1. Guidelines for the development of draft standards for waste generation and limits for their disposal (hereinafter - Guidelines) are intended for individual entrepreneurs and legal entities (hereinafter - business entities), as a result of economic and other activities of which waste is generated, and territorial bodies of the Federal Service on supervision in the field of environmental management (hereinafter - the territorial bodies of Rosprirodnadzor), making decisions on the approval of standards for the formation and limits for waste disposal.

2. Guidelines establish a unified approach to the development and General requirements to the content and design of the draft standards for waste generation and limits on their disposal (hereinafter - PNOOLR), which substantiates the proposed treatment of all waste generated in the course of economic and other activities of an economic entity, through their use, neutralization, disposal, as well as transfer to others business entities for the purpose of their further use, neutralization, placement.

4. If an economic entity has a branch (s) and separate subdivisions located within the same constituent entity of the Russian Federation, the PNOOLR is developed for the economic entity as a whole or separately for each branch and separate subdivision.

If an economic entity has a branch (s) and separate subdivisions located on the territory of several constituent entities of the Russian Federation, the PNOOLR is developed separately for each branch and separate subdivision.

Determination (calculation), on the basis of waste generation standards and the volume of products produced (services rendered, work performed), the amount of waste generated annually;

6. When the territorial bodies of Rosprirodnadzor make a decision on the approval of standards for waste generation and limits for their disposal, the following information contained in the PNOOLR is taken into account:

Availability in the production area and the capacity of equipped places (sites) for the accumulation of waste intended for the formation of a batch of waste for the purpose of their further use, neutralization, disposal, transfer to other business entities;

Available technical capabilities for the use and (or) disposal of the generated waste by an economic entity independently or by transferring it to other business entities;

Availability of waste disposal facilities operated by an economic entity or third-party organizations, as well as the available technical capabilities for the disposal of the proposed amount of waste of each type and their hazard class;

The presence of waste disposal facilities operated by an economic entity or third-party organizations in the state register of waste disposal facilities formed Federal Service on supervision in the field of environmental management in accordance with the Procedure for maintaining the state cadastre of waste, approved by order of the Ministry of Natural Resources and Environment of the Russian Federation dated September 30, 2011 N 792 (registered with the Ministry of Justice of the Russian Federation on November 16, 2011, registration N 22313).

7. In order to confirm compliance with the approved standards for waste generation and limits for their disposal, formed during the reporting period, economic entities (their branch (s) or separate divisions) prepare and submit a technical report on handling with waste.

Confirmation of the actual use, disposal, disposal, transfer to other business entities of waste generated during the reporting period.

9. The PNOOLR provides justifications for the proposed standards for the generation of specific types of waste on average per year based on the standards for waste generation. The proposed standards for the generation of specific types of waste on average per year are indicated in tons per year.

General Provisions

1. Methodological instructions are intended for individual entrepreneurs and legal entities, as a result of whose activities waste is generated, as well as for the RTN bodies that make decisions on approving standards for waste generation and limits for their disposal.

2. Guidelines define a unified approach to the development and general requirements for the content and execution of draft standards for waste generation and limits for their disposal.

3. Action of the Methodological Guidelines does not apply to questions of appeal with radioactive waste, with biological waste and with medical waste.

Draft standards for waste generation and limits for their disposal (PNOOLR) under the new order:

PNOOLR is drawn up on paper in two copies, one remains with the subject, and the second with an electronic version is submitted to the RPN.

PNOOLR can be filed with a simple electronic signature.

PNOOLR composition:

  1. title page (Appendix 6);
  2. content;
  3. general information about the business entity;
  4. information about economic and other activities;
  5. calculation and justification of the proposed standards for waste generation on average per year;
  6. Calculations for each type of waste are drawn up in a separate subsection of the PNOOLR. The initial data for calculations by the methods of the material balance, calculation, analytical and statistical, should be presented in a tabular form (the form is attached P1). When calculating by specific indicators, calculations and justifications can be presented in text form, with links to sources of information, as well as to applications certifying quantitative indicators. At the end of the section, a general list of waste generated is formed, indicating the calculated proposed standards for waste generation on average per year (according to the attached form P7)

