Technopark organizes innovation activities at MEPhI. If we understand by it the transformation of results scientific activities into a product that is then sold on the market, then one can speak of an innovation chain in which a technopark is involved. The fact that we are at the University implies the creation of a habitat for those small science-intensive firms that were organized by graduates or employees of MEPhI.


That is, ideas are born within the institute and then commercialized in the technopark?


In general, yes. This is a classic chain: there is a scientific laboratory, there is a small enterprise, there is an industrial enterprise, there is a market. We work in this bundle. In order for small firms in conditions market economy it was easier to live and develop, a structure called a technopark was organized - a kind of roof (in good sense words) for these businesses. Any foreign statistics show that if such firms try to develop independently, then usually one or two out of ten remain, and all the rest go bankrupt. If they unite in technology parks or technology centers, the survival rate rises to seven or eight out of ten. Therefore, the technopark takes on a number of organizational issues related to the commercialization of scientific developments.


Does the technopark participate in financing projects?


Directly no. There is no financial fund in the technopark itself, therefore, it acts indirectly, finding money in other funds that support this kind of activity. If a company acts independently, then when looking for funds, the technopark is a guarantor that this company is not a phantom, and it can be credited for very specific innovative projects. If several companies in a technopark jointly implement one or another project using a synergistic effect, we can act as an intermediary - we accept money and independently distribute it among the participants. In particular, this ideology was worked out in cooperation with the Foundation for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere (Bortnik Foundation), when we were working on the project "Ecology of the Housing Stock". On the one hand, funding was provided for the activities of each specific company, on the other hand, it was shown why it is necessary to unite small firms that work in a technopark, when the latter acts as management company rather than just providing specific services to small firms.


What structures act as investors in this case?


Unfortunately, the banking sector practically does not participate in lending, because the collateral system, which is the basis of its activities, absolutely does not work for small innovative enterprises. In such firms, there is simply nothing to mortgage, except for the apartments and cars of employees, because, as a rule, they do not own real estate. Therefore, we receive fixed assets through specialized funds. If the company is already on its feet, working capital are often formed at the expense of customers who are ready to work in advance and prepayment mode.


How are settlements with firms for services provided?


Possible various options... First, there are small membership fee, for which a minimum set of services is provided, primarily office services. When interacting on a more serious level, an agreement is simply concluded between the management of the technopark and the company itself. Naturally, such work is paid at a negotiated price. In the case of a complex project (in such cases, there are elements of management of a technopark for an innovative project) on initial stage within the framework of financing this project, they simply agree on specific financing of the functions of the management company.


How independent are innovative firms from the technopark in their activities?


Each company in our company is independent legal entity Therefore, the technopark cannot impose this or that solution. Most of the firms operate in the regime of non-joint stock companies and all rights, including intellectual property rights, belong to them. Some went to the stage of corporatization, and part of the shares became the property of the technopark, but, as a rule, this is no more than 5-6%, therefore we do not have a direct influence on commercial activities small businesses.


What problems does the technopark face as a whole?


Problems for everyone Russian organizations of this kind are common. First, there is still no normal legislative framework that would regulate all stages of the innovation chain. If the development of the national innovation system is now declared, then there must be laws that meet the goals set by the state in this area. Of course, technoparks should be considered as one of the elements of the chain. Second, we suffer from the fact that there is still no clear understanding of the differences between small businesses in general and small innovative businesses. Therefore, there are no clear ideas about the innovation infrastructure and, most importantly, the state has not yet decided what it should invest in this innovation structure.


In other words, are the problems primarily institutional in nature?


The development of innovative activity is based on principles that are in no way directly related to the structure of the state: whether it is capitalist, socialist, or communist is not important. Innovative activity is based on certain postulates, and they are the same everywhere. In order to be convinced of this, one can compare the activities of technoparks in China and Finland - in two different social systems, the innovation infrastructure is built in the same way. Commercialization is commercialization. Its end result is a product on the market, but for this, an infrastructure must be created that serves all stages.


If this infrastructure is not built, there is no normal legislative field, which, among other things, monitors all issues related to the movement and protection of intellectual property, the very difficulties that exist today in Russia arise. So far, we are generally working on a bunch of university - small firm, and there is also industry, because the market should not saturate small firms, but industrial enterprises with world brands. Large enterprises must be innovatively active.


