Information about the number and wages employees are reflected in the form No. P-4. The form of the form is given in Appendix 11 to the order of Rosstat dated 09.24.2014 No. 580.

Who submits form number P-4

Form No. P-4 must be submitted by all companies, except for small businesses. This is stated in the Instructions for filling out the report, approved by orders of Rosstat:

  • dated 28.10.2013 No. 428 (hereinafter - Instructions No. 428);
  • dated September 24, 2014 No. 580 (hereinafter - Instructions No. 580).

Both documents need to be applied, they complement each other.

Changed the revenue indicator for small businesses

At the moment, small businesses include companies whose sales revenue excluding VAT for 2014 is no more than RUB 800 million. (Clause 3, Part 1, Article 4 Federal law of July 24, 2007 No. 209-FZ, clause 1 of the RF Government Decree of July 13, 2015 No. 702).

The new revenue figure is effective July 25, 2015. Before the amendments took effect, the revenue limit was RUB 400 million.

How often do you need to submit Form No. P-4

The frequency of submission of the report according to Form No. P-4 depends on the average number of employees of the company for the previous year. In 2015 - from the average number of employees for 2014 (see table below). This follows from paragraph 76.1 of Directive No. 428.

How to calculate the average number of employees

The procedure for calculating the average number of employees is given in paragraphs 77-83 of Instructions No. 428. It is applied when calculating average headcount employees for many forms of reporting, including for the RSV-1 PFR form.

The average number of employees is:

  • from the average number of employees on the payroll;
  • the average number of external part-timers;

Instead of form No. P-4, form No. 1-T

If your average number of employees for 2014 does not exceed 15 people, you report on a quarterly basis. No later than October 15, 2015, you need to submit information for the III quarter of 2015 to Rosstat.

At the same time, the territorial branch of Rosstat may establish a different procedure for submitting information about the salary and the number of employees - once a year... In this case, you will need to fill out a report in the form No. 1-T "Information on the number and wages of employees." It was approved by order of the Federal State Statistics Service of September 24, 2014 No. 580 (Appendix No. 1). The form is submitted to Rosstat at the end of the calendar year - until January 20.

Composition of the report

Form No. P-4 consists of a title page and one table.

In the first part of the table(columns up to the 4th inclusive) reflect the average number of employees for the reporting period (month or quarter) for each type of company activity. Columns 1-4 indicate the number (sample below):

  • payroll employees (without external part-time workers);
  • external part-time workers;
  • performers under civil law contracts.

In the second part of the table(columns 5-11) you need to show:

  • payroll for the specified categories of employees;
  • the amount of social payments;
  • number of man-hours worked.

The nuances of filling out form No. P-4

The procedure for filling out the form is simple, but it has some peculiarities.

Which companies must submit form No. 1-T (prof) to Rosstat no later than November 28, 2016

Let's take a look at some of them.

OKVED code

The OKVED code is indicated in column B. It must be taken from Appendix No. 4 to Instructions No. 428. In this appendix, Rosstat gives codes from the All-Russian Classifier of Species economic activity OK 029-2007 (OKVED).

Payroll composition

In the form № P-4 show the amounts accrued for the reporting period (sample above). They need to be taken from the documents on which payroll and bonuses are calculated. It does not matter:

  • sources of financing;
  • the procedure for withholding personal income tax;
  • terms of actual payment.

Amounts of accrued remuneration to members of the board of directors joint stock company, founders are not counted in the payroll fund. They also do not apply to payments of a social nature.

Benefits and compensation in connection with parental leave in the amount of 50 rubles.

It is not necessary to include in the column "Accrued wages fund" (clause 91 of Instructions No. 428):

  • insurance premiums;
  • temporary disability allowance;
  • maternity allowance;
  • a lump sum for the birth of a child;
  • monthly childcare allowance.

Also, in this column, you do not need to show a compensation payment in the amount of 50 rubles. It is paid at the expense of the employer to employees who are on parental leave to care for a child under three years of age (subparagraph "b" of clause 91 of Directive No. 428).

