In order to improve the organization and regulation of labor of employees of healthcare institutions and on the basis of the Decree of the Government of the Russian Federation of April 29, 2002 N 284 "On approval of the Regulation on the Ministry of Health of the Russian Federation" (Collected Legislation of the Russian Federation, 2002, N 18, Art. 1771) I order:

1. The name of the position of the head of the institution is established in accordance with the profile of the institution headed, for example: hospital, polyclinic - chief physician; hospital - chief; sanatorium, center - chief physician, director; pharmacy - manager, etc.

In the staffing table of the institution, the position of the head is taken into account in the general agency staff.

Director's position, replaced by specialists who do not have medical education, is installed in sanatoriums classified as I-IV payment groups labor leaders... In this case, the position of the director as deputy head of the institution is not introduced.

2. The head of the institution, based on production necessity, has the right to strengthen individual structural divisions or introduce positions (professions of workers) not provided for by these staffing standards, at the expense of the positions of others structural units within established by the institution wage fund.

The introduction of additional positions in excess of the current staffing standards is allowed only if there is job description O functional responsibilities an employee who is additionally introduced to the staff of the institution, and an economic justification for the feasibility of introducing the specified position.

In this case, the names of positions of employees and professions of workers must correspond to their names provided for in the current staffing standards, tariff and qualification characteristics for industry-wide positions of employees and workers' professions approved by the Ministry of Labor of Russia. Names of workers' professions not provided for by the Tariff and qualification characteristics for industry-wide professions workers are established in accordance with the names contained in the Unified Tariff and Qualification Reference Book of Work and Occupations of Workers (ETKS).

In the staffing table of the institution vacancies are indicated by their base name, for example, accountant, economist, engineer.

The titles of positions occupied by specific employees are determined based on the compliance of their qualifications with the requirements provided for by the tariff and qualification characteristics for industry-wide positions of employees, for example, a specialist (economist, accountant, engineer) with a higher professional education and work experience as an economist for 4 years, in the staffing table of the institution, the position will be called an economist of the II category, etc.

3. In staffing tables whole or 0.25, 0.5 and 0.75 positions (units) can be entered, when calculating them, the total figures less than 0.13 are discarded, the numbers 0.13-0.37 are rounded to 0.25, the numbers 0.38- 0.62 is rounded up to 0.5, the numbers 0.63-0.87 are rounded up to 0.75, and over 0.87 - to one. If, for several titles, 0.25, 0.5 or 0.75 positions (units) are formed, it is allowed to combine them by categories of personnel (employees, workers) according to one of the merged names with the performance of functions for all merged positions (professions).

Staff standards for employees of centralized accounting departments at state and municipal health care institutions

1. The position of the chief accountant is established in each accounting department.

2. The positions of deputy chief accountants are established in the accounting department, which is supposed to be in accordance with paragraphs. 4-8 of these staffing standards:

- from 5 to 10 positions of accountants - 1 position;

- from 11 and above positions of accountants - 2 positions.

2.1. Additionally, the position of the deputy chief accountant can be introduced at the expense of one of the positions of group leaders in centralized accounting offices with a total number of beds over 2100 and the number of medical positions over 420 in the serviced institutions;

3. The position of the head of the accounting group is established for each functional group, which according to pp. 4-8 of these staffing standards relies on at least 6 positions of accountants, instead of one of them.

4. The positions of accountants for the accounting and calculation of food products are established at the rate of 1 position for 300 beds in medical and prophylactic institutions that have a bed fund, and places in children's homes.

- 300 beds in medical institutions with bed capacity, and places in children's homes;

6. The positions of accountants for settlements with workers and employees are established at the rate of 1 position per 200 established posts in the institutions served.

7.1. 1 position in execution cash transactions through the treasury system;

7.2. 1 position for working with funds: compulsory health insurance, pension and social development;

7.3. at the rate of 1 position per 1000 beds and 200 positions of doctors in serviced institutions working in the compulsory health insurance system;

7.4. 1 position when servicing blood transfusion stations assigned to III - IV groups and 2 positions - to I-II groups on remuneration of managers;

7.5. at the rate of 1 position per 100 thousand departures per year in the served ambulance stations medical care;

7.6. 0.5 positions in servicing the centers of state sanitary and epidemiological supervision, assigned to III - IV groups and 1 position to I - II groups for the remuneration of managers;

7.7. at the rate of 1 position for 60 medical positions when servicing a forensic medical examination bureau;

7.8. 0.5 positions when servicing dairy kitchens with a throughput of 1 to 5 thousand servings per day, 1 position - over 5 to 7 thousand servings and 1.5 positions - over 7 thousand servings.

