Section "Qualification characteristics of positions of educational workers"

I. General Provisions

1. "Qualification characteristics of the positions of educational workers" of the United qualification handbook positions of managers, specialists and employees (hereinafter - EKS) is intended to address issues related to the regulation of labor relations, ensuring an effective system of personnel management of educational institutions and organizations, regardless of their organizational and legal forms and forms of ownership.

2. The section "Qualification characteristics of positions of educational workers" TSA consists of four sections: I - "General provisions", II - "Positions of managers", III - "Positions of teaching staff", IV - "Positions of educational support personnel".

3. Qualification characteristics are used as normative documents or serve as a basis for the development job descriptions containing a specific list job responsibilities employees, taking into account the peculiarities of the organization of labor and management, as well as the rights, responsibilities and competence of employees. If necessary, the duties included in the qualification characteristics of a certain position can be distributed among several performers.

4. The qualification characteristic of each position has three sections: "Job responsibilities", "Must know" and "Qualification requirements".

The section "Job responsibilities" contains a list of basic labor functions that can be fully or partially entrusted to an employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization in employee positions.

The section "Should know" contains the basic requirements for an employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other documents, methods and means that the employee must apply in the performance of job duties.

In the section "Requirements for qualifications", the level of professional training of an employee, certified by educational documents, as well as requirements for work experience, necessary for the performance of job duties, are determined.

5. When developing job descriptions, it is allowed to clarify the list of jobs that are characteristic of the corresponding position in specific organizational and pedagogical conditions (for example, a vacation period that does not coincide with the leave of employees, cancellation of training sessions for students, pupils, changing the regime of the educational process for sanitary and epidemiological, climatic and other reasons, etc.), as well as the establishment of requirements for the necessary special training of workers.

6. In order to improve the organization and increase the efficiency of the employees of the institution, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of duties provided for by the qualification characteristics of other positions that are similar in the content of work, equal in complexity, the performance of which does not require another specialty and qualification.

7. When developing job descriptions for employee positions related to industry-wide positions of employees, as well as for employee positions inherent in other types economic activity(medical workers, cultural workers: artistic directors, conductors, directors, choreographers, choirmasters, library workers, etc.), the qualification characteristics provided for the relevant positions of employees are applied, specifying the list of works that are characteristic of the corresponding position in specific organizational and pedagogical conditions.

8. The official title "senior" is applied provided that the employee, along with the performance of the duties stipulated for the position held, manages the performers subordinate to him. The position of "senior" can be established as an exception and in the absence of performers in the direct subordination of the employee, if he is entrusted with the functions of managing an independent section of work.

9. Persons without special training or length of service established in the "Qualification Requirements" section, but possessing sufficient practical experience and competence, performing qualitatively and in full the official duties assigned to them, on the recommendation of the attestation commission, as an exception, can be appointed to the relevant positions in the same way as persons with special training and work experience.

II. Leadership positions

Head (director, head, head) of an educational institution

Job responsibilities. Manages an educational institution in accordance with laws and other regulatory legal acts, the charter of an educational institution. Provides systemic educational (teaching and educational) and administrative and economic (production) work of an educational institution. Provides the implementation of the federal state educational standard, federal state requirements. Job responsibilities. Supervises practical classes and educational and production work on vocational (industrial) training, participates in the work on vocational guidance of students of educational institutions (units) of primary and / or secondary vocational education. Respects the rights and freedoms of students. Supports the academic discipline, the mode of attendance of classes, respecting the human dignity, honor and reputation of students. Carries out control and assessment activities in the educational process using modern methods of assessment in the context of information and communication technologies (including maintaining electronic forms of documentation). Makes proposals for improving the educational process in an educational institution. Participates in the work of subject (cycle) commissions (methodological associations, departments), conferences, seminars, participates in the activities of pedagogical and other councils of an educational institution, as well as in the activities of methodological associations and other forms of methodological work. Communicates with parents or persons replacing them. Develops work programs of academic disciplines (modules) in its discipline and other materials that ensure the education and quality of training of students, is responsible for their implementation in full in accordance with the curriculum and schedule of the educational process, as well as for the quality of training graduates. Provides protection of life and health of students during the educational process. Complies with the rules for labor protection and fire safety.

Higher vocational education or secondary vocational education in the direction of training "Education and Pedagogy" or in the field corresponding to the taught subject, without presenting requirements for work experience, or higher vocational education or secondary vocational education and additional vocational education in the direction of activity in an educational institution without presentation work experience requirements.

Educator-organizer

Job responsibilities. Promotes the development of personality, talents and abilities, the formation of a general culture of students (pupils, children), the expansion of the social sphere in their upbringing. It organizes the work of children's clubs, circles, sections and other amateur associations, a variety of individual and joint activities of students (pupils, children) and adults. Supervises work in one of the activities of an educational institution: technical, artistic, sports, tourism and local history, etc. Promotes the implementation of the rights of students (pupils, children) to create children's associations, associations. Organizes evenings, parties, hikes, excursions; supports socially significant initiatives of students, pupils, children in the field of their free time, leisure and entertainment, focusing on the personality of the student, pupil, child, the development of his motivation, cognitive interests, abilities. In accordance with article 143 Labor Code RF tariffication of works and assignment tariff categories employees are made taking into account a single tariff and qualification reference book of jobs and professions of workers, a single qualification reference book of the positions of managers, specialists and employees.

Decree of the Government of the Russian Federation of October 31, 2002 N 787 established that the Unified Tariff and Qualification Reference Book of Work and Occupations of Workers (hereinafter - ETKS) consists of tariff and qualification characteristics containing characteristics of the main types of work by occupation of workers, depending on their complexity, and corresponding to them wage grades, as well as the requirements for the professional knowledge and skills of workers.

The development of ETKS is carried out by the Ministry of Health and Social Development of the Russian Federation together with federal authorities executive power responsible for the management, regulation and coordination of activities in the relevant sector (sub-sector) of the economy (clause 2 of the Decree of the Government of the Russian Federation of October 31, 2002 N 787).
