Anatoly Trukhanovich was born in Polesie - in the village of Prokorye, Luninetsky district. His father worked all his life as a village teacher, and his mother led household... At the age of 30 he became the director of the computing center at the technological institute, at the age of 39 - the deputy general director research and production association "Belmedbioprom".

When, in the second half of the 80s, laws began to be adopted in the Soviet Union aimed at developing business initiatives, Anatoly Trukhanovich decided to go into business.

“I clearly understood that this was an opportunity to become a capitalist, a millionaire. There were no other goals at that time. Well, I was also an active person. ", - says the entrepreneur.

His first business was selling fur. In 1988 he opened a farm for breeding minks and arctic foxes. The then scarce product sold well at domestic market... The profitability reached 300-400%. In 1990, Anatoly Trukhanovich was the first in Belarus to legally earn a million dollars after taxes. A large article was devoted to this in July 1991 by the newspaper "Respublika".

Business in the 90s and 2000s

Then, however, the government introduced an excise tax on fur, and Anatoly Trukhanovich closed this business. He began to assemble computers from components and sell them, was engaged in the production of computer tables, placing orders at Belarusian factories, and was the first in the country to establish the production of seals.

“There was more choice in the 90s. Today many niches are occupied ", - the businessman notes.

He says that such qualities as hard work and the ability to adapt helped him to successfully run a business in those years.

“All the time as at the front. Yesterday it was like that, today it is different. The course is changing, prices are changing, the rules of doing business are changing. All this had to be taken into account and able to adapt to the situation. And you had to be hardworking. I slept for three to four hours. It's even hard to believe in it ", - says Anatoly Trukhanovich.

Later he took up pharmaceuticals. He imported foreign medicines and sold them in Belarus. With the money he earned, he bought unfinished buildings at auctions, decorated them and sold them to businessmen for pharmacies, shops and a fitness center.

"I have replicated many businesses and sold to my colleagues."- says the entrepreneur.

Thus, he contributed to the emergence of 17 legal millionaires in the country. One of them - Vladimir Yanushko, who now holds the position of First Deputy General Director for commercial issues holding "Amkodor".

Today, the main assets of Anatoly Trukhanovich are the Pukhovichi Plant of Bread Products, which produces mixed feed and premixes, as well as poultry factories in Stolin and Ivenets. At the same time, he points out that there are still no equal conditions for private and state enterprises in Belarus.

“For example, the regional executive committee allocates subsidies for the production of compound feed for dairy cows, but these orders are placed only on state enterprises or with a greater share of them. And they travel a hundred kilometers from the area where my feed mill is located, spend on transport more money while you could have ordered from me. This difference runs at a loss. And nobody is responsible. That is, budget money is spent on an imaginary economy and causes damage. And here there is no state control ", - Anatoly Trukhanovich laments.

He also says that Belarus is still a country with a high tax burden on business.

“In the 90s, I paid 300 thousand in taxes, and I have more than a million left. Today I pay several million dollars in taxes and have nothing myself.This suggests that today our tax system is fiscal. She does not allow development and takes money from more or less successful ones. As you know, some poultry farms are now going through hard times: some have sharply dropped incomes, some have gone bankrupt altogether. Moreover, even those enterprises that were under the control of fairly well-known businessmen had problems.

Narodnaya Volya asked if Anatoly Trukhanovich was afraid of such prospects. And at the same time I discussed with him a number of other topical issues, especially since Anatoly Ivanovich is the chairman of the Belarusian Union of Taxpayers, and a large-scale revision of the Tax Code is planned for this year. Golden eggs

- Anatoly Ivanovich, how did you get into this poultry yard in general? You used to have completely different types of business ...

- Yes, there were different interests - in pharmaceuticals and other areas. But as I got older, I decided to narrow my scope of work. I decided to leave only compound feed production. Today we are one of the most successful in the industry, and in terms of profit we have consistently held the 1st or 2nd place for the last 5 years.

- I know that the products of your poultry farms are one of the most expensive in the capital. The price of eggs is as if they are like in a fairy tale , - not simple, but gold. Explain: why?