8. The positions of accountants-auditors are established:

8.1. 1 position - when serving less than 10 institutions with more than 300 beds (in total) and (or) 60 positions of doctors (in total);

2 positions - at least 15 institutions with more than 750 beds (in total) and (or) 150 positions of doctors (in total);

8.2. 1 position - when servicing ambulance stations with the number of visits over 100 thousand per year;

8.3. 1 position in the presence of centers of state sanitary and epidemiological supervision with a population of over 1 million people served;

8.4. 1 position when servicing blood transfusion stations with the amount of plasma harvested at least 10 thousand liters per year or processing at least 40 thousand liters of plasma per year;

9. The position of the senior cashier is established in the accounting department serving over 1000 employees ( individuals) instead of one position of the cashier relying on clause 10 of these staffing standards.

10. The position of the cashier is established in each accounting department. When the accounting department directly conducts cash settlements with the population in its state, additional positions of cashiers are established:

10.1. 0.5 positions in the presence of a dairy kitchen with a daily throughput of up to 2 thousand portions; 1 position - over 2 thousand servings;

10.2. 0.5 positions in the presence of a denture department with the number of positions of dentists orthopedists of 5 or more;

10.3. 0.5 positions in the presence of a blood transfusion department with a procurement of at least 2 thousand liters of blood from paid donors;

10.4. 0.5 positions in the presence of a preventive disinfection department with a staff of 10 or more positions of medical disinfectants for carrying out paid work on preventive disinfection, disinsection and deratization;

11. Position of economist for financial work is set:

11.1. at the rate of 1 position for 200 beds and 50 medical positions with the number of beds in the serviced institutions over 300 (in total) and over 60 medical positions (in total);

11.2. at the rate of 1 position per 100 thousand visits per year at ambulance stations;

11.3. at the rate of 1 position for 60 medical positions in the forensic medical examination bureau;

11.4. 1 position in servicing the centers of state sanitary and epidemiological supervision and blood transfusion stations assigned to the III-IV groups and 2 positions - to the I-II groups for the remuneration of managers.

12. 0.5-1.0 position of a typist is established in each accounting department.

1. Household maintenance of the centralized accounting (cleaning and repair of premises, current monitoring of equipment and apparatus, etc.) is carried out by the staff of the institution, in which the centralized accounting is organized.

The positions of employees and professions of workers in centralized accounting offices located in separate premises, as well as employed in technological process, are established according to the standards of the relevant workers provided for medical and preventive institutions.

2. Whole or 0.25, 0.5 and 0.75 positions (units) can be entered into the staffing tables, when calculating them, the total figures less than 0.13 are discarded, the numbers 0.13-0.37 are rounded to 0.25, figures 0.38-0.62 are rounded to 0.5, figures 0.63-0.87 are rounded to 0.75, and above 0.87 - to one. 1. To approve the staffing standards of employees and workers of state and municipal healthcare institutions (Appendix No. 1), staff standards of employees of centralized accounting departments at state and municipal healthcare institutions (Appendix No. 2) and staffing standards of structural divisions (employees) specially authorized to solve problems in the field of civil defense of state and municipal health care institutions (Appendix No. 3).

2. To consider as invalid the Order of the Ministry of Health of Russia dated 05.22.01 N 165 "On the approval of staffing standards for employees and workers of health care institutions and employees of centralized accounting departments at health care institutions."

3. Control over the implementation of this Order shall be entrusted to the First Deputy Minister of Health of the Russian Federation A.I. Vyalkova.