  7. information on the proposed waste generation;
  8. The proposed annual waste generation is tabulated separately for each structural unit(workshop, site ...), information on which is included in the PNOOLR (according to the attached form P8) and summary information on the proposed total annual waste generation by the entity (its branch (s) and separate subdivisions), in general (according to the attached form P9 )

The section "Applications" of PNOOLR includes:

  • copies of documents, certified by the subject, confirming the data of the material and raw materials balance for the main production;
  • copies of contracts for the transfer of waste to specific economic entities certified by the subject for the purpose of their use, neutralization, disposal of specific quantities of waste of certain types and classes of hazard;
  • a schematic map of the location of independently operated (own) waste disposal facilities;
  • a schematic map of the location of waste accumulation sites;
  • other documents and materials at the discretion of the business entity.

In order to confirmation of compliance with approved standards waste generation annually compiled and submitted by notification to RPN authorities technical report to confirm the types, hazard classes and amount of waste declared in the PNOOLR and the amount of waste generated during the reporting period and to confirm the actual use, disposal, disposal, transfer to other business entities of waste generated during the reporting period.

The technical report on waste management is also drawn up on paper in two copies, one for the subject, and the second (with an electronic version) for the Rosprirodnadzor authorities.

The technical report contains:

  • title page;
  • content;
  • information about the business entity;
  • information on the actually generated amounts of waste;
  • information about actually used, neutralized, placed, as well as transferred for these purposes to other economic entities, during the reporting period, generated waste.

GUIDELINES FOR THE DEVELOPMENT OF DRAFT STANDARDS FOR WASTE GENERATION AND LIMITS FOR THEIR ACCOMMODATION

I. General Provisions

1. Guidelines for the development of draft standards for waste generation and limits for their disposal (hereinafter - Guidelines) are intended for individual entrepreneurs and legal entities (hereinafter - business entities), as a result of economic and other activities of which waste is generated, and territorial bodies of the Federal Service on supervision in the field of environmental management (hereinafter - the territorial bodies of Rosprirodnadzor), making decisions on the approval of standards for the formation and limits for waste disposal.

2. Methodological guidelines establish a unified approach to the development and general requirements for the content and design of the draft waste generation standards and limits for their disposal (hereinafter referred to as PNOOLR), which substantiates the proposed management of all waste generated in the course of economic and other activities of an economic entity, by using them, neutralizing them, placing them, as well as transferring them to other business entities for the purpose of their further use, neutralization, placement.

3. The Methodological Guidelines do not apply to relations in the field of radioactive waste management, biological waste and medical waste.<1>.

4. If an economic entity has a branch (s) and separate subdivisions located within the same constituent entity of the Russian Federation, the PNOOLR is developed for the economic entity as a whole or separately for each branch and separate subdivision.

5. The main tasks in the development of PNOOLR are:

determination (calculation) of standards for waste generation;

determination (calculation) on the basis of waste generation standards and the volume of products produced (services rendered, work performed), the amount of waste generated annually;

substantiation of the amount of waste proposed for use and (or) disposal;

justification of the amount of waste proposed for disposal in specific waste disposal facilities.

6. When the territorial bodies of Rosprirodnadzor make a decision on the approval of standards for waste generation and limits for their disposal, the following information contained in the PNOOLR is taken into account:

the presence on the production site and the capacity of equipped places (sites) for the accumulation of waste intended for the formation of a batch of waste for the purpose of their further use, neutralization, disposal, transfer to other business entities;

available technical capabilities for the use and (or) disposal of the generated waste by an economic entity independently or by transferring it to other business entities;

the amount of waste proposed for disposal;

the presence of waste disposal facilities operated by an economic entity or third-party organizations, as well as the available technical capabilities for the disposal of the proposed amount of waste of each type and their hazard class;

the presence of waste disposal facilities operated by an economic entity or third-party organizations in the state register of waste disposal facilities formed by the Federal Service for Supervision of Natural Resources in accordance with the Procedure

7. In order to confirm compliance with the approved standards for waste generation and limits for their disposal, formed during the reporting period, economic entities (their branch (s) or separate divisions) prepare and submit a technical report on handling with waste.

8. The technical report on waste management is prepared in order to:

confirmation of the types, hazard classes and the amount of waste generated in the reporting period declared in the PNOOLR;

confirmation of the actual use, disposal, disposal, transfer to other business entities of waste generated during the reporting period.