These large enterprises not yet - the innovation chain has not been fully built. Because of this, Russia does not have high technology products on the world market. It is impossible to conquer the market only with the help of small enterprises. If we look at the experience of Finland, we can say that small innovative enterprises flourish. But we do not know them on the world market, but Nokia. On the market of science-intensive products, there are well-known brands, but by no means small firms. The latter "heat up" the market, they are engaged in innovative projects, but they are still an element of a complex mosaic, nothing more.


Historically, when a survey was conducted in the United States of what the greatest achievement American scientists themselves define in the 20th century, they went over everything, from Space to the successes of nuclear energy, nevertheless, the creation of a national innovation system came out on top. It allowed scientific results to be brought to the consumer, while the whole society sees why it is necessary to invest in science. At the moment, it is impossible to talk about a full-fledged innovation system in Russia - this is the essence of our problems.


How do you assess the state's activities to support technology parks and the development of the national innovation system as a whole?


If we talk about our technopark, there is practically no support. We work on the territory of MEPhI. But for all ten years of its existence, we have not received a single ruble directly that could be spent on legal grounds invest in infrastructure. Now, by infrastructure, I mean, first of all, normally equipped premises, separate buildings with all the necessary technological elements. Moreover, now we are faced with a rather sad phenomenon. Having received completely unprepared premises for rent, the technopark, for its own money and the money of the companies working for us, brought them to a normal state, and now we are told that since this federal property, an independent appraiser from the Property Ministry will come, evaluate our premises, and there is a very high probability that tomorrow they will call such a rental price that it will become clear that we should have continued to work better in the mud and not equip the premises.


As for the policy of forming a national innovation system, an integrated approach to solving the problems described above, there are certain attempts to influence the situation, but they are not of a systemic nature. If we analyze the structure of the US national innovation system, then there is a pyramid, at the top of which is the president himself, who is personally responsible for the technological development of the country in accordance with the Constitution. The interaction of all elements ensures the operation of the system. This is absent in Russia.


How are your relations with the Technopark Association and the Union of Innovation and Technology Centers being built? Are these organizations contributing to the creation of an innovative environment?


We are members of both the Technopark Association and the Union of ITC Russia. Today these organizations, unfortunately, have little influence on anything; they are rather associations-clubs. We come, get together, tell each other about our problems, but nothing more. Of course, it would be even more difficult to develop without them. When creating new technoparks, you can get methodological assistance of a different plan, an assessment of the innovative potential scientific organization... The influence on the policy of development of innovative activity is indirect. For example, when the Ministry of Industry and Science prepares some documents in this area, they invite experts. But complex solution there are still no identified problems.


There is an unusual division in your structure - the student technology incubator. For what purpose was it created and what does it do?


The student technology incubator is associated with a big problem, which is that we can talk about innovative structures, we can talk about finance, but one of the key problems in creating a system is the lack of an innovative mentality in society, the absence of an innovative culture. Life leads to the fact that in scientific research you have to be pragmatic, in a good sense of the word. Starting any research, one must think about the output not just in the form of a report or some kind of prototype, but about how much this result is in demand, if we simplify it, how much it is possible to sell it on the market. Therefore, from our point of view, there is only one way out - to start developing this innovative culture among students and young people in general.


Any graduate of a technical institute should know what it is innovative business what a science-intensive business is and not to consider it as an occupation unworthy for a scientist. Of course, not every scientist should become a businessman, but in any scientific group, especially one that conducts applied research, today there should always be a person who will be engaged in marketing.


If a person who wants to do marketing comes to a research group and finds himself among the people who will meet him with hostility, then the work efficiency will be very low. Therefore, he must work in a team where everything is distributed, someone can continue to generate ideas, someone conducts applied research, but they all understand each other's tasks. This is the innovative culture at the university. For its formation, a student incubator was created, where students and graduate students come with their innovative projects, which are selected by the experts of the technopark after their presentation at a special section within the framework of the annual Scientific Sessions of MEPhI.


In your opinion, in the coming years, Russian technoparks and innovation and technology centers are able to become poles of economic growth, as happened in some Western countries?


My opinion is quite optimistic, but I would not single out ITCs and technoparks specifically. I repeat once again that our main problem is that it is necessary to create a full-fledged national innovation system... Another thing is that in this system its elements - technoparks and ITCs - play an important role, because it is easier for small innovative firms to live together, this is the world experience. As such, they can make a significant contribution to economic growth, there are prerequisites for that.