1.1. Treatment and prophylactic institutions (LPI), which include outpatient departments

- in institutions with up to 100 beds;

- in institutions assigned to I - II groups for the remuneration of managers

- in maternity hospitals with antenatal clinics with less than 5 medical positions and a hospital for 100 - 180 beds; 1 position:

- in regional, regional, republican, district hospitals;

- narcological and neuropsychiatric dispensaries of republican, district, regional, regional, city (cities with a population of over 800 thousand) subordination; dermatovenerologic dispensaries of city subordination, serving at least 200 thousand people; in the absence of a neuropsychiatric dispensary, this position is established in one of the psychiatric hospitals that have a dispensary department;

- in central district and central city hospitals in rural areas and cities with a population of over 25 thousand people;

- in city hospitals with 360 or more beds;

- in children's city hospitals, the polyclinic of which serves 15 and more thousand children. When serving a smaller number of children, the specified position is introduced at the rate of 15 thousand children;

- in maternity hospitals, in antenatal clinics, in which there are 5 or more medical positions. In cases where there are fewer medical positions in the antenatal clinic, this position is introduced if there are at least 190 beds in the hospital.

1.2. Treatment and prophylactic institutions that do not include outpatient departments

- in specialized hospitals with 200 or more beds;

- in maternity hospitals with 100 or more beds;

- in sanatoriums for adults with 200 or more beds;

- in other medical institutions - for 150 or more beds (places in children's homes)

- in sanatoriums for adults and children with 100 or more beds;

- in other medical and prophylactic institutions - for 150 or more beds (places in children's homes).

In institutions assigned to the I group for the remuneration of managers, the position of the deputy head for economic issues is not established

- in maternity hospitals for 50 - 100 beds;

- in specialized hospitals for 100 - 200 beds;

- for adults with 100 - 200 beds;

- for children with 100 - 150 beds;

- in other institutions - for 100 - 150 beds (places in children's homes) and in institutions assigned to the I group for the remuneration of managers.

In institutions with bed capacity indicators below those provided for in this subparagraph, instead of the position of the head of the economic department, the position of the head of the economy is introduced

- in sanatoriums for 100 - 190 beds;

- in children's hospitals for 250 - 300 beds;

- in sanatoriums with 200 or more beds;

- in other health care facilities for 1000 or more beds.

In infectious and dermatovenerological institutions, this position is not established

- in medical institutions for 360 - 650 beds;

- in maternity hospitals for 100 - 180 beds;

- in medical institutions for 660 and more beds;

- in maternity hospitals with 190 or more beds

- in sanatoriums up to 100 beds; 1 position:

- in sanatoriums with 100 or more beds

- in sanatoriums for adults up to 100 beds; 1 position:

- in sanatoriums for adults over 100 beds.

Based on 1 position per 1000 beds in psychiatric hospitals

1.3. Outpatient polyclinic institutions; other health care institutions that do not have a bed fund

- for antenatal clinic with the number of medical positions from 11 positions;

- to the children's polyclinic serving 15 thousand and more children. When serving a smaller number of children, the specified position is introduced at the rate of 15 thousand children;

- to the skin and venereal dispensary of republican, district, regional, regional, city (cities with a population of at least 200 thousand) subordination;

- to narcological and neuropsychiatric dispensaries of republican, district, regional, regional, city (cities with a population of over 800 thousand) subordination

1.4. Blood transfusion stations, blood centers

1.5. Ambulance stations

- in institutions with more than 40 to 100 thousand visits per year;

- in institutions with more than 300 thousand visits per year

2.1. Employee positions

9. The position of the senior cashier is established in the accounting department serving over 1000 employees (physical eggs), instead of one position of the cashier relying on clause 10 of these staffing standards.

10.1. 0.5 positions in the presence of a dairy kitchen with a daily throughput of up to 2 thousand portions; 1 position - over 2 thousand servings.

10.2. 0.5 positions in the presence of a denture department with the number of positions of dentists and orthopedists of 5 or more.

10.3. 0.5 positions in the presence of a blood transfusion department with a procurement of at least 2 thousand liters of blood from regular donors.

10.4. 0.5 positions in the presence of a preventive disinfection department with a staff of 10 or more positions of medical disinfectants for carrying out paid work on preventive disinfection, disinsection and deratization.

10.5. 1 position when holding other paid medical services.

11.1. At the rate of 1 position for 200 beds and 50 medical positions with the number of beds in the serviced institutions over 300 (in total) and over 60 medical positions (in total).

11.2. At the rate of 1 position per 100 thousand visits per year at ambulance stations.

11.3. Based on 1 position for 60 medical positions in the forensic medical examination bureau.

The procedure for maintaining the territorial register of experts on the quality of medical care has been approved.

An expert on the quality of medical care can be a doctor with a higher professional education, an accreditation certificate or a specialist certificate. His work experience is at least 10 years. He should also be trained in expert activities in the field of compulsory health insurance.