Our goal is environmentally friendly, natural products. This is still a rarity in Belarus. But in Europe, even in small shops, there is always a counter where you can buy meat, eggs, vegetables and fruits grown in natural conditions. They are several times more expensive, but they still find their buyer.

The main requirement for natural products is free range of animals, they should not be kept in cages. In addition, a location away from industrial enterprises... Feeding without antibiotics, growth stimulants and other chemicals is equally important. Only environmentally friendly feed. The grain should be grown without chemicals, on organic fertilizers.

- Do you use Belarusian feed?

- Unfortunately, we do not have clean grain for feeding, but in Russia it is more expensive. We buy clean grain in Ukraine. There natural and climatic conditions allow you to get good harvests without adding herbicides and other things.

In a number of developed countries, the market is already fully saturated with environmentally friendly eggs. In our country, it is difficult to find them even from farmers - again because of the feed. We are starting to produce eco-egg and eco-chicken that meet the highest international standards.

- How do you distinguish an outwardly eco-egg from an ordinary one? For example, in size ...

- The size primarily depends on the age of the chickens. Young chickens usually lay small eggs. Chickens have high egg production up to two and a half years. Of course, when a chicken sits in a cage, does not waste energy, it is pumped up with stimulants, productivity and egg production are much higher. With free range, the bird moves a lot, looks for food, and egg production decreases.

All this significantly increases the cost and, of course, the price of the product. But believe me, it's worth it! And we are glad that there is demand, including in Belarus. Of course, we have to take into account that not everyone can afford eco-eggs. A dozen eco-eggs under the Ivyanetskaya Ptushka brand cost about 3.5–4 rubles. Therefore, we have to adopt the German experience: sell not in dozens, but, for example, in packs of 4, 6, 8 pieces.

- How do you generally assess the quality of the eggs sold in our stores? For example, some are beautiful, clean, while others, on the contrary, are dirty ...

- A natural egg just may not differ in purity. But the main thing here is freshness. Nutritionists believe that an egg should be eaten within 24 hours after a chicken lays it. Then it is fresh and tasty.

One of the oldest women in the world died recently, she was 117 years old. Throughout her life, she ate two raw eggs every day - in the morning and at lunchtime. And we have already lost the habit of this. Although my generation still remembers this tradition.

By our standards, by the way, after 21 days the egg becomes second-class. Well, you need to store eggs in the cold.

We are implementing a project for the production of ecopoultry at the Zapadnaya poultry farm in the Stolin district. She is one of the smallest in the country - only 3 thousand tons of meat per year. But it is located far from industrial enterprises - no harmful emissions within a radius of 60 kilometers.

Remember the famous dish - tobacco chicken? It was made from a small bird. But today everyone, on the contrary, is chasing weight. It is clear that it is economically beneficial for the manufacturer, at first glance. But we made quality and environmental friendliness a priority.

Someone thinks that "penicillin" chickens are much tastier. Indeed, meat poultry tougher, it takes longer to cook. Caged and antibiotic-fed birds have soft muscles. But they are not that useful.

Business pays someone else's bills

- The other day I read that one of the domestic poultry farms is on the verge of bankruptcy ...

- Yes it is. In general, our entire egg industry is in a difficult economic condition, like, in principle, that's all Agriculture... Except for "milk" there is nothing especially to rejoice at. Some agricultural enterprises are so unprofitable that sometimes they cannot provide wages, even selling all the products they produce.

- At your enterprises, everyone has $ 500 each. comes out?

- Not yet. Unfortunately, success depends on our clients, and these are the very same agricultural enterprises. Now there is some kind of catastrophic systemic crisis of general insolvency. Previously, state support came to the rescue, but today there is not enough money in the budget.

- How do you feel about this practice, when unprofitable farms were assigned to successful businessmen?

- This is still there. But, excuse me, why does business have to pay for someone's mistakes? Someone has brought the economy to the handle, and you raise it! And how to raise it if they dictate what to sow, where to load the milk?

- Recently agroindustrial economy"Khutor-Agro" of the Svetlogorsk region was transferred to the balance of the Ministry of Internal Affairs ...

- And where will the Ministry of Internal Affairs, which is itself financed from the budget, take money for the maintenance of this economy? The state does not have its own money, it takes it from the taxpayers. It means that here we will pay for everything.