II. Methods for determination (calculation) of waste generation standards

9. The PNOOLR provides justifications for the proposed standards for the generation of specific types of waste on average per year based on the standards for waste generation. The proposed standards for the generation of specific types of waste on average per year are indicated in tons per year.

The proposed annual average waste generation rate is determined on the basis of the waste generation rate.

The waste generation rate determines the established amount of a specific type of waste in the production of a unit of production. For the calculated unit of production (work, services), depending on the source of waste generation, it is taken:

unit of manufactured products, unit of raw materials used - for production waste;

distance unit (for example, kilometer) - for service waste Vehicle;

unit of area - for waste when cleaning the territory;

people - for waste generated in residential premises;

unit of space - for hotels, canteens and other organizations and institutions.

The standard of waste generation, on average per year, is determined by the formula N 1:

Calculation of the proposed standards for the generation of waste on average per year, generated as a result of the wear of materials and products for which in technical documentation limits on the service life are established, it is allowed to determine without preliminary determination of the waste generation rate according to the formula N 2:

Weight of materials, products, recognized as waste;

T is the service life of the material, product.

10. The standards for waste generation, depending on the nature of waste-forming processes and the possibility of obtaining initial data for the calculation, are determined using the following methods:

calculation method for the material balance;

calculation method based on specific industry standards for waste generation;

calculation and analytical method;

experimental method;

calculation method based on the actual volume of waste generation ( statistical method).

11. The material and raw material balance is the basic one for the rationing of production waste generation. The calculation for the material balance is used when determining the standards for waste generation in industries using different types raw materials or products. The initial data for the calculation are:

the amount of raw materials and materials used per unit of time;

the amount of raw materials and materials passed into products;

the number of products produced;

natural loss rates;

the amount of substances released into the atmospheric air and discharged with wastewater.

As the initial data for the calculation, flow charts, a description of recipes, technological regulations and other documentation regulating the use of raw materials and materials, accounting materials for the consumption of raw materials and materials, receipt of products, the results of an inventory of emission sources, discharges of pollutants, sources of waste generation, control data are used emissions, discharges and waste generation. The initial data are recorded in tabular form (Appendix No. 1 to the Methodological Instructions).

Depending on the available set of initial data, the calculation of waste generation standards can be made according to several options.

If there is data on the amount of waste and products produced per unit of time, the waste generation rate is determined by the formula N 3:

Waste generation rate, tons per unit of production;

q is the volume of products produced per unit of time.

In the absence of data on the amount of waste per unit of time in the presence of information on the amount of raw materials and materials that pass into products, the sum of all waste generated during a unit of time is calculated using the formula N 4:

The sum of all waste per unit of time, tons;

The total amount of raw materials and materials entered into production per unit of time, tons;

The total amount of raw materials and materials used for the production of products per unit of time, tons;

The amount of inevitable irrecoverable losses of raw materials (materials) in the production process per unit of time, tons;

The total amount of pollutants in the composition of emissions into the atmospheric air per unit of time, tons;

The total amount of pollutants in the composition of discharges per unit of time, tons.

In this case, the waste generation rate is determined by the formula N 5:

In the absence of data on the amount of raw materials and materials used for the production of products in the presence of information on the amount of products produced per unit of time, in the formula N 4 the value is replaced by, which is the total amount of products in tons per unit of time.

When one type of waste is generated in the production of several types of products, it is allowed to use the group waste generation standard. To calculate the group standard for waste generation, the total volume of waste generation is first determined using the formula N 6:

The total total volume of waste generation;

Waste generation rate in the waste-forming process in the production of each type of product, tons;

Output volume of the i-th type of product;

i is the index of the type of product produced (i = 1, 2, 3, 4 ... m).

The group standard for the generation of waste per unit of gross output is determined by the formula N 7:

If the necessary data are not available for calculating the waste generation standards in the documentation specified in paragraph 7 of this clause, full-scale measurements are carried out to obtain them.

12. The calculation method for specific industry standards for waste generation is based on the use of reference tables of specific indicators for waste generation by type economic activity.

Specific industry standards for waste generation are developed:

by adopting on average per year individual values ​​of waste generation standards for industry organizations;

by calculating the average specific indicators based on the analysis of reporting information for a certain (base) period, highlighting the most important (expertly established) norm-forming factors and determining their influence on the value of the standards for the proposed period.

