3. The main functions of the Technical Department

In accordance with the assigned tasks, the Technical Department carries out the following main functions:

3.17. Carries out work on the organizational and technical support of the activities of the Council of the territorial body of Gosgortekhnadzor of Russia.

3.18. Provides preparation of reports, letters, certificates, information and analytical materials (documents) of an intersectoral nature on issues related to the jurisdiction of the territorial body of Gosgortekhnadzor of Russia.

4. Rights and obligations of employees of the Technical Department

4.1. The Head of the Technical Department has the right to:

In modern conditions, functional changes are taking place in the activities of the bodies of Gosgortekhnadzor of Russia, the importance of their analytical activities is increasing - the basis for the effective implementation of regulatory regulation, special licensing, supervisory and control functions. The most important task of the Gosgortekhnadzor bodies of Russia is to create conditions for a phased transition to modern forms and methods of supervision over the operation of industrial safety management systems at hazardous production facilities.

In connection with the above, optimization is necessary organizational structures territorial bodies and the creation of technical departments or groups in them (instead of existing production and technical departments), ensuring the collection, generalization and analysis of information for the effective implementation of state regulation of industrial safety.

In accordance with the attached "Standard Regulations on the Technical Department of the Territorial Body of the Gosgortekhnadzor of Russia", a regulation on such a department and job descriptions of its employees are being developed.

In a territorial body with a smaller staffing, a technical group is created as part of one of the departments.

The formation of the Technical department (group) in the territorial body can be carried out within the framework of optimization of the structure of the territorial body at the expense of the staff units of the existing production and technical department. At the same time, a decrease in the number of inspectors of a territorial body is not allowed. The recommended staffing of the Technical Department is no more than 5 - 7 people.

The distribution of duties of employees of the Technical Department (group) is determined by the head of the territorial body based on the assessment of the amount of work assigned to this department.

In order to provide a reliable information basis for the analytical activities of the territorial body in all its departments carrying out control and supervisory activities, the collection and analysis of information is organized by the chief state inspectors and state inspectors in accordance with their specialization, determined by job descriptions. 1.4. In its activities, the department is guided by the current legislation, regulations and teaching materials on production and technical issues, organizational and administrative documents of the organization itself and this regulation.

1.5. The activities of the department are carried out on the basis of the current and forward planning, a combination of one-man management in resolving issues of official activity and collegiality when discussing them, personal responsibility of employees for the proper execution of the tasks assigned to them job responsibilities and separate orders from the head of the department.

1.6. The head and other employees of the department are appointed to positions and dismissed from their positions by order of the head of the organization in accordance with the current legislation of the Russian Federation.

1.7. Qualification Requirements, functional responsibilities, the rights, responsibility of the head and other employees of the department are regulated by job descriptions approved by the head of the organization.

1.8. The department is headed by a chief, to whose position a person is appointed who has a higher professional (technical or engineering and economic) education and work experience in operational management production in engineering and management positions for at least 5 years.

1.9. Department head:

Supervises all activities of the department, bears personal responsibility for the timely and high-quality performance of the tasks and functions assigned to the department;

Carries out, within its competence, management functions (planning, organization, motivation, control), makes decisions that are binding on all employees of the department;

Distributes functional responsibilities and individual assignments between the department employees, establishes the degree of their responsibility, and, if necessary, makes proposals to the head of the organization about changes job descriptions employees subordinate to him;

Submits proposals to the management of the organization for improving the work of the department, optimizing its structure and staffing;

Participates in the long-term and current planning of the department's activities, as well as the preparation of orders, instructions and other documents related to the tasks and functions assigned to the department;

Takes the necessary measures to improve material and technical and information support, working conditions, increase vocational training department employees;

Participates in the selection and placement of personnel in the department, makes proposals to the management of the organization for encouragement and imposition disciplinary action on employees of the department, sending them to retraining and advanced training;

Improves the system labor motivation department employees;

Exercises control over the execution of their duties by the employees subordinate to him, the observance of labor discipline and the activities of the department as a whole.

1.10. During the absence of the head of the department, his duties are performed by his deputy (if any) or another employee appointed by the order of the head of the organization.

1.11. The head of the department or the person performing his duties have the right to sign documents sent on behalf of the department on issues within his competence.