Negative values ​​of salary indicators

Instruction No. 428 does not provide for filling out the form with negative values. Negative values ​​can arise when, for example, an external part-time worker falls ill on vacation and the vacation is canceled.

In this case, the company needs to submit a revised report for the previous month. Show the amounts in the report minus the amount for unused vacation... And in cover letter to the report, describe the situation that the employee has a debt due to illness on vacation.

The current report should indicate the amount actually accrued to the employee, excluding the debt for the previous month.
There was no payroll - empty columns

If the company in the reporting period did not calculate salaries and other payments, then it submits information in form No. P-4 without filling out these data (clause 76.3 of Directives No. 428 and clause 9 of Directives No. 580).

How to send form number P-4 to Rosstat

Your company can submit the completed form No. P-4 to the territorial branch of Rosstat in one of three ways:

  • hand over to the specialist of the department in person or through a representative;
  • send by mail with a list of attachments;
  • using the Internet using electronic signature and information security means or through specialized telecom operators.

The submission date of the form will be:

  • the date of the actual submission of the form to the Rosstat department;
  • departure date mailing with a list of attachments;
  • date of dispatch using the Internet.

In the first method of submitting form No. P-4, at the request of the submitter on a copy of the report, the representative of Rosstat puts a mark on its acceptance and the date of submission. In the second method, the sender will have a receipt from the post office. In the third case, the sender will be sent a receipt for the receipt of the form in in electronic format(Clause 10-12 of the Regulation approved by the RF Government Decree of 18.08.2008 No. 620).

What is the responsibility of the company for the failure to submit the form number P-4

If your company violates the procedure for submitting form No. P-4 or provides false information, it may be held liable under article 13.19 of the Administrative Code of the Russian Federation and article 3 of the Law of the Russian Federation dated 13.05.92 No. 2761-1.

She could face an administrative fine in the amount of 3,000 to 5,000 rubles.

It is possible that in the near future the size of the fine will be significantly increased. The State Duma is considering draft law No. 827806-6, which proposes to set its size for a company in the range from 20,000 to 70,000 rubles, and for a repeated violation - from 100,000 to 150,000 rubles.

On the approval of the state statistical reporting form 1-t (time fund)

On the basis of the Regulations on the National Statistical Committee of the Republic of Belarus, approved by the Decree of the President of the Republic of Belarus dated August 26, 2008 N 445 "On some issues of state statistics bodies", the National Statistical Committee of the Republic of Belarus DECIDES:

1. To approve the attached form of the state statistical reporting 1-t (time fund) "Report on the use of the calendar time fund" of the annual frequency and put it into effect starting from the report for 2009.

2. To approve the attached Instructions on filling out the form of state statistical reporting 1-t (time fund) "Report on the use of the calendar fund of time" and put them into effect starting from the report for 2009.

3. 1. State statistical reporting in the form 1-t (time fund) "Report on the use of the calendar time fund" (hereinafter - the report):

1.1. present:

2. Legal entities, separate subdivisions of legal entities that have a separate balance sheet, submit a report at their location, including data on the subdivisions included in their structure located on the same territory (region of the region, city of regional subordination, city of Minsk).

Legal entities, separate divisions of legal entities that have a separate balance sheet, in the structure of which there are divisions located in another territory, draw up a report on each of them and submit to the state statistics body at the location of these structural divisions (or themselves structural units, authorized to do this in accordance with the established procedure, at the place of their location).

3. When filling out the report, one should be guided by the Instructions for filling out statistical indicators on labor in the forms of state statistical observations, approved by the resolution of the Ministry of Statistics and Analysis of the Republic of Belarus dated July 29, 2008 N 92 (National Register of Legal Acts of the Republic of Belarus, 2008, N 222 , 8/19374).

