and other regulatory legal acts on labor protection, local regulations, instructions on labor protection in the workplace and on safe implementation works, other technical and operational documentation necessary to ensure the safety,
  • or directly according to the instructions on labor protection and (or) the safe performance of work at this workplace,
  • on other local regulations and documents.

According to the new GOST, primary instruction in the workplace can be carried out according to the approved program of primary instruction in the workplace or according to instructions on labor protection in the workplace, and this mechanism must be fixed locally regulation organizations.

5. Familiarization with all instructions for the workplace and labor protection by profession (in accordance with the list of professions developed by the employer for each workplace, indicating the numbers of instructions required for instruction).

The initial instruction program (Appendix B) is only a base, which must be supplemented with information about hazardous or harmful production factors and other information that an employee needs to know for safe work.

In accordance with the old GOST 12.0.004-90 paragraph 7.2.2. “Initial instruction at the workplace is carried out according to programs developed and approved by the heads of production and structural divisions of the enterprise, educational institution for certain professions or types of work, taking into account the requirements of the SSBT standards, relevant rules, norms and instructions for labor protection, production instructions and another technical documentation... Programs are coordinated with the department (bureau, engineer) of labor protection and the trade union committee of the subdivision, enterprise. "

In GOST 12.0.004-2015, there are no instructions on the approval of the Program of initial instruction at the workplace with the labor protection department and the trade union committee of the enterprise.