13. The calculation and analytical method is used in the presence of design and technological documentation ( technological maps, recipes, regulations, working drawings) for the production of products in which waste is generated. On the basis of such documentation, in accordance with the established rates of consumption of raw materials (materials), the waste generation rate () is calculated as the difference between the rate of consumption of raw materials (materials) per unit of production and their net (useful) consumption, taking into account the inevitable irrecoverable loss of raw materials.

The calculation is carried out according to the formula N 8:

N is the rate of consumption of raw materials (materials) per unit of production, tons;

P is the consumption of raw materials (materials) necessary for the implementation production process(work) per unit of production, tons;

Inevitable irrecoverable loss of raw materials (materials) in the production process per unit of production, tons.

The waste generation rate is determined by the formula N 9:

Coefficient of inevitable losses of raw materials (materials) ().

The rate of waste generation in percent or as a coefficient of the yield of secondary raw materials () is determined by the formula N 10:

where is the coefficient of use of raw materials (materials) in the production of products ().

According to the formulas N 8 - 10, the standards for the formation of each type of waste are determined.

The amount (volume) of waste generation (), which is calculated as the product of the standard for the generation of waste generated as a result of the use of raw materials (), by the volume (amount) of raw materials and materials used (). The calculation is carried out according to the formula N 11:

Waste generation rate.

Group standards for waste generation per unit of gross output are determined by the formula N 12:

The results of calculations of waste generation standards by the calculation and analytical method are drawn up in a tabular form (Appendices N 2, 3, 4 to the Methodological Guidelines).

14. An experimental method, which consists in determining the standards for waste generation on the basis of experimental measurements in working conditions, is used for technological processes that allow a certain range of changes constituent elements raw materials (in foundry, chemical, food, microbiological and other industries), as well as with high labor intensity of analytical calculations. Initially, on the basis of statistical processing of experimental measurements of the mass of a useful product obtained from a unit mass of raw materials (materials), an indicator is determined that characterizes the share of a useful product in a unit of raw materials in percent (). Based on the value of this indicator and data on the mass of the useful product extracted from the raw material (), the mass of waste generation () is determined by the formula N 13:

The waste generation rate per unit of manufactured products () is determined by the formula N 14:

where is the amount of products in the production of which waste is generated.

For products under development, the standards for waste generation are determined experimentally on the basis of measuring the mass of waste in the production of the most typical types of products and determining the average this kind production indicators.

15. The calculation method based on the actual volumes of waste generation (statistical method) is used to determine the waste generation standards based on statistical processing of information on waste management for the base (at least 3 years) period, followed by data correction in accordance with the proposed mitigation measures. material consumption of manufactured products.

The initial data for calculating the rate of waste generation for raw materials or products and the results of calculating the rate are formed in tabular form (Appendix No. 5 to the Methodological Guidelines). At the same time, the specific amount of waste generation for each year for the period under consideration is determined first. The specific amount of waste generation is calculated by dividing the amount of waste generated (columns 13 - 15) by the amount of raw materials used (columns 3 - 5) or products manufactured (columns 8 - 10).

The waste generation rate is determined by the formula N 15:

17. The PNOOLR includes:

information on the proposed annual waste use and / or waste disposal;

information on the proposed waste disposal at independently operated (own) waste disposal facilities;

proposals for the limits of annual waste disposal;

18. In the " General information about the business entity "PNOOLR contains:

taxpayer identification number (hereinafter - TIN);

codes for the All-Russian Classifier of Organizational and Legal Forms (OKOPF), the All-Russian Classifier of Fixed Assets (OKOFS), the All-Russian Classifier of Economic Activities (OKVED), the All-Russian Classifier of Administrative-Territorial Divisions (OKATO), the All-Russian Classifier of Territories municipalities(OKTMO);

type of main economic and other activity;

a list of branch (s) and separate subdivisions, information on which is included in the PNOOLR, and their locations;

a list of independently operated (own) waste disposal facilities.

19. In the section "Information on economic and other activities" PNOOLR in text form provides a brief description of and indicators of economic and other activities in the process of which waste is generated.