4. Data on the use of the calendar fund of time are reflected for employees included in the average number of employees, as well as for employees who did not show up for work due to temporary disability or nursing; who were on unpaid leave (except for those who were unpaid leave in connection with training); who were under investigation prior to the verdict of the court.

5. The number of man-days worked shall reflect data on the man-days actually worked by the employees of the organization, including those who worked part-time or part-time; man-days worked fine overtime work on public holidays, public holidays (non-working days) and weekends in excess of the monthly norm (outside the schedule), as well as man-days worked on the subbotnik.

For employees who worked part-time, only the days of actual work are included in the number of man-days worked.

6. Line 03 reflects data on general days off and second days off with a five-day working week, public holidays and holidays (non-working) days (Articles 136 and 147 Labor Code The Republic of Belarus).

7. Line 04 shall reflect data on man-days of absences due to temporary disability; labor and paid leave in connection with training, including days off falling on the period of these leaves; other no-shows permitted by law.

The number of person-days of temporary incapacity for work includes calendar days during the period of illness, drawn up with certificates of incapacity for work (certificates).

8. Line 05 reflects data on the loss of working time, the reasons for which are listed on lines 06 to 12 of the report. Unworked time during the reporting period is reflected only by days of possible actual work (without labor and other leaves, days of absence due to illness, public holidays, holidays (non-working) and weekends and so on). Lost time due to in-shift downtime is reported separately.

9. The number of man-days of absenteeism and other absenteeism due to violation of labor discipline (line 09) reflects data on: man-days of absenteeism of employees who did not show up for work or were absent from work without good reason more than three hours during the working day (continuously or in total); man-days of workers who were not allowed by the employer to work due to appearing at work in a state of alcoholic, narcotic or toxic intoxication, suspended from work due to drinking alcohol, the use of narcotic or toxic substances during working hours or at the place of work more than three hours before the end work; man-days of absences of employees who were subjected to administrative arrest for administrative offenses, as well as who were in a medical sobering-up center.

10. The number of employees who have committed truancy and other violations of labor discipline (hereinafter - truancy) (line 20) reflects data on employees who did not show up for work without a good reason during the whole working day or were absent from work without a good reason for more than three hours during the working day (continuously or in total); data on employees who were not allowed by the employer to work due to appearing at work in a state of alcoholic, narcotic or toxic intoxication, suspended from work due to drinking alcohol, the use of narcotic or toxic substances during working hours or at the place of work, if this happened in more than three hours before the end of work; data on employees who served a sentence of administrative arrest for an administrative offense, as well as who were in a medical sobering-up center.

When calculating the number of employees who have been absent, it should be borne in mind that if the same employee had more than one truancy during the reporting year, then the data on this employee is reflected in the report only once, regardless of the number of absenteeism.

11. Row 22 shall reflect data on the sum of all cases that occurred in the reporting period, regardless of whether this case occurred at the beginning, during or at the end of the working day. If these cases occurred more than three hours before the end of the work, then the data on them are reflected both on line 21 and on line 22, and data on the associated losses of working time - on line 09, on the number of violators - on line 20 ...

Data on cases of suspension of an employee from work due to his appearance in a state of alcoholic intoxication, drinking alcoholic beverages, using drugs or toxic substances during working hours or at the place of work three or less hours before the end of work is reflected in the report only in line 22.

If several people participated in the drinking of alcoholic beverages, the use of narcotic or toxic substances during working hours or at the place of work, then the report reflects data on the number of cases equal to the entire number of employees who shared alcoholic beverages during working hours or at the place of work.

12. The average number of employees (line 24) is checked as follows:

number of person-days of attendance and non-attendance at work (line 01) divided by the number calendar days in the reporting period, should be equal or close in value to the average number of employees;

the number of person-days of attendance and non-attendance at work (line 01) divided by the average number of employees (line 24) must be equal to the number of calendar days in the reporting period.

When drawing up a report, it is allowed to fill in line 24 with one decimal place.

Note. The terminology used in these Guidelines is used only to complete the report.