To include an expert in the register, it is necessary to submit an application and an application from a specialist doctor (forms are provided). The application is submitted by one of the following entities: executive power a constituent entity of the Federation in the field of health care, the Roszdravnadzor department, a professional medical association, public association medical professionals, a medical or medical insurance organization.

The decision on the inclusion of an expert in the register or on exclusion from it is made by the Director of the Fund.

The register is posted on the official website of the TFOMI and is updated as necessary.

In accordance with part 3 of Article 69 of the Federal Law of November 21, 2011 N 323-FZ "On the Basics of Health Protection of Citizens in the Russian Federation" (Collected Legislation of the Russian Federation, 2013, N 27, Art. 3477; 2016, N 1, Art. . 9) I order:

the procedure for issuing a certificate of accreditation of a specialist in accordance with Appendix No. 1;

the form of the certificate of accreditation of a specialist in accordance with Appendix No. 2;

technical requirements for the certificate of accreditation of a specialist in accordance with Appendix No. 3.

PROCEDURE FOR ISSUING A CERTIFICATE OF ACCREDITATION OF A SPECIALIST

1. The procedure establishes the rules for issuing a certificate of accreditation of a specialist.

2. The certificate of accreditation of a specialist is drawn up by the Ministry of Health of the Russian Federation and signed by an authorized person of the Ministry of Health of the Russian Federation.

3. A certificate of accreditation of a specialist is issued by the accreditation commission to a person who is first recognized as having passed the accreditation of a specialist no later than 30 calendar days from the moment of signing the minutes of the meeting of the accreditation commission containing the decision of the accreditation commission on recognizing the person as having passed the accreditation of a specialist.

4. The certificate of accreditation of the specialist is valid for 5 years from the date of signing the minutes of the meeting of the accreditation commission, containing the decision of the accreditation commission on recognizing the person as having passed the accreditation of the specialist.

5. The period of validity of the certificate of accreditation of a specialist is extended for 5 years if the person is recognized as having passed the accreditation of a specialist in accordance with the Regulations on the accreditation of specialists, approved by order of the Ministry of Health of the Russian Federation of June 2, 2016 N 334н "1" (hereinafter - the Regulations on accreditation) ...

6. Filling in the form of the certificate of accreditation of a specialist is carried out in Russian in in electronic format using software or in a handwritten way.

7. When filling out the form of the certificate of accreditation of a specialist, the following shall be indicated:

surname, name, patronymic (if any) of the person recognized by the accreditation commission as having passed the accreditation of a specialist;

the level of education in the specialty (direction of training) in accordance with the List of specialties (areas of training) of higher education "1" and the List of specialties of secondary vocational education "2";

8. A certificate of accreditation of a specialist is issued to a person recognized by the accreditation commission as having passed the accreditation of a specialist upon presentation of an identity document, or to a representative of the specified person in the presence of a power of attorney drawn up in accordance with the established procedure, or sent by mail in valuable mail with acknowledgment of receipt.

9. To register the issued certificates of accreditation of a specialist, the accreditation commission maintains a logbook for the issued certificates of accreditation of a specialist, which indicates: surname, name, patronymic (if any), specialty (direction of training), registration number of the certificate of accreditation of a specialist, surname, name, patronymic (if any) of the person who received the certificate of accreditation, number, date of issue and the body that issued the identity document, of the person who received the certificate of accreditation of the specialist, the date of issue of the certificate of accreditation of the specialist.

10. The logbook of the issued certificates of accreditation of a specialist is kept in the organizations specified in clause 8 of the Regulations on Accreditation.

11. Information about registration number and the date of issue of the certificate of accreditation of a specialist are entered by the executive secretary of the accreditation commission into the Federal Register of Medical Workers "1".

12. In case of loss of a certificate of accreditation of a specialist or its damage (damage), a person who has received a certificate of accreditation of a specialist has the right to apply to the Ministry of Health of the Russian Federation with an application for a duplicate of the certificate of accreditation of a specialist, which must indicate:

surname, name, patronymic (if any) of the person who received the certificate of accreditation of the specialist;

in case of loss of the certificate of accreditation of a specialist - the circumstances of the loss of the certificate of accreditation of a specialist;

in case of damage (damage) of the certificate of accreditation of a specialist - the circumstances and nature of the damage, excluding the possibility of further use of the certificate of accreditation of a specialist, with the attachment of the damaged certificate of accreditation of a specialist.