For each structural unit (workshop, site and other objects), information on which is included in the PNOOLR, flowcharts of technological processes are presented, including in the form of separate blocks:

used raw materials, materials, semi-finished products, other;

production operations (without detailing production processes);

manufactured products (services provided, work performed);

generated waste (by origin or conditions of formation);

waste management operations, including their accumulation, use, disposal, disposal, as well as the transfer of waste to other structural divisions or other business entities.

20. In the section "Calculation and substantiation of the proposed standards for the generation of waste on average per year" PNOOLR presents the calculations of the standards for waste generation, calculated (determined) for each type of waste using the methods for determining (calculating) the standards for waste generation, given in section II of these Guidelines ...

Calculations of standards for each type of waste are drawn up in a separate subsection of the PNOOLR.

The initial data for calculations made by the methods of the material balance, calculation, analytical and statistical, should be presented in tabular form (Appendix No. 1 to the Methodological Instructions). When using the method of calculation by specific indicators, it is allowed to present calculations and justifications in text form.

In text form, for each type of waste, links are provided to the relevant sources of information, as well as to annexes certifying quantitative indicators.

At the end of the section, based on the results of calculations, a general list of waste generated is formed with an indication of the calculated proposed standards for waste generation on average per year (Appendix No. 7 to the Methodological Instructions).

21. In the section "Information on the proposed waste generation" PNOOLR in a tabular form provides information on the proposed annual waste generation separately for each structural unit (workshop, site and other objects) of the economic entity, information on which is included in the PNOOLR (Appendix No. 8 to Methodological instructions) and summary information on the proposed total annual waste generation by the economic entity (its branch (s) and separate divisions), in general (Appendix No. 9 to the Methodological Instructions).

For all wastes included and not included in the federal waste classification catalog formed by Rosprirodnadzor in accordance with the Procedure specified in clause 6 of the Methodological Instructions, the hazard class is indicated, determined in accordance with the procedure for classifying waste of I - IV hazard classes to a specific hazard class and ( or) criteria for classifying waste to I - V hazard classes according to the degree of negative impact on environment approved by the Ministry of Natural Resources and Environment of the Russian Federation<1>.

At the same time, Appendices N 8 and N 9 to the Methodological Guidelines indicate the details of the letter on the direction of the business entity to the appropriate territorial body of Rosprirodnadzor of documents confirming the classification of the type of waste to a specific hazard class.

Business entities, the main economic activities which is the collection of waste from individuals for the purpose of their further use, neutralization, placement, transfer to other business entities, in a tabular form (Appendices N 8, 9 to the Methodological Instructions), information on the incoming types of waste is provided.

22. The section "Information on waste accumulation sites" of the PNOOLR provides a list and capacity of waste accumulation sites (sites, containers, bunkers and other facilities) intended for the formation of a waste batch for the purpose of their further use, neutralization, disposal, transfer to other business entities in tabular form (Appendix N 10 to the Methodological Instructions).

23. In the section "Information on the proposed annual transfer of waste to other economic entities for the purpose of their further use, and (or) neutralization, and (or) placement" of the PNOOLR, data on the proposed annual transfer of waste to other business entities for the purpose of their further use, neutralization , placement in tabular form (Appendix N 11 to the Methodological Guidelines).

This section also indicates the full name legal entity, Full Name individual entrepreneur(the latter - if any), location (residence) and TIN of economic entities receiving waste.

24. Business entities that independently dispose of the waste generated by them through use and (or) disposal, include the section "Information on the proposed annual use of waste and (or) disposal of waste" in the PNOOLR.

This section of the RNOOR provides a rationale for the amount of proposed annual use and / or disposal of waste.

To substantiate the amount of the proposed annual waste use, the "Appendices" section includes (if any) documents (copies certified by the business entity) and materials that are the source of this justification.

To substantiate the amount of the proposed annual waste disposal, the number and date of issue of the license for the activities of waste disposal of I - IV hazard classes are indicated.

A summary of the proposed annual use and (or) disposal of each type of waste is given in tabular form (Appendix No. 12 to the Methodological Guidelines).

25. Business entities that dispose of generated waste at independently operated (own) waste disposal facilities include in the PNOOLR the section "Information on the proposed disposal of waste at independently operated (own) waste disposal facilities".