Form 1-T (annual)

The first report with the index 1-T is form 1-T (annual), which provides information on the number of staff of an economic entity and the salary of employees. The document is handed over annually - until January 20 of the year that follows the reporting year.

Who submits form 1-T to statistics in this version? The form is provided to Rosstat by legal entities that:

  • are large or average enterprises, but at the same time have a staff of no more than 15 people;
  • received from Rosstat a proposal to fill out the form in question instead of another statistical report - according to the P-4 form.

In turn, if such a proposal has not been received, then instead of the 1-T (annual) report, the P-4 report is submitted.

When filling out the 1-T (annual) document, you need to keep in mind that:

  1. The report is submitted separately for the head office of the legal entity and for each of its separate divisions - if any.

This rule also applies to other forms of reporting 1-T.

  1. If the company did not pay salaries to employees in the reporting year, then the report is submitted without specifying information about the salary.

If there is at least some data on the report, they must be specified. In the absence of data, a zero report or an explanation to Rosstat about the lack of necessary indicators is submitted.

How to submit Form 1-T (working conditions)

The next document with the index 1-T - form 1-T - working conditions. It reflects information about the conditions in which people work at the enterprise in terms of the impact of various harmful factors(according to the list of factors given in the report), as well as compensation for work in certain conditions.

The document is submitted by all legal entities larger than small businesses that operate in such areas as:

  • Agriculture;
  • forestry;
  • hunting;
  • fishing and fish farming;
  • mining;
  • manufacturing industry;
  • production and distribution of electricity, gas, steam, water (and wastewater disposal);
  • air conditioning;
  • garbage disposal, elimination of pollution;
  • building;
  • transport, storage;
  • Information Technology;
  • connection.
  1. If a particular employee is affected by several harmful factors, then:
  • in lines 03-13, the indicator is increased by one opposite each of the influencing factors;
  • on line 02, the indicator is increased by one.
  1. Information about workers in harmful working conditions is reflected in the report, even if these workers are not compensated.

The main source of data for filling out the form - documents reflecting the results conducting a special assessment of working conditions or previous certification.

How to fill out Form 1-T (fuel and lubricants)

Document No. 1-T (HMS), sometimes erroneously referred to as Form 1-T of fuel and lubricants, is submitted to Rosstat by state, municipal bodies and municipal election commissions. The deadline for submitting the document is January 15 of the year following the reporting year.

In the form of statistics 1-T in the variety in question, information is reflected:

  • on the staff units in force at the end of the year;
  • on the number of full-time employees;
  • about the accrued wages;
  • about social payments.

When preparing a document, you need to keep in mind that:

  1. Part-time workers, contractors, seconded workers are not counted when filling out the form.
  2. If an employee is transferred from one position to another during the year, then information on him is given taking into account the characteristics of the position he occupies at the end of the year.
  3. Information to fill in the data on the indicators of the organization's staff must be taken from staffing table.

That is, if a person occupies a position outside the staffing table (as a rule, such a situation arises when downsizing), then information about him is not included in the report.

Submission of form 1-T (professional): nuances

The document in question is handed over by all legal entities that, in terms of their economic indicators, are larger than small enterprises and carry out activities in any areas, except for:

  • finance;
  • government controlled;
  • ensuring the activities of the armed forces;
  • associated with social activities;
  • related to the activities of extraterritorial organizations (UN, IMF, consular offices and other structures with foreign or international jurisdiction).

In the form of statistics 1-T in the variety in question, the following are reflected:

  • indicators of the payroll number of employees by positions from the list given in the form;
  • the number of vacancies for the relevant positions.

In total, the form provides for more than 180 positions - from ordinary specialists to top managers.

Form 1-T-prof is submitted to Rosstat 1 time in 2 years - November 28. Indicators in the report pr and are kept as of the reporting date.

The last time the document was submitted in 2016 (according to the form approved by order of Rosstat dated 05.07.2016 No. 325). Rosstat is expected to issue a new version of the document in the summer of 2018.

