State estimated standards. Federal unit prices for commissioning works (hereinafter - FERp) are intended to determine the costs when performing commissioning works and to draw up estimates (estimates) on their basis for the production of these works.

Clauses 1.2, 1.2.1, 1.2.2, 1.2.3, 1.2.4, 1.2.5, 1.2.6, 1.2.7 shall be amended as follows:

1.2. FERp part 2 "Automated control systems" are designed to determine the cost of commissioning automated systems management.

1.2.1. FERp Part 2 applies to:

automated process control systems (APCS);

centralized operational dispatch control systems;

automatic fire and security and fire alarm systems;

control and automatic control systems for fire extinguishing and smoke protection;

telemechanical systems;

hardware and software computing technology, in the part relating to the installation and configuration of the software.

FERp of part 2 of section 1 are not intended to determine direct costs in the estimated cost of work:

on precision in-line analyzers of physical and chemical properties of media and products circulating in the technological process: refractometers, chromatographs, octanometers and other similar single-use analyzers;

for video surveillance (security) systems using television installations, loud-speaking communications (alerts), etc., the direct costs of which are determined according to FERm, Part 10 "Communication Equipment".

1.2.2. Part 2 pricing is based on the following conditions:

complexes of software and hardware means (KTS) or complexes of technical means (KTS), transferred for commissioning - serial, complete, with loaded system and applied software, provided with technical documentation (passports, certificates, etc.), their storage period in the warehouse does not exceed the standard;

commissioning works are carried out on the basis of the approved by the customer working documentation, if necessary - taking into account the project for the production of work (PP P ), programs and graphics;

By the start of the start-up and commissioning organization's work, the customer has transferred the working design documentation, including parts of the APCS project:

software (MO), Information Support(IO), software (software), organizational support (OO);

start-up and commissioning works are started if the customer has completed documents installation works... In the event of forced interruptions between installation and commissioning work for reasons beyond the control of the contractor, commissioning work is started after checking the safety of previously installed and previously dismantled technical equipment (in this case, the completion certificate for installation work is drawn up anew on the start date of commissioning);

switching of operating modes of technological equipment is carried out by the customer in accordance with the project, regulations and during the periods provided for by the agreed programs and work schedules;

1.2.3. FERp part 2 was developed in accordance with the requirements of state standards, electrical installation rules, inter-branch rules on labor protection (safety rules) during the operation of electrical installations, safety rules for gas distribution and gas consumption systems, general explosion safety rules for explosive and fire hazardous chemical, petrochemical and oil refining industries and other rules and norms of state supervision bodies, technical documentation manufacturers of OB vehicles or vehicles, instructions, technical and technological regulations, guiding technical materials and other technical documentation for the installation, commissioning and operation of OB vehicles and vehicles.