This section of the PNOOLR provides a justification for the proposed annual disposal of waste at independently operated (own) waste disposal facilities. The substantiation is based on the results of an inventory of independently operated (own) waste disposal facilities carried out in accordance with the Rules for an inventory of waste disposal facilities approved by order of the Ministry of Natural Resources and Environment of the Russian Federation dated February 25, 2010 N 49 (registered with the Ministry of Justice of the Russian Federation on June 08, 2010, registration N 17520) as amended by order of the Ministry of Natural Resources and Environment of the Russian Federation dated 09.12.2010 N 541 (registered with the Ministry of Justice of the Russian Federation 03.02.2011, registration N 19685).

To substantiate the amount of the proposed annual disposal of waste, the number and date of issue of the license for the disposal of waste of I - IV hazard class are indicated.

Summary information on the proposed annual disposal of waste at independently operated (own) waste disposal facilities is presented in tabular form (Appendix No. 13 to the Methodological Guidelines).

26. In the section "Proposals for the limits of the annual disposal of waste" PNOOLR indicates the list and the number of types of waste intended for annual disposal in specific waste disposal facilities, in a tabular form (Appendix No. 14 to the Methodological Instructions).

27. In the section "List of sources used" PNOOLR provides a list of sources of information used, indicating the authors, publisher and year of publication.

28. The section "Applications" of PNOOLR includes:

copies of documents, certified by an economic entity, confirming the data of the material and raw materials balance for the main production;

copies of contracts for the transfer of waste to specific economic entities certified by an economic entity for the purpose of their use, disposal, disposal of specific quantities of waste of certain types and classes of hazard;

a schematic map of the location of independently operated (own) waste disposal facilities;

a schematic map of the location of waste accumulation sites;

other documents and materials at the discretion of the business entity.

III. Content and execution of a technical report on waste management

29. The technical report on waste management is drawn up on paper in two copies, one of which is kept by the business entity, and the second, together with its electronic version on electronic media, is submitted to the appropriate territorial body of Rosprirodnadzor.

Waste management technical report includes:

title page (Appendix N 15 to the Methodological Instructions);

structure of the technical report;

information about the business entity;

information on the actually generated amounts of waste;

information about actually used, neutralized, placed, as well as transferred for these purposes to other economic entities, during the reporting period, generated waste.

30. The section "Information about the business entity" of the technical report contains:

full and abbreviated name, including company name, organizational and legal form of a legal entity, its location, state registration number records on the creation of a legal entity and data of a document confirming the fact of making an entry about a legal entity in the Unified State Register of Legal Entities - for a legal entity;

surname, first name and patronymic (the latter - if any) of an individual entrepreneur, his place of residence, data of his identity document, state registration number of the record on state registration as an individual entrepreneur and the data of a document confirming the fact of making an entry about an individual entrepreneur in the Unified State Register of Individual Entrepreneurs - for an individual entrepreneur;

telephone numbers, telefax (if available);

address Email(in the presence of);

surnames and initials of the head of the legal entity and persons responsible for waste management (indicating positions);

a list of structural divisions (main and auxiliary workshops, sections and other objects), as a result of economic and other activities of which waste is generated;

a list of the branch (s) and separate divisions, information on which is included in the technical report on waste management, and their locations.

31. In the section "Information on the actually generated amounts of waste" of the technical report, information on the actual generation of waste for the reporting period is provided separately for each structural unit (workshop, site and other objects) of an economic entity in a tabular form (Appendix No. 16 to the Methodological Guidelines) and actual summary information on the waste generated by the economic entity as a whole in a tabular form (Appendix No. 17 to the Methodological Instructions).

32. In the section "Information on actually used, neutralized, placed, as well as transferred for these purposes to other economic entities, during the reporting period, generated waste" of the technical report provides information for the reporting period on the actual use, disposal, storage and disposal of waste independently operated (own) waste disposal facilities, on the actual transfer of waste to other business entities in a tabular form (Appendix No. 18 to the Methodological Guidelines).

When the actual transfer of waste to other economic entities for the purpose of neutralization and (or) disposal, the number and date of issue of the license for the activity of neutralization and (or) disposal of waste of I - IV hazard class of this economic entity shall be indicated.

33. An economic entity to technical report other documents and materials may be attached.