When filling out the form, keep in mind that:

  1. The payroll is considered only for employees with whom the company has signed an employment contract.
  2. Contractors, external part-time workers, employees on maternity leave, seconded military personnel are not included in the document.
  3. Part-time jobs are shown in the report as whole jobs.

At the same time, vacancies include (except for the positions of dismissed workers and newly formed positions) also the places of workers who went on maternity leave. And if the company is not looking for third-party workers for vacant positions (relying on internal part-time workers), then such positions are not reflected in the form.

Rosstat has published four reporting documents with the index 1-T. All of them are united by the fact that they are rented, as a rule, by enterprises larger than small ones. The main type of data reflected in the forms is information about personnel (working conditions, wages).

How to find a document in a database of related documents. This database provides a search facility that allows digital images of documents submitted to the Senate to be used. The documents from the 43rd Parliament are currently being processed and will gradually be available on the Internet.

Their responsibilities include the selection of vacancies for persons job seekers; selection of workers for vacancies on the commission from the employer or employee, etc. (see the section "Descriptions of the main groups, subgroups, small and primary groups" of the All-Russian Classifier of Occupations OK 010-2014 (ISKZ-08), adopted and put into effect by Order of Rosstandart dated 12.12.2014 No. 2020-st.

Individuals and organizations may try to submit petitions to parliament. How to apply to the committee. The main purpose of parliamentary committees is to conduct investigations and present the results of these investigations to parliament. Each request has terms of reference, which outline the issues to be considered by the committee.

As part of the inquiry process, the committee seeks written submissions regarding the terms of reference. How to apply for notification. Questions addressed to the minister should relate to matters of state with which the minister is formally involved, to proceedings pending before parliament, or to any administrative matter for which the minister is responsible.

  • "Employees of collection firms and employees of related activities to collect debts and payments." The developers of the form attributed it to public service employees (along with employees for conducting customer surveys and employees in the reception (general profile)), who, in turn, are included in the section "Employees engaged in the preparation and execution of documentation, accounting and maintenance";
  • in the section "Unskilled workers" in new version report, a trade union group “Street vendors and other unskilled workers providing various street services,” etc., etc. appeared.

MAIN CHANGES TO THE INSTRUCTIONS

According to p. 1 of the Guidelines the rules for filling out the address part of the form No. 1-T (professional) and the line "Postal address" have practically not changed.

According to paragraph 8, item 1 of the Instructions in the code part of the form, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) is affixed, while the new edition of the Instructions specifies that this code is affixed on the basis of OKPO code assignment notifications sent (issued) to organizations by territorial bodies of state statistics.

In the note to item 1 of the Instructions added a link to clause 2 of Art. 11 of the Tax Code of the Russian Federation, according to which a workplace is considered stationary if it is created for a period of more than one month.

In point 2 of the Instructions an updated list of employees is provided, which are not included in the payroll number of employees of the organization. So, in addition to external part-time workers, performers under civil law contracts and women on maternity leave and parental leave, the payroll now does not include military personnel in the performance of their military duties.

In point 3 of the Instructions provides information about the new All-Russian Classifier of Occupations (OKZ), which should now be used as a guide when distributing workers by professional groups(classes). The new classifier was put into effect by the Order of the Federal Agency for Technical Regulation and Metrology dated 12.12.2014 No. 2020-st instead of the previously applied OKZ, approved by the Resolution of the State Standard of the Russian Federation dated 30.12.1993 No. 298.

For the correct distribution of employees of organizations by professional groups, you should use the Directory of the distribution of employees by subgroups and groups of OKZ, which is posted on the Rosstat website in the information and telecommunications network "Internet": www.gks.ru under the heading Information for respondents / Forms of federal state statistical observation / Album of federal statistical observation forms, the collection and processing of data on which are carried out in the system Federal Service state statistics, for 2016/20. Labor market / form No. 1-T (prof). The reference book is developed in Excel format and contains 9 sheets, each of which corresponds to one of the main groups. In accordance with the survey program in the main groups from 2 to 5 there is a list of classes for the initial groups in the 1, 6, 7 and 8 main groups - in small groups, and in the 9 main group "Unskilled workers" - in subgroups. For each professional group of OKZ, a list of professions included in this group is provided.