13. A duplicate of the certificate of accreditation of a specialist is drawn up by the Ministry of Health of the Russian Federation, signed by an authorized person of the Ministry of Health of the Russian Federation and issued by the Ministry of Health of the Russian Federation in accordance with paragraph 8 of this Procedure.

14. The issuance of a duplicate certificate of accreditation of a specialist is carried out no later than 30 calendar days from the date of registration with the Ministry of Health of the Russian Federation of an application for a duplicate certificate of accreditation of a specialist with the following documents attached:

copy of the identity document;

copy of documents about higher education and on qualifications (with attachments) or secondary vocational education (with attachments) or an extract from the minutes of the meeting of the State Examination Commission;

a copy of the insurance certificate of compulsory pension insurance (if any).

15. On the first page of a duplicate of the certificate of accreditation of a specialist in the heading under the words "certificate of accreditation of a specialist", the word "duplicate" is stamped in blue.

16. The certificate of accreditation of a specialist, spoiled when filling out, is subject to destruction with the preparation of an appropriate act.

The names of workers 'professions that are not provided for by the Tariff and qualification characteristics for general industry professions of workers are established in accordance with the names contained in the Unified Tariff and Qualification Reference of Work and Workers' Professions (ETKS).
In the staffing table of the institution, vacancies are indicated by their base name, for example, accountant, economist, engineer.

Staff standards for employees of centralized accounting departments at state and municipal health care institutions
(approved by order of the Ministry of Health of the Russian Federation of June 9, 2003 N 230)

1. The position of the chief accountant is established in each accounting department.
2. The positions of deputy chief accountants are established in the accounting department, which is supposed to be in accordance with paragraphs. 4-8 of these staffing standards:
- from 5 to 10 positions of accountants - 1 position;
- from 11 and above positions of accountants - 2 positions.
2.1. Additionally, the position of the deputy chief accountant can be introduced at the expense of one of the positions of group leaders in centralized accounting offices with a total number of beds over 2100 and the number of medical positions over 420 in the serviced institutions;
2.2. Additionally, the position of deputy chief accountant can be introduced in institutions that carry out operations in tax and statistical accounting.
3. The position of the head of the accounting group is established for each functional group, which according to pp. 4-8 of these staffing standards relies on at least 6 positions of accountants, instead of one of them.
4. The positions of accountants for the accounting and calculation of food products are established at the rate of 1 position for 300 beds in medical and prophylactic institutions that have a bed fund, and places in children's homes.
5. Positions of accountants for accounting of material assets are established at the rate of 1 position for:
- 300 beds in medical institutions with bed capacity, and places in children's homes;
- 100 medical positions in institutions that do not have a bed fund.
6. The positions of accountants for settlements with workers and employees are established at the rate of 1 position per 200 full-time positions in the institutions served.
7. The positions of financial accountants are established at the rate of 1 position for:
- 750 beds;

8. The positions of accountants-auditors are established:

2 positions - at least 15 institutions with more than 750 beds (in total) and (or) 150 positions of doctors (in total);
8.2. 1 position - when servicing ambulance stations with the number of visits over 100 thousand per year;
8.3. 1 position in the presence of centers of state sanitary and epidemiological supervision with a population of over 1 million people served;
8.4. 1 position when servicing blood transfusion stations with the amount of plasma harvested at least 10 thousand liters per year or processing at least 40 thousand liters of plasma per year;
8.5. 1 position when servicing a forensic medical examination bureau with more than 60 medical positions.
9. The position of the senior cashier is established in the accounting department serving more than 1000 employees (individuals) instead of one position of the cashier relying on clause 10 of these staffing standards.
10. The position of the cashier is established in each accounting department. When the accounting department directly conducts cash settlements with the population in its state, additional positions of cashiers are established:
10.1. 0.5 positions in the presence of a dairy kitchen with a daily throughput of up to 2 thousand portions; 1 position - over 2 thousand servings;
10.2. 0.5 positions in the presence of a denture department with the number of positions of dentists and orthopedists of 5 or more;
10.3. 0.5 positions in the presence of a blood transfusion department with a procurement of at least 2 thousand liters of blood from paid donors;
10.4. 0.5 positions in the presence of a preventive disinfection department with a staff of 10 or more positions of medical disinfectants for carrying out paid work on preventive disinfection, disinsection and deratization;
10.5. 1 position when carrying out other paid medical services.
11. The position of an economist for financial work is established:

11.4. 1 position in servicing the centers of state sanitary and epidemiological supervision and blood transfusion stations assigned to the III-IV groups and 2 positions - to the I-II groups for the remuneration of managers.
12. 0.5-1.0 the position of a typist is established in each accounting department.