Where are our taxes going?

- The Belarusian tax system is generally imperfect ...

- We have a fairly high rating of the business climate. But apart from the rates of registration of businesses and real estate, the result is much worse. The main reason is one of the largest tax burden in the world. And for entrepreneurs, this is a key factor. At the same time, it is important not only the share of taxes withdrawn, but also how much money remains with the taxpayers.

Therefore, the tax reform in the United States is so impressive, in particular - the reduction of corporate tax from 35 to 21 percent, a decrease in tax rates on income of citizens, and an increase in tax deductions for them. No wonder investments and the economy as a whole are expected to grow there! Meanwhile, we have income tax - 18, VAT - 20 percent. It would be nothing if these taxes were calculated correctly, carried not only a fiscal, but also a stimulating function.

- You were included in working group who will edit the Tax Code?

- Does the Union of Taxpayers, which you head, have its own draft of an ideal Tax Code?

- There is no ideal tax system. I assume that most people voluntarily pay taxes if they are taken in moderation. Therefore, it is necessary to provide more tax deductions, including income tax. We also have them, but not in sufficient volume. Significant changes are required here. In particular, it would be worthwhile to make the standard deduction a family deduction, that is, double it if one of the spouses does not work.

The main question is the amount of taxes. If they are not reduced, our tax system will still be uncompetitive. And in order to ease the tax burden, it is necessary to cut government spending. For example, it would be nice to reduce the number of ministries by two or three times. For example, in Austria there are only seven ministries. In the UK, despite the size of its economy, one of the departments under the Treasury is charged with customs and tax duties and border security. And we have three law enforcement agencies doing this!

Large taxes do not provoke protests if people see them as rational use, especially in social sphere... But we have to pay extra for food in kindergartens, there are no free medicines. Taxpayers do not see where the money collected from them or the income of state-owned enterprises, for example, "Belaruskali", goes. In Saudi Arabia, a significant portion of oil revenues are distributed among the population. Where does the natural rent go with us?

How the state makes money on pensioners

- Head of the Council for the Development of Entrepreneurship Alexander Turchin said that new project The Tax Code should be ready by September 1 this year.

- It is high time for the country to accept a new tax code! More than 300 changes have been made to the current one. What kind of head, staff, education do you need to understand all this and not disturb anything? Therefore, I agree that the Tax Code should be really simple and straightforward.

We all love stability - in love, in business, and especially in taxes. In our country, the main priority is declared to be the interests of the state, which no one undertakes to articulate clearly. But the primary should be a man with his labor. Because the state is for a person, and not vice versa.

This is especially noticeable in the example of the pension system. It absolutely does not take into account how much money a person actually contributed to the pension fund. There is practically no connection between the amounts paid and the size of the pension. For example, I have been retired for 10 years, but I continue to work and pay deductions to the Federal Social Welfare Fund in full. And why, if I have already more than earned my retirement?

- So, either your pension should increase, or you shouldn't pay ...

- Or pay at least half.

Here's another example. The couple lived together all their lives, one of them died. Why can't the remaining spouse leave at least half of the pension earned by the deceased, accumulated during his working life? So at least it will be possible to make ends meet, to keep the apartment. I figured that without capitalization I had earned myself a pension of up to 150 years. Why can't my wife's pension be credited from my money? After all, it is normal for the husband to work in the family and the wife in the household.

The next question: why not encourage and give "in advance" part of the earned pension when a person reaches retirement age? This is accepted in many countries. Such money would allow a pensioner to realize old dreams of starting his own business, traveling or something else.

Finally, why can't businesses be given the opportunity to create their own pension funds, as is done abroad?

When you see that a policeman receives a pension for some reason more than a successful businessman, the thought involuntarily arises that something is wrong in this area ...

- Anatoly Ivanovich, don't you think that by sitting in the Oval Hall and voicing everything that we are talking about over a cup of coffee there, you could bring much more benefit to the country? Why have you never aspired to the power, to the deputies? Or business and politics are incompatible things for you?

- In many countries successful businessmen successful in everything, including politics.

Businessmen come to success precisely because they understand all the processes that are taking place, they know what to do and how to do it. It is impossible to establish a business without knowing and not understanding the legislation.