The volume of the Instructions has been significantly reduced due to the exclusion of clause 6, which provided the principles for the distribution of workers into large groups. Accordingly, as stated in clause 5 of the Instructions in new edition, the distribution of the needs of enterprises for workers by professional groups is carried out in the same way as the distribution of the payroll in accordance with clause 3 of the Instructions(earlier - in accordance with paragraphs 5 and 6), in which we are referred to the All-Russian Classifier of Occupations (OKZ) and the Directory of the distribution of workers by subgroups and groups of OKZ.

In addition, in the new edition of the Instructions, clause 9 was excluded, in which the rules for filling in Certificate 1 were set out, since in new form No. 1-T (prof) it is not. The certificate concerned workers engaged in the production of goods and services related to the creation or use of nanotechnology.

According to p. 4 of the Guidelines column 5 provides a list of jobs that are vacant. The content of this list has not changed in comparison with the Instructions in the previous edition (where it was at number 7):

Job vacancies include jobs vacated by layoffs, maternity or parental leave, as well as newly created jobs that are expected to employ employees within 30 days of the reporting period. If the vacancies are occupied by internal part-time workers and the organization does not undertake active action on the search for workers, then in the form No. 1-T (professional) this need for workers should not be reflected.

Section 2 is not available in either the previous or the updated form of the report. For what reason the developers number a single section is unknown. - Approx. the author.

Legal entities of all forms of ownership are required to report to Rosstat on the number and wages of their employees by January 20, 2017. This article provides a sample of filling out such a report in the form 1-T.

Statistical form 1-T (prof) is called "Information on the number and wages of employees", it is approved by the order of Rosstat. Form 1-T must be handed over to legal entities of all forms of ownership, with the exception of small businesses.

Who must submit the 1-T report and in what time frame

The officials determined that only small business entities were exempted from the need to submit this statistical report. All other organizations must report to statistics.

Any organization has the opportunity to independently check whether it needs to submit this report. This can be done on the official website of Rosstat. To do this, you must enter the OKPO, TIN or OGRN of the organization. If you still need to submit a report, then you should have time with this before January 20, 2017. After this date, the statistics authorities will begin to apply penalties to latecomers.

Separately, it should be noted that if an organization has separate divisions (branches), then Form 1-T is filled out and submitted both separately for each of these divisions, and throughout the organization as a whole. It is important to understand that in this case, for a separate subdivision, officials understand any subdivision geographically separate from the organization, at the place or from the location of which economic activities are carried out at equipped stationary workplaces. Whether such a unit is registered as separate or not does not play a role in this case. The report should be submitted to the territorial statistical offices at the location of each of them.

In addition, bankrupt organizations, in respect of which bankruptcy proceedings have already been opened, are not exempted from the obligation to submit this report. The legislation allows not to surrender this form only after the complete liquidation of such a legal entity.

Sample filling out form 1-T

Before starting to fill out the reporting form itself, you need to remember that it contains such an indicator as the average number of employees. You can calculate it using the standard formula:

the sum of the average number of employees for all months of the reporting year divided by 12.

At the same time, the average number of employees per month is calculated as follows:

the sum of the payroll number of employees for each calendar day of the month, from the 1st to the 30th or 31st (for February - to the 28th or 29th), including holidays (non-working) and days off, divided by the number of calendar days of the month.

Statistical Form 1-T must be completed as of December 31, 2016. The title page is easy to fill. It should contain: the full name of the organization and a short name in brackets next to it; the legal address of the legal entity, indicating the subject of the Russian Federation and the index, the actual address of the organization, if it does not coincide with the legal one, the OPKO code assigned by Rosstat.