1. Maintenance of the centralized accounting (cleaning and repair of premises, ongoing monitoring of equipment and apparatus, etc.) is carried out by the staff of the institution, in which the centralized accounting is organized.
The positions of employees and professions of workers in centralized accounting offices located in separate premises, as well as those employed in the technological process, are established according to the standards of the relevant employees provided for medical and preventive institutions.
2. 1. General Provisions

1.1. The Coordinating Council of the Ministry of Health of Russia for the prevention of mother-to-child transmission of HIV in the Russian Federation (hereinafter the Council) is the coordinating body and is created by the Ministry of Health of the Russian Federation.

1.2. The Council includes representatives of scientific and educational medical, treatment-and-prophylactic institutions and structural units of the Ministry of Health of Russia. Representatives of international organizations and HIV / AIDS foundations.

1.3. In its activities, the Council is guided by the legislation of the Russian Federation, regulatory legal acts of the Ministry of Health of Russia and this regulation.

1.4. The Council considers it necessary to take into account the experience of work in the field of prevention of vertical transmission of HIV infection in the Russian Federation and the recommendations of UN international organizations: UNDP, UNAIDS, UNICEF, UNFPA, etc.

2. Tasks and functions

2.1. The main task of the Council is organizational and methodological activities for the implementation of comprehensive measures in the field of prevention of vertical transmission of HIV infection in the Russian Federation, as well as addressing issues of improving medical care for pregnant women and children with HIV infection.

2.2. In accordance with its tasks, the Council performs the following functions:

- assists in the development of a strategy for the development of medical care for pregnant women and children with HIV infection, prevention of vertical transmission of HIV infection;

- prepares proposals for draft orders, instructions and methodological documents of the Ministry of Health of Russia on this problem and participates in the preparation of decisions, development of recommendations and proposals on the prevention and organization of medical care for pregnant women and children with HIV infection;

- helps to define priority directions development to improve the efficiency of medical care for pregnant women and children with HIV infection;

- analyzes the organization of preventive measures and the quality of medical care for pregnant women and children with HIV infection;

- provides organizational and methodological guidance and practical assistance to the heads of medical and preventive institutions, specialists in the prevention of mother-to-child transmission of HIV infection;

- prepares proposals for scientific research in this area;

- develops criteria for assessing the health status of children with HIV infection;

- prepares proposals on the formation of educational programs for specialists on the prevention of vertical transmission and medical care for pregnant women and children with HIV infection;

- participates in the organization of scientific and practical conferences, meetings and seminars;

- interacts with public organizations, by means mass media with the aim of information support the population, especially adolescents and young people, on the prevention of the spread of HIV / AIDS;

- participates in decision-making on the provision of psychological and social assistance families raising HIV-infected children, HIV-infected orphans, children born to HIV-infected mothers, etc .;

- participates in and supports the implementation of international projects to prevent mother-to-child transmission of HIV infection.

3. Council rights

3.1. The Council has the right to:

- to request and receive from the healthcare authorities of the constituent entities of the Russian Federation, educational and research institutions subordinate to the Ministry of Health of Russia, medical and prophylactic institutions materials on issues within its competence;

- make proposals for the development of regulations, orders and other regulatory legal acts on issues within the competence of the Council;

- hold meetings with the invitation of heads of research and educational medical institutions, as well as medical institutions and other organizations.

4. Structure and organization of the Council's activities

4.1. The Council is created and its composition is approved by the Ministry of Health of the Russian Federation.

4.2. The general management of the work of the Council is carried out by the chairman.

4.3. The Council determines the main directions of its activities, develops work plans. Meetings of the Council are held as needed, but at least once every six months.

4.4. A meeting of the Council is considered competent if attended by at least half of its members.

The meeting of the Council is chaired by the Chairman of the Council or one of his deputies.