NINTH COMPETITION
youth innovation projects of the MEPhI Technopark

National Research Nuclear University "MEPhI" (NRNU MEPhI) and ANO International Science and Technology Park "Technopark in Moskvorechye" (Technopark MEPhI) announce December 1, 2009 on January 31, 2010 The ninth competition of youth innovative projects .

Objectives of the competition:

· development of entrepreneurial initiatives among young scientists and students;

· encouraging the creative activity of young people in conducting scientific research and creating incentives for them to perform work in the interests of small science-intensive entrepreneurship;

· quick adaptation of young people to new technology, technologies and new economic and organizational situations associated with the innovation process.

Students, postgraduates and young scientists of NRNU MEPhI under the age of 35, as well as high school students of sponsored schools and physics and mathematics lyceums at NRNU MEPhI are invited to participate in the competition.between the ages of 14 and 17who submitted materials of their reports at 13th International Telecommunication Conference of Young Scientists and Students "Youth and Science" .

The competition consists of two rounds - part-time and full-time. To participate in the correspondence tour, you must register at the "Youth and Science" teleconference () and submit your scientific work, drawn up in accordance with the rules for the publication of reports.

The face-to-face round of the competition involves the presentation and defense of your business idea, proposal and / or innovation project in the MEPhI technopark at section 5-4 "Innovation projects and youth entrepreneurship at the university" during the course. Presentation-defense of innovative projects will be carried out in the form of discussion of poster presentations of the contestants. In the reports presented, it is necessary to reflect the brief essence of the business idea without disclosing the know-how, the scope and effect of application, as well as the ways of implementing the project.

According to the results of the competition:

· innovative projects of the competition participants will be included in the project database Technopark MEPhI for further promotion and sale of high technology products on the market;

· Participants of the competition will have priority when enrolling in optional courses of additional training in the basics of small science-intensive business, organized by the MEPhI Technopark in the spring semester of the 2009/2010 academic year;

· innovative projects of the winners of the competition will be presented for exhibiting at X All-Russian exhibition of scientific and technical creativity of youth NTTM-2010;

· innovative projects of the winners of the competition will be submitted to the Program « Participant of the Youth Scientific and Innovative Competition » (UMNIK-2010) Fund for Assistance to Small Innovative Enterprises in Science and Technology aimed at identifying young scientists striving for self-realization through innovative activities, and stimulating the mass participation of young people in scientific, technical and innovative activities through organizational and financial support innovative projects.

Criteria for competitive selection of innovative projects:

1. The presence of a business idea (development, know-how) or a motivated basis for the author to develop a business project.

2. The desire to learn and the depth of motivation for learning (advanced training) in innovation management(to promote your own innovative project):

3. Good academic performance in basic disciplines.

4. The consent (recall) of the student's supervisor and / or the availability of a recommendation for training from an innovative firm or research team (preferably).

Additionally, the following indicators are also considered as criteria for the selection and preparation of youth projects for participation in the competitive selection of innovative projects of the UMNIK-2010 Program:

- the level of preparation of projects for the commercial feasibility of business proposals,

- opportunities for scientific and technical support of projects,

- financial and economic indicators of projects,

- the possibility of drawing up proposals for projects,

- availability of a youth team ready to implement an innovative project.

The competition committee is formed from among the leading specialists of NRNU MEPhI, ANO Technopark in Moskvorechye and innovative firms of the Technopark MEPhI, if necessary, additional technological and business expertise of selected projects is carried out with the involvement of external experts.

The competition is organized within the framework of the project "Formation and Development of the Student High Technologies Incubator of the MEPhI Technopark", carried out by the ANO "Technopark in Moskvorechye" since 2001.

According to the results of the previous Eighth competition of youth innovative projects, out of 282 scientific works students, graduate students and young professionals, 52 reports were selected, which were then discussed in the form of presentation-defense of reports at the second face-to-face round of the competition during the Scientific Session of MEPhI-2009. State contracts were signed with the authors of 15 winning projects and prize-winners of the competition for the implementation of research and development work on priority areas development of science and technology with the participation of the winners of the UMNIK-09 program. The winners of the competition were also awarded honorary diplomas and cash prizes. In addition, the winners of the competition exhibited their developments at I X All-Russian Exhibition of Scientific and Technical Creativity of Youth NTTM-2009 (Moscow, VVTs, Pavilion 75, 24-27.07.2009), as well as were trained under the program of the Training School on Innovative Entrepreneurship (Moscow, ANO Technopark in Moskvorechye, 18-21.05.2009), organized by NRNU MEPhI and the corporation Intel based on the MEPhI Technopark.