Persons with whom civil law contracts have been concluded and employees who are on parental leave.

After all the data has been posted, you need to add a total. After that, the document must be signed by the responsible official of the organization. In addition, you should put the date for completing the T-1 report and indicate the email address for communication.

Responsibility for late submission of Form 1-T

For late submission of statistical form 1-T, an administrative fine is provided for. Its size is:

  • for an organization - from 20 thousand to 70 thousand rubles;
  • for officials - from 10 thousand to 20 thousand rubles.

Who submits form 1-T

The list of organizations that are required to report on it includes:

  • public;
  • religious;
  • horticultural;
  • dacha associations;
  • garage or housing cooperatives
  • organizations like the ones listed above.

Moreover, they must meet the following criteria:

  • is not a small business entity;
  • the average number of employees based on the results of work for the year was no more than 15 people;
  • included by the territorial divisions of Rosstat in the list of organizations that do not report on the P-4 form.

Branches, representative offices and subdivisions of foreign organizations operating in the territory of the Russian Federation are also required to report on Form 1-T.

Organizations on the simplified tax system report on a general basis.

There are two ways to find out in advance whether your company must submit Form 1-T:

  1. Through the website of the territorial division of Rosstat. Find your region on the official website of the department (“About Rosstat” - “ Territorial bodies(TOGS) "-" TOGS Sites "). Go to the site of the territorial unit. Open the tabs on it: "Reporting" - " Statistical reporting"-" List of reporting business entities "and upload the list.
  2. Directly in the territorial division of Rosstat. Using the method described above, find the site of your territorial division. Open it and in the main menu click on the tab about the unit. Frequency of submission of form 1-T

The frequency of submitting Form 1-T is annual. The deadline for submitting the document to the territorial division of Rosstat at the location of the company is January 20 of the year following the reporting year.

You need to report on Form 1-T for 2018 no later than January 22, 2019 (Monday). When the deadline specified in the form is a day off or a non-working holiday, it is postponed to the next working day (decree of the State Statistics Committee of 03/07/2000 No. 18).

Rosstat approved the current form 1-T on August 6, 2018 by order No. 485 (Appendix 1). It includes a title page and a sheet with a table consisting of seven columns, in which data is entered on the average headcount, payroll and social benefits.

The order and features of filling

First fill out the title page. It indicates the full name of the organization. In the presence of short name it is indicated in parentheses.

In the form of a separate subdivision indicate its name and legal address with a postal code in the appropriate fields.

If the legal address does not match with the actual place of business, enter the actual address.

In the table on the second sheet on line 01, the general values ​​are given. For the rest of the lines, they are deciphered and the OKVED2 codes are indicated (column 3).

Column 4 gives the average number of employees for the year. Find it by the formula:

Please note: the calculation involves persons with whom the organization has entered into employment contracts(including for performing temporary or seasonal work) and the owners of the organization, who are paid salaries.

To calculate the monthly average headcount, you need to determine the headcount of employees for each day of the month. The resulting value is divided by the number of calendar days of the month.

Columns 5 and 6 include wages in cash and in kind for hours worked, compensation payments which refer to labor activity, additional payments, allowances, bonuses, one-time incentive payments, as well as systematic payment for food and (or) accommodation.

Column 7 indicates the amounts transferred to employees in the form of social benefits (see the list in clause 88 of the Instructions).

After filling in all the columns, you need to fill in lines 14 and 15.

Line 14 is intended for information regarding the unscheduled composition (their payroll and the amount of social payments).

If there are no payments in the reporting period, the data is not filled. To reduce the risk of claims, you can send a letter to your territorial division of Rosstat about the absence of indicators.

The completed form 1-T is signed by the director of the organization or a person authorized to submit statistical reports on its behalf. In addition to the signature on the form, indicate their positions, phone numbers, addresses Email... In addition, the date of filling out the form is put down.
